I was just thinking about 2019. Maybe it’s because I’m old (I just turned 63), but don’t these years just seem to fly by? We are on the door step of 2020; we can no longer say it’s a “new” century, but it seems like just yesterday when I was struggling to get the hang of not writing 19-something whenever I started to write the date on a check.
Before I reminisce about 2019, I want to take this opportunity to congratulate First Selectman Michael J. Freda on his election as president of the Connecticut Conference of Municipalities for the upcoming year. Many local elected officials throughout Connecticut, myself included, rely on the services provided by CCM for guidance on poli-

Safe boating certification
cy decisions, especially during budget season. I am confident that Mr. Freda will do an excellent job as CCM president, and that his efforts will not only benefit North Haven, but the other 168 cities and towns in our state.
A safe boating and personal watercraft certification course will be presented by the State of Connecticut DEEP. The course is scheduled to take place at the Southington Police Department Headquarters Education Room, 69 Lazy Lane, from 6 to 9 p.m. on March 10, 12 and 17. Attendance all three days of the course is mandatory. There are no residency requirements to participate; registrants must be at least 12 years of age. The cost to participate is $20. Upon completion of the course, participants will need to purchase their certificates directly from the DEEP. Pre-registration and payment is required. For complete details or to register, visit southington.org/boating.
So let’s talk about 2019. Although there was no mill rate increase, our budget jumped an alarming $5 million in increased spending (and even more if you include all debt service increases). For the next fiscal year, Mr. Freda has hinted at another budget with no mill rate increase, but that could be tricky for some homeowners because of the required revaluation that is ongoing. Even if the mill rate stays the same, your taxes could still go up if your assessment increased. But I am interested in keeping our spending under control. New economic development is a great thing, but it should
Friday, December 27, 2019
not be viewed as justification for out of control spending. Budget season starts very soon folks, so pay attention. We had a municipal election in 2019. The fire commission race was interesting. We now have some new folks serving our town, including on the board of finance, the board of education and the fire commission. I wish all elected officials well as we do our best to serve the people of North Haven.
The summer of 2019 brought back a lot of memories for me, some good, some not so good. It was the 50th anniversary of the Apollo 11 moon landing in July of 1969, which also was when Ted Kennedy’s Chappaquiddick occurred. In Au-
gust of 1969, we had the Manson murders and Woodstock. What a summer it was, and even though I was only 12 at the time, I knew it would be a summer to remember (and then in October of ’69, the Mets upset the Orioles in the World Series) Amazin’. The media of today would not have been able to handle all that happened in those memorable months.

Woman hospitalized after crash involving tractor trailer truck By Michael Gagne Record-Journal staff
NORTH HAVEN — A 29year-old New Haven woman was hospitalized with serious injuries following a crash involving two cars and a tractor trailer truck on Interstate 91 Monday afternoon. The accident occurred near exit nine on I-91 north, shortly after noon on Monday.
84960-02 R221359
State Police Troop I responded to the scene. State police said a Subaru Outback, driven by Amanda
Castillo, 29 of New Haven, was traveling in the left lane of the roadway and had slowed for traffic, when the vehicle was struck behind by an Infiniti, driven by Eric H. Kwon, 44, also of New Haven. Upon impact, the Outback spun out of control into the freeway's center and right lanes, where it was struck by a Mack truck, which state police said had been driven by William Demers, 57, of Naugatuck. The Infiniti meanwhile, veered off to the left side of
the roadway, striking the guardrail in the median. State police said Castillo was taken by ambulance to YaleNew Haven Hospital. No other injuries were reported. The accident resulted in the closure of several travel lanes throughout most of the afternoon. The accident investigation is ongoing. Lawmakers returned to the state Capitol for a special session last Wednesday to vote on the hospital agreement, as well as as second bill that attempts to address concerns raised by restaurant owners facing class action lawsuits over state wage and hour rules. The restaurant wage bill cleared both the House of Representatives and Senate, with some Democrats opposing the measure because they contend it could be harmful to workers and restrict their ability to seek unpaid wages. “There are far too many people taken advantage of,” said Sen. Mae Flexer, D-Danielson. Among other things, the bill repeals a state regulation that governs when restaurant workers are paid the “tip wage,” which is lower than the state’s minimum wage. The state labor commissioner must adopt new regulations. In the meantime, court awards in cases alleging wait staff were paid the lower wage when they shouldn’t have been will be limited.
“Although the compromise language keeps tipped workers from being able to join together in class action for a period of time, it allows the current class actions to proceed,” said Sal Luciano, president of the Connecticut AFLCIO, in a written statement. He also praised the legislation for providing funding for three additional wage and hour investigators at the state Department of Labor. Meanwhile, the hospital agreement received unanimous support in both chambers.
Reaching an agreement with the state’s hospitals has been a key goal for Lamont, who took office about a year ago.
“Today marks the start of a desperately needed reset between the state and our hospitals,” Lamont said after the bill cleared both chambers. He said prolonging the litigation wouldn’t have benefited anybody. Connecticut Hospital Association CEO Jennifer Jackson thanked Lamont and Attorney General William Tong for their efforts to reach the settlement, which includes a stead tax rate and consistent stream of Medicaid increases for the hospitals. They’re now set to receive guaranteed 2 percent annual increases for in-patient services and 2.2 percent annual increases for outpatient services.
