The North Haven Republi can Town Committee is hap py to announce its newlyappointed chairman, Vin cenzo Gallo.
Born and raised in North Haven, Gallo graduated magna cum laude from UConn, where he earned a bachelor's degree in political science while also studying criminal justice.
In 2005, Gallo received a Ju ris Doctorate degree from Quinnipiac University School of Law.
The NHRTC's new leader is also a Major in the United States Air Force.
Gallo has worked as a leg islative aide and committee clerk for the Connecticut legislature, and as a judicial clerk for Connecticut's Supe rior Court.
For the past 14 years, he has operated his own law firm, located in West Haven and Westport, and currently em ploys 15 people.
Gallo and his wife, Vanessa, have two daughters, Sophia and Amelia.

Heating costs, concerns soar

As outdoor temperatures dip, en ergy suppliers and advo cates have renewed concerns about whether the state’s most vulnerable residents will be able to afford to keep their homes heated this winter. Those con cerns come amid the simple fact that home heating costs are soar ing. As of Nov. 14, home heating oil prices across Connecticut had averaged around $5.64 a gallon, according to the state Depart ment of Energy and Environ mental Protection. A year earlier,
the average cost of home heating oil was $3.28 per gallon, the agency reported. So within a one-year span home heating oil costs have risen nearly 72%.
The amount of federal funding the state has received to adminis ter the Low-Income Home Energy Assistance Program, referred to as LIHEAP, this winter now stands at around $99 million, following Gov. Ned Lamont’s announce ment on Thursday, Nov. 17 that the state’s federal delegation had secured an additional $19 million in funding to the state through that program.
Increased costs, declining benefits
The state’s Department of Social Services developed a tiered plan to distribute funds based on resi dents’ income and the previous funding level of $79 million. That plan would provide $550 worth of heating oil to non-vulnerable residents and $600 to vulnera ble residents whose incomes are at or below federal poverty levels. Thank you; retirement reunion at Wallingford club was a homerun

To the Town, School Col leagues, Ball Players, and friends of North Haven:
I’m not sure how to reach out to all of you who attend ed my retirement celebra tion on Nov. 13 at the Wall ingford Country Club, but I’m hoping this reaches most of you.
I was overwhelmed at the re sponse for this get-together. I was lucky to be able to re connect with people who I haven’t seen in years (or in decades).
Major thanks go out to the folks who decided to put this together, starting with Dave Mikos and Mike Proto.
I never learned the identities of the entire committee which worked on this, but from the comments that Sunday, I can guess that Tom and Bob Jermine, Frank LaMonica, Mark Gen ovese and Ed (the Blue Dart) Pepe were major con tributors.
I also want to thank Dave Frost for all the pictures that will allow me to recapture this event over the years; Ken Vollone, who was a master MC; and those who spoke, including Steve Kess es and Arnie Mann (repre senting the umpires).
There were so many stories being retold throughout the afternoon.
Surely some of them were a little exaggerated, but all were received with smiles, head nods and laughter.
The more than six decades of team pictures that deco rated the room were phe nomenal, bringing back so
many wonderful memories (not to mention interesting hair styles).
Along with so many players, I was able to touch base again with some former as sistant coaches, North Haven school faculty and administrators, and many parents and friends of both our football and base ball programs.
Of course, I would never have survived the modern age of technology without the support and help of my AD, Steve Blumenthal, and his assistant Jen Forbes. Many, many thanks go to you.
Special thanks go out to First Selectman Mike Freda, Rep resentative Dave Yaccarino and Senators Paul Cicarella and Martin Looney for the official citations you present ed to me, and the support you have always given to me. I thank you for the kind words.
I also want to thank the staff of the Wallingford Country Club for making this day so special.
Of course, I am also so grate ful for the many family members who traveled to join me on that Sunday, and for my wife, Bette, who has been the source of strength for me over the past 46 years.
This day was a magnificent North Haven reunion and I can’t thank you all enough. Most of all, I would like to thank all the great young men who I was lucky to coach.
They understood that ours was much more than a win/ loss program.

extreme caution. During winter storm events, limit travel to trips which are ab solutely necessary. Please keep a minimum of 75 feet from snow control vehicles.
Parking: Residents are en couraged to refrain from parking on the street during and immediately after snow storms. A Parking Ban may be declared by the Chief of Police as conditions warrant in accordance with Town Ordinance (Sec. 175). Stay tuned to local radio and television for updates. When in effect, the Parking Ban greatly improves the proper cleaning of snow and en hances both public and em ployee safety.
Treated salt: In the event of a winter storm resulting in mixed or frozen precipita tion or at the beginning of a snowstorm, all roads will re ceive an application of treat ed salt normally within the first three hours and as needed thereafter.
Snow plowing: During snowstorms (usually greater than two inches accumula tion) town crews will plow based on established town priorities.
Main roads are plowed first, followed by residential streets with one pass in ei ther direction until the snowfall ceases. Then all roads are plowed to the curb.
Cul de sacs: Residents are encouraged to be patient with the removal of snow from these areas as neces sary large snow removal equipment often prohibits
the full clearing of some ar eas where there is insuffi cient room available. Alter nate equipment may be dis patched when storm condi tions have subsided. Priority is given to clearing access in the roadway first.
Private plowing: Depositing of any snow from private driveways in the public streets that results in a hin drance to traffic is prohibit ed. This includes piles pushed across the street and the windows that are created in the street. Homeowners and plowing contractors should take notice that vio lators may be subject to a fine of $100 per offense. Homeowners may be held
responsible for the actions of their contractors.
Driveways: The Town is not responsible for snow which is deposited in private drive ways. Plow operators have very little discretion on where this snow can go. Res idents should understand that the Town’s priority is to clear streets to ensure public safety. Residents should throw/shovel snow to the down traffic side of the driveway. This will minimize the amount of snow that will be pushed back into the driveway.
Sidewalks: Property owners are responsible for clearing all snow and ice from side
walks adjacent to their prop erty within twenty-four (24) hours of the end of the snowfall or precipitation (Sec. 180-4).
Mailboxes: Residents should make certain that their mail boxes are at least 42” high and set back slightly from the road so that the postal carrier can reach it. In the event mailboxes are dam aged from plowed snow, the Public Works Department may assist residents in mak ing temporary repairs as re sources allow to ensure con tinued mail delivery.
Basketball hoops: It is ille gal to install a basketball hoop in the Town right-ofway. The Town does not re
pair or replace basketball hoops that are illegally in stalled in this area and dam aged from plowing opera tions. Please move all portable basketball hoops out of the Town right-of-way in advance of snow. The Town is not responsible for damage to basketball hoops and misc. objects left in the Town right-of-way.
Fire hydrants: Adopt the fire hydrant nearest your home and keep it clear of snow and ice.
Self-serve treated salt: Small quantities of treated salt mix is available to resi dents only at the Recycling Center on Elm Street on a self-service basis.

Children’s hospitals, swamped with RSV, brace for flu cases

Connecticut’s two children’s hospitals, already dealing with a deluge of respiratory syncytial virus cases among young kids, are bracing for flu cases to swell as the cold er weather sets in and a surge in patients tests capac ity.
“We remain at full capacity, and we have been pretty much at full capacity for the last three months with rare exceptions,” said Dr. Juan Salazar, physician-in-chief at Connecticut Children’s Medical Center. “The emer gency department has been bursting at the seams, and our critical care unit has been almost always filled to capacity.”
“For the last six weeks, we have been over capacity, which means we’ve had an average of 15 to 20 children
who require admission … but they haven’t been able to be brought up to one of our inpatient beds,” he said.
“So they’re remaining in our emergency department bays, awaiting a bed to open to be able to move them upstairs.”
RSV cases remain high, but flu cases are also on the rise.

Connecticut’s Newest College Now Accepting Applications
On October 1, Connecticut State Community College began accepting applications for the Fall 2023 semes ter. CT State, as it is more commonly known, is the result of the pending consolidation of Connecticut’s 12 community colleges. The merger will become official July 1, 2023.
Students can apply online and choose any CT State location. Classes will be held on campus, online or as hybrids for maximum flexibility when design ing a course schedule. Services for students will also be available both in person and virtually.
“We are excited to welcome the first CT State students, both those new to our campuses and the thousands returning in the fall. This new college – whose foundations are built on over 60 years of academic excellence and student success delivered by the best community college system in the nation – will help Connecticut’s resi dents achieve their educational goals, while meeting the state’s workforce needs,” said Middlesex Community College Interim CEO Kimberly A. Hogan.
Connecticut’s 12 community colleges serve approximately 60,000 students a year. As one institution, CT State will be the largest community college in New England and one of the largest in the nation, as well as the leading provider of higher education in Con necticut.
Students will have access to all the programs, services and support that
are available today but will benefit from access to classes on any campus without having to reapply or trans fer. Aligned statewide programs also means that prerequisites and courses required to earn certificates and asso ciate degrees are consistent.
Access to free community college through PACT will continue to be available to Connecticut high school graduates who have never attended college before. Accessing PACT and financial aid start with completing the Free Application for Federal Student Aid at FAFSA.gov. (Students planning to start in Fall 2023 should use school code 007635.)
CT State will continue to offer a full array of non-credit programs and classes for personal and professional development at its many campuses. Additionally, students can enjoy lec tures, readings, concerts, intramurals and other student and community enrichment activities.

State expanding supportive housing for adults with disabilities

All her life, Bethanne Debel lis knew she didn’t want to go into a group home. She wanted the independence to make decisions like what time to go to bed and how to decorate her kitchen.
But she still needed some support, so her only option was to live at her parents’ house in West Hartford until a new supportive housing fa cility opened in Bloomfield earlier this year.
The apartment building sets aside affordable housing for people who, like Debellis, have intellectual disabilities in this case, about a quar
ter of the 49 units. The rest are designated affordable as well.
“It’s a big change,” Debellis said. “It’s fun.”
Most of the apartments for people with intellectual dis abilities are two-bedroom units, and residents are as signed roommates. Debellis rooms with Emily Forman, a longtime friend from the Special Olympics.
The two moved in together in early September and dec orated their living room for autumn with tiny pumpkins, their bedrooms with pictures of horses, Disney characters and photos of family. They both say meeting new peo
ple has been their favorite part of living at the support ive housing complex.
Few options outside of group homes
For years, Debellis’ family had searched for a solution outside of group homes, but wait lists were long and op tions were scant. Her par ents worried about where their daughter would go as they aged and if they be came unable to take care of her.
While the idea of providing supportive housing or housing that aims to help certain populations by pro viding case work or other services isn’t new, sup
portive housing for people with intellectual disabilities has grown more popular in the state recently.
The aim is to provide ser vices and offer indepen dence. Many residents come into this type of housing seeking support in case they need it, although they don’t typically need 24-hour care or help accomplishing tasks such as eating or getting dressed, officials said.
Initial state funding to build this type of housing opened in 2017, but considering the process to award money to developers, the time it takes to build a property and con struction delays during the
pandemic, many have just started to become available in recent months.
The effort is part of a part nership between nonprofits, two state departments and a quasi-public agency.
The state Department of Housing provides construc tion funds, the Connecticut Housing Finance Authority administers federal tax cred its, the state Department of Developmental Services funds services and nonprof its provide in-home services.

State Rep. Mary Mushinsky said she has been in contact with the state Office of Fiscal Analysis and reached out to U.S. Rep. Rosa DeLauro’s of fice. Mushinsky noted that with the influx of federal re lief funds, the state’s total LI HEAP funds in 2021 totaled around $120 million.
“So we’ve got $21 million less than during the pan demic year and there’sa price increase in fuel,” Mushinsky said, adding that the number of applicants for the program is expected to increase by 5%.
Mushinsky said typically the state gets a supplemental LI HEAP payment from the federal government in Jan uary. She doesn’t anticipate that changing even with the Republicans taking control of the U.S. House of Repre sentatives in January.
“I don’t think either side is going to want to have the states run out of LIHEAP money, ” Mushinsky said.
“Doing the math, you can see that there’s more ex pense on the price of the fu el and then slightly less money in 2021 that means we won’t have enough. We’re going to be short on the funding,” Mushinsky said.
The funding is distributed to qualifying residents through community action agencies, like New Opportunities Inc., which serves 60 communi ties.
