Experts discuss ways to prevent sexual abuse of children By Claudia Hilario Record-Journal staff

A breach of trust is often an element in cases of child sexual abuse, which occur far more often in situations where the victims know their abusers, experts say. “Grooming is one of the most common tactics used by those who abuse children,” said Beth Hamilton, executive director of the Connecticut Alliance to End Sexual Violence. “Grooming a child, their family and their community allows a person to methodically build trust that can be used to manipulate, coerce or force children to engage in sexual activities.”

Portland police have also charged Romo in two cases with one count each of second-degree sexual assault, risk of injury to a minor and fourth-degree sexual assault.

A representative for the Mariachi Academy of New England told the RecordJournal that Romo resigned in February and that the nonprofit mariachi school is now closed.

The alleged victim in the Wallingford case told police Romo was someone he looked up to and considered a “father figure” during the four to five years that the boy attended the academy, according to the Wallingford arrest warrant. Romo was previously convicted of sexual conduct with a 17-yearold student while he ran a full-time mariachi program at a Las Vegas high school, according to local police and published reports.

The organization, which offers a 24/7 confidential hotline, in both English and Spanish, reports that nationally 8 out 10 sexual violence victims know their perpetrators; one in 6 women are victims of rape or attempted to rape, while the ratio for men is one in 33; and 15 percent of victims are between the age of 12-17 years old.

Walt Brockett, a member of the Daytime Gardeners of North Haven, was given some of the nuts from the hybrid chestnut trees to see if they would grow in Peter’s Rock Park. The experimental trees are growing, and this past fall, Walt collected the first nuts from the largest hybrid tree. The nuts were refrigerated through the winter, and this spring Girl Scouts are working with the Daytime Gardeners to sprout and then plant seedling hybrids. If successful, these trees will be the second generation from the nuts Walt received seven years ago.

North Haven Garden Club member Cindy Golia, with help from her husband, Anthony, cleared last year’s annuals and debris from the North Haven Middle School sign garden and planted more than a dozen perennial day-lilies. Day-lilies are ideal for borders and edging, and are drought-tolerant. Also, they are unaffected by high temperatures, and are able to grow in most soils, and light.

The Daytime Gardeners prepared information about the history of the chestnut tree and how blight destroyed them. The gardeners met with Troop 60387, led by Lisa McCann, and Troop

60421, led by Jennifer Morgan, to share details with the scouts and teach them how to start the nuts in soil so they would sprout and grow into seedlings. The scouts will plant these second-generation seedlings at Peter’s Rock Park later this year. Activities such as this help scouts learn about nature and conservation, while they earn credits towards badges.

DEEP: Bear sightings expected to increase By Lauren Sellew Record-Journal staff

A recent bear sighting on the road leading to Strong Elementary School in Southington prompted a warning call to parents. Staff spotted a lone male bear on the entrance road to Strong Elementary School off Marion Avenue the morning of May 13, Superintendent Steve Madancy said. The town’s Animal Control Officer responded and confirmed the bear had moved along, Madancy said. The timing of the sighting was around when students would be arriving for school, so staff made the decision to send out an automated phone message because they didn’t think parents would have enough time to see an email before arriving, he said.

“It’s not atypical,” Madancy said of bear sightings around town. “It was challenging because it was during arrival time.” The bear was gone before students arrived, but Principal Melissa Barbuto kept the children inside for morning recess as a precaution, Madancy said. To his knowledge, this was the first time a bear was spotted near Strong Elementary School although there have been sightings near Deryonoski and Flanders elementary schools and Southington High School in the past, Madancy said. There was a plan to have parents pick up walkers/bikers for dismissal, but he believes the school was able to operate normally by dismissal time. The Department of Energy and Environmental Protection noted that black bear

sightings have been on the rise and are expected to increase. Breeding season is in late June or early July, and male bears will travel to find a mate. They are attracted by the smell of food and are rarely aggressive toward humans, DEEP states. “In most cases, if left alone, the bear will make its way to a more natural habitat,” DEEP states in an information sheet about black bears in the state. “Removing food attractants, such as bird feeders, reduces the chance that bears will go near homes. The DEEP seldom relocates bears. An exception may be made to remove a bear in an urban location when there is little likelihood that it can leave safely on its own and when the bear is in a position where it can be safely immobilized.”

Residents that encounter a bear are advised to observe it from a distance and announce their presence by yelling and waving their arms, or walking slowly away. Residents should never feed or try to attract bears.

Education funding bill fails, advocates vow to try again By Keith M. Phaneuf and Ginny Monk The Connecticut Mirror

A bill that would have enhanced state funding for all types of public elementary and secondary schools bogged down this spring amid fears that it would force primary education and early childhood development programs to compete for the same dollars.

But leaders of the General Assembly’s Education and Appropriations Committee said the measure will be reconsidered in 2023, as it is crucial to correct funding inequities facing magnet, charter and vocational-agricultural schools. “There were a lot of huge, big-ticket items that had to be negotiated” in the regular 2022 session that ad-

Doug McCrory, D-Hartford, the education panel’s co-chair. “I think there’s a lot of interest in approaching this again.” At issue was a bill that would accelerate a 10-year plan crafted in 2017 to bolster the Education Cost Sharing program, the state’s major operating grant for local school districts.

An original version of this bill would have increased education funding by $237 million starting in the 202425 fiscal year. An amendment would have bumped the increase to $277 million. The bill died on the House calendar because it was uncertain whether either had support to pass in the Senate, sources said. McCrory noted that the new $24.2 billion state budget adopted for the fiscal year that begins July 1 invests more than $100 million in a child care and early childhood development industry that has been decimated by the pandemic. And while many in the Democratic-controlled legislature said the state could afford this investment and more in traditional legislation, given the unprecedented $4.8 billion surplus the state amassed this fiscal year, Gov. Ned Lamont urged caution. The state is relying on about $3 billion in emergency pandemic feder-

al relief to help prop up its finances through the 202425 fiscal year and must be ready to function without it after that, he said. The legislature’s Finance, Revenue and Bonding Committee had recommended scrapping one of two programs designed to help produce large budget surpluses so the funds could be repurposed to support child care in a few years when the federal aid has been exhausted. But Lamont opposed that move, arguing the state would be better served holding off for now, and reassessing its finances when the regular 2023 legislative session starts in January. “We look forward to a robust discussion during next year’s legislative session to make the right investments in our students and schools,” said Chris Collibee, spokesman for the governor’s budget office. Collibee also noted that in addition to the extra funding for child care, the new budget also includes almost $47 million for school desegregation initiatives, special education, charter schools and bilingual education programs.

When it comes to the War on Terror, while only 1 percent of Americans served post 9/11, it seems 100 percent of the country used their voice to express opinions as this shared history unfolded.

The Greatest Generation understood war. At home they experienced rationing, schoolchildren collected scrap, and women took up factory jobs, while overseas troops endured combat and were witness to some of the most brutal atrocities in the modern age. When the war was over, the shared sacrifice of a generation united them and helped them solve tough problems. In subsequent wars, such as Korea and Vietnam, veterans did not experience the same level of understanding and thus turned their voice inward or used it to fight for one another regarding Agent

For Korea and Vietnam veterans, war was not a shared experience. Therefore, various voices helped further the national conversation regarding the treatment of veterans, leading to safer and more thoughtful approaches. Unlike the veterans of Korea and Vietnam, the veterans of the last several decades did not return home to voices of dissent that could be addressed directly.

This new era of media, learning, and personal discussions bring rise to the question: Do people really remember why we hold our veterans in a place of honor? For years, voices saying meaningless phrases like “the enemy gets a vote” or “there’s nothing you could have done” were meant to comfort those who have held the heavy responsibility of leading troops in combat. However, many people seem to lack the understanding that our hearts have been forever scarred by the invisible wounds of war, scarred by guilt and grief, and by the longing for forgiveness that will never come. Even if forgiveness was offered, it would be hard to accept, as no mere words can undo a life experience. And because

of this, we often feel isolated, misunderstood, and undervalued. Therefore, our voices remain silent. As conversations with the voice on the other end of the phone come to their inevitable conclusion, I am reminded that to remain silent is a betrayal of my obligation to those who made the ultimate sacrifice. As we gather as one nation this Memorial Day, my hope is that instead of directing shallow words of gratitude at each other, we do as Lt. Gen. Truscott did and direct our gratitude directly towards those who made the ultimate sacrifice. In both our words and actions, let us all commit ourselves to serve the country to which they gave their lives.

MERIDEN — The city has so far received more than $36.58 million in requests to fund projects with COVID-19 relief funds made available through the American Rescue Plan Act. Famed illustrator creates Nighthawks emblem By Nicole Zappone The Citizen

At its May 19 meeting, the North Haven Board of Education meeting approved the design for the district's new mascot, the Nighthawk.

“Tim donated all of his time and effort for this project, along with dealing with people like me with the input," Superintendent Patrick Stirk quipped.

TOWN OF NORTH HAVEN JUNE 6, 2022 A special town meeting of the electors and citizens qualified to vote in town meetings of the Town of North Haven, Connecticut, will be held on Monday, June 6, 2022 at 7:00 P.M., in the Auditorium of the North Haven High School, 221 Elm Street in North Haven, Connecticut, for the following purpose: 1. To consider, discuss and act upon the recommendations of the Board of Finance and the Board of Selectmen: (a) to appropriate $3,500,000 for athletic field improvements, consisting of (1) installation of dugouts, grandstand seating, a press box and protective netting, restroom facilities improvements, additional parking, field improvements, and other related improvements at the girls high school softball field, (2) relocation of the field, installation of dugouts, additional seating, a press box, batting cages and protective netting, additional parking, and other related improvements at the boys high school baseball field, and (3) installation of grandstand seating at the middle school synthetic turf fields; the appropriation may be spent for design, demolition and construction costs, equipment, furnishings, materials, site improvements, survey costs, architects’ fees, engineering fees, other consultants’ fees, legal fees, net temporary interest and other financing costs, and other expenses related to the project; (b) to issue bonds or notes of the Town in an amount not to exceed $3,500,000; to provide that the amount of bonds or notes authorized to be issued shall be reduced by any grants received for the project; (c) to issue temporary notes of the Town in amount not to exceed $3,500,000 in anticipation of such bonds or notes; (d) to determine or authorize the First Selectman and the Treasurer of the Town to determine the amounts, dates, interest rates, maturities, redemption provisions, form and other details of the bonds or notes; and to perform all other acts which are necessary or appropriate to issue the bonds or notes; (e) to take such action to allow temporary advances of available funds which the Town reasonably expects will be reimbursed from the proceeds of borrowings; and to authorize the First Selectman and the Treasurer to bind the Town pursuant to such representations and covenants as they deem necessary or advisable in order to maintain the continued exemption from federal income taxation of interest on the bonds or notes authorized by the resolution if issued on a tax-exempt basis, including covenants to pay rebates of investment earnings to the United States in future years; (f) to authorize the First Selectman and the Treasurer to make representations and enter into written agreements for the benefit of holders of the bonds or notes to provide secondary market disclosure information, which agreements may include such terms as they deem advisable or appropriate in order to comply with applicable laws or rules pertaining to the sale or purchase of such bonds or notes; (g) to authorize the First Selectman, the Treasurer and other proper officers of the Town to take all other action which is necessary or desirable to complete the project and to issue bonds or notes to finance the aforesaid appropriation.
