Months into the COVID-19 pandemic, another layer of public health concern will be added with the arrival of flu season.

To help members of the community obtain their important annual flu shot while maintaining social distancing and protecting everyone from exposure to COVID-19, VNA Community Healthcare & Hospice is offering drive-thru public clinics this year. The North Haven clinic will take place Wednesday, Oct. 14 from 1 to 3:30 p.m. at the Joyce Budrow Senior Center, 189 Pool Road. Pre-registration is required at vnacommunityhealthcare.org/flu.

Business showcase turns 25 The Quinnipiac Chamber of Commerce hosted its 25th Annual Business Showcase presented by Harvard Pilgrim Health Care. Due to the challenges of the health crisis, the usually in-person trade show held at the Best Western Plus in North Haven was transitioned to a Zoom event. The showcase was hosted by chamber officials Garrett Sheehan and Gary Ciarleglio, and featured guest speakers John Traynor, Chief Investment Officer from People’s United Bank; and U.S. Senator Richard Blumenthal.

Several ways a personal budget can pay off By Jeff Jolly
What comes to mind when you think of creating a budget? For some people, even the thought of putting one together is unappealing and stressful. However, there’s another, more positive, way to look at budgeting that may surprise you. Budgeting can be a way to gain more control of your finances and empower you to do more of what you want to do in life. So, while making a budget does require forethought and discipline, it pays off by putting you in the driver’s seat. And, with many of our usual activities changing because of the pandemic, this may be the ideal time to reassess. Over time, a budget has the power to:
1. Let you decide. When you allocate dollars as part of a budget, you give yourself a chance to be thoughtful about where your money is going and to make adjustments, if needed. For example, if you are shocked by how much you’re spending on take-out food or online purchases, you can curtail spending in those areas. Ultimately, knowing your spending patterns gives you the power to put your dollars toward the things that mean the most to you, and help you reach your longterm goals.
You’ll be able to see what’s within your price range and get a clear view of how each purchase will impact your savings plan. The more specific your budget is, the better.
3. Make it easier to see the value of every dollar. When you’re cavalier about your spending, you’re discounting the effort it takes to earn money. State budget plan covers part of $2B deficit HARTFORD (AP) — Facing at least a $2 billion budget shortfall that’s largely due to the COVID-19 pandemic, Gov. Ned Lamont and his budget office on Thursday, Oct. 1 released a partial deficit mitigation plan that relies on budget reserves, spending cuts across state
agencies, hiring restrictions and the hope that Connecticut’s economy will continue improving. Melissa McCaw, the Democratic governor’s budget director, said the $200 million plan is “only a start.” Connecticut’s fiscal year ends on

HARTFORD (AP) — Connecticut officials say drought conditions have worsened in five of the state’s eight counties. The Connecticut Interagency Drought Workgroup on Monday raised the drought status for Hartford, New London, Tolland, and Windham counties to Stage 3 out on its five-stage scale, indicating they are in a moderate drought.
Stage 3 is the same level of drought Connecticut experienced during 2016-2017, ac-
cording to the group, which includes representatives from the governor’s office, the Department of Agriculture, the Department of Public Health, the Department of Energy and Environmental Protection and the Department of Emergency Services and Public Protection. The group also determined that conditions in Middlesex
County are consistent with a Stage 2 drought, which is an emerging drought, potentially impacting water supplies, agriculture, or natural ecosystems. Litchfield County remains at Stage 2 and Fairfield and New Haven Counties remain at Stage 1. Those in Stage 2 areas are being asked to reduce watering and other non-essential

Distracted Driving Awareness Month

Drivers are continuously ignoring their responsibilities behind the wheel, and distracted driving is a growing and deadly threat on our roadways.
According to the National Highway Traffic Safety Administration, in 2018, 2,841 people were killed in motor vehicle crashes involving distracted drivers.
October is Distracted Driving Awareness Month, and in Connecticut, if you text and drive, you will pay.
Eight percent of fatal crashes, 15 percent of injury crashes and 14 percent of all police-reported motor vehicle traffic crashes in 2018 were reported as distraction-affected crashes.

OPINION
Paul Cicarella needs and deserves your support By Stephen Knight
The race for president of our country has overshadowed state races, so this column will discuss the contest in the 34th Senatorial District that includes Wallingford. Senator Len Fasano is retiring, as we all know, and I want to discuss the person in the Republican Party that has received Len’s endorsement. Given the phenomenal job Len did representing our community, that should carry great weight.
Paul Cicarella is that person. I asked for and did have the opportunity to sit down with this man, and the remainder of my column will discuss subjects covered in that interview. I will start with his background, and then his opinions on two important issues on everybody’s mind: affordable health care and public safety. When our country’s government was established, the founders “assumed” — wrongly, it turns out — that
the legislatures of the nation and states would be populated by people of diverse backgrounds, serving for a few terms and then returning to private life and private careers. Lo and behold, 244 years later, our national and state government legislatures have evolved to be stuffed with too many whose primary focus it is to make elected office their life’s work. That is why Cicarella’s background should matter to us
all. I can’t cover his entire biography, but extensive experience in two areas that voters need to know about will have provided him with excellent credentials and experience to perform his duties in the State Senate. Cicarella was a State of Connecticut corrections officer at the Hartford Correctional Center, serving actively for eight years before being seriously injured as one of a team of officers engaged in an altercation with a violent
prisoner. In that eight years, obviously Cicarella learned volumes about the criminal justice system. One of the most valuable skills he developed on the job was an ability to de-escalate difficult and emotion-charged situations and an ability to communicate with people of very different backgrounds and perspectives. Cicarella will employ these valuable skills often as our state senator. See Cicarella, A14

Help prevent sewer blockages The Town of North Haven is asking residents to avoid flushing disposable hand wipes and other inappropriate items (disposable gloves, towels, etc.) into the town’s sewer lines and sanitary sewer system as people practice sanitation guidelines to combat the ongoing coronavirus pandemic.
The Department of Public Works is working closely with Veolia North America, which operates and maintains the town’s wastewater treatment plant, to educate people about the need to avoid flushing inappropriate items down their toilets. Veolia workers have noticed
a significant increase in backups and blockages in the town’s sanitary sewer system and collection network, which can pose a risk to the town’s wastewater management system and require costly repairs, both for homeowners and the town. Although many so-called “disposable” hand wipes are advertised as being safe for flushing, in reality, they regularly cause backups in the sanitary sewer system and contribute to buildups of foreign materials. Town officials believe the recent buildup of sanitation wipes and gloves is connected to stepped-up efforts on the part of residents to comply with guidelines for avoiding the coronavirus. Officials said they continue to encourage the use of wipes for this purpose, but ask residents to dispose of used wipes in their trash bins, rather than flushing them. — Press Release

After his untimely retirement as a corrections officer due to injury, Cicarella established a business as a private investigator. The state requirements for the mandatory licensing are rigorous, but he met them to become the youngest private investigator in the state in 2009. Since that time, he has developed his business to the point where he has seven offices, satellite and staffed, throughout the state and has a client base that is national in scope. His company employs twelve people full-time and another two dozen part-time, every single one of whom is licensed as required by the state. When I asked how this experience would transfer to state government he simply said: “Our business is there to solve people’s problems.” He went on to explain the four steps: analyze the situation, develop and thoroughly read data, develop additional research to augment existing data, and then devise solutions from what was learned in the previous three steps. And goodness knows we need more elected officials that are small

business owners and will think twice about making the State of Connecticut business environment even more difficult than it already is. Now the issues: Affordable health care: Paul makes a convincing argument that affordable healthcare for people of limited means is available, but that the State of Connecticut desperately needs to weed out waste in all of its operations. As a professional investigator, he is frustrated by our state government’s inability — no, unwillingness — to root out inefficiencies and waste. Devoting more resources to that end would allow funds to be redirected to providing less expensive medical care. Public safety: When asked about the recent police reform legislation, Paul was quick to suggest that, while many of the reforms were warranted, police departments in East Haven, North Haven and Wallingford had adopted most of them years ago. Given his penchant for careful analysis, Paul laments the ridiculously hasty way the new legislation was crafted. Use of force requirements will endanger police. New search and seizure restrictions will handcuff police trying to protect their communities. Elimination of qualified immunity will devastate recruitment. It is no surprise that Paul Cicarella garnered a rarely given endorsement from the State Police union. Paul Cicarella is a self-made entrepreneur with a wealth of fascinating experience. BERLIN – Boxes to Boots, a Berlin-based non-profit group, provides troops overseas a piece of home each holiday season. The organization is seeking donations from the public to ship out 700 care packages to troops deployed in Afghanistan, Kuwait and Iraq. “We know to some of our soldiers, this is the only connection to home that they have,” said Boxes to Boots president Kristen Gauvin, who replaced Karen Cote over the summer. Under Cote’s leadership, the group’s moniker was Hero Boxes. Gauvin volunteers with her son Liam. The organization has about 50 volunteers.
