Council supports $5M capital budget plan Citizen staff
After making adjustments during its June 21 meeting, the Town Council unanimously voted in support of a $5 million capital expenditure plan for the 2022-2023 fiscal year. The budget, which totals $5,006,000, includes 26 projects. Additional projects may be approved at a later date. See Capital budget, A9

Minimum wage in state to increase July 1 The current rate of $13 per hour will be increased to $14 per hour. The change is the result of legislation Gov. Ned Lamont signed into law three years ago. The law scheduled several increases in the minimum wage over a five-year period.

UV exposure Everyone thinks about sun safety during the summer. But it’s important to protect yourself all year long — even on cloudy and hazy days. The sun, as well as tanning beds and sunlamps, gives off an invisible kind of radiation called ultraviolet rays. Too much exposure to UV rays can damage your skin and eyes, and lead to cancer. The hours between 10 a.m. and 4 p.m. are the most dangerous for UV exposure. To play it safe, stay in the shade; use a broad-spectrum sunscreen with a sun protective factor (SPF) of 15 or higher; and wear full-coverage clothing, sunglasses and
wide-brimmed hats. Also, re-apply sunscreen throughout the day, and wear lotion or make-up with sunscreen already in it.

Pollinator numbers have been decimated, due to habitat fragmentation, pesticide use, and the lack of native plants. Pollinators at risk include lepidoptera, bumblebees, solitary bees, moths, fireflies, dragonflies, and others. The food web is also in peril. Without native “straightspecies” plants, there are not enough insects that bats need in their diet, and there are not enough caterpillars to feed baby birds, whose sole diet comes from soft caterpillars.

SOUTHINGTON — Each year, for a number of decades, Carol Langley has hiked portions of the Appalachian Trail. And this summer, as she closes in on a milestone birthday, Langley will be on the Appalachian Trail once again.
“I turn 80 in December,” the longtime Southington resident pointed out. Langley credits her grandparents for her good genes and love of nature. She remembers going on all-day hikes with her grandfather, and recalls her grandmother working in the family vegetable garden in Wolcott well into her 90s. See Hiker, A13

Hiker “I am walking in their footsteps,” said Langley, who’s first Appalachian Trail experience came way back in 1956. “I was in junior high school and I went with my Girl Scout leader and we went to Bear Mountain and we slept on tarps,” she said. “I have been outdoors forever.” The intrepid senior has scads of photos from past hiking adventures, including those on the Appalachian Trail. She pulls one out from a trip to Northwest Camp, Bear Mountain in Salisbury from back in the 1990s. Since then, the “Silver Queen” — as she is known by many on the Appalachian Trail — has logged countless miles on the AT, from the southern reaches and into Vermont and Maine and all portions in-between.
Langley joined the Green Mountain Club in the early 1980s and began to hike with a core group on a regular basis. She also is happy to set off on her own, and has done so extensively. She’s not afraid. Langley told her doctor, “I work like a dog all day and sleep like a bear at night.” Aside from being an avid hiker, Langley, a greatgrandmother, is active in her local land trust. Sheri Guarino, treasurer and director of the pollinator pathway for the Southington Land Trust, said Langley is “one tough lady.” Guarino said Langley weeds the pollinator pathway along the Linear Trail, one time filling seven large bags. Langley led the land trust group on a hike for Trails Day earlier this year. See Hiker, A14

“Grandma needs her rest, otherwise you won’t like me in the morning.” The guys heeded her warning. Langley regularly leads groups for the Green Mountain Club. She tries to limit her parties to a half-dozen people and aims to complete six to eight miles; a comfortable pace. The goal is to enjoy the hike and have a safe experience. Langley has completed the length of the Appalachian Trail in Georgia and has 20 miles left in North Carolina.
This season she wants to log about 90 miles on the AT. Her group will hike portions of Southwest Virginia, through Damascus, with a goal to finish at Dennis Cove in Tennessee. A special moment Langley loves when hiking the Appalachian Trail in Virginia reminds her of her youth. “You lay down at night in your tent and the whippoorwills sing and sing, and sing again in the morning,” she said. “It takes me back to my childhood in Wolcott. That’s what I remember: falling asleep to the whippoorwills singing.”

Minority teachers
“As a kid, I remember not seeing somebody like me,” she said. “Now, however, when I’m in Wallingford, it’s a little different for those kids that see me teaching.” Despite the high cost, education is very important to Maldonado. She holds bachelors’ degrees in elementary education and sociology from Saint Joseph college, a master’s degree in curriculum and instruction at UConn, a sixth-year certificate as a classroom teacher specialist from Southern Connecticut University and a certification in Teaching English Speakers of Other Language (TESOL). Recently transferred to a position as a district TESOL/bilingual teacher at three schools, she also teaches adult education ESL classes.
“As a minority woman, I feel like I’m walking around defending myself,” she said. “I have to say ‘I actually have this degree, this degree, and this certification.’ I’m giving my resume in two minutes.” Nevertheless, minority teachers have a lot to contribute to their communities. As a Latina bilingual teacher, Alicia Lorenzo notices that the cultural disconnect between students and teachers impacts student achievement and parent involvement in school activities. Town to commence property revaluation The State of Connecticut mandates that the Town of Cheshire perform a real property revaluation for the Oct. 1, 2023 Grand List. The last revaluation of Cheshire real estate was conducted for the Oct. 1, 2018 Grand List and the last physical inspection of all properties was conducted for the Oct. 1, 2013 Grand List. The purpose of a revaluation program is to develop accurate and uniform assessments among real properties based on the fair market value as of Oct. 1, 2023. This, in turn, will ensure that the tax burden is as equitably distributed among Cheshire taxpayers as possible. The firm of eQuality Valua-
tion Services, LLC has been contracted by the Town of Cheshire to assist in conducting the revaluation for the Oct. 1, 2023 Grand List.
