Berner pool to reopen June 12
A BIT OF SPRING CLEANING AT WHEELER Students in Maria Hitt’s third grade class at Frank T. Wheeler elementary volunteered recently – without prodding – to clean up the school grounds. The selfless students donned masks and gloves, carried trash bags, and spent time beautifying their campus.
Plainville Recreation is pleased to announce that the Elizabeth A. Berner Pool at Norton Park will open for the season on June 12. Only day passes will be offered this summer and the pool will be operated on a first-come, first-serve basis until the maximum capacity of 50 people is reached.
PHS just one beneficiary of Petit spring grants The Petit Family Foundation grant committee has selected recipients for their 2021 spring grant cycle. Twentysix organizations whose missions are aligned with the Petit Family Foundation’s missions were chosen to receive funding. Some of the organizations selected: The Greater New Britain Teen Pregnancy Prevention, Inc., located in New Britain, will use the grant to support their Pathways to Education Program, which serves low- to moderate-income households and provides aca-
demic assistance and school materials to help kids be prepared to learn and excel. The Plainville Community Schools, specifically Plainville High School, will use the funds to build a sustainable, educational greenhouse on school grounds to create an outdoor alternative shared space. It will function as both a greenhouse and a learning environment. New Horizons, Inc., located in Unionville, provides housing and support services for people with physi-
cal disabilities. Their grant will support the installation of smart home technology in residents’ apartments. This tech-
Day passes will be $2 per time slot and are required for anyone age 3 and older. Plainville residents will be allowed to bring up to two non-resident guests per household at a rate of $4 per person. Proof of residency is required when purchasing passes. Passes will be sold only at Berner Pool and for the current time slot only.

Preventing a Will Contest
In Brief
When you write a Will, you have control over how your assets are distributed after your death. However, if someone in your family disputes your Will, a probate court judge could end up deciding who gets your property. Emotions run high when someone dies. If family members are not content with what they have received, or do not believe your wishes are being interpreted properly, they may contest your Will. Will contests can drag out for months or years, preventing your rightful and intended beneficiaries from getting the assets you wanted them to receive. As part of creating an estate plan, look for ways to reduce the possibility that someone could challenge your wishes. Here are some steps you can take to ward off a Will contest after your death: 1. Start early. Make your estate plan while you are of sound mind. If you wait until your health is failing, or your mind is impacted by an accident or other reason, your Will becomes vulnerable to claims that you lacked sufficient mental capacity to draft it. 2. Prove competency. When you write your Will, you can ask a physician and/or your attorney to certify that you are mentally competent. A written report by an expert in determining competence could be vital. Make sure the report is drafted somewhat close in time to the execution of the estate plan. A video record at the time you sign the Will can also help demonstrate you acted with a clear head, of your own free will, and without outside interference.

Wheeler’s Family Health & Wellness Center, 91 Northwest Drive, will host a COVID-19 vaccination clinic Saturday, May 22, 9 a.m. to 1 p.m., for adults, age 18-plus. No appointment needed. Moderna or Johnson & Johnson vaccines will be available. For those receiving the Moderna vaccine, a second dose follow-up will take place Saturday, June 19. For more information, visit wheelerhealth.org/crushcovid.
The Plainville Chamber of Commerce will host two upcoming ribbon cuttings:
Gold Star families The Berlin Veterans Commission will host a groundbreaking ceremony for the Connecticut Gold Star Families Memorial Monument at Veterans Memorial Park, 51 Lower Lane, Saturday, May 22 at 11:30 a.m. To donate to the Connecticut Gold Star memorial, visit woodywilliams.org/monuments/ctmonument.html.
3. Get qualified legal advice. There are do-it-yourself books and online tools available for writing your Will. But using an estate planning attorney is the best way to ensure it is properly executed and valid. If you do choose the DIY route you do so at your own risk. If, after you die, there is a question about the Will or your capacity, do not count on Legal Zoom to be there to support the validity of the documents! 4. Consider trusts. There are a variety of trusts that direct how your assets are managed, held and distributed to your heirs or beneficiaries. With a trust, you generally can avoid probate and increase control over how your trust is administered. Your heirs will receive their inheritance more quickly and privately, with potentially fewer costs to the estate. Trusts are becoming very popular and it is important to seek the guidance of an expert with experience. 5. Write your Will without interference. Avoid complaints that someone exerted undue influence over you when you wrote or executed your Will. To help avoid such contests, never have your beneficiaries sign as witnesses and do not include them in meetings with your attorney.

6. Share your intentions. Consider talking to your family about the intentions in your Will. Let your heirs know why you have designed it the way you have, or write an explanatory letter to accompany your Will. Generally, what you put in the letter will not have a legal effect on your Will, but it can help family members accept your choices.

PAVING PAVING CONTRACTORS CONTRACTORS
7. Include a no-contest clause. A no-contest clause stipulates that anyone who contests the Will, and then loses that contest in court, is disinherited from what they would have otherwise received. No-contest clauses are not enforceable in all states, and they’re only effective if you’re leaving your heirs enough value that they wouldn’t want to risk the challenge.

Once your Will is complete, do not just file it away. Sit down with an attorney regularly to make updates that reflect your current situation. Changes such as moving, having grandchildren, or losing a loved one can impact your plan.
(7283) CT Lic. #579594
8. Moving. Let’s say you sign a Will in Connecticut but retire to sunny Florida. There is no reason to change the Will merely because you are now a resident of Florida. Conversely, a validly executed Will signed while a resident of another state would be valid if you died a resident of Connecticut. However, it is always smart to have your estate plan reviewed by an attorney of your domiciliary state in order to ensure it reflect your wishes and comports with the laws of your new home state. The attorneys at Ericson, Scalise & Mangan are here to help you formulate your Will and estate plan.

DCP: Consumers should be mindful of ‘skimming’ devices
R237030
At the pump Check the seal. Many stations use security seals on the fuel dispenser access panels. Make sure the seal on each gas pump isn’t broken or tampered with. If it is, that indicates that someone not authorized to inspect a gas pump has tampered with it. Report it to an attendant. If you see a pump that you believe may have been tampered with, don’t use it. You
Use credit or cash. If you pay by cash, you won’t fall victim to a skimming attack. If you use your credit card, you will be able to recover your funds more easily and keep money in your bank account. Pay inside. Paying inside reduces your risk of falling victim to a skimming attack significantly because it’s much harder for fraudsters to place a skimmer indoors near the cash register. If you must pay outside, pick the pump closest to the building or security camera.
At home Check statements. If you have a charge that looks un-
familiar, it’s important that you notice as soon as possible and report it immediately to your credit card company.
Plan ahead. If you’re taking a long road trip, plan ahead so you know where you’re getting gas and you can retrace your steps if need be. According to reports, stations on or near the interstate are at the most risk for skimming.
Notify the authorities. If you believe you’ve fallen victim to a skimming attack, make sure you alert your local police and DCP. If you have questions for DCP, or need to file a complaint related to gasoline, contact the Food and Standards Division at dcp.foodandstandards@ ct.gov. — Press Release

“With more people hitting the road to go on summer vacations now that they’re vaccinated, it’s important to be vigilant of credit card skimming devices when you’re stopping for gas,” said Attorney General William Tong. “Before filling up your tank, check the seal of the gas pump to make sure it hasn’t been tampered with. “People are driving more, and that means they’re filling up more, but the last thing many consumers are thinking about is whether or not their gas pump card reader is secure,” said DCP Commissioner Michelle H. Seagull. “The easiest way to avoid a credit card skimmer is to pay in cash or to pay inside the gas station, but we understand most consumers prefer the convenience of paying at the pump. Still, consumers should keep track of when and where they’re stopping for gas, and regularly check their credit card statements for fraudulent activity.”

PLAINVILLE- Noel James Hogan, 75, of Plainville, passed away peacefully on Tuesday, May 4, 2021 at Hartford Hospital. Noel was born on September 17, 1945, in Montserrat of the British West Indies in the Carribean, son to the late Alfred and Margaret Hogan. He grew up on the island, later relocating to the United States where he resided in Plainville for many years. He loved to travel and see the world, which is what brought him from the islands to the United States. Noel was an active man, always keeping busy between working various jobs and exercising in his free time. Noel maintained a healthy lifestyle and was well into fitness. He loved the outdoors and wandering on walks. He worked at the Hartford Courant for several years as a press operator. He had a passion for learning; he loved watching television to try and learn as much as he possibly could about the arts, nature, and what was going on in the world. No matter how old he got he wanted to try to learn and really valued education and learning. Noel was a witty, stubborn, and a bit argumentative man with a heart of gold. He loved meeting new people and would talk to anyone who would lend an ear to listen. If you were ever in the presence of Noel, there was no way you did not engage in conversation, as he loved telling stories. Noel is survived by his

Vaccine clinics planned for 12-15 age group By Mary Ellen Godin Record-Journal staff
State and local public health officials and educators have begun scheduling clinics to vaccinate teenagers and adolescents against COVID19 in an effort that could alleviate fears about transmission in schools and summer camps. A panel of independent advisers to the Centers for Disease Control and Prevention voted Wednesday, May 12 to recommend Pfizer-BioNTech’s COVID-19 vaccine for adolescents age 12 to 15. State officials estimate there are about 177,000 eligible teens in the state, and local public health officials and educators wasted no time setting up ways to help parents get children vaccinated. Meriden’s Health and Human Services Department and the Meriden Public Schools have scheduled a clinic for May 22 from 9 a.m.
to 3 p.m. at Maloney High School. It is open to those age 12 or older, and will offer the Pfizer vaccine. Those under 18 must have a parent or guardian present. This is the department’s last scheduled first-dose clinic to allow for a pause to see if vaccine demand increases, said Health and Human Services Director Lea Crown. The second dose for this clinic will be administered on June 12.

ASK THE EXPERT
The development of the COIVD-19 vaccines was achieved on an accelerated timeline as compared to many other vaccines that we currently use. There are a couple of factors that influenced this rapid development. The mRNA vaccine platform is new to the general public. However, the scientific community has been working with this platform for some time as a reliable way to bring new vaccines into general use. Scientific researchers have been investigating the use of this technology to develop vaccines for infections such as rabies, influenza, and Zika prior to the onset of the COVID-19 pandemic. This strong foundation for the use of mRNA technology was already in place when the COIVID-19 pandemic began and provided the stepping stones for rapid vaccine develop-

A Saturday clinic scheduled for 9 a.m. to 5 p.m. at Cheshire High School has 600 people pre-enrolled, and few available spots. A Sunday clinic set for the same time at Wolcott High School has only 180 appointments scheduled, said Director Maura Esposito. “I can’t absolutely guarantee why that is,” Esposito said. “But the numbers are lower than expected.” Esposito isn’t surprised by the low turnout in Wolcott, as vaccination rates among the adult population in that town are also lower than Cheshire’s rate. According to health officials with CCMC, routine childhood vaccines are down about 20 percent because of COVID-19 and pediatricians hope parents get their children caught up. Once the Pfizer vaccine is in pediatricians’ offices, it is safe to administer with other childhood shots, said Dr. Juan Salazar of CCMC. Communty Health Centers Inc. is planning events for younger patients and has begun vaccinating ages 12 and up at its drive-thru clinics. “They are being driven through by parents and receive the vaccine in the vehicle,” said CHC spokeswoman Leslie Gianelli. “If they are not comfortable in the vehicle, we have chairs at each vaccination station for the kids to receive their shot.” mgodin@record-journal.com 203-317-2255 Twitter: @Cconnbiz
