LOCAL DELEGATION SPLIT ON RELIGIOUS EXEMPTION BILL

Berlin voters last week approved a $2.5 million increase in spending for the coming fiscal year, though taxes will remain at current levels. The municipal budget received the most support at the Tuesday, April 27 referendum, with 301 voters favoring the $1 million spending increase, while 95 were opposed. Ballots for the $1.5 million increase in school spending came in with 268 approving and 120 voting against. The overall 2020-21 fiscal budget approved by voters is $93,959,047, a 2.7 percent increase over last year. Town Finance Director Kevin Delaney said there was a focus on avoiding a tax increase this year to help residents and businesses still dealing with the economic effects of the pandemic. Town Manager Arosha Jayawickrema told staff working on the budget to only request what is necessary, Delaney said. “We tried really hard to keep it barebones, knowing COVID, knowing that some individuals are struggling, the businesses are struggling and some businesses didn’t make it through the shutdown,” Delaney said. Board of Finance Chairperson Sam Lomaglio agreed the goal was to keep the mill rate flat. “It was important for us to go with a zero mill increase this year, because … the small business, people were struggling with the pandemic,” he said.

Call her Madam President Berlin Town Clerk Kate Wall was elected president of the Connecticut Town Clerks Association for a two-year term. Mayor Mark Kaczynski shared the news on social media, prompting one commenter to state: “Kate Wall is great! She is a public employee who truly serves the citizens. Instead of putting up road blocks, Kate accommodates us. We are lucky to have her!”

Berlin remains in the coronavirus red zone. Connecticut’s color coded status for cities and towns represents two weeks of cases. The trigger for top-of-the-chart red status starts at a rate of 15 cases per 100,000 people per day. The state’s most recent report, issued April 29, showed 48 positive cases in Berlin; an average of 16.8 daily cases per 100,000 people. Berlin logged 49 positive cases in the previous report. Seven hockey players from Berlin High school just completed what some may call one of the most remarkable seasons in CT high school hockey history. Was it remarkable because the season took place during a global pandemic and was in jeopardy of being shut down any minute? Maybe it was remarkable as they were one of only 3 teams in the conference to not be paused due to Covid protocols? Surely it was a remarkable season with a record of 11 wins 1 loss and 1 tie, one of the best in the NBMC record books! Contentious religious exemption bill passed (AP) – Connecticut will no longer allow a religious exemption from childhood immunization requirements for schools, colleges and day care facilities, becoming the sixth state to end that policy. The legislation was signed into law Wednesday, April 28 by Gov. Ned Lamont, hours after the Democratic-controlled Senate passed the bill late Tuesday night, April 27.
More than 2,000 opponents rallied outside the Capitol building, arguing the legislation unfairly infringes on their religious liberties and parental rights. Berlin’s representatives were split on the bill. Sen. Rick Lopes and Rep. Cathy Abercrombie, both Democrats, were in favor of the legislation. Republican representative Donna Veach was a no vote. Why is there a waiting period between the two shots? Is the window to get the second shot flexible? The waiting period between the two vaccines is a well-thoughtout scientific process based on historical research and the time it takes for the immune system to respond after receiving the first dose.
The first dose of the mRNA COVID-19 vaccine is called the ‘primer dose,’ which wakes up the body’s immune system and recruits the appropriate immune cells (antibodies, T cells, macrophages, etc.). These are the soldiers that respond to an invader or enemy in your body. Just like the training process of soldiers, which takes time, the process in humans and non-human primates takes about 2-3 weeks.
The second dose of the vaccine called the ‘booster dose,’ is then given at 3 weeks for the Pfizer vaccine and 4 weeks for the Moderna vaccine. This will boost the levels of immune cells for optimal protection against future exposure to SARS-CoV-2, the virus that causes COVID-19. After another two weeks of the booster dose, the ‘immune soldiers’ will be well trained to win the battle against the virus. The second dose should preferably be given as stated above (3 weeks for Pfizer and 4 weeks for Moderna), but if it is not possible to adhere to the recommended interval, giving the second dose 4 days earlier or up to 6 weeks (42 days) after the first dose is still acceptable according to the CDC. State regulators mull utility fines over storm response Isaias knocked down scores of trees and utility wires, causing more than 740,000 outages at its peak and a total of more than 1.3 million outages to Eversource and United Illuminating customers. Many customers
and local officials expressed anger and frustration at the companies’ power restoration efforts, which took more than a week in some places. Eversource and United Illuminated have defended their responses to the storm. The state Public Utilities Regulatory Authority on Wednesday, April 28 issued a unanimous ruling that orders the companies and their affiliates to improve how they respond to major storms. The orders include increasing the number of line workers and other responders who restore power and clear blocked roads, and improving communications with customers. During a meeting via video conference, the agency also ordered management audits of the two companies by independent firms, and officials said they are now considering fining the companies. How much the fines would be is not yet clear. The ruling also reduced the companies’ profits. A dollar amount for the profit reductions has not been calculated.
“Unfortunately we find ourselves with much more than a public image problem on our hands,” said Marissa Gillett, chair of the regulatory agency, known as PURA. “Our public utilities, and Eversource in particular, have failed us and continue to fail us by putting shareholders above the rights and goods of the system of Connecticut.” PURA said United Illuminating, which serves 340,000 customers in southwestern Connecticut, did a better job responding to Isaias than Eversource, which serves nearly 1.3 million customers in the rest of the state. Regulators said orders they imposed on the two companies after storms in 2011 and 2012 that also caused hundreds of thousands of power outages that took days to restore were not sufficient to improve the utilities’ responses to future storms. Both companies have the right to appeal PURA’s decision to Superior Court. It was not clear if they would do so. Officials from both companies said they were reviewing the ruling.
Eversource spokesperson Tricia Modifica said the company stands by its response to Isaias, but acknowledged “there are many areas for improvement that we are already addressing.” “Our thousands of employees showed skill and dedication in restoring power to customers as quickly as possible,” Modifica said in a statement. “Today’s decision deserves careful consideration and review and we are committed to moving forward in the best interest of our customers.” Ed Crowder, a spokesperson for United Illuminating, said company officials were disappointed in PURA’s ruling, because regulators imposed a penalty despite finding the company generally met performance standards. “We are mindful of the deficiencies cited by PURA, and are well aware of the difficulties that extended outages cause for our customers,” Crowder said in a statement. “However, we believe the facts clearly support that UI faithfully followed its Emergency Response Plan, and met the overall targets therein.”

“We’re doing everything we can to make the last of our folks, the 34% who aren’t vaccinated — I hope they get vaccinated — vaccinated soon,” Lamont said recently during his regular COVID briefing with reporters. Walk-ins are now welcome at all Community Health Center Inc. sites, including State Street in Meriden, and Hartford HealthCare is providing vaccines without appointments at all its locations, including MidState Medical Center in Meriden and Oakdale Theatre in Wallingford. The vaccine is available to those age 16 and up, though minors must be accompanied by a parent or guardian. The Wallingford Health Department is directing the general public to the Oakdale for vaccination to allow the department to continue its outreach program in underserved communities, said Health Director Stephen Civitelli. A Hartford HealthCare spokeswoman said the vaccine brand available to the public varies from site to site based on supply. Those in search of a particular brand should make an appointment first. “Demand for vaccine appointments is weakening and there is plenty of availability,” said Dr. James Cardon. “We expected this. As we recognized the need to remove barriers, we’ve begun to move and allow more walkups.”

Local health care providers are fighting vaccine hesitancy on three fronts, access, information and trust. The priority at this time is access, Cardon said. Hartford HealthCare tested its walk-in program at three sites to ensure supply was available before expanding it to all locations. The health care network is evaluating the shift from mega clinics offering thousands of vaccines to smaller venues serving hundreds of patients. As it dispenses second round doses and administers first round doses through walkins, second dose appointments might be made elsewhere, Cardon said. The health care network has resumed dispensing the Johnson & Johnson vaccine in its emergency rooms and to patients leaving the hospital. The Johnson & Johnson vaccine was halted for two weeks to study a potential connection with rare blood clots. Although walk-ins are welcome at Community Health Centers, there might be a wait. Those in a hurry are advised to pre-register in the state’s Vaccine Administration Management System at least one hour prior to arrival. Drug store chains CVS, Rite Aid and Walgreens, announced Monday COVID-19 appointments are available for the same day through their online registration sites or by calling their stores.
CVS has vaccines available in its Berlin store, Walgreens at its East Main Street store in Meriden, and Rite Aid at its North Colony Road store in Wallingford. The pharmacies are trying to reach more people who are hesitant, or have transportation and technology barriers. The pharmacies are also offering walk-in appointments at select stores nationwide and have entered into partnerships with large employers, similar to flu shot clinics. Walgreens has partnerships with Apple and Amtrak to vaccinate thousands of employees across the country and has opened walk-in mobile clinics in underserved areas. The U.S. is averaging 2.4 million reported vaccinations per day over the past week, according to Centers for Disease Control and Prevention data, down from a peak of 3.4 million reported shots per day on April 13. That number has dropped off, even as every adult in all states are eligible. Health experts have said mass vaccinations will get the U.S. closer to herd immunity — the point when COVID-19 can’t spread easily and mutate, because most of the population has been vaccinated.
Connecticut’s number of vaccinated adults is higher than many states nationwide — roughly 66 percent with the greatest numbers of vaccinated residents in the over 65 age groups. Some medical experts and scientists have expressed doubts about when — or if — herd immunity is possible, but have encouraged vaccinations to try to reach the goal. Also Monday, Lamont and the state Department of Public Health announced that 27 municipalities and local health departments were selected to share in more than $13 million in federal grant money to be used to form partnerships between local health and community organizations and vaccine providers to promote and increase vaccine equity. The Meriden Health and Human Services Department and the Chesprocott Regional Health District, which services Cheshire, Prospect and Wolcott, were among the agencies selected for the grants. In Brief Tax credit program The Town of Berlin is accepting proposals from nonprofit organizations for community programs to be designated as eligible for business contributions under the State of Connecticut 2021 Neighborhood Assistance Act Tax Credit Program. Interested organizations should submit a proposal no later than Friday, April 30 to the Town Manager’s Office, Berlin Town Hall, 240 Kensington Road, Berlin, CT 06037. Berlin Bingo Berlin Bingo runs through May 9. The rules align with traditional Bingo. When a player marks five spaces in a horizontal, vertical, or diagonal line, they’ve earned one entry towards a gift card drawing. If a player manages to make an X on their card, they will receive five entries, 20 entries if they complete 20 boxes, and 25 entries if they fill the entire Bingo card. While players can complete some boxes by getting a coffee or eating out at a local restaurant, they also have an option of getting motor vehicle service, receiving a beauty treatment and more. Autism walk, festival Autism Services and Resources Connecticut (ASRC), the first exclusive Connecticut autism advocacy organization for individuals and families, will hold the 24th Annual Walk and Festival for Autism Sunday, May 23 at the North Haven Fairgrounds. The event will include a short walk with three staggered start times, food trucks, a classic car show, raffle and other socially-distanced entertainment.
Founded in 1997, ASRC provides services, support and resources to families and individuals living with autism, as well as to the educators, medical and therapeutic professionals and community providers who work with them. With Connecticut’s state of emergency in response to the COVID-19 pandemic extended to May 20, Eversource is alerting customers that enrollment in the COVID-19 Payment Program is automatically extended as well. The energy company is encouraging customers to enroll in one of its payment plans or assistance programs if they need help with their energy bill. Both residential and non-residential customers are eligible for payment arrangements at this time.
“We want to help customers during these challenging times and participating in a payment plan not only arranges affordable monthly payments for them, it also protects them from service disconnection once they resume.”
