As you enter this important election season, it’s important that we reflect back on Connecticut’s State Government prior to COVID-19 and remember the dire financial straits that multiple years of Democrat-controlled government has left us in. Billions of dollars in debt just from unfunded pension liabilities coupled with Connecticut ranking near the bottom of the country regarding economic growth makes it especially difficult for the state to retain and attract new businesses.

Vote for decency Editor : Understanding the old adage that all politics is local, JoAnn Angelico-Stetson embodies the spirit and decency that will restore the soul of America. Whether through her service to Berlin on the BOE or her many volunteer efforts, Joann has represented our town with common sense solutions that benefit all our residents, regardless of their political affiliation. A vote for JoAnn to represent the 30th House District is a vote for decency and the best of what we expect of public servants. David Lerro

Museum. Really? Do we need a non-tax paying assault on the bucolic Chamberlain Highway and its surrounding areas? Weekend Rambo types playing soldier on land that our parents and grandparents once farmed? As a U.S. Army veteran (1967-1969), I say no. But that is exactly what would happen if the proposed Military Experience Museum gets its way. And face it, the word “museum” is a stretch – but, I suppose it’s as good

JoAnn is now against tolls, when she voted against the town’s “No Tolls” resolution. She recently stated she favors tax relief when she has historically voted for higher taxes.

Is this someone you want to represent Berlin and Southington?

Noemi Rivera spotted this rare squirrel in her backyard in Kensington. According to a Connecticut Post article, scientists say that there are two types of white squirrels. The more common type are the ones with black eyes; these are simply a lightcolored variant of the Eastern gray squirrel, which also is seen with a black coat. Many of these socalled white squirrels have some light gray or reddish coloration on their backs or heads. The less common type are albino squirrels; these have pink, sometimes blue, eyes. Albinos have a defect in the gene that causes pigmentation. Squirrels with completely white coats and dark eyes are likely leucistic. Leucism involves a partial loss of pigmentation and it’s often mistaken for albinism, but while leucistic animals have white, pale or patchy coloration, their eye color is unaffected, according to mothernaturenetwork.com.

7 steps to the probate process

Welcome to the club

By Brendan Daly

Should you avoid probate?

So your duty as executor has kicked in. And the word “probate” keeps popping up. Not sure what probate is? You’re not alone. Most people don’t know much about the probate process in Connecticut unless they’ve had firsthand experience with it. For example, when a family member dies and his or her estate needs to be administered.

Many people are counseled to create living trusts or adopt other estate planning strategies to avoid probate. One benefit is that a living trust allows assets in the trust to be transferred to the beneficiaries immediately after death, and there may be fewer forms to file. Another plus is that a trust is private, and an estate going through probate is public.

The Connecticut probate court oversees an orderly transfer of title of a deceased person’s assets from the decedent’s name to his or her beneficiaries. It also makes sure that all the assets are accounted for and all the bills are paid. If you are the executor of an estate, or if you’ve been appointed the administrator of an estate, there are important steps you will need to take to administer an estate.

Avoiding probate, however, does not mean that you avoid paying estate taxes or probate fees, which are calculated based on the gross taxable estate.

Kensington Garden Club is pleased to welcome three new members: Carol Gooden of Berlin, Mary Frazeur of Wethersfield, and Ann Burgoyne of Cromwell. The installments occurred on Sept 17, during the club’s first virtual program. Immediately following the meeting, the club offered a free program to the public entitled Successful Hydrangeas. The program was well-attended, drawing 109 participants.

How probate works When a person dies, if they had a Will, the executor of the Will initiates the probate process. If they died without a Will, the surviving spouse,

adult children or another close relative petitions the court to be appointed estate administrator. The executor or administrator assumes fiduciary responsibility for the estate. Here are the important steps in the probate process: 1. Apply for Administration or Probate of Will: Within 30 days of the decedent’ death, a petition for administration or probate of Will must be submitted with the original Will and a copy of the death certificate. The petition includes a list of all heirs and beneficiaries. Each person listed must receive a copy of the Will and the petition. The probate court then schedules a hearing to admit the Will and appoint an executor or an administrator.

The next free virtual program – Myths, Lies and All the Latest Dirt – will be held Thursday, Oct 15, 7 p.m. The program will offer gardening tips and debunk longcherished practices. Preregistration is required

“It means so much to the veterans and it’s a special day for so many,” Gauvin said. “It gives you a sense of patriot pride and a lot of people don’t leave our event with a dry eye. You leave knowing you made an impact on at least one person.” Boxes to Boots will be setting up at the stadium so families can drive up to a table with items and have their picture taken. Donors will be asked to decorate their cars in a patriotic way to honor veterans in attendance. “We are worried about not having enough donations this year because we usually get a lot of support from schools,” Gauvin said. “I think the best part of our organization is to watch the amazing community come together and help us collect care package items and raise funds for shipping costs. It truly takes strength in numbers to make our goals possible. FROM THE BOARD OF EDUCATION

Good luck this season, Redcoat and Spartan athletes Although football will not be the same as in years past, we will try and provide as many football-related activities as possible for our student-athletes. Other sports will have a condensed season with the hope of a postseason tournament. There are some restrictions that will be enforced at each home contest. Fans will be limited at all home events, with each student-athlete receiving game

day tickets, which they will be able to distribute to their families. They will receive these tickets a week prior to all home contests. The CCC has agreed that no visiting fans will be in attendance at games, only home

fans for participating schools. More information will be forthcoming outlining procedures for specific sites, which include Sage Park, See Athletes, A13

Check the health of your trees As Eversource continues to remove stormed-damaged trees and branches following this summer’s powerful storms, the energy company urges customers to inspect trees on their own property that could pose a risk to the electric system and to support the energy company’s tree-trimming and hazard tree removal program. More than 10,000 trees toppled during Tropical Storm Isaias and the late-August microburst in Branford and surrounding communities.

Since those violent storms, Eversource has identified and removed hundreds of additional storm-damaged trees that threatened electric reliability. Customers’ restoration time after a storm is greatly impacted by the extensive tree-clearing required before Eversource can repair the electric system and restore power to customers. Downed trees blocking roads also create increased public safety risks for fire, police and other first responders. The recent fierce

storms that carved paths of destruction across the state damaged not only dead and diseased trees, but also brought down mature, healthy trees with full-leaf canopies. Eversource continues to make investments in the electric system to strengthen it to be more resilient to the region’s changing weather. Despite those efforts, the electric grid is not built to withstand the impacts of massive, mature trees falling on it. — Press Release

The plaintiffs argue that wearing masks is dangerous and damaging to the health, safety and emotional wellbeing of children and does not prevent the spread of COVID-19. The state argues that it is following federal guidelines and that studies show masks are important in helping prevent the virus from traveling into the air and from one person to another. Hartford Superior Court Judge Thomas Moukawsher heard evidence Monday related to the qualifications of a proposed expert witness for the plaintiffs. Dr. James Meehan is an Oklahoma Ophthalmologist who has written that wearing masks could harm children by reducing oxygen intake.

A group called the CT Freedom Alliance, which includes some parents of schoolchildren, is seeking an injunction that would strike down requirements from Lamont and the state Department of Education.

Assistant Attorney General Darren Cunningham pointed out that Meehan has made money by advocating taking sponsored nutritional supplements as an alternative to prevent the spread of the virus.

VINNY IANNUZZI asks: Every time Connecticut raises taxes more people leave the state. It is obvious the more we tax the worse it gets. These taxes hurt the middle class and poor more than anybody. Connecticut has both a high cost of housing and living. Also, we are the # 1 worst state to retire in.

Since taxing is not working please be specific on your plan to cut spending which seems to be the only way out of our downward spiral.

within two months of appointment the fiduciary must record the Notice for Land Records/Appointment of Fiduciary form with the Town Clerk in each town where real estate is owned. 4. File an inventory of the estate: Within two months of appointment, the fiduciary must file an inventory of the estate, including real estate, bank accounts, motor vehicles, household furnishings and personal effects owned in the sole name of the decedent. Some property is not included in the inventory. For example, property held in a trust. 5. Pay expenses and claims: Once the fiduciary is appointed, the probate court will publish a “Notice to Creditors” in the local newspaper. Creditors have a fivemonth “claims period”

to present claims. After the five months, the fiduciary files a “Return and List of Claims” with the probate court, detailing claims the estate is responsible for.

The value of assets is based on their value at the time of death. Even if you don’t owe taxes, you must file a Connecticut return. The federal return is only required if the value of the estate is a certain amount – and that amount changes almost every year. Taxes, if any, must be paid at the due date of the return. 7. Rich Scalora, the crew boss, told reporters the firefighters often worked 2 p.m. to 2 a.m. swing shifts performing “burnout operations” or “putting fire on the ground” to help control the blaze and stop the wildfire from advancing. Scalora said the time spent in California was a rewarding and valuable learning experience, albeit a challenging one.

This was the second group of Connecticut Interstate Fire Crew firefighters that Connecticut has sent this season. A previous group of 10 was deployed in late July to assist with wildfire response in the Modoc National Forest area in northeastern California.
