When the effects of the pandemic required that schools across Connecticut cancel in-school classes during March, it took moments to realize that education in Connecticut would be forever changed. Connecticut has long been focused on providing all students with equity and excel-

lence in education, and this pandemic has forced us to further focus on the inequalities that still exist within our system and to begin to address them with renewed fidelity. The board, meeting remotely during a virtual meeting earlier this month, discussed state officials’ plans to fully reopen schools this fall, and the impact of distance learning over the last months of the school year that had just ended. Board member Tim White cited a report issued by the American Academy of Pediatrics that remote learning was likely to result in students experiencing severe learning loss and social isolation.

The conversation came as Cheshire and other school districts in the Meriden area assess the effectiveness of the distance learning programs they rolled out last spring and prepare for the physical reopening of their school buildings in September. True cohesive measures of how much learning was lost and the extent of student participation during remote learning will be difficult to ascertain.

Berlin PD to conduct sobriety checkpoints The Berlin Police Department has obtained a grant from the Connecticut Department of Transportation's Highway Safety Division to support increased DUI detection and enforcement efforts. This enforcement program will run from July through September 2020. The grant provides 100 percent reimbursement of the overtime costs related to these efforts. The grant will help to provide funding to staff roadside sobriety checkpoints. Roadside sobriety checkpoints have been shown to be the most effective method to detect and apprehend under the influence drivers.

Medicare Part B

Turning 65? You may need sign up for Medicare Part B

If you are paying for your own insurance, you may not think you need to sign up for Medicare when you turn 65. However, not signing up for Medicare Part B right away can cost you down the road. You can first sign up for Medicare during your Initial Enrollment Period, which is the seven-month period that includes the three months before the month you become eligible (usually age 65), the month you are eligible and the three months after the month you become eligible. If you do not sign up for Part B during this period, you will be subject to a penalty. Your Medicare Part B premium may go up 10 percent for each 12-month period that you could have had Medicare Part B, but did not take it. In addition, you will have to wait for the general enrollment period, which usually runs between January 1 and March 31 of each year, to enroll.

Statue readied to honor ‘Black governor’ in New Haven Thomas Breen New Haven Independent

A seven-foot-tall bronze statue of William “King” Lanson will soon stand along the Farmington Canal — giving a permanent, public, and highly visible form to a Black New Havener who helped build the modern city.

He was also elected “Black governor” in 1825, helped found what is now Dixwell Congregational Church, owned land and ran businesses on what is now Wooster Square — and, after encountering opposition from white authorities and the business establishment, died in the poorhouse.

The Lanson statue represents the culmination of a decade’s worth of advocacy by the Amistad Committee, working in recent years with the City Plan Department to make the memorial a reality. The public artwork will honor the early 19th century local engineer, entrepreneur, and Black political leader who freed himself from slavery, built a section of the Farmington Canal, and constructed an extension of Long Wharf that allowed for

Ned Lamont said last week. While it’s the responsibility of nursing homes and businesses to secure their own PPE, the state has been a “backstop” for those entities during the pandemic. Lamont noted how the state “did a lot of backstopping” over the past few months and is now trying to replenish its stock of gloves, masks, gowns and other protective equipment.

“We are now building up our stockpile again,” Lamont said, during an event in Hartford Wednesday, July 8. “As you know, it’s getting a little competitive out there, given what’s going on in the other states.”

Josh Geballe, Lamont’s chief operating officer, told The Associated Press the state has been able to secure new orders with key suppliers that were reliable during the past several months. “We have not heard from our suppliers that the surges in other parts of the country have directly impacted our supply chain yet; however, recognizing the fact that those states will be seeking additional large quantities of PPE, it could play a factor down the road,” Geballe said in an email. “We have aggressively negotiated our needs to ensure we continue to have the product we need.” Geballe said he’s optimistic Connecticut will have a 90day supply of PPE in place by the end of July. “We have commitments from suppliers who are directly working with key factories in China and we also have other suppliers who have product on the ground in the USA,” he said.

“We have also leveraged our needs for certain products through a local Connecticut manufacturer.” Also on July 8, U.S. Senator Richard Blumenthal reiterated his call for Congress to approve $20 billion in emergency funding for long-term care facilities so they can cover the cost of PPE, testing and other needs. Blumenthal has co-sponsored legislation, the Nursing Home COVID-19 Protection and Prevention Act, with fellow Senate Democrats. “The federal government has failed our elderly population and $20 billion is a down payment on what we owe them and these facilities,” he said during a news conference in front of the Riverside Health and Rehabilitation Center in East Hartford. There continue to be complaints from some nursing home workers about a lack of sufficient PPE.

He graduated from Berlin High School, attended the University of Hartford and is a Veteran of the U.S. Navy, having served during the Vietnam Era. He was the son of the late Valmore J. and Marjorie (Johnson) Labbe and was predeceased by his son, Richard V. Labbe, Jr., in 2017.
