BACK TO BUSINESS The Middle School of Plainville robotics teams kicked off their season Jan. 8, with a live, remote match. Thanks to support from the district's technology department, the teams were able to see, hear and communicate with their counterparts from New York, Canada and throughout Connecticut, while participating on-site at MSP. Two Plainville teams advanced to the final round, ultimately placing fifth and sixth. Two additional MSP teams landed in 14th and 16th place in the 24-team field.
COVID surge may be subsiding in state A Hartford HealthCare official said if the existing data holds, the surge of COVID19 infections in the state may be subsiding.
“Jan. 11 was the peak for hospitalizations, (Jan. 12) for ICUs, and Jan. 5 for admissions,” Ulysses Wu, chief of infectious disease at Hartford HealthCare, said Friday. “If they all hold true, we
are now on the downside of the rollercoaster. This is statewide.” Four hours later, Gov. Ned Lamont’s administration released data revealing the

Mike DelSanto, a Town Council Republicans and public works committee chairman, said talks have gone on for nearly a year. “My concern is that this is holding us up,” DelSanto said. “I totally respect their judgment and their opinion. It’s a private business. I’m just hoping we can come to terms … People use this trail, we see it all the time. Middle of the winter, people are out there snowshoeing on it.” Paul Chaplinsky, a Town Council Republican and public works committee vice chairman, said he’s glad that Yarde Metals owners haven’t
www.plainvillecitizen.com 500 S. Broad St., Meriden, CT 06450
Chaplinsky and DelSanto said the company is worried about allowing the trail and then needing parking or space to expand. The trail would cut across company property and state officials are looking to get an agreement for an easement. Yarde Metals would retain ownership of the property but allow the trail to be built and maintained. Town officials didn’t think the state would forcibly take the land needed for the trail under eminent domain. “There was some discussion about eminent domain. I expressed on the record that I’m not in favor of eminent domain,” Chaplinsky said. “I think the state (officials) expressed that they’d like to
see the parties keep talking.” The Connecticut share of the Farmington Canal Heritage Trail consists of a 54-mile section connecting New Haven through Suffield, terminating at the Massachusetts border. The entirety of the Connecticut trail section is either complete, in construction, or approaching final design, excluding the remaining 5-mile gap in Plainville.

COVID From A1
“We’ll have some ups and downs over the next month or two, but we should continue to maintain a downward trend at this point,” Wu said. The state’s latest COVID-19 report, which includes two weeks of data, showed 518 positive cases in Plainville, which kept the town in the coronavirus red zone. The trigger for top-ofthe-chart red status starts at 15 cases per 100,000 people per day. In the previous report, Plainville had 337 cases. According to the Centers for Disease Control and Prevention, COVID-19 symptoms may appear 2 to 14 days after exposure to the virus.

Common Trust Problems Symptoms may include fever or chills, coughing, shortness of breath or difficulty breathing, fatigue, muscle or body aches, headache, loss of taste or smell, sore throat, congestion or runny nose, nausea or vomiting, and diarrhea. Health officials encourage people to wear masks indoors and social distance if among unfamiliar people. They are also encouraging people to get their first vaccine and boosters if their second shot was more than six months ago. A federal website where Americans can order free coronavirus rapid tests was to launch this week, allowing each household to order up to four tests, senior Biden
administration officials said Friday. The website, called covidtest.gov, will require users to provide their name and address to receive the tests. The government purchased 500 million rapid tests, according to media reports.

Creating a trust is complicated, small oversights can have big implications on the validity of your trust and the effectiveness. Click through to learn about common mistakes and how to avoid them when setting up a trust.
How to Handle Common Trust Problems A trust is an estate planning document that disposes of your assets after your death. Trusts are an effective planning tool for those with detailed plans for their worldly goods. Will your trust achieve the purpose it was created for? Not if you make one of the following errors: Failure to fund. You have to fund your trust by transferring ownership of your assets from your name to the name of the trust. Assets titled in your name will have to go through probate. Failing to name a beneficiary. A trust is a contractual relationship established between you as the creator of the trust and the trustee, the person charged with managing the trust. Without at least one beneficiary, there can be no viable trust agreement. If a beneficiary dies or becomes incapacitated after the trust is created and the trust is not amended or doesn't address this issue, the trustee may need to seek direction from a court before proceeding with the trust administration. Failing to protect beneficiaries from lawsuits or divorce. You have the power to draft the trust so that assets are protected from creditors or divorce proceedings for the beneficiaries. This is a valuable protection for your children and grandchildren. Choosing the wrong trustee. Your trustee should be someone you can genuinely expect to live up to the fiduciary duty, managing your assets and your trust effectively and in line with your wishes. Failing to put your trust in writing. It's a common misconception that a trust created orally between family and friends can be legally binding. In fact, trusts that involve real property must be in writing. Failure to provide a pour-over provision in your will. This clause transfers any remaining assets to your trust when you die. Without this, any assets or property that have not been transferred to your trust at the time of your death will need to be probated and may not be disposed of correctly. Failure to name a successor trustee. You may find that the person you selected to manage your affairs is not a good manager. Your choices for successor trustees should be family members or friends you can trust. Corporate trustees, such as banks, also are an option. Pairing sibling trustees. This is not necessarily a mistake, but should be considered carefully. Siblings do not always get along and family infighting is the fastest way for your estate to be squandered in court. Forgetting to review your trusts. This can lead to unwanted consequences, so review what your trust says at least once a year to ensure the terms still align with your overall estate planning goals.
247978
Trusts are versatile and powerful estate planning tools, but only if used correctly. Work closely with qualified professionals and be sure to make your wishes known and ask questions about anything that is not clear.

CIAC updates its winter health guidance By Sean Krofssik Record-Journal staff
The CIAC updated its winter guidance to bring scholastic sports in alignment with the national Centers of Disease Control and Prevention and the Connecticut Department of Public Heath standards for K-12 schools.
Among the headlines are changes in quarantine periods, return-to-play rules and testing protocols. Mirroring the CDC’s recent move, the CIAC is now requiring only a five-day quarantine period, down from 10 days.

The updated guidance released Tuesday, Jan. 11 detailed the protocols for student-athletes to follow if they show symptoms of COVID-19 or are identified as a close contact of someone who tests positive. Here’s the basic breakdown.

Student-athletes who develop any symptoms that could be associated with COVID19 are asked to immediately isolate at home and get tested, either with a self-testing kit or at a testing site. If the test is positive, or if no test is taken, student-athletes must continue to quarantine for at least five days. They can return on Day 6, or later, only when fever-free for 24 hours and other symptoms significantly improve. They must also wear mask around others outside of their household for 10 days. If the test result is negative, athletes can return to team activities when fever-free for

Close contacts These protocols are for student-athletes identified as a close contact of a COVID-19 case, but who never develop any symptoms. For the fully vaccinated, no quarantine is required. Athletes can stay with their team, but must wear a mask around others outside of their household for 10 days. These athletes also have to test five days after being notified of their close contact.
Student-athletes who are not vaccinated must quarantine for five days after an exposure and test on the fifth day. If the test result is negative, athletes can return to team activities on Day 6, or later. If the test result is positive or if no test is taken, the quarantine must continue for at least 10 days. Those are the basics. The guidelines released last week map out more detailed recommendations on returning to play based on timing and See CIAC, A7

severity of symptoms. In the big picture, the CIAC said its return-to-play rules now reflect current American Academy of Pediatrics standards. “The American Academy of Pediatrics recommends not returning to sports/physical activity until children or adolescents have completed isolation, the minimum amount of symptom-free time has passed, they can perform normal activities of daily living, and they display no concerning signs/symptoms. For all children and adolescents 12 years and older, a graduated return-toplay protocol is recommended. The progression should be performed over the course of a 7-day minimum,” the guidelines state.
Mask rules Just before Christmas, the CIAC updated its mask policy for the winter, requiring all basketball players, hockey players and indoor track runners to wear them at all
times. (Previously, vaccinated athletes were not going to be required to wear them while playing.)

Time to brush up on cold weather protocols The following tips will help keep you and your pets safe in cold weather situations.
Suiting up When going outdoors, the Centers for Disease Control
and Prevention recommends wearing a hat, scarf or knit mask to cover face and mouth; long sleeves that are snug at the wrist; mittens (which are warmer than gloves); and water-resistant coat and boots.
Also, layer clothing strategically. When choosing an inner layer, wear fabrics that hold more body heat and do not absorb moisture. Wool, silk and polypropylene hold more body heat than cotton.
Are you the Cutest Couple?
An insulation layer of clothing will help retain heat by trapping air close to the body. Natural fibers, like wool, goose down and fleece work best.
Remember that air temperature and recent weather patterns can impact ice quality. Just because the ice was safe on a certain date last year doesn’t mean it will be safe this year.
The outermost layer of clothing helps protect from the elements. It should be tightly woven and preferably water- and wind-resistant to reduce loss of body heat. And try to stay dry outdoors, as wet clothing chills the body quickly. Excess sweating will cause your body to lose more heat, so remove extra layers of clothing when you feel too warm.
When going out on the ice, it’s advised to let someone know when you expect to be back. Also, carry a cell phone and wear a life jacket or float coat. And bring along an ice safety kit including rope, ice picks, a whistle and spiked shoes/ creepers. If you fall through the ice, try not to panic. Turn toward the direction you came from. Place your hands and arms on the unbroken surface, working forward by kicking your feet. Once out, remain lying on the ice (do not stand) and roll away from the hole. Crawl back to your tracks, keeping your weight distributed until you return to solid ice.
Cold weather-induced conditions such as frostbite can occur even in temperatures above 40 degrees if a person becomes chilled by rain or sweat, or is submerged in cold water. Do not ignore shivering, as it’s an important first sign that your body is losing heat. Constant shivering is a sign that it is time to go inside.
Winter pet care
Ice safety The Department of Energy and Environmental Protection recommends measuring ice in multiple places before testing it with your weight. Ice that is four inches thick or less should be avoided. Four inches or more is considered safe for ice fishing or any other activity on foot. Five to seven inches of ice is recommended for snowmobiles or ATVs. It is illegal to drive a car or truck on the ice in Connecticut.

No pet should be left outside for long periods of time during below-freezing weather.

Submit your photo as the Cutest Couple now through January 30th!
According to the American Veterinary Medical Association, cold tolerance varies from pet to pet, and owners should be aware of their pet’s tolerance and adjust their activities accordingly.

Following a walk, dog owners should wipe down their pet’s feet, legs and belly to remove chemicals such as deicer or antifreeze. Also, when the temperature drops, check underneath your car, bang on the hood and honk the horn, as a warm vehicle engine can be an appealing heat source for outdoor or feral cats.
