Cicarella claims open seat in 34th District By Lauren Takores Record-Journal staff
NORTH HAVEN — Republican Paul Cicarella defeated Democrat April Capone Tuesday in the race for the open seat in the 34th state Senate district. Cicarella led Capone 28,444 to 22,571 in unofficial numbers at 10 p.m. Tuesday. Capone conceded the race at around 10:40 p.m., Cicarella said. Numbers are not considered official until they become certified by the Secretary of the State's office. The totals did not include all absentee ballots. The 34th District includes the towns of Wallingford, East Haven, part of Durham and part of North Haven. See Election, A2

The state Public Health Department recently developed the “town-level COVID response framework” to classify cities and towns based on population and how many residents have tested positive for COVID-19 on a two-week rolling average, counted from Sunday to Saturday. The state will make the designations every Thursday after 5 p.m. Cities and towns that have increased positive COVID-19 cases are designated as yellow, orange or red. Yellow indicates 5 to 9 new cases per 100,000 residents per day. Orange indicates 10 to 14 new cases and red indicates more than 15 cases. Kids asked to mask up … for fun By Shawn Rychling Special to The Citizen
The COVID-19 pandemic continues to play havoc with holidays, social activities, and “normal” events – and Halloween 2020 was no different. In North Haven, the recreation department was forced to cancel its usual Halloween events – a trunk-ortreat night at the high school and a party at the Mildred A. Wakeley Recreation Center. Both have become Halloween traditions. “It was probably late August or early September when we realized we couldn’t pull them off,” said Andy DelVec-
chio, the town’s assistant recreation director. “We put our heads together ... my boss, Mike Freda the first selectman, the police and fire chiefs, and came up with a response.” It was decided to hold a Halloween drive thru and goody bag giveaway in place of North Haven’s usual offerings. The event was held last Saturday – Halloween morning and afternoon – and it drew a crowd. One-hundred-fifty cars cruised through the Wakeley Center’s driveway, picking up a goody bag for every costumed child riding along. “It’s a fabulous idea, espe-
cially since the kids can’t really go out this year,” said Nicole Riordan, whose daughter Khalina took home one of the 325 goody bags that were handed out. Riordan said she and Khalina usually go to trunk-or-treat at the high school. “This was the safest thing we could do,” DelVecchio said. “The cars come through and we hand out a bag of candy to each child in the car. Based on CDC and state guidelines this was probably the safest way to go and the least amount of contact.” DelVecchio credits his five full-time staff members and countless volunteers for making the drive-thru a success. “The thing about this town is that everyone comes together,” he said. “Everyone chips in. We have great support from CERT (Community Emergency Response Team), fire, police, and the Lions and Rotary clubs. Our first selectman, Mike Freda, is here. He comes to the Halloween events every year as Spider-Man.”

Townwide food collection underway North Haven's Annual Holiday Food Drive began Oct. 12 when collection bins were set out at many businesses in town. The food drive, sponsored by the Churches of North Haven, is again collecting non-perishable food items to include in holiday boxes that will be delivered to families of North Haven for Thanksgiving and Christmas. In this pandemic year, families need as much help as possible. There are many easy ways to donate.

Coats For Connecticut effort Despite the impact of COVID-19 on business, Best Cleaners is kicking off its 12th annual Coats For Connecticut campaign with a new resolve to help an everincreasing number of individuals and families who are struggling to make ends meet this year. Leaf collection begins Guidelines for leaf collection, as posted on the municipal website: Placing leaves in the street is a violation of Town Ordinance Sec. 180-11. No plastic bags. Leaves may be brown-bagged and placed at the curb. There will be no separate pick up for bagged leaves. Bagged leaves will be collected with bulk leaves. Brown bags must be at the curb on the designated collection week.
Bulk leaves are collected from residential properties Monday through Friday in accordance with the established schedule and as weather conditions allow. In the event of a snow storm or other emergency, leaf collection will be temporarily suspended. Leaves are collected
in the fall only. Bulk leaves must be placed at the curb by 5 a.m. on the Monday of your street’s designated collection week. Avoid parking vehicles in the street during the collection period in your area. Do not park cars in or adjacent to piles of leaves. Do not mix branches with bulk or bagged leaves. These may be cut, bundled and tied for removal during normal refuse collection. The town may refuse service if branches are mixed with leaves in order to protect workers and equipment. If leaves begin to blow around, the town suggests wetting the pile or making a small enclosure from chicken wire or snow fencing in which to hold the leaves. Do not allow leaves to accumulate in/around storm drains or ditch lines to reduce the risk of flooding. Town schedules have been established to reflect the tra-

5 facts to know about Veterans Day Home energy program Veterans Day is a wellknown American holiday, but there are also a few misconceptions about it — like how it’s spelled or whom exactly it celebrates. To clear some of that up, here are the important facts you should know. Veterans Day does not have an apostrophe. A lot of people think it’s “Veteran’s Day” or “Veterans’ Day,” but they’re wrong. The holiday is not a day that “belongs” to one veteran or multiple veterans, which is what an apostrophe implies. It’s a day for honoring all veterans — so no apostrophe needed. Veterans Day is not the same as Memorial Day.
A lot of Americans get this confused, and we’ll be honest — it can be a little annoying to all of the living veterans out there. Memorial Day is a time to remember those who gave their lives for our country, particularly in battle or from wounds they suffered in battle. Veterans Day honors all of those who have served the country in war or peace — dead or alive — although it’s largely intended to thank living veterans for their sacrifices. It was originally called Armistice Day, commemorating the end of World War I. World War I officially ended when the Treaty of Versailles was signed on June 28, 1919. However, the
fighting ended about seven months before that when the Allies and Germany put into effect an armistice on the eleventh hour of the eleventh day of the eleventh month. For that reason, Nov. 11, 1918, was largely considered the end of “the war to end all wars” and dubbed Armistice Day. In 1926, Congress officially recognized it as the end of the war, and in 1938, it became an official holiday, primarily a day set aside to honor veterans of World War I. tion yet again by changing the word “armistice” to “veterans” so the day would honor American veterans of all wars. For a while, Veterans Day’s date was changed, too, and it confused everybody. Congress signed the Uniform Holiday Bill in 1968 to ensure that a few federal holidays — Veterans Day included — would be celebrated on a Monday. Officials hoped it would spur travel and other family activities over a long weekend, which would stimulate the economy. For some inexplicable reason, the bill set Veterans Day commemorations for the fourth Monday of every October.
Within a few years, it became pretty apparent that most U.S. citizens wanted to celebrate Veterans Day on Nov. 11, since it was a matter of historic and patriotic significance. So on Sept. 20, 1975, President Gerald Ford signed another law (Public Law 94-97), which returned the annual observance to its original date starting in 1978. Other countries celebrate it, too, in their own ways. World War I was a multinational effort, so it makes sense that our allies also wanted to celebrate their veterans on Nov. 11. The name of the day and the types of commemorations differ, however. Canada and Australia both
