Civil War will come to life in historical society program Tuesday

Say hello to P.A.W.S. With the help of Plainville Police Department employees, a local group has formed with the aim of keeping animals in town safe and healthy. The non-profit is called Plainville Partners of the Animals Welfare Society — or simply, P.A.W.S. The Plainville P.D. laid out the organization’s mission in See P.A.W.S., A5

The Plainville Historical Society is excited to announce its first program of the year. On Tuesday, Nov. 16 at 7 p.m., Kevin Johnson from the State Library's History and Genealogy Unit will portray William Webb, an African-American Civil War soldier from Connecticut. A native of Hartford, Webb served in the 29th (Colored) Regiment of Connecticut Volunteer Infantry. Johnson's presentation is told from an exciting firstperson perspective that illustrates the struggle of AfricanAmericans serving in the infantry. He tells of Webb's early life, recruitment and training,

and the traumatic final battles of the Civil War. The presentation is based on extensive research using collections at the State Library and Museum of Connecticut History. The event will take place in the second-floor meeting room at the Plainville Historic Center, 29 Pierce St. Elevator access is available. Seating is limited, so if you’d like to attend, send an email to plvhistorical@gmail.com. Include your name, phone number and the number of people in your party. Attendees are asked to wear a mask at all times.

State GOP claims victory, sees momentum for 2022

They include gaining control of local town councils, as in Montville; defeating incumbent Democrats, like in Windsor Locks; and winning open seats previously held by a Democrat, as in Bethlehem. Republicans are hoping this year’s local victories will finally translate into success in next year’s general election. That’s when the governor, other statewide offices and legislative seats are up for grabs.

Eversource: Expect higher winter bills The driving factors include an increase in global demand during the ongoing economic recovery and a significant drop in U.S. gas supply due to a number of issues including the pandemic and extreme weather in gas-producing states. In November, the average Eversource natural gas resi-

dential heating customer could see a 14%, or $30, increase on their total bill as compared to their average monthly winter heating bill in 2020. Because the Purchased Gas Adjustment (PGA) rate is adjusted monthly, customers can expect to see incremental changes throughout the heating season. The increasing cost of natural gas will also impact the cost of electricity. The cost of electricity changes twice a year in Connecticut for Eversource customers. Eversource filed new cost of electricity rates applicable to customer bills beginning Jan. 1, 2022. Eversource and other utilities do not earn a profit on the cost

of electricity in Connecticut and charge customers only what the company pays generators for electricity. The cost of electricity will likely rise beginning on Jan. 1. Eversource wants customers to know it is critically important for them to take action now. “With supply constraints, extreme weather and other challenges related to the pandemic driving up natural gas prices across the globe, our customers do have options to better manage their own energy use and to help pay their energy bills,” said Eversource Executive Vice President, Customer Experience and Energy Strategy Penni Conner. “Connecticut's assistance programs

“Our Town Council candidates will continue to support thrifty spending, and our BOE candidates, with over 23 years experience raising children in our school system, will remain focused on the safety and stability of our children during COVID-19,” she stated in a Letter to the Editor.

In the race for Town Council, Republican incumbents were the top vote-getters: David Underwood (1,974), Kathy Pugliese (1,961) and Deborah Tompkins (1,862). Republican councilor Jacob Rocco (1,771) earned reelection, as well.

In the race for Board of Education, Republican newcomers were the top vote-getters: Rachel Buchanan (1,893), Lori Consalvo (1,852) and Cassandra Clark (1,851).

Joining Underwood, Pugliese, Tompkins and Rocco on the board will be fellow Republican Joseph Catanzaro, who garnered 1,831 votes.

Democratic incumbent Becky Tyrell (1,720) maintained her seat on the ninemember BOE, but Democrat Brent Davenport (1,658) lost his bid for relection.

Coats For Connecticut drive ends Nov. 12 There is still time to contribute to Best Cleaners’ 13th annual Coats For Connecticut campaign.

Children’s coats in all sizes are a bigger need this year. All donated coats will be cleaned and delivered to centralized Salvation Army drop sites where volunteers will sort the coats for distribution directly to those in need.

The public is urged to go through their closets; gather up coats that are in good condition but no longer needed; and drop them off at any one of Best’s 14 locations through Friday, Nov. 12.

The Coats For Connecticut program was started by Best

Cleaners in 2008 with the primary goal of putting its eco-friendly services to work to help those in need get through the cold winter months. Since the campaign’s inception, more than 129,000 coats have been collected, cleaned and delivered. In pre-pandemic years,

schools, churches, and businesses would conduct their own coat drives and drop off their donations to Best. With many social-distance protocols still in place and more people working from home this year, groups that have cancelled collections are asked to get the word out that coat donations can be dropped off directly at Best

State promoting tax amnesty program Connecticut Department of Revenue Services Commissioner Mark Boughton has announced the 2021 Tax Amnesty program offering individuals and businesses the opportunity to pay back taxes at a reduced interest rate and no penalties. Tax amnesty began Nov. 1 and ends Jan. 31, 2022. The program provides a 75% reduction in interest and waives penalties and the possibility of criminal prosecution to those who have not filed, have under reported or have existing liabilities related to taxes owed to the state for any tax period end-

ing on or before Dec. 31, 2020. “We know the pandemic has been difficult but paying taxes is the responsibility of every individual and business and all of us must do our part,” Boughton said. “Taxes allow the state to make transformational investments in areas like infrastructure, green spaces, education and affordable childcare and healthcare programs – all of which enhance and make our communities better. We are offering a limited time period for those who owe taxes to get right. Those who don’t
