RECORD-JOURNAL EDITORIAL

The pandemic’s lingering effects

But a recent story from the Associated Press reminds us that the troubles of the pandemic are far from over, and that there are residual effects that are likely to remain an influence for quite some time. The story is about returning to work in person. While it may seem a welcome return to routine, there are a number of stress-inducing aspects that make it challenging. “Working from home has been a lot less stressful when it comes to work-life balance,” noted Julio Carmona, a finance worker at the state Department of Children and Families whose experience was highlighted in the AP story. “You are far more productive be-

cause there are a lot less distractions,” he said. Carmona, who works in Stratford, listed other anxieties sure to be familiar now that people are heading back to work in person: more money spent on gas and lunch, day-care costs and balancing life and work in a healthy way. “As more companies mandate a return to the office, workers must readjust to pre-pandemic rituals like long commutes, juggling child care and physically interacting with colleagues,” wrote the AP’s Anne D’innocenzio. “But such routines have become more difficult two years later. Spending more time with your colleagues could increase exposure to the coronavirus, for example, while inflation has increased the costs for lunch and commuting.”

It can be tempting to think that we are, finally, leaving the troubles of the coronavirus pandemic behind. Considering the precautionary conditions imposed during the pandemic’s first two years it’s not surprising that there is a sense of relief. When you don’t have to wear a mask all the time any longer, for example, it’s a big difference.

enced has worsened. It’s clearly a pandemic-related development that needs watching. “For companies, it’s all about prioritizing mental health and being communicative about it,” said Jessica Edwards, of the National Alliance on Mental Illness. “They should not be afraid of asking their employees how are they really doing.” Quite simply, it remains a difficult time. We can feel glad about eased restrictions, wary of virus surges, glad to be back at work, stressed by doing so. After two years of an uprooted society, it’s going to take some time to find our footing.

An April AP-NORC poll, cited in the story, provides some statistical information about the return to work experience, with 41% of workers who have returned saying the stress they’ve experi-

School meals From A4

Local school nutrition directors have already had to contend with an array of challenges. First it was reverting from in-person meal service to curbside pickup. Then it was adjusting to new cleaning and social distancing protocols prompted by the pandemic. On top of that, directors have faced ongoing supply chain challenges and staffing shortages. Now the cost of food and the most basic materials, like paper and utensils, has increased due to inflation.

One thing families have been able to count on is their schools providing meals free of charge. In Cheshire, the school district’s Food & Nutrition Services Director Erica Biagetti is bracing for the upcoming challenge. “It’s a huge relief for our students and their families,” Biagetti said of the current program. She described having access to healthy meals as an important part of students’ success. With the universal offering of free meals, directors like

Biagetti have seen fewer families submit free or reduced meal applications. If the waivers are not extended, local officials will need to remind families to submit applications. “I think school nutrition has never seen more changes than in the past two years,” Biagetti said, referencing the numerous pandemic-related changes to service, in addition to the costs and the waiver programs. Tiffany Esposito believes the waivers should continue. “I See School meals, A8

do think it made a difference to parents, in all honesty. In the beginning they weren’t quite sure what to do with it,” she said, explaining families’ initial skepticism.

An increase in volume Nya Welinsky, the School Food Service Director for the Southington Public Schools, agreed. The school district currently serves somewhere between 4,500 to 5,000 meals a day, Welinsky estimated. Southington High School alone serves at least 1,100 meals a day.

“We have really seen the volume increase through these waivers,” Welinsky said. “So we’re really hoping that the nutrition waivers can be extended.” The director said the universal meal concept is similar to students knowing they always have a seat on the bus. “There’s a meal for them in schools, if for whatever reason they need it,” Welinsky said. The district has seen more families participate and accept the free meals. As a result, the number of meals served daily has increased.

Welinsky and other nutrition directors worry that unless the waivers are extended, families and their programs could face new financial burdens in the upcoming school year. So the district is wary of advertising whether there will be a cost for meals next school year. Welinsky said even a year into the free meal program, families who were uncertain about it would contact her office with questions. “‘Are you sure I’m not going to get a bill? Are you sure it’s free,’” Welinsky said of the questions she fielded. “So it took a while for the community to really grasp the idea that it was free and available to everyone. So now, to not really know ... to not be able to truly advertise is definitely a hindrance right now for planning.” The rising cost of food is also a challenge for planning. For example, a portion of USDAapproved applesauce has doubled in cost, from $0.20 to $0.40, Welinsky explained. In addition to ensuring students are equitably fed, the See School meals, A9

EAST BERLIN- It is with deep sorrow that we announce the death of Bernice R. Chausse, who lost her long battle with Dementia on May 9, 2022, at age 88, leaving family and friends to mourn. She completed her circle of life. She was born in the house that she lived in and her wish was to remain there until her life was complete. Bernice was predeceased by her husband Robert M. Chausse in 2007, a brother Stanley and a sister Anna. She leaves behind two sisters, Clara and Helen; a daughter, Deborah and her husband Jack; a son Robert (Pam); and two grandsons, Kendall and Donald. She also leaves behind eight greatgrandchildren and many nieces and nephews. A graveside service was held at Wilcox Cemetery on Wednesday, May 18, 2022 at 11 AM. EricksonHansen Funeral Home of Berlin is in charge of arrangements.

The SNA also noted ongoing supply chain disruptions and labor shortages. “Schools consistently serve students healthy meals, but these disruptions leave short-staffed school nutrition teams scrambling to place additional orders for substitute menu items, find new vendors when orders are shorted, canceled or delayed, and even make trips to local stores to purchase necessary food and supplies,” the organization stated.

in aid offered over the next year represents a fraction of the $8 billion in budget reserves the state expects to have by June 30 — none of which includes hundreds of millions of dollars in federal pandemic relief Lamont hasn’t spent yet. “Everybody always promises to cut taxes, then, when push comes to shove, you don’t get it done,” Lamont said Monday when he signed a $24.2 billion budget for the fiscal year that begins July 1. “What we’ve done,” the governor added, “is a way of telling the people of Connecticut: ‘We get it. It’s a tough inflationary environment. We’re doing everything we can to make this state more affordable.”

legislature match that relief package? Office of Policy and Management Secretary Jeffrey Beckham conceded shortly before the House of Representatives approved the tax relief last week that it had at least one rival in history. Rowland, a Republican, pledged in his 1994 gubernatorial campaign to phase out the state income tax enacted — to much public outrage — three years earlier. But he quickly discovered the state’s finances, reeling from massive long-term debt and an early 1990s recession that crippled the defense industry, couldn’t balance without it.

Instead, along with a GOPled Senate and a Democratcontrolled House, Rowland lowered the income tax rate Lamont’s tax relief from 4.5% to 3% on baseline versus history earnings — the first $10,000 Lamont’s tally tops $700 mil- for singles and $20,000 for lion when considering a $40 couples; launched a new $100 income tax credit to million business tax rebate offset property taxes; and orprogram that starts in the dered a 9-year phase-out of 2024-25 fiscal year.

“They’re pretty close, but we think ours is larger,” Beckham said of the 1995 plan. At the time, those changes were projected to save taxpayers $166.4 million by 1996-97. Adjusted for inflation, that’s worth $304.7 million now. But one fiscal year later, once the inheritance tax phase-out began, the total

That’s significant, because while Lamont wins the contest in terms of first-year relief, Rowland moved ahead in recurring value. The package features a new $250-per-child state income tax rebate that will provide $125 million to low- and middle-income families. It boosts the income tax credit that offsets municipal property tax bills from $200 to $300, and it allows seniors and families without kids to claim the credit for the first
