Leaf pick-up begins Oct. 26
STUDENT ARTISTS TEAM UP ON MURAL
The Town of Plainville announced leaf collection will begin Monday, Oct. 26 and run through Monday Nov. 30 (weather permitting).
Car break-ins, thefts are crimes of opportunity SOUTHINGTON — Police said most vehicle break-ins and thefts are crimes of opportunity, with the suspects often targeting unlocked cars near a main route or highway. Police recently said that there has been a more than 200 percent increase in car burglaries in town compared to last year.
“Compared to 2019, Southington has seen a rise in both vehicle burglaries, increasing from 85 to 276 and vehicle thefts, which increased from 30 to 61 respectively,” Lt. Keith Egan said in a statement.
Egan said in an email. “However, there’s no specific area that is targeted regularly; as an example, yesterday the vehicle break-ins were from as far south as The area of town with the Meriden-Waterbury, north highest number of burglaries to the Plainville line. Egan noted the largest Egan said most, if not all, Meriden-Waterbury Rd, contributing factor is vehileading towards Waterbury,” See Crimes, A18 cles being left unlocked, adding suspects are “just running through neighborhoods pulling door handles.”
Due to the COVID19 pandemic and associated health concerns, the town will not be utilizing temporary workers this leaf season. Given this, we are asking your assistance in getting leaves to the curbline as early as possible. Leaves should be brought to the curbline. Leaves should not be placed on sidewalks or in the road in case of an early snowstorm. We understand not all trees shed their leaves early, but every leaf pile picked up early in the season helps us complete the season before the snow flies. Avoiding leaves in the road, and in particular snowy leaves, makes the road safer. See Pick-up, A19 R233461
Students at Frank T. Wheeler Elementary School, under the direction of art teacher Laura Reed, created a “Stronger Together” mural comprised of the students’ mini-self portraits – their first art lesson of the year.

Women charged in connection with vandalism at local eatery By Lauren Sellew Record-Journal staff
PLAINVILLE — Three women face charges after police said two of them “egged” a local restaurantb and the third drove them to and from the incident. The damage to the business was estimated at about $10,000, according to police. Monique Rinheart, 42, of 187 Empress Dr., Southington and Laura Boutot, 36, of 92 Osgood Dr., New Britain were charged Friday, Sept. 25 with first-degree criminal mischief and con-
spiracy to commit first-degree criminal mischief. Tracy Croze, 58, of 86 Country Lane, Bristol, was charged with conspiracy to commit first-degree criminal mischief.
Security video showed two women, later identified as Rinheart and Boutot, get out of a Honda CR-V driven by Croze around 12:30 a.m. on Aug. 13 and throw eggs at the window, the report said.
On Aug. 13, the manager of Pagliacci’s Restaurant, 333 East St., reported multiple eggs were thrown at the front of the business, causing damage, according to a police report. The cost to replace the awning and damaged windows and clean the property was estimated at $9,725, the report said.
The manager said Rinheart and Boutot were former employees. All three had bond set at $5,000. They are scheduled to appear in New Britain Superior Court on Nov. 12. lsellew@record-journal.com 203-317-2225 Twitter: @LaurenSellewRJ

Help pack the pantry
Free breakfast, lunch for students
The Plainville Community Food Pantry continues to help residents in need during the pandemic, but Susie Woerz, the pantry’s executive director, is concerned about funds and food supplies. Due to the pandemic, major fundraisers such as Wings & Wheels and the annual golf classic have been cancelled and the Roaring ‘20s Hanger Party was rescheduled for next spring.
Through the free meal program, Plainville students – both those attending school onsite and those participating in remote learning – receive one breakfast and one lunch per-student, per-school day.
At this time, the pantry is not accepting clothing do-
nations but still welcomes monetary and food donations. Those who wish to donate food are asked to leave items in a bin outside, along with their name and an address, in order to receive a thank you card.
The Plainville Community Food Pantry is located at 54 South Canal St. and can be reached at 860-7471919. Those who wish to make a monetary donation can send a check to: P.O. Box 233. 54 South Canal St., Plainville, CT 06062.
On in-school learning days, meals are available at each school. On remote learning
days, meals can be picked up between 9:15 and 9:45 a.m. at PHS. Breakfast and lunch is distributed at the entrance near the flag pole.
For questions regarding the free meals program or the food service program in general, contact Ashley Onion: 860-793-3234; oniona@plainvilleschools.org.

Barns of Connecticut photo exhibit Barns are disappearing from the Connecticut landscape. In some cases, it takes years for a barn to slowly decay. In others, a barn may be standing one day and gone the next, razed to make way for new construction. With each barn that is lost another piece of the state's rich agricultural history disappears.
The Art League of New Britain continues it commitment to Connecticut's barns by showcasing serious, amateur and student photographers – age 8 years and older – who submitted works featuring the interior or exterior of barns (of any condition) in the following categories: color, black & white, detail and smart phone images.

More than 10,000 trees toppled during Tropical Storm Isaias and the late-August microburst in Branford and surrounding communities. Customers’ restoration time after a storm is greatly impacted by the extensive treeclearing required before Eversource can repair the electric system and restore power. to customers. create increased public safety risks for fire, police and other first responders. Eversource continues to make investments in the electric system to strengthen it to be more resilient to the region’s changing weather. Despite those efforts, the electric grid is not built to withstand the impacts of massive, mature trees falling on it.
In a Sept. 30 post on its Facebook page, the Plainville Police Department states: “Ofc. Roman Blajerski will be patrolling the town as a full time traffic enforcement officer in Car 88. Ofc. Blajerski’s assignments will include speed enforcement, stopping aggressive drivers, motor vehicle noise complaints, and other traffic-related details. Ofc. Blajerski will use traffic data collection as well as citizen complaints to target specific areas of concern in our town. The assignment to this position also allows Ofc. Blajerski to patrol at various times when traffic congestion is at its highest levels and his presence can help to ensure drivers adhere to the rules of the road. Further, Car 88 is equipped with a mobile License Plate Reader (LPR) which automatically scans marker plates and immediately alerts Ofc. Blajerski to expired registration, suspended operators and other violators.”

Many ways to get your apple fritter fix this fall By Bailey Wright Record-Journal staff
For 50 years, people lined up sometimes for more than an hour for the church’s famous apple fritters. This year, get your fritter fix at the following restaurants, or make them at home.
1. Homemade Apple Fritters Makes about 48 fritters. Ingredients : -6 apples (Cortland or Granny Smith recommended) -2 tbs sugar -2 eggs -2 and 2/3 cup flour -1 and ½ cup milk -¼ cup cinnamon sugar -½ tsp salt -4 tsp baking powder -Cristco or vegetable oil for frying
Apple fritters cook at the Zion Lutheran Church Apple Fritter Booth on Oct. 8, Dave Zajac, 2019. Record-Journal file photo
Steps : 1.Peel and core apples, cut each into small cubes. 2.Mix eggs, sugar, salt, flour, baking powder and milk in a large bowl, until just combined. Gently fold in apples. 3.In a cast iron fry pan or pot, place shortening about 2 inches deep for frying and heat until the oil reaches about 350 degrees. 4.Using an ice cream scooper or spoon, drop small balls of the batter into the oil. Fry only a few at a time so that the oil stays hot. Cook until golden brown, about 1 to 2 minutes per side.

Lorraine Connelly asks: As a recent retiree, I’m keeping my eye on a bill introduced to the House of Representatives by Rep. John Larson, D-Conn. “Save our Social Security Now Act” (H.R. 8171) seeks to nullify the recent executive order to defer Social Security payroll taxes from September through December 2020. While the payroll tax cut doesn’t affect immediate retirement benefits, it can produce a shortfall in the long-term financing of federal programs. Some government experts estimate that Social Security will be unable to pay full benefits starting in 2035. More than 65 million people, or nearly 1 in 3 households, are dependent on benefits each month, including seniors, widows, people with disabilities, children, and veterans.
How are state and local candidates planning to safeguard this vital revenue source?

State officials say 4 counties now in moderate drought HARTFORD (AP) — Connecticut officials say drought conditions have worsened in five of the state’s eight counties. The Connecticut Interagency Drought Workgroup on Monday raised the drought status for Hartford, New London, Tolland, and Windham counties to Stage 3 out on its five-stage scale, indicating they are in a moderate drought. Among other things, residents in Stage 3 drought areas are being asked to stop watering lawns and limit other outdoor water use. They are also being asked to prepare to use alternative water sources in the event wells, farm ponds, fire suppression supplies, or other critical water sources become depleted. Owners of private wells are asked to limit water use to only essential needs. Stage 3 is the same level of drought Connecticut experienced during 2016-2017, according to the group, which includes representatives from the governor’s office, the Department of Agriculture, the Department of Public Health, the Department

of Energy and Environmental Protection and the Department of Emergency Services and Public Protection. The group also determined that conditions in Middlesex County are consistent with a Stage 2 drought, which is an emerging drought, potentially impacting water supplies, agriculture, or natural ecosystems. Litchfield County remains at Stage 2 and Fairfield and New Haven Counties remain at Stage 1. Those in Stage 2 areas are being asked to reduce watering and other non-essential outdoor uses of water and postpone planting of new lawns or vegetations. The monitoring group said that reports of low water levels in private wells, streams, agricultural water supplies, and fire suppression ponds have been increasing, especially in eastern Connecticut.

Catalyst Fund grants $11,864 to nonprofits On Tuesday, Sept. 22, The Catalyst Giving Circle at the Community Foundation of Greater New Britain awarded five grants to local nonprofits.
grants focused on helping organizations to adapt their business models and practices in order to continue successful operations in the current climate.
The Catalyst Fund is comprised of a group of community-minded citizens interested in improving the quality of life in Greater New Britain. Members collectively make a gift to the Catalyst Fund. They then gather three times a year to learn about a member-chosen issue facing the community, and to consider funding requests from charitable organizations addressing the issue. The year concludes with a grant award to a nonprofit organization.
Due to the nature of Catalyst meetings being in-person, the first meeting of the year was held virtually to discuss this year’s topic. On Sept. 22, a very generous anonymous donor sponsored the meeting held at the outdoor pavilion of Tunxis Country Club in Farmington.
This year, the topic of focus was small to mid-size arts organizations affected by COVID-19. The impact of the pandemic on arts and cultural organizations has been devastating and millions of dollars have been lost in revenue from events, programs and fundraising. The Catalyst
The membership voted to award five grants to local nonprofits including: $1,864 to the Art League of New Britain for a virtual figure drawing class to enhance their online gallery exhibit. $3,000 to CONCORA for PPE and barriers needed for “Virtual CONCORA.” $3,000 to CT Virtuosi Chamber Orchestra for equipment needed for live streaming and virtual programming,
$1,500 to New Britain Symphony to cover the cost to live stream the Young People’s concert scheduled for April 2021. $2,500 to New Britain Youth Museum to create virtual educational programs. In total, the Catalyst Fund granted $11,864 to local nonprofits. “We are grateful to our Catalyst membership for not only committing to the mission of the foundation and continuing to benefit our community year after year, but also for adjusting their normal grant process so that more than one organization can benefit from the grants funds available through the Catalyst giving circle,” said David Obedzinski, president of the Community Foundation of Greater New Britain.

Kettle Bagels to expand in Southington By Jesse Buchanan Record-Journal staff
SOUTHINGTON – Kettle Bagels owner Joe Kim said opening a second location in the midst of a labor shortage and pandemic isn’t without its risks but that the MeridenWaterbury Turnpike location was a good opportunity.
Kim plans to open another Kettle Bagels location in the former Lou’s Breakfast & Lunch spot. It’s already outfitted as a restaurant but has been vacant since the restaurant closed last year. While Kettle Bagels has a strong following from Plainville and the northern part of town, Kim hopes a second location will also attract residents in the south end as well as neighboring towns. “That’s why we said, it’s a deal to get in there, try something down that ways,” Kim said. “It’s a big risk. It’s not like we have loads of money.”
New York-style bagels
he’s no longer interested in buying and selling.
Daniel Perdomo opened Kettle Bagels at 1217 Queen St. near the SouthingtonPlainville line in 2017. He said the key to good bagels was boiling, which creates a crunchy outside and soft inside.
“This one I said, I’m not going to flip. We’re moving, we’re changing our lifestyle,” he said.
Filling a vacancy
Perdomo died in 2018. Kim bought the business the following year. He said he changed little about the restaurant and still boils the bagels.
Flo Legat, owner of Just For You Gift Shoppe, was glad a new restaurant would be moving to the plaza a few doors down from her store. She’s been at that location for 20 years.
“We just added more things, like paninis, salads, more sandwiches to liven up the lunch menu,” Kim said.
“We can’t wait for him to open,” she said. “I think he’ll be a real addition to the plaza.”
Kim has worked in the restaurant business for his entire life. He’s bought restaurants, gotten them on their feet and then sold them once they were running smoothly. Kim, who moved to Southington after buying Kettle Bagels, said
Kim stopped by the store with samples of his food and Legat was impressed both with the food and the restaurant owner. “He’s a really nice guy,” she said. “He’s going to do really well here.”
Missing 25 percent Since the pandemic began, Kim said his grab and go and delivery business has ramped up. That’s not enough to make up for the 25 percent drop in sales, though. Like other restaurant owners, he’s also had trouble hiring people to work at the Queen Street location or the Meriden-Waterbury Turnpike shop when it opens. Kim and another employee from Queen Street will work at the new store until they’re able to get more help trained. While it’ll have all the favorites, the Meriden-Waterbury Turnpike menu will be a bit smaller. “In the beginning, we’re going to shy away from a few things,” Kim said.

“We are so sad that the Apple Harvest will not be happening this year, as we always look forward to being part of such an amazing Fair at which we offer your favorite Whoopie Pies and Cannolis. With that being said, we’ve decided to bring a little bit of the Apple Harvest Nostalgia to Sweet Mia’s,” the owners said in a Facebook post.

Right now, the intention of in-house library service is for users to make short trips in and out to browse the collection; print, copy, fax or scan items; look up information; or ask reference questions. To discourage extended visits and to control the number of people in the building at one time, virtually all library seating and tables have been temporarily
placed in storage, with just a handful of chairs available at computer workstations and for those who can only stand for short periods of time. Daily newspapers and current issues of magazines will not be available for browsing.
