NIGHT AT THE PUMPKIN PATCH

Leaf collection slated to begin Leaf collection will take place throughout the month of November. Visit town.northhaven.ct.us to see when your street is scheduled. Guidelines for leaf collection, as posted on the municipal website: Placing leaves in the street is a violation of Town Ordinance Sec. 180-11. No plastic bags. Leaves may be brown-bagged and placed at the curb. There will be no separate pick up for bagged leaves. Bagged leaves will be collected with bulk leaves. Brown bags must be at the curb on the designated collection week.

The Landing of North Haven, a leisure care community, brought A Night at The Pumpkin Patch alive last weekend, Oct. 23-24. Three-hundred carved pumpkins and Halloweenthemed vignettes were on display for local families to enjoy from the comfort of their cars. Scenes featured everything from superheroes to giant spiders and skeletons holding hands. Also, visitors voted for their favorite jack-o-lanterns, which were carved by residents and staff of The Landing, along with community members. A Night at The Pumpkin Patch was sponsored by medicarect.com, North Haven Magazine and Stay at Home Care. A $5 donation was collected, and all funds raised will go to the North Haven Rotary to support nonprofits in the area. More photos on Page 11.

Bulk leaves are collected from residential properties Monday through Friday in accordance with the established schedule and as weather conditions allow. In the event of a snow storm or other emergency, leaf collection will be temporarily suspended. Leaves are collected in the fall only.

Harper Beir, 2, of Middletown, plays in the leaves at Panthorn Park in Southington on Monday, Oct. 26. Aaron Flaum, Record-Journal

Bulk leaves must be placed at the curb by 5 a.m. on the Monday of your street’s designated collection week. Avoid parking vehicles in the street during the collection period in your area. Do not park cars in or adjacent to piles of leaves. See Collection, A5

‘America stepped up’ According to updated numbers released by the U.S. Census Bureau on Oct. 19, 99.98% of all housing units and addresses nationwide were accounted for in the 2020 Census as of the end of self-response and field data collection operations on Oct. 15. In all states, the District of Columbia and the Commonwealth of Puerto Rico, more than 99% of all addresses have been accounted for, and in all but one state that number tops 99.9%. “The 2020 Census faced challenges like no other decennial census in living memory,” said Secretary of

Commerce Wilbur L. Ross, Jr. “Achieving these metrics in the face of severe weather events and a global pandemic is a testament to the determination and ingenuity of the hundreds of thousands of dedicated women and men who worked on the 2020 Census.” Compared to the final selfresponse rate of 66.5% for the 2010 Census, 67% were accounted for through self-response to date, with the rest having been accounted for through our Nonresponse Followup (NRFU) operation. Halloween guidance from the Connecticut DPH The ongoing COVID-19 pandemic requires all of us to take steps to keep ourselves, our families, and our communities safe and healthy: wear our masks, wash our hands frequently, and maintain social distancing. As a result, we will need to celebrate many fall traditions differently this year, including Halloween.

Lamont warns restaurants, bars not to 'ruin it' for others By Susan Haigh Associated Press

Gov. Ned Lamont warned Monday that bars and restaurants violating Connecticut’s COVID-19 restrictions will “ruin it” for other establishments complying with social distancing rules, including required face coverings, if they don’t change their ways.

The Democrat said he was concerned to learn about a pub in Fairfield that was temporarily shut down and the owner fined after local health officials on Friday night observed about 50 people standing outside, many without masks, as well as a large number of people inside, in violation of the state’s current capacity limits.

“There’s been a couple of other incidents maybe you’ve heard about around the rest of the state right now,” Lamont said on Monday during his coronavirus briefing. “And if this keeps going, you’re going to ruin it for all the restaurants and everybody who was following the protocols really seriously.” See Lamont, A6

Distracted Driving Awareness Month Drivers are continuously ignoring their responsibilities behind the wheel, and distracted driving is a growing and deadly threat on our roadways.

According to the National Highway Traffic Safety Administration, in 2018, 2,841 people were killed in motor vehicle crashes involving distracted drivers.

October is Distracted Driving Awareness Month, and in Connecticut, if you text and drive, you will pay. Violating Connecticut’s distracted driving laws can be costly. Drivers who are ticketed for this violation can be fined $150 for a first offense, $300 for a second offense and $500 for third and subsequent offenses.

Eight percent of fatal crashes, 15 percent of injury crashes and 14 percent of all police-reported motor vehicle traffic crashes in 2018 were reported as distraction-affected crashes.

Do not mix branches with bulk or bagged leaves. These may be cut, bundled and tied for removal during normal refuse collection. The town may refuse service if branches are mixed with leaves in order to protect workers and equipment. If leaves begin to blow around, the town suggests wetting the pile or making a small enclosure from chicken wire or snow fencing in which to hold the leaves. Do not allow leaves to accumulate in/around storm drains or ditch lines to reduce the risk of flooding. Town schedules have been established to reflect the traditional volume of leaves in various areas. High volume areas are normally collected first.

A5

Weather permitting, field operations may conduct a second bulk collection in those areas with a high volume of leaves. Your cooperation will enable FO staff to deliver effective services to you and your neighbors. Residents may bring leaves year-round to the Recycling Center on Elm Street. The Recycling Center is open Monday through Friday, 8 to 11:45 a.m. and Saturday, 8 a.m. to 1:45 p.m. Brown biodegradable bags of leaves may be left in the designated leaf disposal area. Leaves in plastic bags must be emptied from the bags into the designated disposal area. For further information concerning the fall leaf collection program, call the field operations office, 203-2395321 ext. 410.

“And of those individuals who do come into the emergency department, we’re finding that we are much more comfortable sending individuals home and, if necessary, with home care nurses looking after them.”

Dr. John Murphy, president and CEO of Nuvance Health, which includes Danbury Hospital, said it’s important to note that the type of people testing positive is different today than it was in March, April and May. In those early months of the pandemic, he said, the percentage of people under age 18 who tested positive was 4%. He said about 25% who test positive are now under age 18.

“So for all of those reasons, while we expect it to be a tough winter, we do not believe that we are going to be overwhelmed by this,” he said. “And we are hopeful that our capacity is sufficient to meet the needs of our state in the coming months.”

“So they’re healthier. There are fewer comorbidities. They’re much less likely to get sick,” he said.

Murphy said modeling shows this new surge in cases could peak sometime in mid-January or sooner. But he said the state is better prepared than it was when COVID19 first hit earlier this year, considering there are better therapies, more testing and contact tracing and more mask-wearing.

Murphy said it’s still a “very serious infection” and no one should think his health system is treating it casually.

Trick-or-treating Recommendation:

Traditional trick-or-treating is a high risk activity. Instead, the CDC and CT DPH recommends participating in one-way trick-or-treating where goodie bags or a large bowl of candy are placed outside of your home for families to grab and go while continuing to social distance. If you are preparing goodie bags, wash your hands with soap and water for at least 20 second before and after preparing the bags. sanitize your hands before answering door.

Trick-or-treating participants should wear a mask or face covering while outside at all times.

Remain six feet from the trick-or-treater. Place the candy inside the child’s bag for them. Homes providing candy may set up hand sanitizer stations outside or parents/ guardians can pack a travel bottle of their own. Parents/guardians should limit the number of homes their children visit. It is not recommended to trick-or-treat with people outside of your household. Remain six feet away from people outside your house-

Tips From A4

Most dogs would prefer not to go out for Halloween parades or trick-or-treating. The chaos, costumes and excited kids can be frightening to even the friendliest of dogs and cause them to act differently than normal. It’s best to leave them at home to be safe. A myth about black cats:

SUDOKU

A costume mask is not a substitute for a cloth or surgical mask. A costume mask should not be used unless it is made of two or more layers of breathable fabric that covers the mouth and nose. Do not wear a costume mask over a protective cloth or surgical mask because it can be dangerous if the costume mask makes it hard to breathe. Consider using a Halloween-themed cloth mask. — Press Release There is no evidence that adopting out black cats around Halloween poses any greater risk to the pets than adopting them at any other time of the year. In most shelters, black cats are the last to be adopted, so saddling them with the additional baggage of taking them off the adoption roles for up to a month or more before Halloween makes no sense. Black cats and all cats in shelters have much more to fear when it comes to not getting out of shelters at all as they are dying at a two-toone ratio to dogs in shelters.

And just for fun, here are a few positive myths and beliefs about black cats. Black cats are a symbol of good luck in Great Britain. A strange black cat’s arrival at a home signifies prosperity in Scotland. In Japan, it is said that a lady who owns a black cat will have many suitors. Fishermen’s wives would keep black cats in their homes because they believed the cats could protect their husbands at sea and bring them home safely. Sailors considered a black ship cat to be especially lucky.

Detectors

GREAT WEEKEND, GREAT PUMPKINS

From A2

and on every level of the home and in other locations where required by applicable laws, codes or standards. Standard smoke detectors do not detect carbon monoxide. CO is known as the invisible killer, it is colorless and odorless. It may also affect adults, children and pets differently. For the best protection, interconnect all smoke detectors. When one smoke detector sounds they all sound. CO detectors can also be interconnected. Test smoke and CO detectors at least once per month using the test button. The Landing of North Haven’s A Night at The Pumpkin Patch featured 300 carved pumpkins and Halloween-themed vignettes.

Smoke detectors with non-replaceable 10-year batteries are designed to remain effective for up to 10 years. If the detector chirps warning that the battery is low, replace the entire smoke detector right away. Smoke and CO detectors with replaceable batteries need a new battery at least once per year. Replace batteries during daylight saving time or if the detector chirps warning that the battery is low. When replacing a battery, follow the manufacturer’s list of usable batteries on the back of the detector. Manufacturer instructions are specific to the batteries that must be used and the detector

may not work properly if a different kind of battery is used. Replace all smoke detectors according to the date on the back or when they reach 10 years old. Replace CO detectors according to the manufacturer’s instructions. Make sure everyone in the home understands the sound of a smoke and CO detector and knows how to respond. Keep in mind that carbon monoxide and smoke detectors are not interchangeable and should never be disconnected. The best practice for checking your carbon monoxide and smoke detectors is to do so monthly. From Monday, Oct. 26 to Friday, Nov. 13, the North Haven Fire Department will be offering free 9-volt batteries for North Haven residents. Residents interested in receiving 9-volt batteries can pick them up at fire headquarters, 11 Broadway, North Haven, Monday through Friday between 8 a.m. and 4 p.m. Supplies are limited. For more information on smoke detector and CO detector safety, visit the IAFF website or contact the North Haven Fire Department at 203-239-5321.

Census

“America stepped up and answered the call: shape your future by responding to the 2020 Census,” said Dr. Steven Dillingham, Director of the Census Bureau. “Generally, better data comes from self-response, but after a decade of global decline in census and survey participation along with the challenges presented to communities by COVID-19, we had not expected to exceed the 2010 self-response rate. That we did is a testament to the American people, our nearly 400,000 national and community partners, and very importantly our staff.”

The specialists will review all of the tests they performed and will discuss additional opportunities to improve your home’s energy performance, such as replacing older appliances, heating and cooling equipment, and upgrades to insulation. They will provide you with a customized report that estimates the potential savings and costs, along with access to rebates, instant discounts and payment plans you may be eligible for.

“We are especially proud of the hard work done to bring the state of Louisiana over 99% complete despite the devastating effects of hurricanes Laura and Delta, and of the partnership with American Indian and Alaska Native tribal governments to get 99.77% of the NRFU workload on their lands done, despite closures due to the pandemic.” “Hundreds of millions of people were counted in the 2020 Census, and statisticians and data quality experts are now busy making sure everyone was counted once, only once, and in the right place,” Dillingham continued. — Press Release

“The Census Bureau was able to meet and overcome many challenges because of our innovative design and use of new technology, but it could not be done without the unflinching resolve of our staff,” Dillingham continued. “We thank everyone on the team for their contributions, from the census takers and field staff going the extra mile to reach those hardest to count, to the dedicated operational leadership at headquarters and around the country working around the clock to maintain and protect our systems, process the data, oversee the operation, and get the word out about the importance of the 2020 Census.”
