Recently, the North Haven Leo Club installed its Execu tive Board for 2022-2023 and welcomed three new mem bers, Eli Feinberg, Ethan Wingardner and Cassandra NorthWisneski.Haven Lions Club member Lisa Leamon con ducted the Leo Club instal lation ceremony where Kate lyn Spader was named presi dent, Jane Leamon vice president, Hannah Leamon secretary and Nina Novicki treasurer. Alyssa Cherian, Hanako Moffat, Tai Moffat, Max Russo and Amelia Shaw were named to the Leo Club's Board of Directors. Leo Clubs, the youth wing of Lions Clubs International, encourage development of leadership qualities through participation in community service.

Nine houses of worship in Wallingford are banding to gether to address food in security by hosting a townwide "Unity in Faith" food drive for Master’s Manna, a food pantry which serves residents from Wallingford, Meriden, Durham, Middle field, Cheshire, East Haven, North Haven, West Haven, Camden, North Branford and Northford. The CDC also recommends that if a person has access to antigen tests, they should use one to be sure they can safely remove their mask. “With two sequential nega tive tests 48 hours apart, you may remove your mask sooner than day 10,” accord ing to the CDC. In Connecticut, over a recent seven-day stretch, there were 3,300 confirmed COVID-19 cases, according to CT Data. In Wallingford, there had been 46, in Cheshire there had been 23, in Meriden 81 and in South ington, 39.

As the new school year got ready to launch, area dis tricts began preparing poli cies and procedures to con tinue efforts to mitigate “COVID-19.I’mjuststunned that we’re still talking about this,” said Jeff Solan, superintendent of Cheshire Public Schools. “After the few weeks that we were supposed to be out for COVID, we’re here a few years later still kind of trying to navigate this. We’re feel ing that today we’re in a much better place to be able to move forward and have a school year that’s much more typical.”
The Centers for Disease Control and Prevention (CDC) updated guidance on COVID-19 on Aug. 11, stat ing that it is recommended if a person tests positive for COVID-19, they should stay home for at least five days. After five days, if the person is free of a fever for at least 24 hours without using med ication and symptoms are improving, they may end their isolation. However, they should still wear a mask through their tenth day.

“All the things that they nor mally would do are wonder ful to combat anything from cold and flu season down to any of the more rare things,” Lonczak said. “But typically the risk is very low because this really is going to fall un der a disease that is con tracted with really close skin-to-skin contact.”
If someone gets monkeypox, Lonczak said their local health department will play an integral role in working with them to get through the virus. For schools, she said they will be following any guidance out there, especial ly when it comes to disin fecting touched objects.

For this category, people who are at a high risk of get ting very sick because they are “older, are immunocom promised, have certain dis abilities, or have underlying health conditions” should wear a high quality mask in indoor public places, ac cording to the CDC. If someone lives with some one who is high risk or is so cializing with someone who is high risk, consider selftesting and wearing a high quality mask indoors. While protocols and proce dures will help keep stu dents and staff members safe, Susan Bencivenga Lon czak, director of health for the Plainville-Southington Health District, said it all comes down to tried and true methods. “Washing your hands, watching your symptoms,” she said. “Fami lies need to look at some of the different risky behaviors and make decisions that are best for them. But the school setting is really important for kids.”
Lauren FederationpresidentMancini-Averitt,oftheMeridenofTeachersand a history teacher at Maloney High School, was looking forward to seeing her stu dents’ full faces. “When we started last year, it was 100% masked,” ManciniAveritt said, “so we only got to see everybody’s eyes so I’m looking forward to see ing some smiling faces and some teeth.”

According to the CDC, there are a total of 16,603 monkey pox cases in the United States, including 86 cases in Connecticut. “At this time, the risk of monkeypox infec tion in children and adoles cents remains low,” said Lea Crown, director of the Meri den Department of Health. “Monkeypox virus can infect anyone including chil dren if they have close, personal, often skin-to-skin contact with someone who has monkeypox. In this cur rent outbreak, most cases of monkeypox have been asso ciated with sexual contact.”

Importance of school Area school administrators, teachers and health profes sionals are happy this school year is going to look a little bit more normal.
“I think myself, I think all the teachers and students are looking to try to get back to a normal school year with interactions between stu dents and teachers, our sporting events … and be able to plan for a normal school year,” said Michael Grove, assistant superinten dent for technology and op erations for Meriden Public ToSchools.helpwith a more normal school year, school districts will have COVID-19 tests that they can give to stu dents who show symptoms or are exposed to the virus.
Both New Haven and Hart ford Counties are in the medium risk category re garding COVID-19 exposure, according to the CDC. These categories are determined based on hospitalizations and case numbers.

A year ago, my Republican colleagues and I offered a comprehensive plan to ad dress crime, along with the underlying causes for why a young person chooses this path. Opportunity for a suc cessful career path was one such underlying cause. When we came to the table with this proposal, by and large, our plan was quickly dismissed by the majority. Nonetheless, most col leagues on both sides of the aisle would agree that there is a problem. Unfortunately, when the time comes to cast a vote, the common-sense measures are not the ones that advance. I encourage everyone to pay attention to lawmakers’ actions in Hartford, and not their words. Local law enforcement con tinue to do the best they can with these restrictive param eters. As a former law en forcement professional, I know these men and women need the tools to do their job. There must be conse quences for an offender after being taken into custody.

Some recent, actual, head lines in here in Connecticut: Security officer shot during shoplifting attempt at Buck land Hills Mall in Manch Deliveryester driver dragged 500 feet during carjacking in CarjackersWallingfordpunched, pistol whipped 70-year-old man at gas station in Orange Do you feel safe? While you are pumping gas in Walling ford, or North Haven? Do you think twice in your own neighborhood, or anywhere else across our district or Thestate?reality is that law-abid ing citizens in Connecticut do not feel safe. Notice our towns that I named above, which I proudly represent. I did not name these towns at random. These towns, and others, are examples of reallife incidents in our own backyards: parking lot car thefts in broad daylight, and a homeowner fired upon while attempting to prevent a thief from sawing-off his car’s catalytic converter. These incidents happened over the past year. Years ago, simply one crime of this na ture would be out of the or dinary. Now, unfortunately, they are commonplace. When you turn on the morn ing news, there seem to be daily headlines of such crimes in our state. This is Connecticut and not the “Wild West.” In North Haven, a thief stole a pregnant woman’s car in the BJ’s parking lot. The thief and accomplices then went on to commit several addi tional crimes using her stolen vehicle. Do you think this mother will ever feel safe while pumping gas? I don’t think so. The simple fact is that public safety is a huge problem in Connecticut that must be addressed now. The second part of the equa tion is that it is outrageously expensive to live here. That, too, must be addressed. These two conditions in our state are not entirely mutual ly Twoexclusive.yearsfollowing the en actment of the Police Ac countability law, we cannot say that there is a safer Con necticut. The headlines speak for themselves; these are facts. The law is not working very well.

money to pay for things like road repairs, stormwater up grades, water and sewer im provements, public building renovations, police surveil lance technology, small business grants and local recreation projects,” says the TheMirror.majority of the housingrelated spending is taking place in cities, such as New Haven and Bridgeport, “where most of the afford able housing stock already exists,” Brown and Monk write. A few smaller and mid-sized municipalities have spent significant amounts of stimulus money on housing. Clinton, for ex ample, budgeted almost 9% of its $3.5 million for hous ing concerns. In an interview with the Mir ror, Christie Stewart, director of the Fairfield County Cen ter for Housing Opportunity, called affordable housing a “political lightning rod.” Stewart offered damning in sight: “That’s kind of all you need to know about Con necticut. If you want to know where Connecticut priori tizes its housing affordability challenges, take a look at the budget. I think that’s true at every level of government.” Politics, planning, prioritiz ing, it’s easy enough to iden tify the obstacles to creating more affordable housing op tions. Finding solutions should be just as doable. Some towns haven’t allocat ed all their ARPA funds yet and some funds haven’t been Therespent.maystill be time to rectify the situation, to some extent. But in order to see a way to a solution, the blin ders have to come off.

Connecticut municipalities received $1.5 billion in fed eral funds via the American Rescue Plan Act. They have budgeted roughly 1% to sup port housing needs, says a recent report from the Con necticut Mirror.

Affordable housing needs are not being addressed
ARPA stimulus funds were meant to help communities with economic recovery af ter the pandemic. Towns have been taking a variety of approaches to how their share of the money will be used. Committees have been formed, guidelines have been crafted, priorities set. But there is little evidence that affordable housing is on the list, according to the Mirror report by journalists Andrew Brown and Ginny TheirMonk.coverage states that “data collected by the feder al government in April shows Connecticut’s 169 municipalities budgeted roughly $15 million around 1% of their share of the federal money for housing-related projects.” Whether this recent data analysis reveals a blind spot or willful blindness, it’s clear there’s lack vision when ad dressing this crucial need. According to Brown and Monk, ARPA rules allow “local officials to spend the funds on rent and mortgage assistance, housing-related planning, energy efficiency upgrades for people’s homes, assistance for those experiencing homelessness, or the development and preservation of affordable “housing.”Housing advocates and some Connecticut lawmak ers view the lack of spending on local housing initiatives so far as a significant mis step,” says the Mirror report. “I would have expected the percentage of money put to ward affordable housing to be more, because that is a very critical priority,” said state Sen. Saud Anwar, who is on the legislature’s Hous ing Committee.

Heald doesn’t know how much food will come in via the "Unity in Faith" drive but knows that it will make a huge Maryimpact.Ellen Connell, a member of the food drive com mittee at St. Paul's Episcopal Church, emphasized that no donation is too small. "You don't have to do much more than just pick up a few items extra at the grocery store," she stated. "It's amazing how each small contri bution ends up making a big impact.”

Most of the money must be used before the year is out, but your employer may allow you to carry it over for a short period into the fol lowing year or include a provi sion that lets you spend up to $500 of this year’s FSA savings in the following year. Inquire with your benefits provider if you have questions about the specifics of your plan. Making the right choices for your circumstances can result in better coverage than you have today and potentially save you hundreds or even thou sands of dollars a year. It’s worthwhile to carefully review your options.
HSAs Some health insurance plans come with an HSA feature. This allows you to set aside money on a pre-tax basis to pay for qualified medical expenses. You can use the savings ac count to cover expenses for de ductibles, copays and other out-of-pocket medical costs. By using pre-tax dollars, the net cost to you for these services is reduced. HSAs also automati cally roll over any unused funds each year for future use, even years from now when you retire.

This is a fixed amount you pay each time you use a medical service. For example, each doc tor’s visit might require a $20 copay. If your insurance plan includes copays, this amount is required even if you’ve met your deductible for the year.
For example, most require that all of your health care needs be coordinated through your pri mary care physician. With HMOs, you are also typically limited to services from a spe cific network of providers cov ered by the plan. PPOs are pre ferred provider organizations, which tend to have higher pre miums than HMOs. With PPOs, referrals from your pri mary physician typically aren’t required and you generally have more flexibility in choos ing providers.
HDHPs
These are two different forms of health insurance coverage. HMOs are health maintenance organizations, which often are available for lower monthly premiums but come with some restrictions.

These plans are offered in con junction with an HSA. HDHPs often are available for a lower monthly premium, but, as the name implies, require that you carry a higher deductible. Defense Secretary Lloyd Austin last year made the COVID-19 mandatoryvaccinationsforservicemembers,includingthoseatthe military academies, saying the vaccine is critical to maintaining military readi ness and the health of the Atforce.least 98 percent of all ac tive duty military members are either fully or partially vaccinated, according to the military branches. To date, about 5,700 service mem bers have been discharged from the Army, Navy, Air Force and Marine Corps for refusing to get vaccinated.
The cadets’ names have not been released. Rose said academy officials were “par ticularly mean-spirited” and could have waited until pending lawsuits challeng ing the military’s COVID-19 vaccination requirement were concluded. In one of those lawsuits, Rose is representing more than 30 plaintiffs, including military personnel and ser vice academy cadets, in liti gation pending in federal court in South Carolina. Sev eral of the cadets are from the Coast Guard Academy.

Earlier this year, three cadets at the U.S. Air Force Acade my who refused the vaccine were not commissioned as military officers but were al lowed to graduate with bachelor’s degrees, while the other military academies said all their cadets were in compliance with the vaccine Amandate.CoastGuard Academy spokesman, David Santos, said the seven cadets there were found to be in violation of the Uniform Code of Mili tary Justice for disobeying a superior officer and failing to obey an order or regula tion. The cadets requested religious exemptions that were denied by school offi cials, he said. Their disenrollments are in the process of being final ized, he said.
The Coast Guard Academy is disen rolling seven cadets for fail ing to comply with the mili tary’s COVID-19 vaccination mandate, after their requests for religious exemptions were denied and they were ordered to leave campus. The academy in New Lon don, Connecticut, confirmed the disenrollments Tuesday, The Day newspaper report ed. A lawyer for several of the cadets said they were told on Aug. 18 that they had to leave campus by 4 p.m. the next day. “They were escorted to the gate like they were criminals or something,” the lawyer, Michael Rose, told the news “paper.Noone helped them with travel arrangements or gave them any money,” said Rose, based in Summerville, South Carolina. “One had to get to California, one to Alaska. One’s estranged from home and living out of his truck, according to an email I re ceived describing his situa Rosetion.”said two of the seven cadets had no homes to re turn to.

The Citizen A Hamden man is facing several charges in connection to a residential burglary which took place in North Haven in late May. Xuanting Yan, 37, was arrested by North Haven police on Aug. 29 and charged with second-degree burglary, fifth-degree larce ny, payment card theft, and illegal use of a credit card. In a social media post following Yan’s arrest, the North Haven Police Depart ment said he “is a suspect in multiple resi dential and commercial burglaries in the area.”

Drought in the Northeast benefits some businesses
“Sunny days at the ballpark are the best days,” said Geoff Iacuessa, president and gen eral manager of the Portland Sea Dogs minor league base ball team, which is seeing fewer rainouts and higher Largeattendance.tracts of the Northeast from Pennsylvania to Maine are experiencing drought conditions, according to the U.S. Drought Monitor. A swath of the region from southern New Hampshire, across much of eastern Mas sachusetts and including nearly all of Rhode Island and into eastern Connecti cut is suffering from extreme drought conditions, the fourth worst out of five drought stages. In some areas, rainfall amounts in the last 90 days are about 6 inches (15 cen timeters) lower than normal, according to the Drought TheMonitor.SeaDogs, the Mainebased Double-A affiliate of the Boston Red Sox, have av eraged more than 5,700 fans per game, and while seasonto-season attendance com parisons are imprecise, that’s about 100 more per game than in the pre-pan demic years of 2018 and 2019, Iacuessa said.
There is a silver lining to the drought affect ing the northeastern U.S. that has frustrated farmers, dried up rivers and reser voirs, and brought water use restrictions and brush fires to the region.
