SCHOOL BOARD HEARS MASK CONCERNS
Thursday, July 22, 2021
Berlin detective praised by peers The Berlin Police Department's BEST program, which began in January, was designed to increase the amount of recognition department employees receive for outstanding performance and leadership. To that end, Detective Sean McMahon, a 32year veteran of the department, has been named “Employee of the Quarter.” A press release signed by acting police chief Chris Ciuci states: "Sean’s peers overwhelming nominated him for this distinction. Sean is a stalwart of our Detective Bureau and has mentored many acting detectives and supervisors over the course of his career."

‘Please, don’t to this to our kids’ By Nadya Korytnikova The Citizen
Whether children should have to wear masks next school year was discussed during a recent Board of Education meeting. About 15 parents, teachers and students stated their case, in-person, at the July 12 meeting, while others sent emails aiming to convince school officials to drop the mask requirement.
“While in school, we want our children to be awake, free of headaches and dizziness, breathing normally, and ready to learn,” said Pam Valdesi, the mother of a high school student.
A write-up detailing some of McMahon’s notable work during the second quarter was included with the press release. It reads: "Over the past three months there were a number of calls for service where Detective McMahon assisted our patrol officers during the evening hours. One occurred on May 26 and involved an active fight between two individuals near a Berlin Turnpike business. Detective McMahon responded to the location, separated the individuals, and played an integral role in the subsequent domestic violence arrest.
Valdesi cited a study published in the Journal of the American Medical Association stating that schoolchildren who wear a mask inhale a higher level of carbon dioxide.

“When I think of a 5-yearold, one-quarter of their life was spent in a mask,” LaRose pointed out. “I hope that children are as resilient as we hope they are and I hope they are going to get back to the joy of life. But if you keep the masks, I just don’t see that happening.”
Barbara Szparkowski said she packs several masks for her 3-year-old preschooler, but the child still returns home with a “wet, disgusting” mask. “I can’t put my kids through another year of these disgusting masks,” Szparkowski said. “Please, don’t do this to our kids.” Senior Airman Christian Lapierre, son of Ed and Rhonda Lapierre of Kensington, recently re-enlisted in the United States Air Force. PURA said the companies failed to comply with performance standards including not deploying enough line workers. Regulators also said the companies violated reporting requirements by not disclosing minor accidents involving workers during their storm responses.
On Wednesday, July 14, The Public Utilities Regulatory Authority, or PURA, gave final approval to a $28.6 million civil penalty against Eversource and a $1.2 million civil penalty against United Illuminating.

Man arrested in Berlin sentenced for drug trafficking By Nick Sambides Jr. Record-Journal staff
A Meriden man twice expelled to his native Mexico was sentenced in federal court on Tuesday, July 13 to four years in prison for trafficking heroin in Berlin and Meriden as part of a drugtrafficking ring linked to New York City. Jesus Gomez, 58, of Meriden, received the sentence from U.S. District Judge Janet Bond Arterton in U.S. District Court in New Haven, officials from the U.S. Attorney’s office said.
Investigators said that they arrested Gomez after linking him and another individual to the distribution of multikilogram amounts of heroin in the Meriden area.
That controlled drug buy followed another purchase in which informants purchased 50 grams of heroin from Gomez and Perez also that month, officials said.
The investigators said they bought two kilograms of heroin from Gomez, Heriberto Borrero of Meriden and Abisael Perez of the Bronx in November 2019 at a construction site in Berlin, officials said.
Jailed since his arrest on Nov. 17, 2019, Gomez pleaded guilty on Jan. 22 to one count of conspiracy to distribute and to possess with intent to distribute 100 grams or more of heroin. Perez and Borrero also pleaded guilty, officials said.
Berlin police stopped the car the three were using and found the two kilograms of heroin, officials said.
Perez was sentenced to 60 months of imprisonment in March and Borrero was sen-
tenced to three years of probation and 100 hours of community service in April, officials said. Gomez was encountered by immigration authorities in Connecticut in 2012, and in March 2014 was returned to Mexico. Three months later, he illegally reentered the country and was removed to Mexico again. He again illegally returned to the U.S. and was living in the country under an assumed identity at the time of his arrest, officials said.
The case was investigated by the Drug Enforcement Administration’s Bridgeport High Intensity Drug Trafficking Area Task Force, which includes members of the DEA Bridgeport Resident Office, Connecticut State Police and Bridgeport, Norwalk, Stamford, Stratford, Milford and Danbury police, officials said. nsambides@record-journal.com 203-317-2279 Twitter: @JrSambides

GOP opposes extending Lamont’s emergency powers
State Rep. William Petit joined his Republican colleagues in voting no on the
emergency powers extension. "There is no longer a public health emergency related to the pandemic that warrants the continuation of these emergency orders until Sept. 30 that the legislative branch isn't equipped to handle," Petit said in a press release. "We swore to uphold the constitution and in order to do so need three equal participating branches of government. And right now with the continuation of these emergency powers that isn't the case." "Connecticut remains one of the most highly vaccinated states in the nation and as a result, many of our state agencies, businesses and residents have returned back
to normal,” Petit added. “The legislature has the ability to deal with laws which need attention and the governor can create common sense executive orders when needed and the legislature can address those orders if necessary.” Despite unanimous opposition from House Republicans and nine House Democrats, the House voted 73-56 in favor of allowing the governor to continue his executive authority. This authorization is the sixth extension of this authority since the original declaration went into effect on March 10, 2020. Concurrent debates in the House and Senate took place Wednesday, July 14.
Passage came on votes of 7356 in the House and 19-15 in the Senate, with nine House Democrats and four Senate Democrats joining the GOP minority in opposition — the strongest evidence to date of internal opposition to the Democratic governor over his powers. Prior to casting his no vote, state Sen. Henri Martin, a Republican, stated in a press release, “This is a straightforward vote which the Democrats are trying to cloud with threats of losing federal funding and slowmoving government. Plain and simple, this is a power grab by the majority. Based on the science, and even based on the actions of surrounding states, the ’emergency’ has waned and it’s time to start returning all three branches of government to their normal checks and balances and give the people back their normal lives.” “I am proud to be joined by my senate Republican colleagues today in taking a unified stand for representative government,” Martin added.
R225906v2
Lamont has lifted nearly all restrictions imposed under
his emergency authority since March 9, 2020, with the most visible and contentious exception being a requirement for mask wearing by the unvaccinated in schools and other indoor public places.
“I was elected to serve the 100,000 people of the 31st District and it is unacceptable that the majority continues to shirk their responsibilities and allow the Governor to make blanket decisions.” — Information from The Connecticut Mirror was used in this report.

School vaccination window narrows About half of the 12 to 15 year old population in most cities and towns may not be fully vaccinated when schools reopen in late August or early fall, according to data from the state Department of Public Health. Achieving full protection from the coronavirus requires five weeks from the day of the first dose. So, students who received their first dose on Tuesday and their second dose in August will be fully protected on Aug. 24, the week many schools reopen. But the window is closing for full protection, with less than half of the 12 to 15 year olds in most towns reportedly getting at least their first dose.

Community foundation looks back on 80 years of giving As the Community Foundation of Greater New Britain celebrates its 80th year in 2021, it’s looking back on the rich history and donors that helped it grow to be the foundation it is today, providing a positive impact in the Greater New Britain community and beyond. After New Britain industrialists established the foundation in 1941, the need among non-profits escalated. In the late 80s, the foundation expanded its service boundaries to “greater” New Britain (Berlin, Plainville, Southington). The foundation continued to receive substantial gifts and bequests from individuals, families, businesses and organizations, often to establish new funds and scholar-
ships, and by 1990, the endowment reached a high of $3 million. In 1990, the foundation hired its first staff member, Natalie Pollock, as Director of Development. A few years later, the first Executive Director, Mary Ellen Powell, was hired. Other staff members hired were Donna Roy McKenty, Director of Finance and Administration (1994-1998); Lisbeth Kosenski, Administrative Assistant (1995); Susan Rathgeber, Director of Development and Communications (19962003); Cathy Tichow, Director of Program (19982001); Cheryl Farmer, Donor Relations Manager (19992015); Rachel Long, Administrative Assistant (19992005); Wendi Shook, Manag-
er of General Accounting and Financial Reporting (1999-2004); and Joeline Wruck, who started in 1997 as the Director of Program and today is still with the foundation as Director of Community Initiatives and Program Services.
ter, Alix was a major benefactor for New Britain. He gave the city a 400-acre piece of land that was turned into an 18-hole golf course, a city swimming pool, and what is now known as Stanley Park.
Alix Welch Stanley was once the President of the Stanley Level & Rule Company (known today as Stanley Black & Decker). A descendant of the original proprietors of a large section of land known as Stanley Quar-
In 1994, the Alix W. Stanley Charitable Foundation and the New Britain Foundation for Public Giving embarked on a five-year plan to merge. The A. W. Stanley Charitable Foundation was established in 1943 with an initial gift of $2,000. By the time the two
foundations merged, the A. W. Stanley Charitable Foundation had grown to over $22 million. Up until the 90s, most of the foundation’s funds were discretionary. The foundation embarked on a purposeful plan to increase its assets by defining various types of funds that donors could establish, as well as encouraging both current and planned gifts. Soon after, the foundation’s first scholarships were established. See Foundation, A16

Willie Nelson. Throughout his life, family was a priority. He reveled in celebrating family events and enjoyed visiting, spending time with those he loved so dearly. He will be deeply missed by his family, friends and neighbors. Raymond was the last of four brothers to pass away. He exemplified his brothers Norman and Clifton, all mourned by this greater family who loved them and knew them for the joy they bestowed to us all, over the years of their lives. Raymond is survived by his five children, Richard Paradis of Williamsburg, VA; David and Pat Paradis of Estero, FL and Middletown, CT; Robert and Janice Paradis of Plantsville, CT; Linda and Greg Makowski of Avon, CT; and Debra and Keith Czarnecki of Old Lyme, CT; six grandchildren, Jill, Colin, Alex, Bailey, Emily and Adam; 6 greatgrandchildren; and many nieces and nephews. A Memorial Mass will be held on August 12, 2021, 10 AM, at Saint Patrick Church, 110 Main Street, Farmington, CT. Military Honors will take place at the church following the memorial service. Burial will be at the convenience of the family. Please share a memory of Raymond with the family in the online guestbook at www. ericksonhansenberlin.com

K E N S I N G T O N Raymond J. Paradis, 95, of Kensington, passed away peacefully at home, surrounded by his family, on July 10, 2021. He had survived his wife of 70 years, the late Susan (Jacobs) Paradis. Born in Sanford, Maine, he was a son of the late Liguori and Zemma (Haggan) Paradis. Raymond, Susan, and their family of five children, were Kensington residents for over 50 years. Raymond was a member of St. Mark’s Episcopal Church, New Britain, where he enjoyed being a Sunday school teacher and was also active in the Cub Scouts and Boy Scouts of America, where he was a leader in troops of both New Britain and Berlin. Raymond was an avid golfer and member of the Berlin Parks and Recreation Committee, overseeing the construction of the Timberlin Golf Course in Berlin. Raymond was proud of his service in the U.S. Navy during the second World War, both at sea in the Pacific theater and the occupation of Japan. Raymond had a long love of the outdoors and hunting, in which he enjoyed and tested his skills with both rifle and bow, especially at Falls Village, CT. Raymond was trained as a skilled tool and die maker, and was fascinated with all things mechanical during his long career. He enjoyed the work and many lasting friendships he made at Ultimate Wireforms, and especially while at the Mill All and All Five tool companies. He was not one to be idle, and refused to “retire” until he was 90 years old. His work ethic set an example to his family. Raymond also enjoyed wood carving, cultivating his flower gardens, cooking, and country music, especially,

n Amending the model police pursuit policy to allow officers to pursue suspects stealing cars in certain circumstances ;
In preparation for this column, I read up on this issue of “juvenile justice.” Connecticut raised the age where arrestees would be handled by the juvenile court system to 17 in 2010 and 18 in 2012. Supporters hailed this new modern approach to juvenile crime, and touted the statistics that crimes by juveniles have dropped considerably since then. The heinous incident of June 29 in New Britain begs the question: Is it because juveniles are committing fewer crimes, or is it because they are just not being convicted of those crimes?

the need for support services for the individual and/or family.
Of all the proposals cited above, the most effective might be the ones involving DCF investigating family circumstances and an evaluation of the need for support services for the family. “On June 19, Detective McMahon engaged in a foot pursuit after responding to an active larceny of a Berlin Turnpike business. Detective McMahon successfully apprehended a fleeing suspect, who had trespassed on the property intending to steal catalytic converters. “On June 25, Detective McMahon responded to the area of Chamberlain Highway and Village Lane after four juveniles driving a stolen car crashed into two other vehicles and

Detective McMahon located one juvenile in the nearby neighborhood, pursued them on foot, and was able to make the arrest. “[Also] Detective McMahon submitted recommendations to improve our department awards program, which included a longevity award pin and certificate that honors our officers time in-service and he also designed a new department challenge coin.
