Selection of firm for new elementary schools underway
Citizen staff
The Next Generation School Building Committee is narrowing down its final candidates as it seeks an architectural firm to lead the school district’s new building projects. The district plans to build two elementary schools with the intention of having these ready by the fall 2026.

On Feb. 28 and March 1, the committee held interviews with representatives from the four architectural firms selected as finalists.
Big step to connect local towns with trail nears completion
By Ben Baker Record-Journal staffMERIDEN After launching the project nearly a year ago, city officials say disaster prevention measures along Harbor Brook are nearing completion, with a possible conclusion date as early as this fall.

The overall project is aimed at connecting Meriden, Southington, Wallingford and Cheshire via a recreational trail, but starting construction hinged on widening out Harbor Brook.
The efforts to expand and deepen Harbor Brook represent one component in a
multifaceted, decades-long initiative to confront over a century of repeated flooding in downtown Meriden. City Engineer Brian Ennis said floods began as a byproduct of the second Industrial revolution in the mid 19th century after factories
Next, the committee was to make a recommendation to the Town Council. Most likely, that means a recommendation of one or possibly two firms would be presented to the Town Council at its March 14 meeting, per Committee Chair Richard Gusenburg.
As part of its preparations for interviewing the architectural firms, committee members conducted a series of in-person viewings of school projects across
Connecticut, with representatives of those firms providing information on design features during the tours.
Committee members visited Barack Obama Magnet University School in New Haven on Feb. 15, a 64,000 square foot facility that cost $45 million to build.
JCJ Architects, one of the four finalists, designed the builiding.

Chesprocott Health District is highlighting “National Nutrition Month,” an annual event that takes place in March.
Nutrition Month aims to raise awareness about the importance of healthy eating and to encourage people to make positive changes to their diets and lifestyles. Nutrition Month is an opportunity to educate people about nutrition and provide them with the tools and resources they need to make healthy choices. This can include information about healthy food choices, recipes, cooking tips, and resources for finding healthy foods in their communities.
Nutrition Month is important because good nutrition is essential for good health. Eating a balanced diet that includes a variety of fruits, vegetables, whole grains, lean proteins and healthy fats can help prevent chronic conditions such as heart disease, diabetes and cancer. It can also help maintain a healthy weight, improve energy levels and enhance mental and emotional wellbeing.
Move your body
Nutrition doesn’t end at what we eat. The Academy of Nutrition and Dietetics encourages making exercise an integral part of our lives. Try a new activity like Zumba, swimming or spinning to keep workouts fresh and exciting.
Find inspiration
Are you feeling stale in the kitchen? Pinterest provides infinite recipes and inspiration to kick-start any nutrition journey. Picking up a new cookbook or following a fabulous food blogger works too.
Meet with a dietitian
![](https://assets.isu.pub/document-structure/230316150507-9d122880705661497f0c29646d0405b0/v1/c2fb80a8cf61471d8ebefa8ae2b7e8f7.jpeg)
They’ll provide you with a detailed meal plan that makes sense for your lifestyle and goals. Many, if not most, health insurance plans cover the cost of dietitian services, and local health departments sometimes offer complimentary services or charge slidingscale fees. Anyway, a healthier, happier outlook on life is priceless!

Five (realistic) ways to eat healthier this month
Go, go, H2O
We all know drinking water helps in nearly every aspect of wellness, but drinking the recommended amount daily can be tough. Electrolyte additives offer the same benefit, if not better, than drinking six or more glasses of water daily.
Choose food over supplements
Though some of us sincerely lack vitamins and minerals that can’t be achieved through diet alone, most of the good things our bodies need come from food not store-bought supplements.
Research shows that certain supplements haven’t been tested to meet many purity and safety standards, making them unreliable sources of nutrition.
Opt for color
![](https://assets.isu.pub/document-structure/230316150507-9d122880705661497f0c29646d0405b0/v1/18bee9d8b1e39f282eceaeb50149a201.jpeg)
When in doubt, throw some color on your plate natural color. Bright greens from crunchy vegetables or vibrant reds from tangy fruit will not only make your meal Instagram-worthy, they’ll also give you a healthy boost.
Pack your lunch
Avoiding restaurants or fastfood grease may seem obvious, but according to Health Publishing, even more important than that is the ability to control portion sizes when you pack your own lunch. Try something fun, like a DIY Bento box!
Shop the perimeter
Shopping supermarkets’ outside aisles ensures that you’re getting healthy alternatives to processed foods. When you move inward, most, if not all, of the products contain unnecessary additives and sugar.
Overall, Nutrition Month is important because it helps to promote healthy eating habits and to raise awareness about the importance of nutrition for good health.
By focusing on nutritious food one month each year, we can encourage people to make positive changes to their diets and lifestyles that can impact health and wellbeing.

A traditional recipe for St. Patrick’s Day
Press Release

For USDA's Meat and Poultry Hotline, the approach of spring usually means that St. Patrick's Day dinner preparations across the country will spark many questions about the safe handling, storage and preparation of corned beef and all the trimmings.
![](https://assets.isu.pub/document-structure/230316150507-9d122880705661497f0c29646d0405b0/v1/82e79a26a8beae70ddf73e9d1e758bee.jpeg)
What is "corning"? Corning is a form of curing; it has nothing to do with corn. The name comes from AngloSaxon times before refrigeration. In those days, the meat was dry-cured in coarse "corns" of salt. Pellets of salt, some the size of kernels of corn, were rubbed into the beef to preserve it.
Today, brining the use of salt water has replaced the dry salt cure, but the name "corned beef" is still used. Commonly-used spices that give corned beef its distinctive flavor are peppercorns and bay leaf. Of course, these spices may vary regionally.
Uncooked corned beef in a pouch with pickling juices which has a "sell-by" date or no date may be stored 5 to 7 days in the refrigerator unopened. Products with a "use-by" date can be stored
unopened in the refrigerator until that date.
Drained and well wrapped, an uncooked corned beef brisket may be frozen for one month (for best quality). It's recommended to drain the brine because salt encourages rancidity and texture changes. The flavor and texture will diminish with prolonged freezing, but the product is still safe.
Any corned beef left over from a meal should be refrigerated promptly within 2
hours of cooking. Use cooked-ahead or leftover corned beef within 3 to 4 days or freeze 2 to 3 months.
Reheat leftovers to 165°F as measured with a food thermometer. Place brisket fatside up in oven – 350 ° or no lower than 325 °F. Barely cover the meat with water about one inch and keep the container covered. Allow about one hour per pound.
For an oven cooking bag, preheat the oven to 325 °F. Add one tablespoon of flour to the bag plus 1/2 cup water. Follow the manufacturer's instructions for closing the bag. For a 2-to 3-pound corned beef brisket, cook for 2 1/2 to 3 hours. For a 3- to 5-pound corned beef brisket, cook for 3 to 3 1/2 hours.

On a stove, place brisket fatside up in a large pot and cover it with water. Bring the water to a boil; then reduce heat and simmer, allowing about one hour per pound.

Police departments embracing ‘Walk with Derek’ effort
By Nicole Zappone Record-Journal staffNAUGATUCK – Four years ago, Jennifer Harding had a scare no mother should have to experience.

Her son, Derek, who was 8 years old at the time, disappeared one day. The boy, who is on the autism spectrum, walked away from his grandfather’s house with his mother's phone in hand, wearing nothing but a diaper.
Derek was found safe soon after, but Harding knows this situation could have had a tragic outcome.
Sadly, incidents such as this are not uncommon for peo ple raising autistic children.
“When we moved to Nau gatuck, a 16-year-old autistic individual took off on his parents from Naugatuck on foot and ended up picked up in Oxford by state troopers, Harding said.
“Once that happened, I knew I had to get this done.”
What Harding did was design a simple tool that members of law enforcement can use should an autistic child in their community go missing.
The "Walk with Derek" Autism Safety Alert form Harding conceived of in 2022 allows parents to describe their special-needs child, including their common behaviors and communication style. Parents may
that may trigger the child, and methods which may calm them. Caretakers are advised to include their child’s photo with the form, which is filed with their local police department.
“Being a single mom raising Derek alone, it took me time to get the design right and figure out how to approach it,” Harding said of what became the "Walk with Derek" Autism Safety Alert form. “Naugatuck welcomed it with open arms, and it took off from there.”
Currently, the form is available in more than 20 Connecticut communities, and Harding said local legislators have contacted her about making this a state-wide initiative.

On Feb. 22, committee members traveled to Darien to visit the Tokeneke Elementary School, and to Greenwich to visit the New Lebanon School, both of which were projects handled by TSKP Architects. The New Lebanon School, at 61,230 square feet, is LEED Gold Certified, according to TSKP’s website. The Tokeneke site, at 65,000 square feet, replaced a 1950s-era school of the same name, a similar process to what is envisioned at the Norton School site.
Committee members also visited Tolland on Feb. 23, to tour Birch Grove Elementary, another project of JCJ Architects.
On Feb. 24, the group toured two projects from SLAM Collaborative Ox Ridge Elementary in Darien and Samuel Staples Elementary in Easton.
Ox Ridge replaced a previously-existing school on the same site. It opened in August 2022 and serves more than 500 students. The Samuel Staples School cost $30.5 million back in 2005 and is 121,000 square feet, per a New York Times profile on the project.
The final visits, on Feb. 25, were to the Candlewood Lake Elementary School in Brookfield and to Oxford Middle School, both designed by Tecton Architects. Selecting an owner’s representative to oversee the construction process is the next major agenda item for the committee.

lot of overdevelopment on the brook was done,” Ennis said. “So the what used to be floodplain at a Brook was filled and developed and buildings were put on it and when there's no place for all the water to go.”
Construction is running ahead of schedule, Ennis said, thanks to this year’s atypically mild winter which gave crews space to operate with greater efficiency and avoid weather-induced road-

blocks traditionally seen between December and early March. Flood Control Implementation Agency member Michael Rohde struck an op-
timistic tone while outlining development progress in and around Hanover Street, suggesting the city is rapidly approaching an end to chan-
neling in the area. “We’re coming down to the final phases,” Rohde said. “We’re about 70% plus done with the whole project.”
Ennis said while a conclusion to channel work in northern Meriden could come in the fall of 2023, he conceded an end date in 2024 is also likely given demolition roadblocks engineers faced in the neighborhood.
Ennis said widening Harbor Brook required the removal of three buildings, two of which have either been cleared away or are currently being torn down. A third, however, was initially intended to be repurposed, but was severely damaged by a fire in 2022, forcing the city to abruptly change course. “It’s not that we’re running out of money [for demolition], it’s that we didn’t plan on doing anything about that,” Ennis said. “The original plan was to reuse that building, but when we had a fire last year, it became structurally unsound.”
In order to raze the former medical office building on Cook Avenue, Ennis said engineers must obtain approval from the city Department of Economic and Community Development.
In conjunction with measures to expand Harbor Brook, Flood Control Implementation Agency member Sonya Jelks said, engineers are set to begin working on an adjacent expansion of the nearby Linear Trail, with a preemptive start date slated for this summer and an end date “hopefully this year.” Jelks said trail developments aimed to connect Meriden, Southington, Wallingford and Cheshire to one another, but starting construction hinged on widening out Harbor Brook.
“The goal is to create these trails such that they go from town to town so that folks can take advantage of safe walkways [and] safe bikeways for families and young people,” Jelks said. “That whole process has been somewhat rooted in flood control work that we're doing.”

Completing a joint channeling and trail development initiative proved to be an ambitious and costly project with what Ennis labeled a price tag of roughly $13 million $6 million of which was funded by the city of Meriden. The other $7 million, Ennis said was acquired through a mixture of federal and state grants.
Jelks attributed the success of channeling in recent years to an influx of cash from Hartford and Washington, as well as a willingness on the part of local bureaucrats to finance a development she sees as vital to the long term economic stability of both business and homeowners in Meriden.
“I'm just extremely happy that we've been fortunate in Meriden to receive state and local support on trying to complete these projects, which we know ultimately will be of benefit to not only the businesses that are in downtown district, but even some homes that we're going to be lifting out of flood control,” Jelks said.
