NARRATIVE
Friday May 22nd 2020 1820 hours. While enroute to my assigned shift from 1900-2300 at the Meriden Police Department, I was traveling south on Colony Street between Washington Street and Church Street in my Privately Owned Vehicle. I slowed and stopped for the red STC control signal at the intersection of Church Street. I observed a grey minivan stopped facing north at the same intersection for the same red STC signal. I then observed a white Ford Focus traveling north on Colony Street between West Main Street and Church Street and accelerate toward the stopped minivan, passing said minivan on the right and proceeded through the intersection of Church Street under the solid red STC signal and continue to travel north on Colony street and a high rate of speed. As the Focus passed me, I observed the operator to be a light skinned white or Hispanic female and the rear license plate to bear a PA registration beginning with the letters KYK. I also observed the vehicle`s rear window to have two distinct stickers, one on the top right and one on the top left. After signing on for my shift, I was patrolling the downtown area at 1934 hours and observed the same Ford Focus with PA plates and the two distinct stickers on the rear window double parked with it`s hazard lights on in front of 53 West Main Street. I activated my emergency lights and stopped behind the Focus. As I exited my patrol vehicle, the operator pulled past two properly parked motor vehicles and pulled to the right side of the roadway. I pulled my patrol vehicle forward and made contact with the operator and asked her to produce her driver`s license, registration and proof of insurance. The Operator stated she did not have her license and all the paperwork for her vehicle was at her residence, 303 Bradley Avenue. The Operator asked me why I stopped her and I explained to her that she had been double parked. That she provided me with the last name Gonzalez but refused to give me her first name, stating that she didn`t do anything wrong and that she legally doesn`t have to give me her identification. I explained to her that she had committed a traffic violation on a public roadway and she was required to produce her identification. She continued to argue with me and refused to cooperate, continuing to state that she didn`t have to give me any information. I then told Gonzalez to step out of the vehicle. Gonzalez refused, stating she was not getting out of the vehicle. I advised Gonzalez to open the door and step out of the vehicle and she continued to argue with me stating she was not getting out. I attempted to open the driver`s door but it was locked. I then reached in the open window and opened the driver`s door utilizing the interior handle. As I opened the door, Gonzalez again stated she wasn`t getting out of the vehicle and told me not to touch her. I continued to tell her to exit the vehicle as she moved her upper body away from me. I grabbed her by her left forearm and wrist and she yelled not to touch her. I AGAIN asked her if she was going to exit the vehicle and she again stated no as she pulled away from me. I them utilizing a soft escort technique and puller her from the vehicle and onto her stomach. Officers LeSage and Morin arrived on scene and assisted me with placing Gonzalez in handcuffs as she was advised she was under arrest. Officer LeSage searched and transported to Gonzalez to headquarters. R_CS2IBR
