The Citizen Fall is right around the corner, and prepa rations for the 73rd Berlin Fair are well un derway. This year, the fair runs from Sept. 15 to 18. Yes, four days. “This year’s fair will be bigger and better,” Fair President Philip Porter said. “We have an extra day starting on Thursday night.” Also, more eating options will be available at the Berlin Lions fairgrounds on Beckley Road. “We tried to keep them local and expand our food choices,” Porter said, pointing out that Amy’s Sweet Treats, Meatball Bombs and Vito’s Pizza will be among the eateries represented. “Our patrons spoke loud and clear that they wanted more of a selection of tradi tional food,” Porter said. As usual, the fair, which is operated by the Berlin Lions, will feature live music, com petitions, games and much more.

Sergeant Tyler Cyr has been selected “Employee of the Quarter” as part of the Berlin Police Department’s BEST Sergeantprogram.Cyrhas been with the police department for seven years. He was promot ed to sergeant in October of 2019 and is assigned to our Operations Division. Al so, Cyr is a member of our ATV unit and Crisis Inter vention Team, is trained as a Field Training Officer (FTO), and is the leader of our underwater response/ dive Duringteam.this past quarter, Cyr was nominated by his peers and recognized for the hard work outlined below: Sergeant Cyr recently took on the task of organizing and planning the depart ment’s 2022 awards ceremo ny. This was the first time that he was responsible for this event, as he took over the Awards Committee du ties from another sergeant who retired. Cyr dedicated a lot of time and effort to this important evening and suc cessfully held the event at Berlin High School on June 16. At the ceremony, numer ous members of the depart ment and community were recognized for outstanding service throughout the past three Sergeantyears.Cyr and another officer were recognized for an act of kindness they showed towards a victim of sexual assault. The victim's car was recovered from the offender and did not have enough gas to get back home to New York State. The victim only had a $1 in their bank account. Cyr and the other officer used their own money to have the vic tim's gas tank filled up.

The last weekend of July, I walked the neigh borhoods of South Meriden, just blocks from Meriden Markham Airport. Though the sun was beginning to sink behind Diamond Hill and the early evening shadows were growing longer by the minute, my energy was flag ging from canvassing out in the mid-summer heat. As I walked through the neighborhood in search of some shade, I noticed a woman digging and planting in a large garden. Curious, I approached her, introduced myself as a can didate for the 83rd House District, and asked what issues were important to her. Before she answered, she walked me through her garden. It takes incredible disci pline and meticulous care to grow this kind of garden, she explained. Every plant is dif ferent. Every plant requires various levels of attention. And because her garden is so var ied, she has to tend to it every single day. She worked so hard to build this garden. And I, like many others in the neighbor hood, appreciated the dedication and sacri fice it took for her to create it and share it with others. I grew up in the 83rd District, and I’m proud to call it my home. Our community is an in credibly diverse one. From the pristine open spaces by the Linear Trail, Hanover Pond, and Bicentennial Park to the dense, urban blocks of East Main Street, every neighbor hood has unique character, needs, and con Acerns.one-size-fits-all brand of leadership is not what our District deserves. I’m a lawyer and a Town Councilor. Using creative thinking, common sense, and painstaking patience, I work with my colleagues to solve problems for my constituents and clients. I represent real people with real concerns, and I’m ex pected to formulate real solutions. As I walk our District, my focus is not direct ed toward Texas, Washington, D.C. or Chica go. City commission reviewing growing facility proposal
By Michael Record-JournalGagnestaff MERIDEN The Planning Commission was scheduled to review a national cannabis corporation’s ap plication to build an indus trial marijuana growing and processing facility on Kens ington Avenue during an Aug. 10 Trulievemeeting.Holdings, with cor porate headquarters in Tal lahassee, Florida, has sub mitted an application to build three warehouse style buildings, each of them roughly 24,000 square feet, along a more than 20acre lot at 525 Kensington Ave. That parcel runs along Chamberlain Highway to South Mountain Road, near neighboring Berlin. The application is also be fore the Inland Wetlands and Watercourses Commis sion, which met on Aug. 3. During the meeting, the commission tabled a deci sion on the application, re questing company engineers revise it to reduce the plan’s footprint, according to city engineer Brian Ennis. A revised application is ex pected to be submitted to the IWWC for its next meet ing in early September. Last week, Planning Com mission Chairman Kevin Curry indicated he still needed to review Trulieve’s proposal ahead of the Aug. 10 meeting. The only thing the commission had seen was a proposed change of use for the property. “Coming in for manufactur ing is better than an empty lot in my opinion,” Curry said.
When the city adopted local regulations around adult-use recreational cannabis estab lishments last fall, the regu lations were focused on re tailers and microgrowers. The city capped the number of recreational dispensaries it would allow at three. Feest said the city didn’t re ally set limits regarding Hemanufacturing.describedTrulieve’s pro posal in Meriden as “a full manufacturing and growing facility with no retail.” He described the site Trulieve has selected for its proposal as “a good out of the way location,” and an area that’s not heavily trav eled. “Many people, if you tell them where this is, they don’t even know,” Feest said.
The company, on its web site, describes itself as an “industry leading, vertical integrated cannabis compa ny and multi-state operator in the U.S.” The company currently operates in 11 states.
“It’s a good little corner.” He described Trulieve as a “solid company.”

Planning Commission Vice Chairman Ross Gulino said the commission has re viewed the plans to ensure they conform with the city’s own Plan of Conservation and Development. “We found it conforms with that. They went through all the proper channels,” Gulino said, adding the proposal meets the criteria for the zoning district where it sits, which is a Planned Develop ment District.

The number of teen drivers has decreased nationally for a variety of reasons, a trend noticed by officials at local driving schools. “These days, people are not motivated to get their license,” said Jay Alvarez, owner of Shield Driving School in Meriden. “The younger driver, they don’t want their li cense. They don’t want that responsibility. A lot of the parents are forcing their kids to get their license at 16 because they need them to get a job, they need them to go to prac tice, they need them to go to school.”
The National Highway Traffic Safety Admin istration reported that out of the 228.2 mil lion licensed drivers in the United States in 2020, only 11.6 million (5.1%) of them were considered to be young drivers, ages 15 to 20 years old. This is an 8.3% decrease from the young licensed drivers in 2011 and a 4.7% decrease from 2019. Alvarez said the average age of his driving students is mid to late twenties. He has also noticed the number of students in his class es has decreased. “When I first started, I was averaging about 20 to 30 kids per class per session,” Alvarez said. “I’m now like 10 to 15, maybe 20 if I’m lucky.”

Her school is busy this summer, but she said restrictions on 16 and 17 year old drivers are prompting many teens to wait until they are 18. According to the Connecticut State DMV Center for Teen Safe Driving, 16 and 17year-olds can’t get their license until they have had their driver’s permit for at least four months. They also have to complete an eight hour Safe Driving Practices class, a two hour parent/legal guardian training and 40 hours of practice driving. Once they ob tain their license after passing a road test and vision test, 16 and 17-year-olds can’t drive alone with friends their own age for a year and can’t drive between 11 p.m. and 4

In Connecticut, the number of teens getting their learner’s permit has mostly stayed even in recent years, about 25,000 per year, said Tony Guerrera, deputy commissioner of the state Department of Motor Vehicles. However, he did notice a slight dip in 2020 when 23,693 teens received a learner’s per mit.
