Commuter rail is back to full service By Mary Ellen Godin Record-Journal staff
Rail commuters can now find more available trains to Hartford and New Haven after the state returned the Hartford Line back to full service Monday. The state Department of Transportation restored the seven trips that were cut on the Hartford Line and Shoreline East in March 2020 to prevent spread of the COVID-19.

To my friends in Berlin, I am running to seek the Democratic nomination for Mayor of the Town of Berlin. While it would be nice to receive the town committee’s nomination, I fear that will not be feasible. For that reason, I am prepared to petition onto the ballot and let Berlin Democrats pick their candidate in a September primary. The necessity for change in the town over the past two years has become more apparent, not only to me, but to many in the community I have spoken to. The town government is currently unresponsive and unmoved by the concerns of citizens. Even when issues are presented there is either no response or an immediate brush-off and lack of concern. For these reasons and more I am running on a threepronged platform.
1. To improve communication within the town government’s elected and appointed boards by getting the chairs together once every quarter to speak on longterm and short-term issues that have arisen, or may arise, so that commissions can better work together as a more cohesive and civicallyresponsive unit. 2. To hold office hours and be more accessible than any Berlin Mayor has been in over 20 years. I believe being present and accessible isn’t just good policy, it’s the only way a leader knows where the people want to see the town to go. 3. To work closely and as an ally to the Board of Finance. Over the last few terms, the Town Council and the Mayor have been at the throat of the Board of Finance – a coequal board to the council. This has caused major hostility and lowered the discourse on our most pressing issue each year to a power

best defense we have is to continue to get vaccinated,” Kumar said. The network has also seen breakthrough infections among the vaccinated, Kumar said, but he stressed that they shouldn’t be viewed as a sign the vaccines don’t work. The severity of illness is significantly lower in those vaccinated, he said. “We are primarily seeing the unvaccinated in the hospitals,” Kumar said. “If I’m vaccinated, I can still get COVID. We all need to know that there is a 95 percent efficacy against the likelihood of death. Vaccines will reduce your mortality.” The ages of those currently hospitalized range from young adults to patients in their seventies, Kumar said.
state re-implement mask mandates but asks vaccinated people to wear a mask when indoors around others with unknown status. Kumar said the level of transmission between a vaccinated person and unvaccinated person isn’t well known, but is less than if both people are unvaccinated. The number of COVID-19 cases continued to climb statewide July 22 with a 2.22 percent positivity rate and eight more patients admitted to hospitals, according to DPH.
Meriden and surrounding towns have seen increases of about three to four cases in the past several weeks. But vaccination rates have also climbed.

good for our seniors, it’s going to be good for the students of all ages,” said Gombotz. “I am 82 years old, I might never get to see this completed, but it’s not for me, it’s for the town and for the future of the town.” The Town of Berlin will apply for grants to offset the total cost, said Gombotz. Gombotz also emphasized the need for a competitive pool. “I am not a swimmer but when I hear the presentation from the swim team and how they have to go all over to different towns, I think, ‘why can’t we do this for our students?’ It’s going to be a wonderful facility and we cannot be held back by the cost,” said Gombotz. An advisory committee will soon be formed to review and analyze the project. Additional forum dates will be announced. The Community and Senior Center would offer meals and services to senior citizens, as well as public recreation space for residents of all ages. The two-story building will be approximately 70,000 square feet.

The three-year-old Hartford Line lost about 8 percent of its total ridership during the pandemic. The cost is difficult to quantify as most of the operating costs are subsidized but the subsidies were also cut. The state received funding through the Coronavirus Aid, Relief, and Economic Security Act that allowed it to restore 65 percent of service to New York and less on Hartford Line and Shoreline East. Pulling the seven trips from the daily schedule helped save money, Giulietti said.

other forms of public transportation as a viable alternative while the state’s highways and bridges are repaired and reconfigured. They also touted affordability and reduced carbon emissions. The Hartford Line is a commuter rail service between New Haven and Springfield,
Massachusetts, using the Amtrak-owned New HavenSpringfield track. The project is a joint venture between the states of Connecticut and Massachusetts, with support from the federal government. One aspect of the longer term northeastern rail strategy connects Boston to New York via both the Connecticut shoreline and an inland route through Connecticut and Springfield, Giulietti said.
“This line is going to be instrumental for that,” said Giulietti, who began his career as a conductor on the line. Speakers also discussed economic development surrounding train stations. Meriden City Manager Timothy Coon pointed to the $50 million investment in its downtown as an example “with more on the way,” he said. Newly constructed apartment complexes have added more than 200 mixedincome units near the train station in the past four years. Terry Borjeson of the Commuter Rail Council added
that stations in Berlin and Windsor have spurred transit oriented developments in those towns. “Connecticut is going through a lot of problems,” Borjeson said. “Infrastructure is a C minus, and our air and water quality is poor. There is going to be major changes and the rail is going to play a huge part.” Despite the state’s recent uptick in COVID-19 numbers attributed to the highly transmissible delta variant strain, state officials expressed confidence that mask-wearing, deep cleaning and frequent air circulation makes rail “one of the
safest ways to travel,” Giulietti said. The commissioner was on call with the seven northeastern states who are watching the public health situation and the business trends. “We’re seeing the trends are a Labor Day reopening,” Giulietti said. “On Labor Day, a lot of businesses make decisions about hybrid (working from home options) or bring people back in. Research shows they want to bring people back. It’s also a time when schools reopen, and parents return to work. The businesses are making that call.” Giuletti expects a 70 to 80 percent return to full ridership by Labor Day. State Rep. Hilda Santiago, DMeriden, said Meriden’s central location on the line made it a valuable asset for residents and non residents.

Obituaries Doris Pentore KENSINGTONDoris (Zola) Pentore, 96, of Kensington, passed away on Thursday, July 22, 2021. She was the widow of Harry Pentore who died February 11, 2016. Born on Nov. 16, 1924, she was the daughter of the late Louis Zola and Rena (Bigotto) Zola Saglio and step-daughter of William Saglio. Doris grew up on a dairy and fruit farm on John Tom Hill in Glastonbury and loved to tell stories about her childhood there. She graduated from Buckingham School and then Glastonbury High School in 1942. She worked at Travelers and then married Harry Pentore in 1950 and moved to Kensington. She worked at the family owned grocery business, Towne Food Center, where she made many wonderful friends. Doris enjoyed vacationing in Centerville on Cape Cod as well as Europe and The Carribean on trips with other grocers affiliated with Sweet Life food distributors. She lived in her own home until last year when she went to live with her daughter, Leanne. Bond Commission approves $1.1 billion, Lamont hints at more By Susan Haigh Associated Press
Funding for renovations to state parks, highway and bridge improvements, clean water projects and a memorial to the 26 lives lost at Sandy Hook Elementary School were among the $1.1 billion in projects approved by the Connecticut State Bond Commission on Friday. It marked the first meeting of the new fiscal year, which began July 1, and only the second during 2021. Democratic Gov. Ned Lamont, who chairs the commission and has imposed a so-called “debt diet” for state borrowing, suggested he’s easing up on that stance. “I’d say it’s a pretty robust agenda for what could be a pretty robust year when it comes to bonding,” he said. “The reason being, I think this is a unique time to be making investments in the state right now.” Lamont noted how interest rates are at historic lows, the state’s bond rating has improved and Connecticut residents are still looking for work as the state continues to emerge from the COVID19 pandemic. While it has improved, the state unemployment rate for June was 7.9%. “This is a time to get people back to work, get people back to work with goodpaying jobs, a lot of goodpaying construction jobs, which is what we’re doing right now,” he said. “It’s all about jobs and opportunity.”
SAFE KIDS WEAR LIDS
Funding was also approved for infrastructure improvements at community health centers and mental health and substance abuse providers, grants for new walking trails and pedestrian walkways, state information technology upgrades, sound amplification in state courtrooms, asbestos removal in state buildings, and affordable housing and energy efficiency projects. The panel approved an additional $20 million to continue helping homeowners in northeastern Connecticut replace their crumbling foundations, and $300 million in local school building projects. Tucked into a list of funding for local projects, such as the construction of four playscapes in West Haven, was $2.5 million to defray much of the $3.7 million that voters in Newtown approved in April to construct a memorial to the victims of the Sandy Hook Elementary School shooting in 2012.
The Berlin Police Department is once again partnering with Praline's Ice Cream to present the Safe Kids Wear Lids program. A Berlin PD social media post states, "Our officers will be on the lookout for kiddos that are being safe and wearing their helmets while biking, boarding, or blading. Get spotted and get a voucher for a free ice cream at Praline's. Redeem the voucher to be entered to win a prize at the end of the summer. We hope you all have a happy and safe summer!"
