Catalyst Fund grants $11,864 to nonprofits
ART THROUGH ADVERSITY
On Tuesday, Sept. 22, The Catalyst Giving Circle at the Community Foundation of Greater New Britain awarded five grants to local nonprofits.
Shop local, earn ‘Berlin Bucks’ The Town of Berlin and local businesses have teamed up on a new endeavor: FALL Back In Love With Shopping Berlin. Spearheaded by business owners from Dragonfly Home & Gift and Dynasty Jewelers, FALL Back In Love With Shopping Berlin became a reality with help
from Economic Development Director Chris Edge. While most businesses have re-opened, many are struggling, as customer traffic has been slow to return. This is why the FALL Back In Love With Shopping Berlin effort is so vital to local businesses.
It works like this: A customer comes into a participating Berlin business and purchases an amount of goods or services, totaling, say, $31.24. The customer would receive $3 in Berlin Bucks, which can be used at the business where they were received. See Shop, A14
This year, the topic of focus was small to midsize arts organizations affected by COVID-19. The impact of the pandemic on arts and cultural organizations has been devastating and millions of dollars have been lost in revenue from events, pro-
grams and fundraising. The Catalyst grants focused on helping organizations to adapt their business models and practices in order to continue successful operations in the current climate. Due to the nature of Catalyst meetings being in-person, the first meeting of the year was held virtually to discuss this year’s topic. On Sept. 22, a very generous anonymous donor sponsored the meeting held at the outdoor pavilion of Tunxis Country Club in Farmington. The membership voted to award five grants to local nonprofits including: $1,864 to the Art League of New Britain for a virtual figure drawing class to enhance their online gallery exhibit. Berlin High School has added new student art installations to the halls and walls of the school. These pieces were created during quarantine and distance learning in the spring of 2020. Pictured: A piece by Caroline Kendrick at the entrance to the Tech Ed. wing at BHS. See more of the artwork on Page 12.
The Catalyst Fund is comprised of a group of community-minded citizens interested in improving the quality of life in Greater New Britain. Members collectively make a gift to the Catalyst Fund. They then gather three times a year to learn about a member-chosen issue facing the community, and to consider funding requests from charitable organizations addressing the issue. The year concludes with a grant award to a nonprofit organization.

According to Yankee Institute, Connecticut employees earn 28 percent more than private sector employees, costing taxpayers $3.7 billion annually!
If JoAnn Angelico-Stetson supports our police, why hasn’t she made any statements regarding the Police Accountability Bill?
The issue of tolls will likely come up again. I feel confident that Donna Veach would never vote for tolls, because she has actively demonstrated her opposition.
Vote for Lou Arata and support law enforcement and a leaner, smarter government. Lou Arata will work for you! Kris Bellemare
The Berlin Democratic Town Committee stated that their candidate showed her support of the police by voting for a new police station, which was years ago. And Berlin citizens voted down the police station due to cost ($21 million), additional/unaffordable debt load alongside a new high school, and a likely increase in taxes. Her vote demonstrated a lack of concern for taxpayers. The more commonsense – and fiscally responsible decision – was for her to support the renovation of the current police station.

At the 2019 Berlin Fair she collected petition signatures for the No-Tolls CT movement, and her opposition to tolls is part of her platform. Donna has never flipflopped on her opinion. She felt tolls were an additional tax burden on citizens prior to announcing her candidacy and before the pandemic. You can trust that she will not change her opinion on tolls after elected. Police ally Editor : I am proud to support JoAnn Angelico-Stetson for State Representative of the 30th District. With all of the conversation about law and order, it is comforting to know that I can vote for a candidate who supports the funding of our law enforcement community, especially when it comes to increased and ongoing training throughout their careers. Over her years in public service, JoAnn has also consistently supported the local police department in their effort to upgrade their facilities and provide modern working conditions. Her commitment is to make law enforcement better in every way.

Fighting for us Editor : As an experienced healthcare professional, I endorse JoAnn Angelico-Stetson for the State Legislature. National politics put equitable healthcare at greater risk for many citizens. Consequently, I am concerned about the impact of this devastating pandemic on jobs,
which affects the health insurance status of families and individuals.
The smart choice
JoAnn has experience from her two terms as a Town Council member, Economic Development Commission member and Board of Education member working collaboratively to ensure everyone has access to affordable, quality healthcare.
Voters in the 83rd district need Lou Arata as their state representative in Hartford. I have spoken with Lou several times and I can tell you that he will work to cut spending and lower taxes. He will vote against tolls. Lou will work for you, not the special interest groups.
COVID-19 has magnified the disparity of access to healthcare in America. I am voting for JoAnn AngelicoStetson to fight for Connecticut families. Nancy Peasley Driska

An embarrassment Editor :
Breath of fresh air Editor : Lou Arata will bring a breath of fresh air to an otherwise stale legislature. We cannot keep voting for the same people who continue to increase our taxes and make it so difficult to get ahead in this state. Cathy Abercrombie has voted for nearly every tax increase since she’s been in office, including being in favor of tolls. By definition, she is a career politician.
I was troubled by the way a letter regarding state representative candidate JoAnn Angelico-Stetson was labeled by The Berlin Citizen. The writer is entitled to his opinion, but to quote a comment he made in the body of his letter as the “tag line” is irresponsible and comes across as politically slanted. I’m not a Democrat and I’ve not met Ms. Angelico-Stetson, but what’s right is right. It was a “Giant embarrassment” to professional journalism in my opinion.

CIAC finds alternative season for football By Greg Lederer Record-Journal staff
CHESHIRE — Back on Sept. 16, the state football community got disappointing news when the CIAC Board of Control announced it was canceling 11-on-11 football for the 2020 season. At the time, CIAC Executive Director Glenn Lungarini added that the board would consider moving the sport to a different season if it didn’t interfere with spring sports in 2021. On Tuesday, Sept. 29 the governing body followed through on that idea. The CIAC announced an alternative season that would run from late February into the middle of April to accommodate football and any sport that doesn’t complete at least 40 percent of its regular season.
for conditioning workouts from Feb. 22-26. Full-pad practices would begin on Feb. 27.
“The start and end dates of the winter and spring seasons will be adjusted to accommodate the alternative season with minimal impact to winter and spring sports,” the CIAC stated in releasing the plan. “The following dates were suggested with the understanding that all plans remain fluid and subject to the latest COVID metrics and information.”
Teams would be allowed to have one scrimmage on March 6, March 12 or March 13 in preparation for a fivegame season that would run from March 19 to April 17.
The CIAC’s new plan mirrors those drawn up previously in other states, such as neighboring New York and Massachusetts. It came four days after the state Department of Public Health updated its risk assessments and recommendations for all sports, including youth and amateur leagues. For football, the plan calls
There will be no postseason play. Lungarini said this plan is a combination of proposals from the Eastern Connecticut Conference and Fairfield County Interscholastic Athletic Conference. “The FCIAC proposed that other sports could be moved to that category and they suggested that teams that don’t complete 50 percent of

Consider donating to disaster relief fund In 1925, President Calvin Coolidge proclaimed Fire Prevention Week a national observance, taking place each year during the week of Oct. 9. This year, Fire Prevention Week runs Oct. 4 – 10, with a focus on kitchen safety. In observance of Fire Prevention week, the Community Foundation of Greater New Britain is requesting donations in order to continue responding appropriately to what the communities of Berlin, New Britain, Plainville and Southington may need during times of local emergency. The purpose of the foundation’s Greater New Britain Disaster Response Fund is to make resources available to local government community service departments and crisis coordinators to meet the basic needs of residents from the foundation’s four-town
community who are displaced from their homes for an extended period of time due to a natural disaster, such as a house fire. Funds may also be used to support individual municipalities for basic food and shelter expenses related to temporarily supporting residents displaced due to a natural disaster. Natural disaster incidents include fire, flood and other weather-related emergencies. If you are interested in making a gift to the disaster relief fund, send check to 74A Vine St., New Britain, CT 06052 with “Disaster Fund” in the memo, or visit cfgnb.org/donate-now and choose the fund from the drop-down. Questions? Contact Joeline Wruck, director of Community Initiatives, at 860-229-6018 ext. 307 or jwruck@cfgnb.org.

CCHD hosting drive-thru flu clinics The Central Connecticut Health District encourages all Connecticut residents to get their annual flu shot. Due to COVID-19 concerns, CCHD will be hosting drivethru flu clinics during the month of October in the four district towns of Berlin, Newington, Rocky Hill and Wethersfield. A drive-thru clinic means that those participating remain within their vehicles while being screened and vaccinated by the same process as a regular walk-in clinic. Pediatric drive-thru vaccination stations will be made available
for those age 4 to 18 and their family members. The schedule: 2 to 6 p.m. Wednesday, Oct. 14, and 9 a.m. to 1 p.m. Thursday, Oct. 15, at the Wethersfield Community Center, 30 Greenfield St. 2 to 6 p.m. Tuesday, Oct. 20, and 9 a.m. to 1 p.m. Wednesday, Oct. 21, at Alumni Field, 50 Alumni Road, Newington. 2 to 6 p.m. Wednesday, Oct. 28, and 9 a.m. to 1 p.m. Thursday, Oct. 29, at Elm Ridge Park, 376 Elm St., Rocky Hill.
The Centers for Disease Control and Prevention recommends annual flu vaccinations for everyone 6 months of age and older, especially among at-risk populations with compromised immune systems.
Vulnerable populations susceptible to prolonged infection and influenza-related complications include adults over 65, children under 5, pregnant women and persons with chronic medical conditions. — Press Release

Barns of CT photo exhibit
BHS ART INSTALLATIONS Left: This piece by Nancy Ingenito is located in the Math Department hallway across from the cafeteria.
Barns are disappearing from the Connecticut landscape. In some cases, it takes years for a barn to slowly decay. In others, a barn may be standing one day and gone the next, razed to make way for new construction. With each barn that is lost another piece of the state's rich agricultural history disappears.
Below: Julie Loughlin’s artwork is displayed in the south building entrance from Gibney Gymnasium. This installation was inspired by the painting ”Ophelia” by John Everett Millais.
The Art League of New Britain continues it commitment to Connecticut's barns by showcasing serious, amateur and student photographers – age 8 years and older – who submitted works featuring the interior or exterior of barns. The exhibit runs until Sunday Oct. 18. Gallery times are Saturdays and Sundays, 1 to 4 p.m. and Wednesdays, 4 to 6 p.m.
To attend, register at alnb.org/category/current-exhibits. Social distancing will be in effect. Masks are required.

The Berlin Public Schools announced its policy for determining eligibility of children who may receive free or reduced-price meals served under the National School Lunch Program (NSLP) and School Breakfast Program (SBP), or free milk served under the Special Milk Program (SMP). Local school officials have adopted the United States Department of Agriculture's (USDA) Income Eligibility Guidelines (IEGS) for family size and income criteria for determining eligibility. The income guidelines will be used in Connecticut from July 1, 2020 to June 30, 2021 for determining eligibility of participants for free and reduced-price meals and free milk in the Child Nutrition Programs.
Applications may be submitted at any time. Only one application is required per household. The information provided on the application is confidential. For up to 30 operating days into the new school year, eligibility from the previous year will continue within the same local educational agency (LEA). No application is required if the district directly certifies a child based on a household member receiving assistance from the Supplemental Nutri-

BERLINSebastian Francis Urso left this world peacefully early Sunday, September 27, 2020 just shy of his 88th birthday. Sebby was born October 13, 1932 in Floridia, Sicily. He came to the United States at the age of 3 with his parents and lived the majority of his life in New Britain, Connecticut. He fulfilled every immigrant’s dream of living a blessed and successful life in America. Sebby was a hard worker, provided for his family and never gave up. He was a laborer most of his life, he was also a veteran and member of the 4th Degree of the Knights of Columbus. He was a compassionate and kind soul. He loved animals and telling stories of saints. He loved talking about God, listening to the opera, and watching musicals and western movies. Most of all, though, he loved his family. While he went by Sebby, to most, his favorite names were Pop and Grandpa. He will be greatly missed as he leaves behind all that loved him the most: his loving wife, Albina Urso, his three devoted children,

This effort, done in coordination with The Berlin Citizen, will help our small businesses bring new customers to their door and remind existing customers of their great products and services. “We want customers to feel safe and fall back in love with shopping Berlin again,” stated Tracy Shipman, owner of Dragonfly Home & Gift. “Shopping small is a much more controlled environment than at a big box. With a smaller amount of customers at a time in local shops, there is less contact with others, as well as cleanlier facilities, typically. State officials say 4 counties now in moderate drought Among other things, residents in Stage 3 drought areas are being asked to stop watering lawns and limit other outdoor water use. They are also being asked to prepare to use alternative water sources in the event wells, farm ponds, fire suppression supplies, or other critical water sources become depleted. Owners of private wells are asked to limit water use to only essential needs.
HARTFORD (AP) — Connecticut officials say drought conditions have worsened in five of the state’s eight counties. The Connecticut Interagency Drought Workgroup on Monday raised the drought status for Hartford, New London, Tolland, and Windham counties to Stage 3 out on its five-stage scale, indicating they are in a moderate drought.
Stage 3 is the same level of drought Connecticut experienced during 2016-2017, according to the group, which includes representatives from the governor’s office, the Department of Agriculture, the Department of Public Health, the Department of Energy and Environmental Protection and the Department of Emergency Services and Public Protection.
The group also determined that conditions in Middlesex County are consistent with a Stage 2 drought, which is an emerging drought, potentially impacting water supplies, agriculture, or natural ecosystems. Litchfield County remains at Stage 2 and Fairfield and New Haven Counties remain at Stage 1. Those in Stage 2 areas are being asked to reduce water-
The monitoring group said that reports of low water levels in private wells, streams, agricultural water supplies, and fire suppression ponds have been increasing, especially in eastern Connecticut.

Eversource to customers: Check your trees’ health
More than 10,000 trees toppled during Tropical Storm Isaias and the late-August microburst in Branford and surrounding communities. Since those violent storms, Eversource has identified and removed hundreds of additional storm-damaged trees that threatened electric reliability. Customers’ restoration time after a storm is greatly impacted by the extensive treeclearing required before Ev-
ersource can repair the electric system and restore power to customers. Downed trees blocking roads also create increased public safety risks for fire, police and other first responders. The recent fierce storms that carved paths of destruction across the state damaged not only dead and diseased trees, but also brought down mature, healthy trees with full-leaf canopies. Eversource continues to make investments in the electric system to strengthen it to be more resilient to the region’s changing weather. Despite those efforts, the electric grid is not built to withstand the impacts of massive, mature trees falling on it.

As Eversource continues to remove stormed-damaged trees and branches following this summer’s powerful storms, the energy company urges customers to inspect trees on their own property that could pose a risk to the electric system and to support the energy company’s tree-trimming and hazard tree removal program.

CIAC From A7
core contacted SCC Commissioner Al Carbone about developing a spring option. That’s the plan the ECC ended up submitting to the CIAC.
a February-April football season is that teams can decide how many contests they want to play and still get to have an experience with tackle football.
The last day for a game to count for the CIAC state tournament is scheduled for June 8. The postseason would then run from June 14-27.
“I think it gives flexibility to schools who also want to prepare for the spring season,” Carbone said.
For the winter season, conditioning dates would be Nov. 23 to Dec. 5, setting up a regular season to begin on Dec. 7. Teams would have until Feb. 5 to qualify for states. The tournament would go from Feb. 8-21.
With there possibly being a quick turnaround for athletes who play spring sports, Carbone said the best part of
All dates outlined in the CIAC plan are subject to change based on the state’s COVID-19 situation.

At this juncture, the spring season would start conditioning April 11 and launch the regular season on April 23.

Furthermore, the CIAC recommended that member schools not play full-contact football in any capacity this fall. The governing body also cautioned school districts about opening themselves to liability if they loan equipment to student-athletes to compete in anything other than CIAC activities. While the CIAC doesn’t support doing both school and independent football activities, it did concede decisions on dual-participation is up to individual school districts. Along with teams looking at independent and club options for football, conferences have come up with 7on-7 activities and linemen challenges for players to participate in this fall.

In creating an alternative season for 11-on-11 football, all team activities are now considered in the out-of-season category. The CIAC, however, is relaxing its traditional rules on out-of-season
and allowing football teams to conduct low- to moderate-risk practices through Nov. 21. Squads can practice for up to 120 minutes a day and use equipment as long as they follow safety guidelines such as not having person-to-person contact.

The Department of Public Health and the National Federation of High Schools, however, stuck to the classification of 11-on-11 football as high risk, prompting the CIAC to ultimately cancel the season. “We still believe that now does appear to be a good time to play, but the recommendation from DPH and the Governor’s Office is that it (football) be played later in the year,” said Lungarini.

moving football to an alternative season, arguing that the state’s low COVID numbers warranted playing football in the fall and might not be better come late winter or early spring. The organization tried on multiple occasions to move forward with football in August and September.

John Larson, D-Conn. “Save our Social Security Now Act” (H.R. 8171) seeks to nullify the recent executive order to defer Social Security payroll taxes from September through December 2020.
