State adding focus on hate crime probes By Susan Haigh Associated Press

HARTFORD — Connecticut officials hope timely, stepped-up reporting of hate crime investigations by local police to a new State Police investigative unit will help lead to the prevention and detection of such crimes before something violent happens. A new law requires all local and tribal police depart-

ments, resident state troopers, and constables with law enforcement duties to notify the new Hate Crimes Investigative Unit of a broader list of crimes involving bigotry and bias within 14 days, using a new standardized system, beginning Jan. 1. They must continue to share information about their local investigations with the State Police unit. “Pretty much every week, every month we get a new national report about the extent of the increase in hate crimes,” said Rep. Maria Horn, D-Salisbury, co-chair of the General Assembly’s Public Safety Committee.

“These crimes are among the most corrosive ones we have because they go after the bonds that ties together as communities and as a state. And so I think the need is is obvious.” The new law, which was signed on March 10 by Democratic Gov. Ned Lamont and highlighted during a ceremonial signing Tuesday, comes days before the State Bond Commission is scheduled to release a second $5 million allocation for security grants for houses of worship and eligible nonprofit organizations at risk of being the target of a hate crime or violent act.

FBI statistics show there were 101 hate crimes reported in 2020 in Connecticut, the most recent year for available data. Sixty-one of those crimes targeted an individual’s race, ethnicity or ancestry; 17 involved a person’s religion; 15 involved someone’s sexual orientation; and eight involved a person’s disability for multiple biases, Lamont’s office said in a statement. While the new law officially creates the Hate Crimes In-

vestigative Unit within the Connecticut State Police, Department of Emergency Services and Public Protection Commissioner James Rovella said he already formed the group in October. The unit, which includes a sergeant and a couple of detectives, has already been working with other State Police units, local police and the FBI, investigating various complaints, including racist fliers recently distributed on several West Hartford streets by a white supremacist organization.

Big diesel fuel tax increase due on July 1 The diesel fuel that powers most trucks is taxed by the state following an annual formula that includes a fixed base and an adjustment that looks at average wholesale diesel prices over the prior year, as well as the tax rate applied to wholesale gasoline transactions. Gov. Ned Lamont’s administration, which must announce the new rate by June 15, hasn’t done so yet. But the key variable — the wholesale price of diesel — is not looking good.

By mid-May 2022, the wholesale price of diesel was about $4.79 per gallon. The AAA reported an average retail price for diesel of nearly $6.24 per gallon on Tuesday.

The diesel tax, which currently stands at 40.1 cents per gallon, has been as high over the past five years as 46.5 cents — where it stood in 2019. Industry experts say the latest conditions could produce a tax hike of more than 10 cents per gallon, if wholesale prices remain on the rise.

Redcoat Review is tops, once again For the second straight year, Berlin High School’s student newspaper The Redcoat Review earned a first-place award in the American Scholastic Press Association’s newspaper competition. The Redcoat Review publishes four times a year and covers school, community and national events. BHS submitted its first two issues of the school year to the national contest, and The Redcoat Review earned 905 total points out of a possible 1,000.

MERIDEN — The city has so far received more than $36.58 million in requests to fund projects with COVID-19 relief funds made available through the American Rescue Plan Act. That total already surpasses the close to $36.36 million in funding the city is scheduled to receive through the federal program. The more than three dozen funding applications that have been submitted to date include several requests from city departments for infrastructure repair and upgrades.
