Child care industry may be headed for financial collapse By Matthew Zabierek Record-Journal staff

With roughly half of child care providers still closed due to the coronavirus pandemic and advocates warning the industry is headed for financial collapse, members of the state’s Congressional delegation are backing a $50 billion bailout that would help providers stay afloat.

The bill, which now heads to the Republican-controlled Senate, passed 249-163, with 18 Republicans and all Democrats voting in favor. Republicans proposed a stimulus package last month that would provide $15 billion to the child care industry. Unlike many other states, Connecticut allowed day care providers to remain open during the pandemic, but with enhanced safety precautions. Many centers that closed and are now reopening say they’ve been squeezed by lower enrollment numbers and, in some cases, are having difficulty bringing staff back.

Approximately 40 percent of providers say they are certain they will close permanently without any government intervention, according to a recent survey of more than 5,000 providers by the National Association for the Education of Young Children. EDITORIAL

Lamont lends more flexibilty to re-opening “We may allow ourselves a brief period of rejoicing, but let us not forget for a moment the toils and efforts that lie ahead.” That’s what British Prime Minister Winston Churchill told his people on V-E Day, while delirious crowds were celebrating the defeat of Nazi Germany. But he felt the need to be the wet blanket on that party, lest people forget how much blood, sweat and tears might lie ahead before the defeat of Japan. Now we are at a nodal point in the war against the coronavirus, and Connecticut has done well — better than most states in terms of our low transmission and positive-test rates. In fact, that information moved Dr. Ezekiel Emanuel, an oncologist and former White House adviser, to write this in a recent New York Times op-ed: “How do you get to a lower transmission rate? The exact way Connecticut has done it.” Connecticut, he said, is in “a perfect place to open up its schools, given its low transmission rate and low positivity.” But after allowing ourselves a brief period of patting our-

selves on the back for doing the right things and flattening the initial viral curve, we need to concentrate on the job now at hand: opening the schools safely. On that front, Gov. Ned Lamont recently announced that local school officials will have more flexibility to decide the mix of in-school learning and online learning and whether any changes should be made if there’s an uptick in COVID-19 cases in their county.

More surgical expertise. Right in your neighborhood.

This will be guided by metrics, Lamont said. “If there’s a spike in infections, there’s a surge in hospitalizations, at that point we’re going to be in a strong position to change course and get people in a different type of educational environment.” However, if a school system wants to go to distance learning only, it will need approval from Education Commissioner Miguel Cardona.

Lamont had initially required all school districts to come up with plans for inschool learning, online learning and a hybrid model. But he said many superintendents were asking for more flexibility. See Editorial, A21

BHS Class of 2020 Commencement, Aug. 7

Matthew Mildrum BERLIN- Matthew Galpin Mildrum, (March 26, 1962 to August 6, 2020) a man of many stories (ones many of us have heard many times), one who had few hairs but was always very proud of his locks. A man of great heights and stature, who showed the world a motorcycle-riding, gun-slinging, Marine, but allowed his family and friends to see his empathetic and caring side whenever they needed it. He always knew when you needed a shoulder to cry on, or just for him to listen, and of course, would kick anyone’s ass if they did you wrong. He was a man of great conviction, loyal and strong. Matt could mend a fight and lighten the mood with a (stupid) dad joke. Matt touched so many lives and was a dear friend to so many and never was without his cold Diet Coke. Cancer may have taken his last breath, but it never took his sense of humor. He was the loving son of Regina Mildrum and the late Richard Mildrum, loving Husband of Kimberly Grem Jensen Mildrum, also the loving father of Krystal Ferguson, Lucas Mildrum, Melissa Gordon, Zachary Mildrum, and Ashley Jensen; proud “Poppy” of James, Charlotte, and Glenn. He is also survived

by his sister Martha Neault and brother Mark Mildrum. Matt was a USPS Mail Carrier for 32 years in Plainville, CT, A Federal Protective Security officer and a range safety officer of the Wolcott Landowner’s Association range. An avid outdoorsman he shared his love of fishing and the outdoors with just about anyone he met. A celebration of life will be held at a later date. In lieu of flowers we request that you call your congressman and state representatives to support change for the Camp Lejeune Poisoned Marines and or donate in Matt’s name to The Wounded Warriors Project. ing partially motivated by financial stability … We don’t have the luxury of knowing that whenever we return operations will resume.” In some cases, families financially hit by the pandemic can no longer afford child care. Other families worry whether it’s safe to send their child back or have opted to take care of their child while working from home. The NAEYC survey found 86 percent of respondents are serving fewer children now than they were before the pandemic, with enrollment down 67 percent on average. John Benigni, CEO of the Meriden-Berlin-New Britain YMCA, said none of the Y’s nine child care centers in Meriden or five in Berlin and New Britain have had to shut down. But nonetheless, the Y has seen tighter financial margins due to statemandated restrictions on the number of children per classroom. The limit started at 10 but was raised to 14 about a month ago. “The business of childcare is definitely more challenging than ever before,” Benigni said. “... At one point we had 20 kids per classroom, now we’re down to 14. But our staffing levels remain the same.” The decline in revenue is also compounded by increased costs for cleaning supplies, personal protective equipment, and necessary facility changes. Prior to the pandemic, the state was already losing daycare slots because so many providers operated on tight budgets, according to Bye. “So before this (pandemic), we were losing programs. Now we’re saying to programs that were barely making it, you can take half as many kids,” Bye said during a video news conference in May. “The usual demand is down and we’ve cut their supply in half. There’s no way they can make it. So this is why the federal funds are critical.” The proposed $50 billion bailout bill would allot $330 million to Connecticut, which experts say represents about six months of revenue for the industry. Chris Lyddy, chief operating officer for the state Office of Early Childhood, said the funding would not only help the child care system survive the pandemic but also help “set a stage for looking down the road and being able to envision an industry that is much more stable than it is currently is.”

“This is an industry that’s been underfunded forever,” Lyddy said. “This has already been a very fragile industry to begin with, an industry that is predominantly balanced on the backs of black and brown women.”

“It’s creating a situation where I don’t know if I’m going to have a slot for (long-time families) later on,” he said.

We’re not out of the woods yet — this is still 2020, the year of “the new abnormal” — but our state is doing better than most, and that is something for which we may allow ourselves a brief period of rejoicing, as well as at least a small measure of pride.
