Town mourns police officer

TRAIL MARKERS PLACED

Plainville Police Officer Brian Cybulski was killed in a motorcyle accident Tuesday, May 18 in Torrington. He was 40 years old.

Kaitlyn Simard, of Plainville, walks yellow Labrador retriever "Finn" while hiking with friend Elizabeth Tata, of Plainville, and her dog "Aspen" at Crescent Lake in Southington, Wednesday, May 19. The Southington Fire Department has put up new emergency trail markers with location information to make it easier for firefighters to respond in an emergency. All trails at Crescent Lake are marked and there are two large information signs — one in the parking lot — that give a brief explanation of the signs. The signs also have a QR code that links to a town website with a map of the trails, a more in-depth explanation of the trail markers and a list of hiking safety tips. “If someone gets lost or injured and they are near one of the signs or they remember the closest sign they saw last, they call 911, they tell us what number they are near and we have our corresponding map and we’ll be able to get to them as quickly as possible,” Southington firefighter Christopher Fusco said. Dave Zajac, Record-Journal

The Plainville Police Department announced the tragic news in a Facebook post, stating: "It is with profound sadness that we announce the passing of Plainville Police Officer Brian Cybulski. Brian was killed in a motorcycle accident yesterday afternoon in Torrington. Brian was a well-liked and well-respected member of our department for the last fifteen years. He was a dispatcher for us before See Officer, A10

Honoring those who didn’t return from war

Letters Policy

“They do not need our praise. They do not need that our admiration should sustain them. There is no immortality that is safer than theirs. We come not for their sakes but for our own, in order that we may drink at the same springs of inspiration from which they themselves drank.” Woodrow Wilson stated this in his 1914 Memorial Day address. The 28th president was speaking about fallen soldiers. More than 1.2 million Americans have been killed during war time, with some 600,000 of those casualties

coming in our bloody Civil War. The number of Americans lost in battle also includes 405,399 in World War II, 90,220 in Vietnam and nearly 7,000 in the ongoing War on Terror. Today, Memorial Day, we remember the men and women who did not return from war; Americans who made the ultimate sacrifice. Memorial Day was declared a national holiday by an act of Congress in 1971. And decades later, in 2000, the National Moment of Remembrance was established

by Congress. Wherever Americans are at 3 p.m., local time, on Memorial Day, we are asked to pause in an act of national unity for a duration of one minute.

solemn occasion at all; it's a cause for celebration.

The Moment of Remembrance is a nice gesture, and an important one. Because the truth is, most Americans don't spend a lot of time thinking about warfare and carnage on Memorial Day. While many observe the holiday by visiting cemeteries or attending patriotic ceremonies, for the majority of us, Memorial Day is not a

After all, the day is recognized as the unofficial start of summer. Parades are held, families get together for barbecues and revelry. Certainly, we should enjoy some relaxation today, but let's also take time to ponder the meaning behind the holiday; perhaps at 3 p.m., the National Moment of Remembrance. It's the least we can do. — This editorial was published in the Record-Journal May 28, 2018

That put Plainville in orange status (10 to 14 positive cases daily). The trigger for top-of-the-chart red status starts at 15 cases per 100,000 people.

As of May 23, the total of laboratoryconfirmed and probable COVID-19 cases reported among Connecticut residents was 346,711. One hundred twenty-seven patients were hospitalized with laboratory-confirmed COVID-19. There has been 8,219 COVID-19-associated deaths in the state.

Free drink promotion The Connecticut Restaurant Association partnered with the State of Connecticut to launch the #CTDrinksOnUs campaign, where participating restaurants offer complimentary drinks to patrons.

To take part in the promotion, which will run through the end of May, customers simply show that they have received either one or both doses of a COVID vaccine, at which point they can select from a list of drinks (alcoholic or non-alcoholic) See COVID, A21

The Community Foundation of Greater New Britain is putting out a call for applications for the Suzanne Beckius Scholarship.

Applications are due Saturday, June 5. To download a copy of the application, visit cfgnb.org/scholarships-overview/.

From A7

The Suzanne Beckius Scholarship Fund was established to remember Beckius, a life-long supporter of community and youth theater and a founding member of the Plainville Choral Society. She worked for years with the Southington Youth Summer Theater Program and was an invaluable part of the team. Her energy, positive attitude and unselfish contributions provided unconditional support for participants.

For more information on CFGNB scholarships, contact Candice Tabone, program manager, at ctabone@cfgnb.org.

Past participants in the Southington Youth Summer Theater and/or Plainville Youth Theater who demonstrate Beckius’ energy, positive attitude and unconditional support for these programs are welcome to apply.

Established in 1941, the Community Foundation of Greater New Britain is “Where Good Begins” in Berlin, New Britain, Plainville and Southington. Located at The Foundation Center at 74A Vine Street, New Britain, the Foundation works to inspire philanthropy, responsibly manage permanent charitable assets, and partner to address key community issues through strategic leadership. — Press Release

VOLUNTEER DRIVERS NEEDED Senior Transportation Services, Inc. is looking for safe, reliable volunteers willing to use their own car to help some of Berlin, New Britain, Meriden, Wallingford, Southington & Plainville’s elderly residents get to medical appointments in the area.

Led by senior co-captains Jessica Casinghino and Shelley Everson, the 2001 team had size, speed, and two precocious – but unproven – freshmen guards, Megan Ferguson and Jen Dabrowski. The champs averaged 50 points per game while holding opponents to just 38 – credit Ferguson with guarding the opposing team’s best athlete. The Plainville roster had five players in the top 25 in scoring in the area: seniors Casinghino (11.8) and Everson (9.7), Dabrowski (9.1), and juniors Shana Lucente (8.3) and Corrine Byrne (7).

The minutes that Megan Susco and Diana Heubner spelled the starters were also significant. Add in the efforts and unselfish attitudes of role players like Regina Crane, Allison Caswell, Rachel Caron, and Kat Spirito, and the result was a well-prepared, well-rounded, balanced and physical team. Coached by Lisa Mandeville and assisted by Lou Mandeville and Steve Compson, the 2001 team combined talent and athleticism with an unselfish attitude, passion, and determination to win the hearts of Plainville alumni both near and far.

As a side note, the recreation department decided not to use the high school pool this summer due to logistical issues. Instead, it will use the Norton Park (outdoor) pool. The high school pool will be closed during the summer. LePage and Director of Business and Operations Sam Adlerstein stated that they were glad to have had the opportunity to help find a cooperative solution for the recreation department.

The current plan will put forth a referendum date no later than February 2022. The application to the state will then be submitted no later than April 2022. LePage stated that the district could go with an OPM for the entire project if they so choose. Adlerstein stated that Assistant Town Manager Matt Daskal worked hard to put a proposal together. COVID-19 VACCINE

ASK THE EXPERT

What options are available for housebound residents and others who can’t make it to a vaccination clinic?

A Housebound is an individual who is unable to leave their home without difficulty. And due to this difficulty, they generally do not leave their home. It is usually due to advanced age, illness, or a disability. As part of the continued rollout of vaccinations in the State of Connecticut, the Wallingford Health Department has been designated the Homebound Coordinator for residents of Wallingford. The State of CT DPH has set up a website for those who are homebound and are seeking vaccination to register, which is as follows: https://dphsubmissions. ct.gov/homebound There are two criteria that are required to be met to qualify for a homebound vaccination. • Physically unable to go to a vaccination clinic or mass vaccination site with or without assistance. • No history of anaphylaxis or severe allergic reaction requiring the use of an epinephrine auto-injector (EPI pen). For residents who cannot register on the website for homebound vaccination can contact the Wallingford Health Department directly (203-294-2065) for registration on the town’s homebound vaccination program. The Wallingford Health Department will also, in the coming weeks, begin to set up mobile clinics in the community focusing on vulnerable populations and those who are uninsured/underinsured as more vaccination operators are available in town. Once the individual signs up with the Wallingford Health Department, we

Conn. House approves sports betting deal with tribes (AP) – The state House of Representatives has approved a long-awaited gambling agreement that Connecticut Gov. Ned Lamont reached in March with the state’s two federally recognized Native American tribes, moving the state closer to legalizing sports and online gambling.

The legislation, which passed Thursday, May 20 on a 122 to 21 vote and now awaits action in the Senate, directs the governor to amend the state’s compacts with the Mashantucket Pequot and Mohegan tribes that govern gambling, allowing both to offer sports bet-

for the next five years, with an option to continue for another five years. The tax rate on sports betting and fantasy contests will be 13.75%.

If the legislation passes in the Senate, as expected, the amended compacts will ultimately need federal approval.

Rodney Butler, chairman of the Mashantucket Pequot tribe, said in a statement he was pleased state lawmakers were finally voting on a sports betting and internet gambling deal, something he has been urging the General Assembly to pass for years.

“This bill that we see tonight is the culmination of many, many years of work heading in many directions in Connecticut,” said Rep. Maria Horn, D-Salisbury, co-chair of the General Assembly’s Public Safety Committee. The agreement allows the Connecticut Lottery Corporation to also offer online sports wagering and retail sports betting at 15 locations, including ones specifically located in Hartford and Bridgeport. For internet gambling, the state’s tax rate on gross revenues will be 18% for the first five years and then 20%

“For our Tribe, gaming is about much more than business; it is a means by which we rebuild our nation, educate our children, and take care of our elders,” he said. “Passage of this legislation will enable us to do just that, and more, for generations to come.” James Gessner Jr., chairman of the Mohegan Tribal Council, said in a statement that modernizing the gambling industry this way will help Connecticut “keep

pace” with neighboring states, protect Connecticut jobs and generate tax revenues that benefit the state, municipalities and the tribes. “This is not just a regional issue — it will have a statewide impact as Connecticut works to meet critical needs as it recovers from the pandemic,” he said. Not everyone is pleased with the legislation. State lawmakers from the East Windsor area voted against the agreement, which prevents the tribes from building a planned satellite casino in the town to compete with the MGM casino in nearby Springfield, Massachusetts. The legislation prevents the off-reservation tribal casino from being built during the first 10 years of this new agreement with the state.
