PETIT FOUNDATION RACE SUNDAY
Thursday, July 8, 2021
Group aims to eradicate racism in community The Plainville Anti-Racism Task Force hosted its first event in the series "Plainville Unites: A Celebration and Conversation about Diversity and Inclusion Here at Home" on Tuesday night, June 29 at Norton Park. For the past year, the Plainville Anti-Racism Task Force has been navigated by Roberta Brown.
The 13th Annual Petit Family Foundation Road Race and Fitness Walk is planned for Sunday, July 11, at Plainville High School, 47 Robert Holcomb Way. The race will start at 9 a.m., and all roads along the route will be closed. Woodford Avenue will be closed from East Street to Woodland Street from 8:30 a.m. to approximately 10:30 a.m. East Street will be closed from 8:30 a.m. until at least 9:30 a.m. Businesses on Woodford Avenue will be open with access from the East Street end of Woodford. Register online at petitfamilyfoundation.org. The popular event had raised around $1.1 million in its first 11 years. Foundation President William Petit Jr. said the support allows them to provide scholarships for local high school graduates and grants for organizations addressing violence against women, among other causes.
After the death of George Floyd in 2020, Brown started
a support group for students at Plainville High School, so that they would have a safe space to talk about their feelings with regard to the events happening in the country at the time. Many students spoke about their own experiences with racism. After a few months, other members of the community, along with school district See Racism, A3
State grant will help transform property Governor Ned Lamont announced that his administration is awarding more than $19 million in state grants to help with the costs of assessing and remediating 31 blighted properties across Connecticut – including a parcel in Plainville – for the purposes of putting them back into productive use.
“Cleaning up blighted properties that have been vacant for decades and putting them into productive use will ultimately generate back many more times the amount of these grants through private investments,” Lamont stated in a June 24 press release.

Foundation awards over $300,000 in scholarships Funds from individual donors allowed the Community Foundation of Greater New Britain to give more money than ever before to area students seeking scholarships for higher education. “I think it is amazing, especially with some of the newer funds we set up that give out substantial awards,” said Kimberly Duncan, the foundation’s communications and donor relations manager.
“They send in thank you notes that are so heartwarming and they actually realize how much this is going to help them in their careers and their futures,” Duncan said. As class valedictorian at Southington High School, Gabe LeBlanc received the Arthur T. Blumer MD merit scholarship. He plans to attend Harvard University. Eight of the students receiving scholarships from the foundation are from Southington, four are from Plainville and 13 are from Berlin.
The foundation, established in 1941, awarded $302,710 in “There’s been so much scholarships this year, the first time it’s distributed over stress and uncertainty and college really only adds to $300,000 in one year. that,” LeBlanc said. “There’s New scholarship funds esbeen courses and things to tablished by individual buy and the moving process, donors in Southington, so the scholarship helps alBerlin, New Britain and leviate that stress … and foPlainville — as well as favor- cus on what really matters able market conditions — like exploring career fields.” produced a larger than ever The scholarship funds are a pot of money to distribute among 73 students, Duncan reflection of those who made it through the college said. process and want to “help Many of the recipients have the next generation go forsent letters thanking the ward and achieve what they foundation and its patrons. achieved,” LeBlanc said.
“For me personally, I guess there's been so much to consider about the future, so to me it means a lot that there are adults in our community … who are dedicated to our youth and want to make a difference,” he said. Funds come from a range of donors, Duncan said.

The number of scholarships the foundation was able to give out was in line with past years, but the amounts were bigger, Duncan said. In its grant application, the town wrote: "The nearly 15-
acre site has consisted of various retail ventures beginning in the early 1900s. Most recently, the site served as the office and operation center of White Oak Corporation, a former highway/heavy construction firm which was prominent in Connecticut and much of New England. The last contract was in April 1997, and since 2003 has sat vacant. Due to the nature of on-site work, previous marketing attempts by the owner have failed due to unknown contaminants in and around [the property] ... The town will take title to the property, sell it to selected developers – Manafort Newport Realty, LLC – and work with the group to remediate and redevelop the key site into a mixed-use development."
The task force plans a speaker series, where local residents of various races, backgrounds and religions can speak about their experiences – positive and negative – attending school, and living and working in Plainville. Though not always intentional, people say and do things to others that are offensive and ultimately racist. The hope is that these presentations will tell the stories of people's lives, leading to greater understanding and empathy.

Marijuana legalization tops list of new laws Associated Press
A host of new laws took effect on Thursday, July 1, most notably the one that will allow adults 21 and older to legally possess small quantities of marijuana. It marks the first step in Connecticut’s move toward a legalized system. Last month, on the heels of the regular 2021 session, state lawmakers voted in favor of the wide-ranging cannabis legalization legislation. It lays the groundwork for a new, legal cannabis industry in the state and attempts to address racial inequities stemming from the nation’s war on drugs. It’s likely going to take at least a year before an industry is up and running. Other new laws that took effect on July 1 run the gamut, from expanded access to birth certificates for adoptees to the creation of a new 22-member commission that will study any disparate impacts of the COVID-19 pandemic and begin making policy recommendations to the legislature by Jan. 1. Here are some highlights of the latest new laws in Connecticut :

Also beginning July 1, the odor of cannabis or burnt cannabis shall not constitute probable cause or a reasonable suspicion for police to stop and/or search any person or their vehicle. However, officers may test for impairment if there’s reasonable suspicion the driver and/or passenger are under the influence of marijuana. The Police Officer Standards and Training Council issued a 10-page training bulletin to local police chiefs, resident state troopers, training officers and others, outlining the changes in the complicated new law.
Birth certificates A new law that took effect July 1 expands access to birth certificates for adoptees age 18 and older, as well as their adult children or adult grandchildren. Until now, the law provided such access to those adoptees whose adoptions were finalized on or after Oct. 1, 1983. That’s the date when the state adoption form was changed and a clause added, warning that birth parents’ identities could be disclosed.
The new law also transfers the responsibility of issuing the original birth certificate from the state Department of Public Health to municiAmong other things, the bul- palities.
