Beckley Road stayed busy last weekend as thousands of people took advantage of the wonderful weather to attend the 73rd annual Berlin Lions Fair, held Sept. 15 to 18. Ticket sales on Fri day and Saturday set fair “records.Wehad our biggest and best Berlin Fair ever, show ing a growth of 30 percent from last year,” Fair Presi dent Philip Porter said. “I sincerely hope every fairgo er had an amazing time and that our non-profit food booths achieved significant success in their endeavors. We look forward to welcom ing everyone back next TheSeptember.”fairoffered fun for all ages, including a demolition derby, helicopter rides, a circus, contests, live music, games, rides, and plenty of food more so than usual.

JMB Plumbing has deep roots in the community

When Jason Borselle started his plumb ing business a decade ago, he felt confi dent that if he treated customers with respect, word would get around, and the phone would keep ringing.
Borselle was on to something. Located at 170 Kensington Ave., JMB Plumbing celebrated its tenth anniversary recent ly, as well as a ribbon-cutting.
Earlier this year, Borselle moved JMB Plumbing from a 500-square-foot space on Farmington Avenue to its current 1,200-square-foot home.
“We moved to this location because we outgrew the last one, and this has the space we need," said Borselle, who had his eye on the property for years.
Borselle said the previous owner of the Kensington Avenue building was near ing retirement. "I was in the right spot at the right time, and he told me he would give me the first chance to purchase,” said Borselle, a Berlin resident.
JMB offers residential service and repair, drain cleaning, bathroom and kitchen remodeling, and light commercial work.

Berlin Democratic Town Councilor Jack Fazzino and Republican challenger Lou Arata have been going door to door and attending events in the hopes of earn ing votes in the redrawn 83rd House district.
Fazzino and Arata, a Meri den resident, are vying for the seat left open by retiring state Rep. Cathy Abercrom bie, a Democrat.
It is Arata’s third try at the seat after narrowly losing to Abercrombie by rough ly 300 votes in 2018 and 2020. According to state election filings, Fazzi no raised $9,135.00 through August, to Arata’s $6,455.03, as of July 18.
The newly-redrawn district has shaved off some parts of Meriden and all of Southington, and expanded in Berlin and Cheshire. It remains to be seen if more

Berlin High grad, actor makes flirty HBO cameo

A binge-worthy show, “The White Lotus,” is an HBO se ries that received 20 Emmy nominations and ultimately bagged 10. The show fea tures breathtaking scenery and an equally breathtaking cameo by Austin Stowell. He’s a Berlin boy who went to Hollywood and made HBOgood.describes its six episode series as “sharp so cial satire following the ex ploits of various employees and guests at an exclusive Hawaiian resort over the span of one highly transfor mative week.”
I’d call “The White Lotus” an entertaining dissection of class warfare with the lush backdrop of Hawaii adding visual delight. Eight actors, as well writing and directing staff, were recognized with Stowellnominations.addsa dollop of de light, too, although not at Emmy level as far as de mands on his acting skills. His press promos say this about his brief but memo rable appearance in this sea son’s final episode: “Austin Stowell goes shirtless!”
He plays a guy who catches the eye of Jennifer Coolidge’s Tanya McQuoid. Coolidge did win an Emmy for her Lotus character who does indeed have a look at Stowell. He sidles up next to her at the pool, playing a “resort-based sex worker” as a reviewer for Slash Film put it. Alas, she’s not interested and tells him, “Sorry, that chaise is taken. But you’re a very pretty man.”
Stowell, somewhere in his mid-30s, offers a scruffy-sexy look, with long hair, a week-
league with stars such as Aiden Turner who turned the BBC series, “Poldark,” into something steamier than the network’s usual fare. Turner is another guy not shy about taking his shirt off. This “local kid makes good story” is a fun one to follow.
A Berlin High School grad, he grew up in Kensington, the youngest of three boys. His dad was a steelworker and his mom taught school. He got into the drama de partment at UConn, Storrs and received a bachelor of fine arts in 2007. He spent some time on stage with the Connecticut Repertory The Iater.interviewed
him years ago when he was getting some of his first breaks for big screen work. He came back home in 2011 for the premiere of Dolphin Tale at the Rave Berlin12 Theater. As I recall, it was a phone inter view and a difficult one to secure. He had people who had to talk to other people in order for me to talk to him. I did go to the premiere but our paths didn’t cross. The movie was entertaining.
Since then, Stowell has gone on to many more film ad ventures: the sequel, “Dol phin Tale 2,” “Love and Hon or,” and “Whiplash.” He had a starring role in Steven Spielberg’s “Bridge of Spies,” a 2015 thriller.

I was reading in the Sept 15 issue of the noble cause of the Walk to End Homeless Iness.had to scratch my head on this one, since we are, at one end, walking miles to end homelessness, and at the other, letting thousands up on thousands of homeless people come illegally across our border. They are being bussed, flown and dropped off Lettingeverywhere.themcross illegally, by the way, is a dumb deci sion by the Democrats, and needs to be stopped. How can we take care of all these homeless people? We have enough already, and can’t even take care of them.

The importance of a personal touch

year, I’ve de fended a client in a foreclo sure action, using every ef fort, argument, and tool to keep him and his wife in their home of almost 30 years. My client is a retiree with a fixed income who has battled health issues. His need for a home went far beyond sentimental value. Without a stable living situa tion, he could not seek the sophisticated medical care he needed.
I’ll be the first to admit that my heart skipped a beat when the judge called our case for argument. But de spite whatever nerves we had at the outset, we over

Among the many experi ences I hear knocking doors, those of our seniors are per haps the most power ful. Economic insecurity has forced many of our older neighbors out of Connecti cut and out of the lives they’ve built here. Expensive health insurance and pre
scription drugs make it more difficult for seniors to fight disease. Social isolation and elder abuse place their emo tional and physical well-be ing at risk. Our seniors have paid their dues. They have worked tirelessly for a better Connecticut for young peo ple, like me. They deserve an advocate in Hartford who will work to ensure that our state delivers just, equitable outcomes for them.
As an elected leader, I will continue to support initia tives that create a more af fordable Connecticut for se niors. Property tax credits, retirement income deduc tions, and caps on prescrip tion drugs provide a great foundation. But there’s more we can do. I will continue to advocate for accessible, agerestricted affordable housing for seniors who want to downsize. This is a true need in communities across our
state, including in the 83rd District. I will continue to work with our local senior centers in providing com munity programs, trans portation options, and other services that keep our se niors connected and en gaged. I will collaborate with the Department of Health & Thank you.

Fazzino said discussions over Critical Race Theo ry and trans athletes are not topics that come up when he talks to voters. But access to safe abortions has come up, especially following talk of a national ban. Fazzino supports safe access to abor tion.
He said he has taken active steps to support transit-ori ented housing in Berlin.
“The train station is one of our town's greatest assets,” his campaign website reads. “It unlocks access to major hubs like New York City, Boston, and Washing ton, D.C. Transit-oriented de velopment encourages more sustainable and affordable public transportation prac tices. It also reduces carbon emissions, builds accessibili ty, and contributes to more vibrant communities.”
He also advocated for Berlin's 2022 Affordable Housing Plan. “I’ve been for tunate to grow up in 83rd district,” he said. “I under stand the responsibility of building a community that supports the people that live there.”

The Berlin Public Schools announced its policy for de termining eligibility of chil dren who may receive free or reduced-price meals served under the National School Lunch Program and School Breakfast Program, or free milk served under the Spe cial Milk Program.
Local school officials have adopted the United States Department of Agriculture’s Income Eligibility Guidelines for family size and income criteria for determining eligi bility for free or reducedprice meals. Students resid ing in households with in come at or below those lev els are eligible for free or re
duced-price meals or free milk. Applications are avail able at berlinschools.org, school offices and the Board of Education Office. To apply for free or reduced-price meals or free milk, house holds should fill out the ap plication and return it to the school. Only one application is required per household.
For up to 30 operating days into the new school year, a student’s eligibility (free, re duced, or paid) as of June 2022 will be the eligibility that will be carried over for the first 30 operating days into SY 2022-23, starting with the first day of school.

Cannabis facility wins conditional approval

MERIDEN A Floridabased cannabis corporation won conditional approval to build cannabis growing and processing facilities on Kensington Avenue.
The plans presented by Trulieve Holdings, head quartered in Tallahassee, Florida, call for the con struction of two industrial buildings, one 24,200 square feet in size, the other 35,200 square feet at 525 Kensing ton Ave., a roughly 20-acre lot that runs along Cham berlain Highway, near the Berlin border.
The Planning Commission’s approval included several conditions detailed in staff comments. Trulieve must submit a final odor control plan to be approved by staff prior to the city issuing a building permit, for exam ple. The odor control plan must be certified by an engineer credentialed in

During the commission’s dis cussion of the application, some members questioned whether the group was being less stringent in its request for information about odor mitigation controls than it had with a previous microcultivator applicant, Gold Leaf Cultivation. The com mission approved site plans for Gold Leaf’s plans to es tablish a cannabis micro-cul tivation facility at 45 Gracey Ave., a property currently list ed in city land records as a warehouse facility.
City staff noted that project scope includes repurposing and outfitting a previous in dustrial building with new odor and air quality controls for cannabis operations, while Trulieve’s proposal calls for the construction of completely new facilities that would be built specifically for cannabis growing and pro cessing, with features related to air and odor control to be built into that design.
Company representatives provided an overview of some of the measures those controls would include.
Derek Starling, Trulieve’s se nior director of facilities and engineering, described the company’s plans for the site as still being in the initial ar chitecture and design phase.
Starling addressed commis sion members’ concerns about odors emanating from the property, saying the company has done “a very good job of designing” methods to minimize odors that come out of its buildings.
The company in designing its buildings and floor plans identifies areas “where we know there is a possibility of an odor being created or es caping,” Starling said. “We try to segregate that.”
He added air handling units will also be strategically placed to minimize smells and to reduce particulates in the air. The building will also use ultraviolet light, airlock doors, air filtration and other means to prevent contami nants from entering it, in ad
dition to odor control, Star ling Jonathanexplained.Booth, Trulieve’s heating ventilation and air conditioning manager, ex plained that the company’s facilities are designed with maintaining a neutral envi ronment in mind.
“We set up our rooms to re circulate air. We’re running air scrubbers 24-seven in most areas not only for odors but also for helping with overall air quality,” Booth said. “It’s beneficial for us, not only to be a good

sures, Meriden Planning Di rector Paul Dickson said the development’s odor control could be listed as a condi tion of the commission’s ap proval. When commission members asked what is the mechanism for enforcement, Dickson responded that it would fall under the purview of the zoning enforcement “officer.Weknow that through the industry that there are stan dards and practices about mitigation,” Dickson said.
“There’s a process to work through there, an industrial hygienist who can actually figure this stuff out. But it’sa matter of where they are in the process.”
Dickson recommended stip ulating that the company must provide an odor con
trol plan prior to the is suance of a building permit as a condition of approval.

CHAPTER 3 – THE TOWN COUNCIL
Section 3 8. General Powers and Duties of the Council. (a) The Council shall have the powers and duties which, prior to the effective date of this Charter, were conferred by law upon the existing boards and commissions of said town except as otherwise specifically provided in the Charter, the Connecticut General Statutes or in the Constitution of Connecticut….
(h) The Town cannot purchase nor contract to purchase if such action would involve a single expenditure exceeding ten thousand ($10,000.00) dollars twenty five thousand ($25,000.00) dollars, or such greater amount as is authorized in the Connecticut General Statutes, unless the Council approves the specific purchase or contract.
(i) The Council shall have the power to establish by resolution such study, advisory, or consulting committees, as said Town Council may determine necessary for the proper administration of the Council and for implementation of any activity of project authorized by the Council. (j) All Town collective bargaining agreements, including all Board of Education collective bargaining units, must be presented to the Council for its approval in accordance with applicable state law.
CHAPTER 4 – ELECTIVE OFFICERS & BOARDS
Section 4-4-1. Board of Finance. Qualification and Election of Members. The Board of Finance shall consist of six (6) members who shall be electors of the town and shall, while members of said Board, hold
no other elective or appointive office, not serve on the Board of Education or Town Council, nor be an employee of the town. The Board of Finance shall be elected as provided in Chapter 2 of this Charter.
CHAPTER 5 – MANAGER
Section 5 1. Appointment. … At the time of appointment, said Manager need not be a resident of the town or of the State of Connecticut but the Manager shall reside in Connecticut the town during tenure of office
Section 5-5. Purchasing and Payments. (a) The Manager shall execute and oversee all purchases made by the town or by any board or commission or agent thereof, except as may be specifically provided otherwise in this Charter, and the Manager may appoint a Purchasing Agent for the town, except for the Board of Education, which shall act as its own purchasing agent. The Manager cannot, without the Council approval, purchase or contract to purchase if such action involves an expenditure of ten thousand ($10,000.00) dollars twenty five thousand ($25,000.00) dollars or more unless otherwise provided under state law or regulation. (b) With respect to any purchase of ten thousand ($10,000.00) dollars twenty five thousand ($25,000.00) dollars or more, the Manager shall invite sealed bids or proposals, giving ten (10) days public notice thereof by publication in the form of a legal advertisement appearing in a newspaper having substantial circulation in said town.
CHAPTER 6 – APPOINTIVE OFFICERS AND DEPARTMENTS
Section 6 9. Fire Department. Fire protection shall be provided by the volunteer companies heretofore established, or as otherwise provided by this Charter or by Ordinance in the organization and conduct of which no change is contemplated.
Section 6 10. Fire Marshal. There shall be a Fire Marshal, appointed by the Manager and such deputies as are required, who shall have all the powers and duties of a Fire Marshal, and act in accordance with the provisions of the Connecticut General Statutes.
Section 6-11-4. Department of Finance. Pensions. The town shall continue to participate in the "pension system" adopted for the officers, elected officials and employees of the town and nothing in this Charter shall be interpreted to alter the rights of any employee or officer therein. The Manager, with Council and Board of Finance approval, may amend or alter the pension system now in effect, subject to any limitation imposed by the Connecticut General Statutes or by the town budget or by any collective bargaining agreement. The Manager, with Council approval, shall administer the pension system, receive applications from employees for retirement, and determine the eligibility of said persons for pensions; shall determine periodically the members in the employment of the town who are eligible to retire and the pensions payable to them, contract for necessary actuarial service in connection with the pension plan, and propose estimates for approval for sums necessary to be appropriated for each ensuing fiscal year for the purpose of meeting the obligations of the town regarding pensions. The Finance Director shall maintain a file for each person in the service of the town containing all information pertinent to the status, pay and service of each person. The Board of Finance and the Town Council shall include the annual actuarially determined pension contribution, as calculated by a qualified independent actuary engaged by the Town, in the annual General Fund budget.
CHAPTER 8 – APPOINTIVE BOARDS AND COMMISSIONS –
GENERALLYSection8-17-1.
Provision of Public Nursing Services. Berlin VNA. Establishment. It is the intent of this Charter that public nursing service shall continue to be provided by the Town of Berlin as shall be set forth in the Code of Ordinances. VNA as established. Said Berlin VNA shall comply with their own bylaws as well as the Connecticut General Statutes. The Berlin VNA shall continue as heretofore established for the purpose of providing nursing service to the Town of Berlin. There shall be a Board of Directors which shall consist of twelve (12) electors of the Town for terms of three (3) years, provided, one third (1/3) of said directors' terms shall expire each year.
Section 8-17-2. Berlin VNA. Appointments and Vacancies. All directors, elected or appointed, holding office at the date of the passage of the Charter shall be continued in said office until the expiration of the term of office. All expired terms of office shall be filled by the Council. Any vacancy in an unexpired term of office shall be filled by the Council for the remainder of said term.
Section 8-17-3. Berlin VNA. Duties. The Berlin VNA shall be responsible for providing public health nursing services, visiting nurse services, school health services and other health services, which do not conflict with the duties of the Director of Health of the Town of Berlin in accordance with Connecticut General Statutes and regulations of the Department of Health Services and the statutes and regulations of the United States Government.
Section 8-17-4. Berlin VNA. Officers and Meetings. Said Berlin VNA shall elect by ballot from its members the following officers: Chairman, Vice Chairman, Secretary and Treasurer for a term of one (1) year or until a successor shall have been elected. The Board of Directors shall meet monthly unless otherwise designated by the Board of Directors. A majority of members shall constitute a quorum.
Section 8-17-5. Berlin VNA. Administrator. The Berlin VNA shall select an Administrator, and shall delegate to said Administrator such powers and duties as the Berlin VNA deems necessary to provide the services stated in Section 8-17-3.
CHAPTER 11 – HISTORIC BERLIN VNA PROVISIONS PERTAINING TO THE PROVISION OF PUBLIC NURSING SERVICES SUBJECT TO SUNSET AS AUTHORIZED BY THIS CHARTER
Section 11-1-1 Transition Provision Regarding Berlin VNA Provision of Nursing Services. Until the effective date of the replacement ordinance required by Section 8-17-1 of this Charter, matters pertaining to the provision of public nursing services shall be subject to the provisions of Sections 11-1-2 through 11-1-6, which shall remain in full force and effect until the effective date of the replacement ordinance. Upon the effective date of the ordinance Sections 11-1-2 through 11-1-6 shall be null and void, unless otherwise set forth in the replacement ordinance.
Section 11-1-2. Berlin VNA. Retention of Services 1 It is the intent of this Charter that public nursing service shall be continue to be provided by the Berlin VNA in the manner as had been set forth in Sections 8-17-1 through 8-17-5 of the Charter as adopted on November 8, 2016 and until the adoption of an ordinance as required by this Charter. In the interim period said Berlin VNA shall continue to comply with their own bylaws as well as the Connecticut General Statutes. The Berlin VNA shall continue as heretofore established for the purpose of providing nursing service to the Town of Berlin. There shall be a
