State champions celebrated at capitol

Laffin remembered

North Haven patrolman Timothy Laffin Sr. died on May 29, 1980, 12 days after his police car left the roadway and struck a guard rail and a tree. Laffin was in pursuit of a motorcycle at the time. The suspect turned himself in the following day.

Pride event

North Haven's inaugural Pride celebration will be held on the town green, Saturday, June 17, from 11 a.m. to 2 p.m. Business sponsorships and volunteer opportunities are available. Monetary donations up to $1,000 will be matched by a private donor. Pathway project

The North Haven Garden Club announced its membership in the Pollinator Pathway Project, an effort which brings awareness to the need of planting trees, shrubs and flowers to support pollinators such as birds, insects and wildlife. Trails Day

The North Haven Trail Association invites residents to join them in celebrating Na tional Trails Day Saturday, June 3, 9 a.m., at the Chap man-Sinoway Park on Upper State Street. The NHTA has blazed a new 1-mile trail with red markers to show the way. Chapman-Sinoway Park consists of approxi mately six acres of woodland, a stream, a pond for fishing or skating, and picnic tables. State law provides a reimbursement program for Connecticut renters who are elderly or totally disabled, and whose incomes do not exceed certain limits. Quinnipiac hosts Global Citizenship Summit

On May 19, about 128 high school students from Ansonia, Meriden (Platt High School), New Haven (New Haven Academy) and Southbury (Pomperaug High School) participated in a Global Citizenship Summit at Quinnipiac University.

The “Summit on Diversity, Equity, and Inclusion,” was hosted by Quinnipiac’s School of Education and

Connecticut’s long, winding trip to fix a short stretch of Route 9

On the first day of summer in 2016, Gov. Dannel P. Malloy and transportation officials greeted reporters on a sunny parking deck in Middletown, a spot affording views of a placid bend in the Connecticut River and a treacherous half-mile of state highway. They came to announce a solution to a puzzle: How to remove two sets of traffic lights on Route 9, a contributor to about 260 crashes in three years on what otherwise is a limited-access highway, without cutting off the city’s riverfront or its rebounding downtown.

Building two bridges to allow northbound traffic to exit into the downtown under raised southbound lanes was the “minimalist” answer, as described then by the state’s chief highway engineer. Malloy urged patience: A final design and construction would take years, completion unlikely before 2023.

Seven years later, Connecticut has a new governor, the state Department of Transportation has a new commissioner, and Middletown has a new mayor. But as another summer approaches, the signals remain on Route 9, snarling traffic on a highway connecting I-91 and I-84 in Greater Hartford to Old Saybrook, I-95 and shoreline beaches.

It turns out the Rubik’s Cube nature of highway do-overs how to fix one problem without creating two others is harder than it looks. Responding to concerns about the concept Malloy presented and revisions that followed, the DOT is now working on Alternative 11, assessing suggestions by Middletown officials in November. Alternative 1, the plan presented in 2016 and revised after public input, remains in contention. DOT now aims to settle on a conceptual design by June 2024, produce construction drawings by November 2025, seek bids a few months later, then start construction in June 2026 exactly one decade after Malloy’s press conference.

The complexities of redesigning a relatively short stretch of highway to the satisfaction of myriad stakeholders around Middletown, a city of 47,000 at the center of the state, has been an instructive, if humbling, undertaking for a short-staffed DOT with far greater ambitions and challenges. Notably, the delay hasn’t drawn criticism from Middletown’s mayor, Ben Florsheim, or his predecessor, Dan Drew, who both attended the 2016 news conference. Or from Rep. Roland Lemar, a New Haven Democrat and close observer of the DOT as co-chair of the Transportation Committee.

“It’s because DOT has been responsive and open to suggestions from the local community about how to ensure that that roadway serves the city of Middletown, not divides it,” Lemar said. “Taking a more deliberative and more community-focused approach has led to delay, but it’s a good one. ”

Highway designers have revised plans repeatedly at the request of Middletown, meeting monthly with city officials as they attempt to balance concerns about river views and access with potential impacts on downtown traffic, historic properties, railroad tracks and an isolated and longneglected neighborhood, Miller-Bridge.

“It feels to me like we’ve been listened to,” said Florsheim, who succeeded Drew as mayor in 2019.

Drew offered a similar assessment and added, “I think everybody knew it was a very complicated project that required a lot of public input.”

Still, others have stopped following the twists and turns of a slowly evolving reality show about a highway makeover. They just want to know how it all ends.

“I am horribly cynical at this point about the process, and I don’t think without reason, ” said Dmitry D’Alessandro, the owner of a downtown framing shop and a MillerBridge resident. “I don’t care anymore. They’ve said that they’re going to finally do it. I will believe them when they finally do it.”

Don Shubert, the president of the Connecticut Construction Industries Association, said the painfully slow process of birthing highway projects, often more tied to regulatory and permitting issues than public reaction, long has frustrated an industry with an insatiable appetite for work.

“Ten years from conception to construction all over the country is far too long,” Shubert said. “We need a process where we’re not doing everything, then stepping back and doing it all over again.”

Shubert was speaking generally, not about the repeated reviews and revisions of the Route 9 project. He acknowledged that remaking highways in built-out areas is especially complicated. “There’s no easy digging in Connecticut,” he said.

Connecticut, like much of the U.S., is deep in a reappraisal of how the construction of tens of thousands miles of highways in the 1950s, ’60s and ’70s hollowed out American cities, carved up neighborhoods and walled off natural assets like the Connecticut River in Hartford and Middletown.

I am writing this letter in support of the nomination of Amanda Gabriele for a second term to the North Haven Board of Education. Having been in and around the world of education, as an educator and then, a Board of Education member, there are two essential questions I ask as I prepare to cast my ballot: Does the candidate have the passion for this work?; and, Will the candidate use their voice to always benefit the students?

These questions are easier to answer when returning a candidate to office. Amanda is completing her six-year term, a term that is completely volunteer and time-

consuming. Having served on the board with her for four years and having continued to watch televised board meetings, I am thoroughly confident that I am able to answer both questions with a resounding yes.

Amanda’s passion is shown in both word and deed. She has been involved in various subcommittees and is often seen participating in a variety of school and community events.

According to the Connecticut General Assembly, the duty of the board is to provide (1) adequate instructional books, supplies, materials, equipment, staffing, facilities and technology; (2) equitable allocation of resources among its

MONEY MATTERS: Retirement myths that can lead you astray

Whether you are decades away from retirement or it’s right around the corner, it’s important to separate fact from fiction when it comes to planning for your post-work life. Here are five common –and often costly – myths that often mislead people about life in retirement. Keeping them in mind can help you avoid missteps and achieve your goals for a happy and satisfying retirement.

Myth No. 1 – Retirement life will be less expensive

Retirement often frees up more time to pursue other interests and hobbies. This may include more travel, social activities and other pursuits that require a financial commitment. Depending on your goals, be prepared for life in retirement to cost more than you might think. In particular, be cognizant that many people overestimate how much money they’ll save by “downsizing” their homes. While they may save on property taxes and utilities, they may encounter new costs related to their new, smaller living arrangements, such as homeowner association and facility fees.

Myth No. 2 – Health insurance is simple – and free!

Medicare is a critical benefit for retirees, but it wasn’t designed to cover everything. Medicare involves a complex combination of policies, and full coverage comes with costs. Medicare Part A, the basic coverage for hospital insurance, is free for most Americans over the age of 65. That said, other forms of Medicare have costs associated with coverage. According to Medicare.gov, in 2023, the standard premium for Medicare Part B, for physician services, is $164.90 per month. Medicare Part D, for prescription drug coverage, also involves monthly premiums. Most retirees will pay premiums for supple-

mental health coverage or choose a Medicare Advantage plan to protect them. Copays and deductibles can be included.

Myth No. 3 – Social Security will take care of my financial needs

According to the Social Security Administration, more than one-third of Americans rely on Social Security for more than half of their income in retirement. That said, it’s important to be realistic.

The average Social Security benefit for retired workers in January 2023 is $1,827 per month. Even if you double that for a married couple, it is likely to be far less than your pre-retirement income, and far from enough to meet your needs in retirement. That’s why saving in a workplace retirement plan, IRAs and other types of investment vehicles, is critical to protect your long-term financial security.

Myth No. 4 – Taxes won’t be a major concern

You might think that because you aren’t working, taxes don’t come into play. The reality is far different. Most people are required to pay taxes on a portion of their Social Security income. What’s more, distributions from workplace savings plans and traditional IRAs are generally subject to income tax as well. Most income generated by bonds, bond funds and CDs are taxable. You may even need to make quarterly estimated tax payments on your investment income and retirement plan distributions.

Myth No. 5 – It’s time to kick back and relax

Given the longer life expectancies many Americans enjoy today, leaving your position with a company or ending a career doesn’t necessarily mean you are done with work. Many people have the desire to remain ac-

tive. This can take the form of consulting; using the talents and experience you have to continue to earn money. In short, retirement doesn’t mean setting your talents, abilities and energy aside. For many, it’s the start of a new chapter in life.

Stay reality-based

As you structure your retirement plan, it makes sense to put some thought into what

life will look like, and how that might impact your living costs.

A good plan will help you set these myths aside and deal with the real world of retirement.

On Dec. 10, 2022, the North Haven High School football team defeated Killingly 5134 in the CIAC Class MM title game at Rentschler Field in East Hartford to claim the program’s first-ever state championship.

Not long after, on March 20, the North Haven High School hockey team bested Woodstock Academy 2-1 in overtime at M&T Bank Arena at Quinnipiac University in Hamden to earn its third CIAC Division II state championship.

“North Haven’s football and ice hockey teams have made us all proud from their remarkable runs to state titles,” Cicarella said. “Congratulations to the student-athletes, coaches, administrators and the families for this achievement. You cannot take shortcuts to become a state champion. Our teams embody the hard work that goes into becoming the best in any pursuit. I’m glad that we had the chance to welcome the teams to the capitol to highlight their tremendous accomplishments.”
