Community foundation adds board members

BIKE PROJECT ROLLS ON

The Community Foundation of Greater New Britain elected two new board members to join the foundation’s team of volunteers. Elected to serve new multi-year board terms were Jerrell Hargraves and Pastor Thomas Mills. Established in 1941, the Community Foundation of Greater New Britain is “Where Good Begins” in Berlin, New Britain, Plainville and Southington.

Plainville High School students in Mark Chase’s Transportation Technology classes recently completed another batch of bicycles for the Plainville Community Food Pantry to distribute. Broken down and unclaimed bikes are provided to the high school classes by the Plainville Police Department and by residents. The bikes are then inspected, repaired and refurbished by students.

Republicans Deborah Hardy and Laurie Peterson voted in opposition. Democrat Rebecca Martinez was not present for the vote. Palmieri said she went through the superin-

So I am supporting this budget and I hope that the Town Council realizes that you don’t have to cut it just to cut it.”

Lawmakers to revive aid in dying, crisis pregnancy centers legislation By Jenna Carlesso The Connecticut Mirror

Aid in dying and the regulation of faith-based pregnancy centers, two contentious issues that couldn’t gather enough support to prevail last year, will return this legislative session. But even staunch backers of the hotbutton proposals are skeptical they will succeed. Both topics won enough votes from the Public Health Committee on Friday to spur new legislation. Aid in dying, which did not make it out of committee last year, would allow doc-

tors to prescribe a lethal dose of medication to terminally ill patients. In the most recent version of the bill, only patients who have six months or less to live may qualify. Those patients would be required to submit two written requests for the drug, and doctors must inform them of the risks and alternatives. Religious groups and people with disabilities have denounced the measure, citing concerns about coercion and misdiagnoses. Rep. Jonathan Steinberg, D-Westport, a cochair of the health committee, said “strongly held” religious beliefs among lawmak-

pear on this year’s ballot, Denise Merrill announced. J.R. Romano, chairman of the state Republican Party, criticized Merrill for holding a GOP primary, accusing her on Facebook of “forcing towns to spend money for no reason!” Romano wrote “everyone in CT see this for what it is,” calling Merrill’s decision “political pettiness.” Gabe Rosenberg, Merrill’s communications director, said the secretary of the state was following the law. “What J.R. calls pettiness, we call democracy,” he said. “Our office followed both the letter and the spirit of the law, and let the voters decide.” Merrill said Connecticut law requires her to place on the ballot any presidential candidate whose candidacy for a party’s nomination “is generally and seriously advocated or recognized according to reports in the national or state news media.” Merrill said her office has been collecting news articles for the past year to decide who met that requirement.

The bill would have given the state Attorney General’s office the power to seek a court order to stop deceptive “The law is clear for us that practices at the facilities. Much of the state’s attention will be focused on the Democratic primary, however. The list of Democratic candidates that will appear are: former Vice President Joe Biden, former Mayor Mike Bloomberg, former Mayor Pete Buttigieg, U.S. Rep. Tulsi Gabbard, U.S. Sen. Amy Klobuchar, U.S. Sen. Bernie Sanders, businessman Tom Steyer and U.S. Sen. Elizabeth Warren. Candidates who were not selected by Merrill can still appear on the ballots if they file petitions with the signatures of at least 1% of the active members of their party. The petitions must be turned into town registrars by March 6. Merrill will then publicly draw names of eligible candidates on March 24 to determine the order of how they will appear on their respective primary ballots. While it’s too late for voters to switch from one party to another, unaffiliated and new voters have until April 23 to registered online at myvote.ct.gov/register or until April 27 to register in person at their local town hall. Bill prohibits discipline for unpaid lunch bills HARTFORD (AP) — Connecticut lawmakers are considering legislation to address the issue of school lunch debt. The General Assembly’s Committee on Children scheduled a public hearing for Tuesday on a bill that would prohibit disciplinary action against public school children who have unpaid school lunch bills. The proposal would also allow any public or private entities to pay off such debt. Various school districts in the state have seen school lunch debts on the rise. For example, education officials

ney general could have required the pregnancy centers to pay for and disseminate corrective advertising or to post a remedial notice that rectifies misleading advertisements. Critics say staff at the facilities sometimes pose as medical professionals to lure women and hand out false information about abortions. The centers have also been accused of posting misleading information on billboards, buses, brochures and websites.

in Norwalk said last year that they had noticed their schools were on track to accrue more debts than in previous years. It often happens when families who don’t qualify for free lunch can’t afford to pay for their child’s lunch. The issue has sparked controversies across the country. A Pennsylvania school district apologized last year for warning parents who were behind on their lunch bills that their children could end up in foster care and for rejecting a businessman’s offer to pay the overdue charges. Ultimately, the district agreed to accept the donation.

every single issue that legislators want because, when we raise too many bills, we don’t do things well,” said Rep. Vincent Candelora, RNorth Branford. “There are a lot of demands – whether it be tolls, our transportation infrastructure – that are going to take up a lot of time in this building. And when we take up issues like these, it will swallow up a lot of that time.”

Factory seeks the OK for cleanup By Jesse Buchanan Record-Journal staff

SOUTHINGTON — A factory near the Quinnipiac River is looking for town approval to clean up oil that spilled onto the riverbank during an accident and fire years ago. The state requires Rex Forge, an Atwater Street manufacturer, to clean contaminated soil as part of a company ownership transfer. In 1998, fuel oil released

tually obligated to provide staff, which add up to $972,354 before retirements are taken into account. LePage noted that the majority of the budget, nearly 85 percent, pays for the salaries and benefits of district employees. “The biggest driver of the school budget, in any district, is really people,” he

from a valve flowed into the river. During a major fire in 2012, machine parts oil was released, some of which reached the Quinnipiac River. Paul Natoli, an environmental scientist representing the company, told town officials that when the river rises it can acquire a sheen from oil that remains in the riverbanks. The 2012 fire heavily damaged the forging plant, which has been on Atwater Street since 1867. Natoli said most of the petroleum on the riverbank is from the 1998 spill. James Sullivan, Conservation Commission chairman, said members plan to visit the Atwater Street site before deciding whether to approve the work. “We figure it’d be easier to see the site first and understand it better,” Sullivan said.

replacing a technician in the Technology Department. Outside of the operational budget, the school board is seeking nearly $700,000 in capital funding for facility and technology upgrades and maintenance, including the annual Chromebook replacement cycle and the construction of a secure entrance at Plainville High School. Approved by the board on Dec. 16, that plan also requires the approval of the Town Council.
