Scot X. Esdaile, president of the state chapter of the NAACP, said the racial de mographic data was trou bling. “It’s not something that I think I’m surprised about because we see on a regular basis the heavy hand of law enforcement on Black communities, and we’ve seen it for decades,” he said.

“This kind of validates that something seriously needs to be Daviddone.”McGuire, executive director of the American Civil Liberties Union of Con necticut, also said he found some of the data disturbing.

The bulk of use of force re ports came from police de partments in the state’s largest cities, which have much higher minority popu lations, said analysts in the report by the Institute for Municipal and Regional Pol icy at the University of Con Kennecticut.Barone, associate direc tor of the institute, said it may be better to compare the use-of-force data with arrest data. In 2019 and 2020, about 34% of people arrested in Connecticut were Black, 44% were white and 21% were Hispanic. The number of use-of-force inci dents was just 1% of the number of arrests.

“He learned pretty quick, he really did,” Robbin Jackson said. “He watched how my cousin was making it. Then he started practicing and it started tasting pretty good. Now, he’s got it down pat where it is consistent every batch. We are definitely a small batch small business, so we make small batches and we want that flavor to taste However, homemade.”“theconcept is all my idea,” Robbin Jackson said. “What we want to do is be a local little sweet shop, a cute little place where you can pick up just that little impromptu gift if you’re go ing to a friend’s house or a baby shower.”

Kettle corn is popcorn often made in a large kettle, usual ly mixed with oil, sugar and salt. Jackson has a cousin who used to work in New Haven, where he hand stirred kettle corn. He ended up moving away, so when Jackson was starting her business, her husband, Herb Jackson, learned how to make the kettle corn and has been making it at a separate location in Wallingford.

With the increase in the price of food and oil, she is con cerned about raising prices. “We are taking a beating in the loss of profit, we’re really not profiting at this point,” Robbin Jackson said. “I am leery to go higher up on my prices because if I do, I am outpricing myself before I even get this business off the ground … But I’m not going to stop. I’ve come too far and I feel like I am being blessed from above to even get this far.”

Kettlecorn is the first step toward what Rob bin Jackson wants to do in the future, which is to one day expand into more store fronts and a smaller busi ness called NKWed to focus on weddings and special “events. We’re certainly hoping to expand,” she said. Caramel and salty sweet kettle corn is seen for sale at Nutmeg Kettlecorn.

Club member Philip Porter is happy to support the family. “No child or parent should ever have to worry about the things that Daniela and her parents have had to worry about or fear that there won’t be the blood that she needs to survive,” Porter “said. Those children and their parents should know that their community has their back and that there will al ways be blood when she needs it.”

According to the report, 1,058 officers used force on 650 people in 2019, and 977 officers used force on 663 people in 2020. Some inci dents involved multiple offi Therecers. are about 7,250 police officers in Bridgeport,Connecticut.thestate’slargest city, led all departments that reported data with 264 useof-force incidents over the two years. Waterbury report ed 229 incidents, followed by state police with 181, New Haven with 161 and Hartford with Connecticut91. has more than 100 police agencies. The data included incidents reported by 60 departments. Other agencies reported they had no use of force incidents or did not submit data. The data included the use of guns, stun guns, pepper spray, fists and physical re straining. Most of the uses of force were physical restrain ing more than 800 inci dents over the two years while incidents involving deadly force and firearms to taled nearly 280. In most cas es involving police drawing guns, officers only displayed them and did not fire, the re port said. In 2019 and 2020, 11 people were killed by police officers’ deadly use of force. Most of the people subjected to po lice force were unarmed 90% in 2019 and 85% in 2020, the report said.

Of the more than 1,300 peo ple subjected to police use of force over the two years, po lice reported that 31% were said to be emotionally dis turbed, 9% were said to be suicidal and more than 40% were said to be under the in fluence of drugs or alcohol, the report says. And about a third of the people subjected to police force were fleeing at the time. “It is another clear indication that there needs to be a very intentional move by govern ment ... to move money out of policing and into services people need,” McGuire said.

Cheshire Police Chief Neil Dryfe, president of the Con necticut Police Chiefs Associ ation, said police leaders will be closely watching future re ports that include better da ta, including race and ethnic ity numbers, to see if any changes in policing are war “ranted.Thebig takeaway I think, for me and many other chiefs, is that force is used in just a small, tiny fraction of police community interactions,” he said.

TheCheshireCitizen|cheshirecitizen.comThursday,August25,2022 A73

Connecticut Department of Labor Commissioner Danté Bartolomeo is warning resi dents of another text scam; this one tells filers to verify their identity in order to process their unemploy ment payment. The text appears to be a message from ReEmployCT but sends users to a ".net" address to verify their infor mation. The agency does not do claims work through text or social media. As is true for other scams, CTDOL expects variations of this text message to prolifer ate. CTDOL warns residents not to click on these links. “CTDOL does not do claims work over text or on social media platforms. We do not verify identity through text or on social media. We do not ask for account informa tion or personal identifying information on text or social media," Bartolomeo said.

First-time homebuyer seminar series begins Aug. 31

Press Release Liberty Bank is teaming up with the Connecticut Hous ing Finance Authority and Connecticut Department of Housing to host a first-time homebuyer seminar series with a focus on the new Time To Own Loan Program beginning Wednesday, Aug. 31.

By Lau Record-JournalGuzmán staff

Anyone in Connecticut who is looking to purchase their first home may attend the free Time To Own seminar on Aug. 31 from 5 to 7 p.m. at Hartford Public Library, 603 Park St. It will provide an in-depth overview of the program, including eligibility information, how to apply, and more. Two Affordable Lending Loan Officers from Liberty Bank, Fanita Borges (fluent in English and Span ish) and Pamela Hippolyte, will be available for ques tions at the event.

“Partnerships like this one are helping to grow stronger communities and making home buying more afford able and attainable for work ing families,” said David Glidden, Liberty Bank Presi dent and CEO. “Through Time To Own, we are excited to continue playing an inte gral role in ensuring new homeowners realize their dreams while fulfilling our mission to improve the lives of our customers, teammates and communities for gener ations to come.”

Connecticut Medicaid provider HUSKY Health announced a new maternity bun dle that would allow parents to pay for doula care and breastfeeding support with Medi caid funds starting next summer. The pro gram is funded through an additional $830,000 allocated to improve maternity health outcomes in the governor’s budget for Doulas2022-23.aretrained people (mostly women) who support parents during labor and the postpartum period, according to a definition from Department of Social Services spokesperson Maura Fitzgerald. The expan sion is part of an ongoing effort to address the systemic inequities in medical systems, especially for people of color.

“The overarching goal of including doulas and increased breastfeeding support in the Medicaid maternity bundle is to remedy dis parities in access, utilization, and outcomes for pregnant people, with an emphasis on people of color and people with substance use disorders,” Fitzgerald wrote in an email.

The Time To Own Loan Pro gram is available with the CHFA and the Connecti cut Department of Housing for a limited time and is a forgivable Down Payment Assistance Program avail able to eligible first-time homebuyers. This program is helping to alleviate the down payment and closing costs required to purchase a first home. Liberty Bank is a lead lending partner.

TheCheshireCitizen|cheshirecitizen.comA76 Thursday,August25,2022 August was declared nation al breastfeeding month by the U.S. Breastfeeding com mittee and has been cele brated annually in 2011. In Connecticut, Hartford Hos pital proclaimed the month of August as Breastfeeding Awareness Month. The dec laration gives advocates and health professionals a chance to highlight the im portance of breastfeeding, especially among communi ties of color. The risk of not listening After giving birth, “every thing went bad,” said pro tennis player Serena Williams in an exclusive in terview with Vogue. A series of small blood clots settled in her lungs. Williams asked for a blood thinner, but the nurse thought her pain medicine might be making her confused and delayed the necessary medication, Vogue reported. After that, Williams said that a six-day series of interventions fol lowed. Williams’ experience is just one well-publicized example of the disconnect that might occur between health care providers and Karenmothers.Siegel, director of pol icy at tensaying;anotherwithsheespeciallytothat“healthandactingimportantsaidracism.theselutions,nonprofitConnecticut-basedHealthEquitySoattributesalotofdisparitiestosystemicHowever,shealsothatdoulascanplayanroleincounterinterpersonalracismimplicitbiasesofthecaresystems.Oneofthelargestissuesiswomenaren’tlistenedBlackbirthingpeopledon’tgetheard,”said.“Doulascanhelpthat.Also,they’reyetvoiceintheroom‘No,youhavetolistothisperson.Thispersonknowstheirbody.’”

At the birth of her first child, Amy Chen said she did not want an episiotomy even though the attending doctor recommended it.

The statistic is especially concerning as Medicaid cov ers 40% of the births in Con necticut and up to 70% in distressed municipalities, Fitzgerald said.

“My doula was there with me and was able to help me and my partner advocate for not doing that [procedure],” she said in an online inter view. “In the big scheme of things, it’s not that big of a deal. But at the same time, we also know that in hospi tal births, many times one intervention leads to anoth er in this sort of a cascading effect.”

Doula affordability Since the pandemic, Doula trainer Krista Maltais has seen a shift in the national conversation about inequali ty in the health care system and finds that more families are willing to advocate for “themselves.Ithinkanybody who’s ever had a child knows that there are really big gaps in care and that’s always been kind of put back on the family to find an advocate for them selves,” she said in an online interview. “I think the pan demic actually really helped highlight that we’re facing way more than just gaps. We’re facing chasms of lack of support and continuity of Maltaiscare.” is based in New Hampshire and hosts online sessions to certify doulas in the Northeast regions by the standards held by doula cer tification program DONA In ternational. As an advanced postpartum doula certified by DONA international, she has worked as a doula since 2006 and has been running doula training sessions since Maltais2017. considers doula care as an advantage for the fam ily if an expensive one.

The study also found that Black people were overrep resented in pregnancy-relat ed deaths. White people ac counted for 44% deaths and 54% of live births, whereas Black people accounted for 27% of deaths, but only 13% of live births.

“There’s so many things that happened during this post partum time, whether it’sa person’s first child or it’s their fifth child,” Maltais said. “There’s always a struggle. And doula care is one of the ways that those struggles can get minimized. However, it’s still generally considered out of pocket ex pense and so it’s very unattainable for a huge por tion of people.”

A recent study published by the Connecticut Department of Public Health found sig nificant disparities in mater nal mortality rates related to race and income. People who receive Medicaid made up 68% of the pregnancy-as sociated deaths, but only 37% of live births.
