Affidavit The undersigned affiant, being duly sworh, deposes and says:
1. The undersigned, Detective Jon Femia #440, being duly sworn does depose and state that he is a member of the Meriden Police Department. Furthermore, that he has been a full time or reserve member of said department since October 2000, and at all times mentioned herein was acting as a member of said depmiment, and also the following facts and circumstances are stated from personal knowledge and observations as well as information received from other officers acting in their official capacities, or other persons or sources of information. 2. On 08/18/2018 around 1314 hours, Jason Watson called Meriden Police regarding the fact that Victim #1, a Pacific Islander female, DOB 09/02/1987, who is his live in girlfriend, might be missing, but then told Ofc. Lavioe #345 that she may be at a friend's house and she was mad at him. Watson said if she does not go to work on 08/19/2019, he would call again. No formal missing persons case was started at that time. 3. On 8/18/19 at approximately 1717 hours, Officers responded t for a report of a possible missing person, Victim #1. The call was received from a femal , . This female is the sister of Victim #1. The complainant goes by the name._.. ~ a i d that her sister, Victim #1 lives at Apartment with her ex-boyfriend, Jason Watson. ~ e n t on to state that Victim #1 and Jason recently broke up but they are still residing together. She advised officers that Victim #1 and Jason broke up after heated fights. -had not heard from her sister in the past two days and she usually talks to her every day on the phone. ~urrently lives in Georgia. _ . She was nervous that something happened toVictim#1 because she knows that one-of the fights Victim #1 had with Jason ~•~~-.~;;V\/ats:an:was12hy1>ical,~~V:ictim~#1::faas::twc£of:hei:::own::bio_[Qgic-al::ch11dreny;ho:creside-with:her-::an<:hJas0n~bt1FJas0n-=Ts-,noL~-•their biological father. Two of Jason's biological children also live with them. Victim #1 's children were both currently with Jason and Victim #1 has not been heard from since Saturday afternoon . . . .eported that it was uncharacteristic of Victim #1 to leave her kids with Jason Watson for extended periods of time and not return home. 4. Around 2100 hours on 08/18/2019, Detective Femia spoke by phone with • .-.Said that the last time she spoke with her sister was 08/16/2019 sometime around 1800 hours. •explained that her sister had made her aware of a domestic violence incident that occurred in the early morning hours of 08/15/2019 where her sister ended up biting Jason Watson and he choked her unconscious. Her sister told that her minor. child, Juvenile #1 came in after the domestic violence incident. /\ccording to Vao, Jason Watson reportedly apologized after the incident.

5. Due to these events, -flew up to Connecticut on 08/19/2019. On 08/19/2019, Detectives Femia and Visconti met with.at the Meriden Police station to get more informati.on from her. She submitted to a voluntary interview which was (This is page 1 of a 3 page Affidavit.) Date

Affidavit~ Continued audio and visually recorded . . . . swore, under penalty of false statement, to the truth of her account. 6. ~ a i d that she received a text from Victim #1 in the early morning hours of 08/15/2019 with pictures of Victim #1 's face showing red dots near her eye. Victim #1 also sent • a picture of Victim #1 's mouth and neck area which showed a fat upper lip and redness on her neck, even taking account for a previous surgery scar for a thyroid operation. Vao then was able to talk to Victim #1 on the phone. -said Victim #1 told her Jason had strangled her to the point where she couldn't breath and to the point where she lost consciousness. This assault occurred in the early morning of 08/15/2019. ?. •showed Affiant Femia and Visconti the pictures that Victim #1 texted her. She forwarded these pictures to Affiant Femia's work email. also said that Victim #1 never called the police because she admitted to biting Jason because he was holding her as she was trying to leave. Victim #1 apparently did not want anyone to get into trouble for the incident. Note: On 08/20/2019, DCF advised Meriden Police that further clarified to them that Victim #1 bit Watson on the arm.

8. Detective Femia reviewed the photographs of Victim #1 's injuries. Victim #1 had visible red marks known as petechiae around her eyes and face. From training on domestic violence strangulation, Detective Femia was aware these marks can appear after someone is strangled. Furthermore, Victim #1 's swollen lip would also be consistent with an assault or strangulation where something, for example a forearm, crossed over her mouth area while being strangled or otherwise struck on the lip. 9. Through the investigation it was also learned that Jason Watson was on probation. His probation officer is Probation Officer Robinson. Contact was made with P.O. Robinson who stated that on 08/19/2019, Jason Watson had called her to tell him he had contact with police because Victim #1was reported missing. This is a normal practice for someone on probation to contact their probation officer after police contact. When Watson contacted P.O. Robinson he was hysterically crying and she told him he coud meet. He then met with her at the Meriden Probation Office for an unscheduled visit. 10. P.O. Robinson later spoke with Detective Femia and said that she learned of a domestic violence incident, specifically a physical altercation between Jason Watson and Victim #1. P.O. Robinson reported that she saw text messages from Victim #1 to Jason Watson on 08/15/2019 where Victim #1 told Watson something to the effect of "you almost killed me" and discussing how he choked her unconscious, made her unable to breathe, caused bruising and busted her lip.· P.O. -- __ _:_Robins0n0bserv@d-these messages on Watson's:.persor1alcell.phone. ____ ,_ _ ___ __ _ _____________ _ - --

11. Watson reported he was scratched on his arms during this domestic violence incident when spoke to P.O. Robinson. Robinson denied assaulting Victim #1. P .0. Robinson wrote up a memo about Watson's visit and provided it to Meriden Police and later provided a revised and more comprehensive document concerning the incident. Her me·mo documented that Watson denied assaulting Victim #1 and that there were texts between Victim #1 and Watson where he denied assaulting her because she was "too small." 12. It should be noted that Watson spoke with P.O. Robinson a second time on 08/19/2019, around 1623 hours; Watson admitted he did not tell police about the physical altercation with Victim #1. Watson also said he was restraining Victim #1 to prevent an assault which he said occurred on the evening of 08/14/2019. Watson said that he was holding Victim #1 by her throat to do so, but normally would restrain her by grabbing her hands. When asked to elaborate he denied restraining Victim #1 except when "play fighting;" Watson denied any domestic violence. Watson also denied there were any marks on Victim #1 's face. Watson said this incident where he was holding Victim #1 by the throat occurred in their bedroom. 13. Based on information from learned P.O. Robinson, it appears Victim #1 and Watson broke up on or about 08/13/2019, got into a physical domestic on or about 08/15/2019, and had some communication up through 08/17/2019 discussing the logistics of dealing with the minor children and Watson staying elsewhere. · 14. Affidavit - Continued . messages between Victim #1 and Jason Watson help establish a potential motive for the crimes described above. Police believe this physical altercation actually occurred sometime in the early morning hours on 08/15/2019 and technically not on the evening of 08/14/2019 as Watson told P.O. Robinson. 15. Police reasonably believe that the cause of this domestic violence incident was the ending of the dating relationship between Victim #1 and Jason Watson. 16. It should be noted that Victim #1 is currently a missing person under suspicious circumstances. 17. On 08/20/2019, this exact arrest warrant other than this paragraph, was approved and signed by Judge Spader. Jason Watson was then taken into police custody on that warrant. While Watson was in custody, the original copy of that arrest warrant was inadvertently shredded. Watson is still in police custody on the basis of that warrant. 18. Jason Watson, DOB 04/09/1981, is a non-Hispanic Black Male. Watson is about 5'11, 190 pounds with black hair and brown eyes. He wears glasses and resides at 645 West Main Street, 1st Floor Apartment, Meriden, CT 06451. He is a convicted felon and has a criminal history that includes assault and family violence offenses. Watson's FBI number is 714093HB4 and SPBI number CT00870632. Watson is currently on Probation in Connecticut.
Wherefore, the undersigned Detective has probable cause to believe Jason Darnell Watson, DOB 04/09/1981, did commit the crimes of Strangulation or Suffocation in the Second Degree, Unlawful Restraint in the First Degree, 19.
Assault in the Third Degree, and Disorderly Conduct in violation of C.G.S sections 53a-64bb, 53a-61, 53a- 95 and 53a-182 of the Connecticut General Statutes. The undersigned Detective respectfully requests the Court approve this
arrest warrant application.
