More N95 masks arrive Citizen report
Berlin “has received a limited supply” of N95 protective masks and is distributing them to residents “until the supply is exhausted.” There is a four-mask limit per household. “Those who need masks can pick them up at the Berlin Senior Center, Berlin-Peck Memorial Library or Town Hall in the Town Clerk’s and Town Manager’s offices during regular business hours,” a Jan. 13 message from the town states.

State’s COVID surge may be subsiding “Jan. 11 was the peak for hospitalizations, (Jan. 12) for ICUs, and Jan. 5 for admissions,” Ulysses Wu, chief of infectious disease at Hartford HealthCare, said Friday. “If they all hold true, we are now on the downside of the rollercoaster. This is statewide.” Four hours later, Gov. Ned Lamont’s administration released data revealing the state’s positivity rate had dropped to 19.35 percent and 22 fewer people were hospitalized, leaving a total of 1,895 patients. The numbers of influenza cases also continued to level off. “We’ll have some ups and downs over the next month

Time to brush up on cold weather protocols The following tips will help keep you and your pets safe in cold weather situations.
Suiting up When going outdoors, the Centers for Disease Control and Prevention recommends wearing a hat, scarf or knit mask to cover face and mouth; long sleeves that are snug at the wrist; mittens (which are warmer than gloves); and water-resistant
coat and boots. Also, layer clothing strategically. When choosing an inner layer, wear fabrics that hold more body heat and do not absorb moisture. Wool, silk and polypropylene hold more body heat than cotton. An insulation layer of clothing will help retain heat by trapping air close to the body. Natural fibers, like wool, goose down and fleece work best.

The outermost layer of clothing helps protect from the elements. It should be tightly woven and preferably water- and wind-resistant to reduce loss of body heat. And try to stay dry outdoors, as wet clothing chills the body quickly. Excess sweating will cause your body to lose more heat, so remove extra layers of clothing when you feel too warm. Cold weather-induced conditions such as frostbite can occur even in temperatures above 40 degrees if a person becomes chilled by rain or sweat, or is submerged in cold water. Do not ignore shivering, as it’s an impor-
tant first sign that your body is losing heat. Constant shivering is a sign that it is time to go inside.
Ice safety The Department of Energy and Environmental Protection recommends measuring ice in multiple places before testing it with your weight. Ice that is four inches thick or less should be avoided. Four inches or more is considered safe for ice fishing or any other activity on foot. Five to seven inches of ice is recommended for snowmobiles or ATVs. It is illegal to drive a car or truck on the
ice in Connecticut. Remember that air temperature and recent weather patterns can impact ice quality. Just because the ice was safe on a certain date last year doesn’t mean it will be safe this year. When going out on the ice, it’s advised to let someone know when you expect to be back. Also, carry a cell phone and wear a life jacket or float coat. And bring along an ice safety kit including rope, ice picks, a whistle and spiked shoes/creepers. See Cold weather, A5

How to Handle Common Trust Problems
Failure to fund. You have to fund your trust by transferring ownership of your assets from your name to the name of the trust. Assets titled in your name will have to go through probate. Failing to name a beneficiary. A trust is a contractual relationship established between you as the creator of the trust and the trustee, the person charged with managing the trust. Without at least one beneficiary, there can be no viable trust agreement. If a beneficiary dies or becomes incapacitated after the trust is created and the trust is not amended or doesn't address this issue, the trustee may need to seek direction from a court before proceeding with the trust administration. Failing to protect beneficiaries from lawsuits or divorce. You have the power to draft the trust so that assets are protected from creditors or divorce proceedings for the beneficiaries. This is a valuable protection for your children and grandchildren. Choosing the wrong trustee. Your trustee should be someone you can genuinely expect to live up to the fiduciary duty, managing your assets and your trust effectively and in line with your wishes. Failing to put your trust in writing. It's a common misconception that a trust created orally between family and friends can be legally binding. In fact, trusts that involve real property must be in writing. Failure to provide a pour-over provision in your will. This clause transfers any remaining assets to your trust when you die. Without this, any assets or property that have not been transferred to your trust at the time of your death will need to be probated and may not be disposed of correctly. Failure to name a successor trustee. You may find that the person you selected to manage your affairs is not a good manager. Your choices for successor trustees should be family members or friends you can trust. Corporate trustees, such as banks, also are an option. Pairing sibling trustees. This is not necessarily a mistake, but should be considered carefully. Siblings do not always get along and family infighting is the fastest way for your estate to be squandered in court. Forgetting to review your trusts. This can lead to unwanted consequences, so review what your trust says at least once a year to ensure the terms still align with your overall estate planning goals.

Things to know about at-home COVID tests Here are some scenarios where a rapid home test might be useful for vaccinated or unvaccinated people: For unvaccinated children, who could be tested periodically before going to camp or school or right before a birthday party; To regularly check and protect the health of a babysitter who spends time with your unvaccinated children or a homehealth aide who is caring for a high-risk individual; As an added precaution for a vaccinated person who wants to spend time with a grandparent or someone who is immune compromised. (An unvaccinated person shouldn’t spend time indoors with a person at high risk); After traveling on an airplane or spending time in an airport or a crowded bar. (While a vaccinated person does not need to be regularly tested after travel, a home test could be used as a precaution after spending extended time indoors with people whose vaccination status isn’t known); To be sure a cough or sniffle is just allergies or a common cold rather than COVID-19; To test houseguests before a dinner party or overnight

Born in New Britain, the husband of Elizabeth (Bigoness) Pawelczyk and the son of the late Stanley and Jennie (Choinski) Pawelczyk. He was a U.S. Navy Veteran, retired from Emhart Technologies’ (ASSA BOYLE) in Berlin after many years. He loved the NY Yankees, NY Giants, and Celtics. Tom also loved fishing, hunting and was a member of St. Paul Church in Kensington. Besides his wife, he is survived by a daughter: Jennifer Pawelczyk of Berlin, a brother: George Pawelczyk and a granddaughter: Victoria LaPosta and several nieces and nephews. He was pre-deceased by 2 brothers and 1 sister. Friends and family were invited to call on Friday, January 14, 2020 from 11:00 A.M. with a service at Noon at the Berlin Memorial Funeral Home, 96 Main Street, Kensington. Born in Rockland, MA, she was the daughter of the late Bernhard and Bertha (Dunn) Reske. Sandy was a former resident of Norwell, MA and Worcester, MA, before moving to East Berlin 60 years ago. She was formerly employed as Developmental Services worker for the State of CT before retiring. Sandy was a member of Sacred Heart Church of East Berlin, the Red Hat Society, and the Widows Club. She enjoyed gardening, bowling, dancing and spending time at the lake. Surviving are her children, Debra Powley, Kellie Kubica, Bonnie Robertson, Rebecca Thomson, Michael King, Sr., Donald King, Jr., David King and his wife Cindy King; a sister and brother-in-law, Linda and Randy Kelley; eleven grandchildren, eight great-grandchildren, two great great-grandchildren;
and many nieces and nephews. In addition to her husband and parents, she was predeceased by two brothers, Howard Reske and Frank Reske. Funeral services will be held on Saturday at 9 AM at Erickson-Hansen Funeral Home, 411 So. Main St., New Britain. Burial will be in Wilcox Cemetery, East Berlin. Area residents rally for ‘Bundle of Care’ Thanks to the generosity and kindness of the community, Neighborhood Housing Services of New Britain helped city residents in need stay warm this winter. The non-profit collected more than 500 pieces of winter wear during its 2nd annual “Winter Snuggled Bundle of Care” Drive. Many of the clothing items were knit, sewed or crocheted by community members. Hygiene products also were collected. Mirroring the CDC’s recent move, the CIAC is now requiring only a five-day quarantine period, down from 10 days. The updated guidance released Tuesday, Jan. 11 detailed the protocols for student-athletes to follow if they show symptoms of COVID-19 or are identified as a close contact of someone who tests positive. Here’s the basic breakdown.
