For the last several months, the Connecticut State Department of Education (CSDE) has been working handin-hand with educational stakeholders, the Connecticut Department of Public Health, and the Office of the Governor to plan for schools to reopen in the fall. With public health data improving, and Connecticut being one of a handful of states poised to be in this position, we are cautiously optimistic that we can do this successfully. This work culminated with the public release of Adapt, Advance, Achieve on Monday, June 29.

Reopening Plan This document provides LEAs with a roadmap — guardrails to operate within – while allowing them some flexibilities to create reopen plans that will most effectively serve their unique communities. It is intended to be a fluid document that will evolve based on the public health data trends as well as the understanding of the best way to mitigate spread. Some key important points about the document: Before July 24, 2020, LEAs and all school operators, including but not limited to choice programs, charter schools, and endowed academies will be expected to submit a plan to the CSDE addressing the requirements outlined in the document. While the CSDE will not approve such plans, they will be retained and best practices communicated and will allow the CSDE to provide technical support for those LEAs who require it. See School, A5

You can first sign up for Medicare during your Initial Enrollment Period, which is the seven-month period that includes the three months before the month you become eligible (usually age 65), the month you are eligible and the three months after the month you become eligible. If you do not sign up for Part B during this period, you will be subject to a penalty. Your Medicare Part B premium may go up 10 percent for each 12-month period that you could have had Medicare Part B, but did not take it. In addition, you will have to wait for the general enrollment period, which usually runs between January 1 and March 31 of each year, to enroll. There are exceptions to the penalty if you have insurance through an employer or through your spouse's employer, but there is no exception for private insurance. The health insurance must be from an employer where you or your spouse actively works, and even then, if the employer has fewer than 20 employees you will likely have to sign up for Part B. If you don't have an employer or union group health insurance plan, or that plan is secondary to Medicare, it is extremely important to sign up for Medicare Part B during your initial enrollment period. Note that COBRA coverage, retiree coverage or VA benefits do not count as a health insurance plan for Medicare purposes.

Elections are right around the corner

2020 CENSUS

Door-knocking begins in Aug. Over the next decade, lawmakers, business owners, and many others will use 2020 Census data to make critical decisions. The results will show where communities need new schools, new clinics, new roads, and more services for families, older adults and children.

The results will also inform how hundreds of billions of dollars in federal funding are allocated to more than 100 programs, including Medicaid, Head Start, block grants for community mental health services and the Supplemental Nutrition Assistance Program, SNAP.

In short, your response matters.

To participate in the general election, you must be a U.S. Citizen, resident of Connecticut and 18 by Nov. 3, 2020.

Currently, the national rate of response is 62 percent, while 65.5 percent of Connecticut residents have responded.

The easiest way to register is online, using a CT driver’s license or another DMV-issued ID at voterregistration.ct.gov.

Lamont noted how the state “did a lot of backstopping” over the past few months and is now trying to replenish its stock of gloves, masks, gowns and other protective equipment. “We are now building up our stockpile again,” Lamont said, during an event in Hartford Wednesday, July 8. “As you know, it’s getting a little competitive out there, given what’s going on in the other states.”

“We certainly understand and recognize how challenging these times are for some of our customers,” Eversource spokesman Mitch Gross said. “And we continue to stress any customer who has had a difficult time paying their electric or natural gas bill because of the pandemic, if they have not contacted us, they need to contact us.” Gross said Eversource’s COVID-19 payment program includes “very flexible payment arrangements.”

“Customers can pay down any balance they have accrued. We’re here to work with you,” Gross said.

These days, we often hear about a “new normal” in terms of the current pandemic: When, if ever, will things get back to the way they used to be?

Having been exposed to all this, the public attitude is changing, and at a pace seldom seen in opinion polls. In one recent poll (The Associated Press-NORC Center for Public Affairs Research), about half of adults said they believe police violence against the public is a "very" or "extremely " serious problem — up from only about a third since last September. Today, 61 percent say police are more likely to use deadly force against Blacks than whites. Four years ago, that figure was 49 percent. And 65 percent say that police officers who cause injury or death in the course of their job are

treated too leniently by the justice system, compared with only 41 percent in 2015. The percentage saying the country spends too little on improving conditions of Black Americans has also risen quickly, from 30 percent in 2014 to 52 percent now. These trends are “suggestive that there's been something brewing for the past couple of years that could well be leading to lasting change,” according to Jennifer Benz, the deputy director of the AP-NORC Center.

But there seems to be another “new normal” on the horizon, and it gives reason for hope. In the wake of the killing of George Floyd by police, Americans' opinions about police brutality and racial injustice have moved dramatically, and at a speed that pollsters almost never see. The demonstrations and riots that followed Floyd’s death are clearly part of the reason, but another part is the number of documented cases of Black people being killed or abused by police, or by self-styled white vigilantes — documented mainly because so many people now carry smartphones.

Bronze statue honors ‘Black governor’ Thomas Breen New Haven Independent

A seven-foot-tall bronze statue of William “King” Lanson will soon stand along the Farmington Canal — giving a permanent, public, and highly visible form to a Black New Havener who helped build the modern city. The Lanson statue represents the culmination of a decade’s worth of advocacy by the Amistad Committee, working in recent years with the City Plan Department to make the memorial a reality. The public artwork will honor the early 19th century local engineer, entrepreneur, and Black political leader who freed himself from slavery, built a section of the Farmington Canal, and constructed an extension of Long Wharf that allowed for the local port to rival New York’s. He was also elected “Black governor” in 1825, helped found what is now Dixwell Congregational Church, owned land and ran businesses on what is now Wooster
