Fascinating hybridizing farm visit
Find us
By Sally Brockett Despite the heat wave, the Daytime Gardeners of North Haven enjoyed a recent, fas cinating visit to CT Daylily, a hybridizing farm in Walling ford owned by Rich Howard. The property is home to 1,100 named daylilies and many others in various stages of development. Rich Howard is an award-winning breeder who has a passion for raising daylilies and cre ating new varieties through Thehybridization.clubmembers observed while Rich demonstrated how he collects the pollen from one species, with spe cial reverse tweezers, and then places it on another species to hopefully pro duce a unique flower with traits from both parents. Of course, other pollinators, such as the bees and butter flies, may also move pollen from one flower to another, which may produce a unique flower, and may also interfere with the pollination done by the breeder. It is a process that requires patience, and careful atten tion to record-keeping, so that once a unique flower appears, the breeder knows which species are the par ents. Repetition is important to assure that the hybridiza tion is repeatable. The farm is open to visitors. Visit ctdaylily.com for de tails.

In 2019 and 2020, about 34% of people arrested in Con necticut were Black, 44% were white and 21% were Hispanic. The number of use-of-force incidents was just 1% of the number of ar rests. “A disparity still appears to exist in reported incidents of force involving Black indi viduals when compared to available arrest data,” the re port said. Begin with basics for your preschooler. Look for opportunities to teach values that will help your child develop positive fi nancial attitudes and be haviors later in life. For ex ample, the concept of sharing with others is something most young children can grasp. Talking about what you’re thankful for and involving kids in philanthropy can help in still gratitude. After all, children primarily learn about money from model ing their parents’ behav ior. Explain financial build ing blocks to your ele mentary school student. As your child progresses through school, start intro ducing the difference be tween needs and wants. Present the concepts of cost and quality to teach your child how to discern value. Give your child the chance to make some sim ple financial decisions that involve delayed gratifica tion, such as setting aside a small allowance to buy a toy. Teaching children to strengthen their willpower and giving them age-ap propriate autonomy is a foundation that can help them flourish financially in adulthood. Understand that your middle schooler may be watching more than lis tening. Kids tend to be peer-oriented in the pre teen years and may be less receptive to parental ad vice. Keep talks short, but don’t abandon the mis sion. Remember that your actions speak volumes about your values. For ex ample, if your child hears you continually talking about a new car purchase or sees you frequently shopping for nonessential items, he or she may pick up similar attitudes and behaviors. Consider in volving your child in dona tions or charitable work you are passionate about or encourage him or her to support a cause of their own. Encourage your high school student to think about the future. Now is the time to discuss college costs and encourage sav ing for college expenses. Talk to your child about what you plan to con tribute and what portion you expect them to pay. Discuss whether student loans will play a role and their potential impact down the road. Conversa tions about college and majors can include frank discussions about the job market and future income potential. Discuss day-today financial responsibili ties as well, such as how to maintain a checking ac count and debit card and how to protect accounts from fraud. Help your college student prepare for indepen dence. Counsel your child about the importance of living within their means and establishing and maintaining a good credit record. Explain how to use
And about a third of the people subjected to police force were fleeing at the “time.Itisanother clear indica tion that there needs to be a very intentional move by government ... to move money out of policing and into services people need,” McGuire Accordingsaid.tothe report, 1,058 officers used force on 650 people in 2019, and 977 officers used force on 663 people in 2020.
Officials believe a standard ized form for all depart ments that was rolled out in July 2022 for use of force will take care of some of the in consistencies in reporting.

Thousands in Connecticut will benefit from President Biden’s student loan debt relief plan
The U.S. Department of Edu cation said the application to receive this relief will be avail able some time before the federal student loan repay ments resume in January 2023. And because of the American Rescue Plan Democrats’ pandemic relief package passed last year the relief won’t be treated as taxable income.
By Lisa Hagen © The Connecticut Mirror President Joe Biden an nounced Wednesday he’ll forgive $10,000 in federal stu dent loan debt for those who make a certain income and $20,000 for Pell Grant recipi ents as well as extend the pause on loan repayments, providing relief for thousands of borrowers in Connecticut.
The $20,000 cancellation for those who have Pell Grants hadn’t been previously re ported until the morning of the announcement. Most re cipients are from families who earn less than $60,000 a year and require greater fi nancial assistance to attend school. In Connecticut, there were 77,065 Pell Grants recip ients, according to 2021 data from the Education Data Ini Theretiative.are still eligibility re strictions, however, based on income. It’ll apply to individ uals who earned less than $125,000 a year during the pandemic, or under $250,000 for married couples who jointly file taxes. Biden said his administration will also extend the freeze on student loan repayments and interest accrual for another four months, until Dec. 31. The moratorium has been in place since the beginning of the pandemic in March 2020 and was poised to lift at the end of the month. Wednes day’s decision is the fifth and final extension. And for people who have un dergraduate school loans, they can cap their repay ments at 5% of their monthly income, which is half of the rate of most current plans. More than 45 million people across the U.S. hold a total of about $1.6 trillion in student loan debt. But even for those who are eligible for loan for giveness, it would only be a fraction of what they still owe. In Connecticut, 13.8% of its residents have student loan debt. There are 497,700 bor rowers that have about $17.5 billion in student debt, ac cording to the Education Data Initiative. The average debt for borrowers in the state is $35,162. And more than half of borrowers are under the age of 35.
Biden’s decision fulfills a promise he made during the 2020 presidential campaign to cancel a portion of student debt. While he didn’t go as far as some progressives wanted, the president is approving more loan forgiveness than originally anticipated.
“Today, we’re delivering tar geted relief that will help en sure borrowers are not placed in a worse position financially because of the pandemic, and restore trust in a system that should be creating opportu nity, not a debt trap,” said Ed ucation Secretary Miguel Car dona, who was the commis sioner of Connecticut’s edu cation department before his appointment to Biden’s Cabi Thenet. news was celebrated by Democrats and young voters who have long been seeking relief from mountains of col lege debt. Proponents say it will provide financial help for people of color especially Black borrowers who tend to take out more student Biloans.den’s decision could give his party a boost ahead of the November midterm elections as Democrats are trying to hold on to narrow majorities in the House and Senate. Polling shows that a majority of Americans support some student loan forgiveness, though a recent survey from NPR/Ipsos found that an Pell Grant recipients to receive up to $20,000 in forgiveness; repayments also paused through Dec. 31 See Loans, A17

students who were defrauded by forprofit institutions. Before Wednesday, the Biden administration had approved nearly $32 billion in student debt loan relief for about 1.6 million people. Biden had been skeptical of his author ity to unilaterally forgive large amounts of student debt without Congress. A le gal challenge to the move is anticipat Progressivesed. and activists had been pushing the Biden administration to forgive a much higher amount of up to $50,000 per borrower and not use means testing to determine who could qualify for loans based on their annual income. Others want to go much fur ther and cancel all student debt.
