I want to respond to the Mayor’s take on the community/senior center project so the people of Berlin will not be misled. The Mayor and I disagree on how this project should be handled, so please allow me to explain the process. If elected Mayor, I will reorganize the subcommittee who have been appointed to study the project. Members should be non-political, non-biased, and not consist of current Town Council or Board of Finance personnel. I’d ask this committee to first research similar facilities that best serve our community. Do we offer amenities such as a pool, workout room, basketball courts, meeting rooms, etc. What are the costs and timeframe to include these in the final building plan? To fast-track this project, I’d insist upon a ninety-day window in which the committee would present its findings to the Council. It would be the council’s responsibility to study this information, propose changes if any, and send it to the Public Building Commission. PBC will put a price tag on the project and present it back to Council. The Council will then instruct our grant writers to obtain state and federal grants to offset this price tag. As mayor, I will reach out to our state senator and/or representatives to help us with the project, financial or otherwise. Once the Council has a final number, a vote will be taken. If the measure passes, it will be sent to the Board of Finance for approval – this is in accordance with our current town’s charter. The BOF’s decision will dictate

whether the project will move forward. The BOF will either send the project back to the Council or they will deny the project entirely. If it’s approved as is, then it will be sent to referendum and the Berlin residents will vote to decide the fate of the senior/ community center. Prior to the referendum, as mayor, I will hold a series of town meetings to discuss and educate the citizens on the importance of the community/senior center project and its costs. As you can see, this is a complicated process. While the project has been discussed for the past six years, the current Mayor did not act on it. The question is, why did he refuse a sizable amount of money from the former Speaker of the House for this project? Why is he still obsessed with allowing the YMCA to take its control? Why is the Mayor allowing his subcommittee to study the YMCA’s facilities? If he should get re-elected, does not follow this process, and refuses state grants as he has done in the past, should it get sent to referendum, it will fail and the YMCA will have total control of our town’s facility. As Chairman of the BOF, I know that there is no appetite to do large-scale bonding unless we obtain sizable state grants to offset the cost. Do not be swayed by the negativity of the Mayor’s spokesperson who is constantly fighting battles of the past rather than looking to move this town forward. At Kaman, I managed a $100 million budget. I have also served as treasurer for several candidate campaigns and am a board member and treasurer of House of Heroes, a non-profit that provides home repairs and upgrades to veterans in need.
I also appreciate the budget guidance and input the Board of Finance received from Mayor Mark Kaczynski and the council. It is important to note that the detailed budgets are prepared by town and education department managers, and are approved by the Town Manager and Board of Education for submittal to the Board of Finance. Ultimately, once a

recommended budget is passed from the Board of Finance to the Mayor and Town Council, they have the responsibility to approve, decrease, or reject the budget. Depending on their recommendation, processes are in place to ultimately deliver a budget. With the experience of the past four years, I do see room for improvement. Throughout those four years, the communication and coordination between the Board of Finance and the Mayor and Town Council was absent or strained at
times. I am hopeful that a change in Board of Finance leadership will improve communication and that there will be more teamwork both amongst the Board of Finance members and with other commissions and departments. I look forward to another term on the Board of Finance and will do my best to provide advice on budget and financial issues insuring that we produce fiscally-responsible budgets that will continue to provide the highest quality of services that our citizens expect.

I currently serve on our town’s VNA board and as an alternate on the Planning and Zoning commission. It is a privilege and pleasure to serve the town in these capacities. Now, I am running for a seat on Berlin’s Police Commission. I am employed as a registered nurse and have been in the field for over 10 years.
I have a master’s degree in nursing/education. My experience as a registered nurse has given me the ability to work collaboratively with different professions, perspectives and personas while focusing on a mutual goal. My goal as a potential member of the Police Commission is to focus on the needs of our police department and community and to work with the police chief, fellow commissioners, and town

work on 152 homes, raises money for supplies and organizes volunteers. May said House of Heroes can always use volunteers, regardless of one’s skill set. "Everybody can help … we have plumbers, electricians, carpenters,” she said. “And we have people like me — a lay volunteer. I mean I can paint, I can rake, I can mulch. So we're always looking for people that want to help out.”

Why am I a candidate for Berlin's Board of Finance? I'm running to try and bring our vision (Charter Revision Commission) to fruition. In my opinion the Board of Finance is not operating as envisioned. There is a significant amount of animosity between certain members of the board and between certain members of the Town Council and the board. This is unacceptable. From my perspective, the Board of Finance has poor leadership. I've been chosen as the Republican candidate to replace Sam Lomaglio on the
board. I'm hoping this will bring about a positive change on how all the players interact with one another. In 2016 I was a Commissioner on the Charter Revision Committee that, upon acceptance through referendum, changed the structure of the Town Council such that the Mayor was an elected position and the makeup of the remaining six council seats could be held by no more than three members of any political party. EAST BERLIN- Myron Pitkin Morgan, was born on June 20, 1954 in Ft. Madison, Iowa and died September 6, 2021 in Connecticut. Myron graduated from Ft. Madison High School and matriculated in various colleges focusing on landscape design and architecture and numismatics. He established himself as a meticulous house painter in Houston, Texas. After relocating in CT he was selected to paint at the White House which he was extremely proud of. He moved to Hawaii for 5 years then moved back to CT, living over 25 years mostly in East Berlin. Myron never met a person he did not find interesting. He was always willing to give his honest opinion about anything even when you really did not want to hear it. He took meticulous records of his research on the Pitkin family and belonged to various historic preservation societies. Myron was addicted to attending auctions and was always reimbursed by Mark for
