Program aims to make it a joyous season for all

The Department of Community Ser vices would like to announce that North Haven residents are now wel come to reserve their names for the Annual Season of Giving Program.

The Holiday Toy Selection Program is intended for North Haven families experiencing financial hardship,

with children age 18 and under. This program is intended for parents, guardians and/or direct caregivers only. Appointments will be available Dec. 12 to 16. Parents/guardians must present a driver’s license, birth certificates for each child in the household and proof of hardship. Forms of proof include, but are not limited to: Social Security benefit letter, State of Connecticut Connect

card, Husky card, SNAP benefit let ter, Care 4 Kids letter.

The Holiday Food Distribution will take place Thursday, Dec. 22 from 11 a.m. to noon in the gym the Recreation Center, 7 Linsley St. (next to Town Hall Annex). Requests for food must be received no later than 4 p.m. on Monday, Dec. 16. The Food Distribution Program is in

tended for income eligible North Haven families. Families must pre sent a driver’s license or photo ID upon arrival.

Due to storage limitations, the De partment of Community Services asks that turkey or ham donations be delivered Wednesday, Dec. 21 be tween 8:30 a.m. and 12:30 p.m.

NHHS welcomes new baseball coach

For the first time in more than six decades, the North Haven High School baseball program has a new face at the helm.

This week, Joseph Romanelli was introduced as the Nighthawks coach. He takes over for Bob DeMayo, who

called it a career back in Au gust. DeMayo had navigated the NHHS baseball team since the late-50s.

Romanelli takes the reins of a well-respected program. DeMayo led the North Haven baseball team to five state championships, 21 conference crowns and nu merous division titles.

Last spring, the Nighthawks rolled up a regular season record of 9-11 and lost in the first round of the CIAC Class L state tournament.

North Haven High School Athletic Director Steve Blu menthal said “We are very excited" to bring Romanelli onboard.

"It is not easy to follow in the footsteps of someone who has coached the baseball program for 64 years," Blu menthal added. "But, the committee unanimously felt that Coach Romanelli has the skills and knowledge to set the baseball program on a new path.”

These items can be dropped off to the Department of Commu nity Services office at the Town Hall Annex Building, 5 Linsley St., Monday through Friday, 8:30 a.m. to 4 p.m. through Wednesday, Dec. 21. Monetary donations are gladly accepted.

The Department of Commu nity Services also welcomes donations of new, un wrapped toys. There is an ongoing need for “tween and “teen friendly” items. We would happily provide some suggested gift ideas.

Gift donations can be dropped off to the Depart ment of Community Ser vices office, Monday through Friday, 8:30 a.m. to 4 p.m. through Monday, Dec. 12.

“We have every confi dence in Joe to lead North Haven High School Base ball successfully,” said Blu menthal.

Romanelli coached at Notre Dame-West Haven from 2016 to 2022 and also at The Grind Baseball Club and Training Facility.

Additionally, Romanelli spent time as a volunteer baseball coach at the Uni versity of New Haven and at Joseph A. Foran High School.

Romanelli played baseball at Holy Trinity High School in Hicksville, New York, and continued his career at the University of New Haven. UNH earned the Northeast-10 champi onship in 2013 when Ro manelli was a senior cap tain. Also, Romanelli played on UNH teams that advanced to the NCAA re gionals in 2009 and 2013.

A math coordinator for North Haven Public Schools, Romanelli lives in West Haven with his wife and two children.

Time to brush up on winter protocols

Press Release

The following tips will help keep you and your pets safe in cold weather situations.

Suiting up

When going outdoors, the Centers for Disease Control and Prevention recommends wearing a hat, scarf or knit mask to cover face and mouth; long sleeves that are snug at the wrist; mittens (which are warmer than gloves); and water-resistant

coat and boots.

Also, layer clothing strategi cally.When choosing an in ner layer, wear fabrics that hold more body heat and do not absorb moisture.

Wool, silk and polypropy lene hold more body heat than cotton.

An insulation layer of cloth ing will help retain heat by trapping air close to the body. Natural fibers, like wool, goose down and fleece work best.

The outermost layer of clothing helps protect from the elements.

It should be tightly woven and preferably water- and wind-resistant to reduce loss of body heat.

And try to stay dry outdoors, as wet clothing chills the body quickly. Excess sweat ing will cause your body to lose more heat, so remove extra layers of clothing when you feel too warm.

Cold weather-induced con ditions such as frostbite can occur even in temperatures above 40 degrees if a person becomes chilled by rain or sweat, or is submerged in cold water. Do not ignore shivering, as it’s an impor tant first sign that your body is losing heat. Constant shiv ering is a sign that it is time to go inside.

Ice safety

The Department of Energy

and Environmental Protec tion recommends measuring ice in multiple places before testing it with your weight. Ice that is four inches thick or less should be avoided. Four inches or more is con sidered safe for ice fishing or any other activity on foot.

Five to seven inches of ice is recommended for snowmo biles or ATVs. It is illegal to drive a car or truck on the ice in Connecticut.

Remember that air tempera ture and recent weather pat terns can impact ice quality. Just because the ice was safe on a certain date last year doesn’t mean it will be safe this year.

When going out on the ice, it’s advised to let someone know when you expect to be back.

Also, carry a cell phone and wear a life jacket or float coat. And bring along an ice safety kit including rope, ice picks, a whistle and spiked

shoes/creepers.

If you fall through the ice, try not to panic. Turn toward the direction you came from. Place your hands and arms on the unbroken surface, working forward by kicking your feet.

Once out, remain lying on the ice (do not stand) and roll away from the hole.

Crawl back to your tracks, keeping your weight dis tributed until you return to solid ice.

Winter pet care

According to the American Veterinary Medical Associa tion, cold tolerance varies from pet to pet, and owners should be aware of their pet’s tolerance and adjust their activities accordingly.

No pet should be left outside for long periods of time dur ing below-freezing weather.

Check dogs frequently for signs of cold-weather injury, such as cracked paw pads or bleeding. Following a walk, dog owners should wipe down their pet’s feet, legs and belly to remove chemi cals such as deicer or an tifreeze.

Also, when the temperature drops, check under your car, bang on the hood and honk the horn, as a warm vehicle engine can be an appealing heat source for outdoor or feral cats.

Connecticut may be one of the smaller states in the na tion, however, with a total of 5,521 farms spread across 381,539 acres, our farmers contribute substantially. Greenhouses and nurseries, such as Christmas tree farms, are the largest pro ducers.

Bottom line:There are plen ty of Connecticut-grown Christmas trees to choose from.

Due to the drought in 2016, and climate change, the statewide selection of 8- to 10-foot trees is limited. How ever, you will find a tree!

You may need to compro mise in height and opt for a slightly shorter tree, a differ ent species, or even visit a new Christmas tree farm this year.

Each farm is special and run by families that love what they do.

Remember, variety is the spice of life. New and excit ing experiences make life more interesting!

An average 6-foot-tall Christ mas tree takes approximate ly 5-to-10 years to grow. During this time, the trees

absorb CO2 from the atmo sphere, helping to offset cli mate change and global warming. The Real Christ mas Tree Board recom mends, “When you think you’ve found ‘the one,’ be sure to check the needle re tention. Gently pull or run your hand down a branch. It should feel somewhat sup ple in your hand. If brown needles or a few green nee dles come off during this test, no worries. But if quite a few green needles come off, you may want to select a different tree.”

If you’re worried about the brown needles in the interi or of the tree, it’s important to know why this occurs.

State essential worker bonus to be slashed

More than half of essential workers who qualified for state-funded coronavirus pandemic bonuses will re ceive discounted payments under modifications the General Assembly adopted Monday.

The Senate voted 33-0 to ap

prove the revised bonus schedule as part of an om nibus measure that also ex tended the state’s gasoline tax holiday and bolstered winter heating assistance.

The House passed the mea sure 134-7.

Leaders of the legislature’s Democratic majority said they had no choice, given

the limited funds Gov. Ned Lamont would support for the Premium Pay program. But they also noted that, despite discounts, essential workers who earn less than $50,000 per year still will receive the

full $1,000 bonus that was ad vertised. Still, others who ex pected to get $1,000 will get as little as $200, and those who earned between $100,000 and $150,000 per year will get $100.

“Look, there’s a negotiation that happens,” Speaker Matt Ritter, D-Hartford, said dur ing a late morning press conference minutes before the House opened the spe cial session at noon. “That’s where we’ve landed.”

Ritter was referring to lastminute negotiations with La mont to bolster the $30 mil lion budget for Premium Pay for health- and child-care providers, supermarket em ployees, delivery drivers and other private-sector workers who staffed essential ser vices during the worst of the coronavirus outbreak in 2020.

Despite demand that far outstripped available re sources for bonuses and a $2.85 billion budget surplus projected for the current fis cal year Lamont has re fused to give labor advocates all that they’ve sought for the bonus program.

The administration says pri vate-sector employers share the responsibility to reward these workers.

But businesses counter that it was Lamont and legisla tors who not only created Premium Pay but who also badly underfunded the pro gram. State officials adver tised grants of $1,000 for full-timers who earned less than $100,000 per year, bonuses ranging from $200 to $800 for those making be tween $100,000 and $150,000, and a $500 pay ment for income-eligible part-timers.

While the $30 million pro gram budget couldn’t sup port more than 28,500 grants of $1,000 each after mar keting and administrative costs were removed the comptroller’s office reported more than 134,000 applica tions had been approved.

And then, late last week, an other problem was discov ered. State Department of Labor data used to deter mine eligibility had to be up dated, resulting in another 21,000 applications being approved.

The comptroller’s office esti mates that it would take $142 million to fully fund all grants. The only alternative, under the rules Lamont and lawmakers adopted, would be to proportionally dis count all grants by about 80%.

Rep. Sean Scanlon, D-Guil ford, who co-chairs the leg islature’s Finance Commit tee and who will be sworn in as Connecticut’s new comptroller on Jan. 4, urged the governor to boost the program budget to the full $142 million.

Lamont originally agreed to go only to $90 million. After the extra 21,000 approved applications were recog nized, the governor agreed to go up to $105 million.

Working with that budget, lawmakers decided to keep grants at $1,000 but only for essential workers who made less than $50,000 per year. That involves about 66,000 or nearly 45% of the 155,000 approved applicants.

The rest will receive dis counted payments when checks are sent out in Jan uary.

Those making more than $50,000 but less than $100,000 were also supposed to get a $1,000 bonus. In stead, the revised schedule includes bonuses of:

$800 for those earning be tween $50,000 and $60,000;

$750 for those earning be tween $60,000 and $70,000;

$500 for those earning be tween $70,000 and $80,000;

$250 for those earning be

tween $80,000 and $90,000;

$200 for those earning be tween $90,000 and $100,000.

Those who make between $100,000 and $150,000 will get a $100 bonus instead of the $200 to $800 payment that was initially advertised for workers in that earning range.

Part-timers will receive $200 instead of $500.

“When we had to compro mise, we made sure that the people who made the lowest were getting the most amount of payment for this, because that’s the people

who need the help the most,” Scanlon said.

“I think that we’re able to provide a very meaningful payment to a lot of workers, particularly those in the low er income brackets,” Ritter added. “That is far better than our neighboring states have done.”

Ed Hawthorne, president of the Connecticut AFL-CIO, has warned repeatedly that discounting bonuses, at the same time the state enjoys one of the largest projected budget surpluses in its histo ry, would weaken worker morale statewide.

Hawthorne also says that pandemic bonuses shouldn’t be viewed as a need-based program but rather a benefit that workers earned by risking their lives to help society.

“It’s worth remembering that Gov. Lamont made workers essential with the stroke of his pen in March 2020,” he said.
