‘Indian’-related mascots could cost schools funds Connecticut lawmakers included in the state budget implementer bill a provision that would withhold aid from tribal gaming revenues from municipalities where a school uses a mascot, name or image associated with Native American tribes. The language, which appears more than 70 pages into the legislation, lists several municipalities, including North Haven, which re-
ceive local funding derived from gaming revenues. According to that list, North Haven is scheduled to receive a little less than $269,000. The North Haven High School mascot is the Indian. Mashantucket Pequot Tribal Nation spokeswoman Lori Potter responded to the Record-Journal with a written statement, which said
the tribal nation “opposes the use of any and all Native American-related nicknames, mascots, and imagery except: (1) when a school/sports team using a specific tribal name has the written consent of the federal or state-recognized tribe whose name is being used to do so; or (2) in the case of non-specific terms generally associated with Native See Mascots, A2
“These past 16 months have certainly been challenging times for all of us,” Freda said. “[A]s we move forward out of this pandemic it’s very important for us to pause and reflect and glance back on all the wonderful people who have passed away. This tree and memorial will endure the test of time here in North Haven and will always be a power-
ful reminder and symbol as to never forget these residents who have lost their lives.”
More than 260 people residing in North Haven have died as a result of COVID19.

The North Haven Police Department hosted “Mission ImPopsicle” Friday, June 25 at Grover Wyman Park. The event allowed locals to get to know members of the NHPD – including K-9 Taro – while enjoying games and icy treats.
On a sunny June afternoon, the North Haven Conservation Commission, joined by First Selectman Mike Freda and selectmen Bill Pieper and Sally Buemi, stopped to pause and reflect on those North Haven residents who died from COVID-19. In remembrance, a dogwood tree donated by the NHCC was planted on the Town Green.

Drive safe Violating Connecticut’s distracted driving laws can be costly. Drivers who are ticketed for this violation can be fined $150 for a first offense, $300 for a second and $500 for third and subsequent offenses. According to the NHTSA, there were 26,004 people killed in motor vehicle crashes involving distracted drivers between 2012 and 2019. In Connecticut in 2019, more than 6,600 crashes were attributed to distracted driving. An analysis of 2009-2012 data by the AAA Foundation for Traffic Safety found that while more than 80 percent of drivers believed it was completely unacceptable for a motorist to text behind the wheel, more than a third of those same drivers admitted to reading text messages while operating a passenger motor vehicle.

COMMENTARY
A measure that makes an impact By Craig Fishbein
Summer is here. Temperatures are warming, masks are coming off, and almost everyone I know or talk to is planning to make up for the disruptions of last year by spending as much time as possible with close family and friends. I’m looking forward to trips to the beach, family cookouts and, following a sometimes tumultuous legislative session, a few quiet days around the house reading a book or two. As you can imagine, a legislature that is made up of 151 state representatives and 36 senators doesn’t always agree, and sometimes the debate can be difficult. However, there are times when most of the entire Assembly comes together to support a measure that truly makes a positive impact on our state.

A few weeks ago, the House unanimously passed one such measure — SB 608 “An Act Concerning the Safety of Children When Buying Ice Cream From a Frozen Dessert Truck” — a child safety bill known unofficially as “Tristan’s
Law” in honor of 10-yearold Tristan Barhorst, a child from Wallingford who was struck and killed by a motor vehicle after buying ice cream from a truck parked on the opposite side See Fishbein, A10

Young poets celebrated The North Haven Garden Club, in conjunction with The Federated Garden Clubs of Connecticut and The National Garden Club, sponsored a poetry contest for youngsters in kindergarten through Grade 9. The topic was “Exploring Backyard Mysteries.” Recently, each local student who participated was presented with a certificate from Federated Garden Clubs Youth Chair Dottie Fox, along with a gift bag. Nami El Mammann was presented a $25 check for placing first in the contest. The winning poems were published in a booklet from the National Garden Club.

they’d be safe, so to speak, and not upsetting the environment too much.” At a Cheshire Library presentation, landscape designer Kathy Connolly urged homeowners to buy plants that are native to the region where you live. “More garden centers are getting on-
board and stocking native plants. Make sure they are correct for where you live.” During another library talk, Cheshire Pollinator Pathway volunteer Joanna Giddings said tick levels dropped dramatically as native plantings brought in birds and other wildlife that devour insect pests. In Berlin, the Kensington Garden Club recently celebrated completion of the
Native Plants Project — a collaborative effort with the town to remove invasive plants in Volunteer Park and replace them with native plants in a new landscape design. The project was partially funded by the town and a grant from the Community Foundation of Greater New Britain. Over four months, the team removed all invasive shrubs, such as burning bushes, and barberry bushes. The removal freed space for native species and reduced the amount of invasive spread, said Kensington Garden Club President Paula Archacki. These collaborative and educational projects are critical to getting communities involved and are absolutely necessary if we’re going to outsmart these plants. of the road in June of 2020. The Senate had passed the bill unanimously a few weeks earlier. In response to that horrific tragedy and similar incidents, including one in 2019 that left a Hamden child with permanent injuries, Senator Paul Cicarella and I introduced legislation to provide protections for anyone purchasing treats from a frozen dessert truck. We worked together, looking at what other states and towns had done in this regard, and drafted many versions of the bill. We garnered strong bipartisan support from both the House and Senate and, on June 2 when Governor Lamont signed it into law the initiative had garnered 56 cosponsors, including some others from Cheshire and Wallingford: Representatives Vincent Candelora, Mary Mushinsky, and Lezlye Zupkus, along with Senator Mary Abrams. Basically, this new law requires ice cream trucks to have operating, flashing
SUDOKU
signal lights, a convex mirror to allow the driver to see the sides of the truck more clearly, and a front crossing arm. Motorists that come upon the vehicle will have to stop, and then proceed with caution as they pass. These reasonable modifications will provide greater protection for vulnerable road users, especially children. There are also grandfathering provisions that permit those already operating ice cream trucks without the safety equipment to continue to do so for a limited time period, so long as they do not vend in such a way that forces children to cross the roadway to get to the truck. Additionally, the Department of Motor Vehicles (DMV) is required to post information about the equipment requirements and operating rules on its website, and provide the information to permit applicants. Public safety legislation that modifies traffic law is some of the most important we consider at the Capitol, and can be a source of difficult debate and disagreement among legislators. Sometimes, however, there is less disagreement and instead more collaboration with legislators brainstorming ways to promote this important information to their constituents and statewide. It was an honor to work with Senator Cicarella to introduce this legislation on behalf of Tristan and his parents, Christi Carrano and Tyler Barhorst, whose strength and support have been nothing short of inspirational. A very happy, healthy and safe summer to all! Republican Craig Fishbein represents Connecticut’s 90th House District.
