After a year without the Berlin Fair, the Berlin Lions Club is excited the event will be returning for its 72nd year in September. The fair, canceled last year because of the pandemic, includes agriculture, entertainment, vendors and food booths manned by local charities. Hunter’s
Preventing a Will Contest
From A3
When you write a Will, you have control over how your assets are distributed after your death. However, if someone in your family disputes your Will, a probate court judge could end up deciding who gets your property.
Hartford HealthCare through MidState Medical Center and two former city hospitals, has been the medical director and control sponsor hospital for more than 40 years for Hunter’s.
Emotions run high when someone dies. If family members are not content with what they have received, or do not believe your wishes are being interpreted properly, they may contest your Will. Will contests can drag out for months or years, preventing your rightful and intended beneficiaries from getting the assets you wanted them to receive. As part of creating an estate plan, look for ways to reduce the possibility that someone could challenge your wishes. Here are some steps you can take to ward off a Will contest after your death:
Lowell said the acquisition
does not impact the choice of hospital by patients that are transported. “Patients have the right to choose their hospital and this will not change,” Lowell said. “In addition, there are clinical protocols that direct patient transport to specialty hospitals for certain types and severity of traumatic and medical events.”
Donna Hunter, whose father Vern Hunter founded the company with one ambulance in 1963, said last fall the decision to sell was bittersweet, but a valuable opportunity.
1. Start early. Make your estate plan while you are of sound mind. If you wait until your health is failing, or your mind is impacted by an accident or other reason, your Will becomes vulnerable to claims that you lacked sufficient mental capacity to draft it. 2. Prove competency. When you write your Will, you can ask a physician and/or your attorney to certify that you are mentally competent. A written report by an expert in determining competence could be vital. Make sure the report is drafted somewhat close in time to the execution of the estate plan. A video record at the time you sign the Will can also help demonstrate you acted with a clear head, of your own free will, and without outside interference.

3. Get qualified legal advice. There are do-it-yourself books and online tools available for writing your Will. But using an estate planning attorney is the best way to ensure it is properly executed and valid. If you do choose the DIY route you do so at your own risk. If, after you die, there is a question about the Will or your capacity, do not count on Legal Zoom to be there to support the validity of the documents! 4. Consider trusts. There are a variety of trusts that direct how your assets are managed, held and distributed to your heirs or beneficiaries. With a trust, you generally can avoid probate and increase control over how your trust is administered. Your heirs will receive their inheritance more quickly and privately, with potentially fewer costs to the estate. Trusts are becoming very popular and it is important to seek the guidance of an expert with experience. 5. Write your Will without interference. Avoid complaints that someone exerted undue influence over you when you wrote or executed your Will. To help avoid such contests, never have your beneficiaries sign as witnesses and do not include them in meetings with your attorney.
Experience Our Professional Difference!

7. Include a no-contest clause. A no-contest clause stipulates that anyone who contests the Will, and then loses that contest in court, is disinherited from what they would have otherwise received. No-contest clauses are not enforceable in all states, and they’re only effective if you’re leaving your heirs enough value that they wouldn’t want to risk the challenge.

Once your Will is complete, do not just file it away. Sit down with an attorney regularly to make updates that reflect your current situation. Changes such as moving, having grandchildren, or losing a loved one can impact your plan.
“It was important for Hunter’s that the acquiring institution mirror the same core values and reputation within the industry,” she said. “Our mutual goal is to provide an integrated approach to improved access and quality of healthcare to each individual patient and as a result, the community, and to do this at the lowest possible cost.” Representatives from Hartford HealthCare could not be reached for comment, but the health care network will join Hunter’s Ambulance officials Tuesday to honor several Hunter’s emergency medical technicians.
860-748-0541•phoenicianhi.com
6. Share your intentions. Consider talking to your family about the intentions in your Will. Let your heirs know why you have designed it the way you have, or write an explanatory letter to accompany your Will. Generally, what you put in the letter will not have a legal effect on your Will, but it can help family members accept your choices.
Hospitals operating their own emergency services is a growing trend in the ambulance industry. In central Connecticut there are a number of ambulance services that are part of healthcare systems, including Bristol Hospital, Trinity Health, Middlesex Hospital, Windham Hospital, L & M Hospital and Nuvance, Lowell said.
“For a seamless transition, the operations of the company will continue to remain as they are, servicing the community at a high level,” Lowell added.
Open for appointments! Eye Exams, Contacts & Glasses
8. Moving. Let’s say you sign a Will in Connecticut but retire to sunny Florida. There is no reason to change the Will merely because you are now a resident of Florida. Conversely, a validly executed Will signed while a resident of another state would be valid if you died a resident of Connecticut. However, it is always smart to have your estate plan reviewed by an attorney of your domiciliary state in order to ensure it reflect your wishes and comports with the laws of your new home state.

DCP: Consumers should be mindful of ‘skimming’ devices The Department of Consumer Protection (DCP) is reminding consumers to be cautious when paying at the pump, following a report of a skimming device at a gas station in the town of Plymouth. “People are driving more, and that means they’re filling up more, but the last thing many consumers are thinking about is whether or not their gas pump card reader is secure,” said DCP Commissioner Michelle H. Seagull. “The easiest way to avoid a credit card skimmer is to pay in cash or to pay inside the gas station, but we understand most consumers prefer the convenience of paying at the pump. Still, consumers should keep track of when and where they’re stopping for gas, and regularly check their credit card statements for fraudulent activity.” “With more people hitting the road to go on summer vacations now that they’re vaccinated, it’s important to be vigilant of credit card skimming devices when
At the pump Check the seal. Many stations use security seals on the fuel dispenser access panels. Make sure the seal on each gas pump isn’t broken or tampered with. If it is, that indicates that someone not authorized to inspect a gas pump has tampered with it.
Report it to an attendant. If you see a pump that you believe may have been tampered with, don’t use it. You should report that pump’s issue to the gas station attendant. Use credit or cash. If you pay by cash, you won’t fall victim to a skimming attack. If you use your credit card, you will be able to recover your funds more easily and keep money in your bank account. Pay inside. Paying inside reduces your risk of falling victim to a skimming attack significantly because it’s much harder for fraudsters to place a skimmer indoors near the cash register. If you must pay outside, pick the pump closest to the building or security camera.

Notify the authorities. If you believe you’ve fallen victim to a skimming attack, make sure you alert your local police and DCP.
Plan ahead. If you’re taking a long road trip, plan ahead so you know where you’re getting gas and you can retrace your steps if need be. According to reports, stations on or near the inter-

Lawmakers propose changes to Lamont's plans for COVID funds
Members of the Democraticcontrolled Appropriations Committee voted unanimously for the retooled plan, despite some Republicans wanting more of the historic financial assistance from Washington spent on paying down the $725 million the state had to borrow from the federal government during the pandemic to ensure unemployment claims were covered. Such loans are typically repaid by an increased tax on employers. While Lamont’s plan dedicated $50 million from the state’s share of the $1.9 trillion federal COVID relief legislation, known as the American Rescue Plan,

the committee increased that amount on Monday to $310 million. “Anything we can do to take the edge off of that additional tax is going to be helpful,” said Sen. Craig Miner, RLitchfield, the top GOP senator on the committee. “But again, if the budget was in my hands, I think I’d be trying to move toward a doubling of that,” arguing it would ultimately lead to more residents keeping their jobs. He suggested focusing less of the federal COVID money on the tourism industry. The committee, unlike Lamont, set aside $40 million for a statewide marketing campaign to pitch Connecticut as a tourist destination to additional markets, including Canada. Both Lamont and the committee agreed to dedicate $45 million to help the hospitality industry, which was hit hard by the pandemic. The committee also devoted $20 million to help support local events, such as fairs and concerts, while Lamont had set aside nearly $6.4 million. See Funds, A14

Connecticut legislators recommended changes on Monday to Gov. A May 13 post to the Berlin Police Department Facebook page states: "Today, current and former members of the Berlin Police Department gathered briefly to lay a wreath and pay tribute to Officer Jeffery Casner who lost his life in service to the Town of Berlin on Feb. 2, 1985. They were joined by members of the Casner family as well as the general public and we are humbled that so many took time out of their day to remember our fallen brother. This is an annual ceremony held every May during National Police Week, a time when police across the country acknowledge and remember those that have made the ultimate sacrifice."

The development of the COIVD-19 vaccines was achieved on an accelerated timeline as compared to many other vaccines that we currently use. There are a couple of factors that influenced this rapid development. The mRNA vaccine platform is new to the general public. However, the scientific community has been working with this platform for some time as a reliable way to bring new vaccines into general use. Scientific researchers have been investigating the use of this technology to develop vaccines for infections such as rabies, influenza, and Zika prior to the onset of the COVID-19 pandemic. This strong foundation for the use of mRNA technology was already in place when the COIVID-19 pandemic began and provided the stepping stones for rapid vaccine develop-

Obituaries Ernest Caron NEW BRITAIN- Ernest Caron, 93, widower of his beloved wife Florine (Martin) Caron, passed away peacefully Saturday, May 8, 2021, at his daughter Rachel’s home, surrounded by his family. Born on June 4, 1927 in Fort Kent, ME, he was the son of the late Theophile and Amanda (Pelletier) Caron. Ernie was a hardworking man, the owner of Caron Pipe Jacking, Inc., for 55 years, he loved to reinvent and was the Jack of all trades. He would give the shirt off his back to anyone. He was a parishioner of St. Jerome Church in New Britain and a member of the Knights of Columbus, the St. Jean the Baptiste and the French Model Club. Ernie was a proud WWII veteran of the US Army Air Corps and was stationed in Japan. Ernie’s first love was his family and friends. He lived life to the fullest....Everyday! He shared this gift with us all. Ernest is survived by his five children; Daniel Caron of Berlin, David Caron and his wife Lisa of Plainville, Jacqueline Mals and her husband Jerry of Plainville, Alan Caron of New Britain, and Rachel Caron Sekoll and her husband Rob of Berlin. He is also survived by his twelve grandchildren and ten great-grandchildren who were the lights of his life. However, the committee slashed Lamont’s proposed allotment of $240 million over two years for continued COVID-19 testing. It was reduced to $25 million in only the first year of the budget. The committee said Connecticut has led the nation in responding to the pandemic and $25 million should cover the state’s testing needs.

Now they are out in Nashville making records and signed with a record company.” The fair is hoping to use digital ticketing and credit cards instead of cash, Schmidt said. “We’re going to have an upgraded system for ticketing and we will encourage everybody to use it,” he said. “We’re going to have a QR code in all our advertising to push everybody to online ticketing. Tickets will be available at the gate but we encourage everybody to do the opposite.” See Fair, A20
