Legislators rail against tax hikes
Animal shelters, pet businesses notice changes
Local Republican lawmakers gathered recently for a “Stop the Gas Tax/Food Tax” Rally, a response to a proposed tax hike on gas and mileage. The rally took place Friday, May 14 at Mobile Gas, 1001 North Colony Road in Wallingford.

As the pandemic eases, one issue local animal shelters are noticing is an uptick in surrendered cats and dogs.
A letter signed by state Sen. Paul Cicarella and state representatives Vincent Candelora (House Minority Leader), Craig Fishbein and David Yaccarino states:
“We can kind of assume that people were very lonely last year and maybe adopting an animal might not have been something they would have done had we not been on lockdown,” said Karen Annis, secretary of the Meriden Humane Society’s board of directors. “And now it’s a matter of how is that animal going to fit into whatever your real life is whenever we’re allowed to all go back to it.”
“The Governor and legislative Democrats have a plan that would increase the price of gas and another that would result in you paying more for everyday services and goods such as groceries. With help from dozens of residents, we sent them a very public message in Wallingford (May 14): Enough is enough.
After a decrease in surrendered animals last year, Annis expects an overall increase this year based on the first four months. A total of 67 animals were surrendered through the end of April.

The Conservation Commission works on several environmental projects in the North Haven community aimed at educating people and raising awareness. It usually has a large exposition around springtime, but
it was necessary to cancel the event this year and last due to the ongoing pandemic. Instead, the commission decided to organize a townwide cleanup, which turned out to be a tremendous success. In recognition of Earth Day, various North Haven-based

Residency program aims to recruit Black teachers The majority of school children in the United States are students of color, yet less than 20 percent of teachers are people of color, and only 7 percent of them are Black. Research shows that students of color do better in school and consider going to college at higher rates when they are taught by teachers with similar racial and demographic backgrounds. The National Center for Teacher Residencies Black Educators Initiative aims to improve student achievement by increasing access to Black teachers.
The Connecticut Teacher Residency Program, in partnership with the RESC Alliance, has received a $340,000 grant from the National Center for Teacher Residencies to improve its efforts to recruit and develop Black teachers to support participating districts. The award comes through NCTR’s Black Educators Initiative, a five-year, $20-million effort to recruit and train 750 new Black teachers through NCTR’s nationwide network of teacher residency programs.
This grant will allow CT TRP to provide funding relief to partner districts and support up to 40 Black educators as it expands to four cohort locations with up to 60 Residents across Connecticut. Grants will be used for tuition, materials, and assessment support to ensure candidates meet the state certification requirements, including Praxis, Foundations of Reading, and the edTPA Portfolio assessment.

Chamber awards The Quinnipiac Chamber of Commerce will hold its annual awards dinner in person with a theme of “Spring Forward.” The event, at the Farms Country Club in Wallingford Thursday, June 10, will recognize six local businesses for their contributions to the North Haven and Wallingford communities over the past year. Volunteers were given trash bags and directions to specific locations such as parks, soccer and baseball fields, nature trails, and many other areas throughout North Haven. It was hard to gauge the aggregated total of trash bags collected, but the amounts that came from just one location were eye-opening. “I know there were several different areas people did. We had about four large garbage bags — a superduper one and three extralarge ones — and that’s just from the area we cleaned up at the soccer field (behind the Stop & Shop),” said Cindy Golia, of the North Haven Garden Club. “We had people going to Todd’s Pond, the library, the square where town hall and the police station are, parks and rec., that whole area.” For North Haven Conservation Commission member Fran Notaro, the situation was similar in her cleanup spot. “We had a whole dumpster filled with trash,” said Notaro.“We had like 67 people participating (in the entire cleanup) and that’s not a large number, but they did yeoman’s work gathering litter in all the fields and parks

A lot of food and candy wrappers, things like that,” Golia recalled. “There was a lot of Styrofoam we found discarded. COVID numbers continue to dip North Haven remains out of the coronavirus red zone. The color coded status for cities and towns represents two weeks of cases. The trigger for top-of-the-chart red status starts at a rate of 15 cases per 100,000 people per day. The state’s most recent report, issued May 20, showed 32 positive cases in North Haven; an average of 9.7 daily cases. That put the town in the orange category (10 to 14 cases). North Haven logged 35 positive cases in the previous report. As of May 23, the total of laboratory-confirmed and probable COVID-19 cases reported among Connecticut residents was 346,711. One hundred twenty-seven patients were hospitalized with laboratory-confirmed COVID-19. There has been 8,219 COVID-19-associated deaths in the state.

The 28th president was speaking about fallen soldiers. More than 1.2 million Americans have been killed during war time, with some 600,000 of those casualties
coming in our bloody Civil War. The number of Americans lost in battle also includes 405,399 in World War II, 90,220 in Vietnam and nearly 7,000 in the ongoing War on Terror. Today, Memorial Day, we remember the men and women who did not return from war; Americans who made the ultimate sacrifice. Memorial Day was declared a national holiday by an act of Congress in 1971. And decades later, in 2000, the National Moment of Remembrance was established by Congress. Wherev-
er Americans are at 3 p.m., local time, on Memorial Day, we are asked to pause in an act of national unity for a duration of one minute. The Moment of Remembrance is a nice gesture, and an important one. Because the truth is, most Americans don't spend a lot of time thinking about warfare and carnage on Memorial Day.

What options are available for housebound residents and others who can’t make it to a vaccination clinic?
A Housebound is an individual who is unable to leave their home without difficulty. And due to this difficulty, they generally do not leave their home. It is usually due to advanced age, illness, or a disability. As part of the continued rollout of vaccinations in the State of Connecticut, the Wallingford Health Department has been designated the Homebound Coordinator for residents of Wallingford. The State of CT DPH has set up a website for those who are homebound and are seeking vaccination to register, which is as follows: https://dphsubmissions. ct.gov/homebound There are two criteria that are required to be met to qualify for a homebound vaccination. • Physically unable to go to a vaccination clinic or mass vaccination site with or without assistance. • No history of anaphylaxis or severe allergic reaction requiring the use of an epinephrine auto-injector (EPI pen). For residents who cannot register on the website for homebound vaccination can contact the Wallingford Health Department directly (203-294-2065) for registration on the town’s homebound vaccination program. The Wallingford Health Department will also, in the coming weeks, begin to set up mobile clinics in the community focusing on vulnerable populations and those who are uninsured/underinsured as more vaccination operators are available in town. Connecticut Gold Star Families Monument Committee Co-Chair Gary Roy said the total cost of the monument will be about $60,000. So far, the committee has raised half of that amount and continues to collect donations in hopes of completing the monument on time. A $7,772 grant from the American Eagle Financial Credit Union in April helped to launch the project. "As we’ve learned a lot along our way, we met a lot of Gold Star families and we heard their stories, and it touched us even more to get this completed so they have this monument that they deserve to remember their loved ones that they have lost,” Roy said.

Solitary confinement bill passes out of committee Lawmakers on the Appropriations Committee voted 3016 Monday to advance a bill that would sharply curtail the use of isolated confinement on people incarcerated in state correctional facilities. The vote comes after the nonpartisan Office of Fiscal Analysis released a report predicting the bill would cost the state around $20 million in fiscal years 2022 and 2023.
Winfield said there were several inaccuracies and redundancies in the fiscal analysis that would make the bill cheaper than currently estimated: that the proposal does not require the hiring of a dozen ombudsmen, but rather a single ombuds to lead that office; that the bill’s section that would make some phone calls free is redundant in light of a bill that passed the Senate last week; and that a future amendment would expand the window in which corrections officials will need to perform an assessment of a person placed in solitary confinement. “And so almost all of the costs that are imagined in that fiscal note will be eliminated with the new amendment,” Winfield said, clarifying in a phone call after his remarks to the committee that he will be filing an amended version of the bill. “I think the fiscal note is wrong, but I’m not even focusing on that; I’m just going to fix it.” In a preview of the coming

Help is on its way for tenants and landlords that have been financially affected by the COVID-19 pandemic. Through the Department of Housing, the state of Connecticut has developed the UniteCT program which will provide rental and utility payment assistance to those who qualify.

In order to help stabilize the housing markets, UniteCT is using $235 million to assist with rental and utility payments for households that have been financially impacted by the COVID-19 pandemic for up to six months.
The program will provide financial assistance to households earning up to 80% of the area median income. Assistance will depend on the continued availability of funds in the program but is expected to go through Sept. 30.
