Council acts on teacher salaries, OSHA issues
SEASON OF GIVING
By Devin Leith-Yessian The Citizen
Teachers will receive a nearly 9 percent salary increase over three years under the new contract approved by the Town Council during its Tuesday, Nov. 12 meeting. Kris Dargenio, fourth from right, presented a ceremonial check to the Plainville Community Fund on Nov. 12. Dargenio has organized the Plainville Pumpkin Festival since 2015 and donates the proceeds to the fund. Devin Leith-Yessian, The Citizen
Town rallies for non-profits By Devin Leith-Yessian The Citizen
The holiday season got off to a good-hearted start this year with local events raising thousands of dollars and hundreds of pounds of food for non-profits in town. The 5th annual Plainville Pumpkin Festival generated $7,000 for the Plainville Community Fund. A ceremonial check was presented to members of the endowment’s board on Tuesday, Nov. 12.
In addition, the Bucci family’s annual Halloween display and Thriller dancing crew amassed around 300 pounds of food for the Plainville Community Food Pantry. In the past, the pumpkin festival has made up more than half of the money distributed by the community fund each year, said Robyn Poulos, vice co-chairperson. “When we get money like this it gives us a greater opportunity to do more,” she said.
Fund contributors can see the impact it has firsthand through its Plainville-centered grants, which went to purchase laptops for the Middle School of Plainville’s robotics program and chipped in for bus tours around town highlighting historic landmarks for the town’s 150th anniversary. The grant application process is open through January and awards are announced in March. See Giving, A8
Superintendent Steven LePage said the committee bargaining on behalf of the town aimed to balance the need to fairly compensate teachers with the interests of taxpayers.
"The negotiations went really well and we ended up meeting in a place we could agree was fair to both sides. And so I thought the process, although tense at times — and you have to protect what you believe in – but I agree 100 percent that our teachers work really hard and we do tremendous things in Plainville," the first-year superintendent said. Pugliese reappointed By Devin Leith-Yessian The Citizen
The Town Council unanimously reappointed Katherine Pugliese to be its chairperson during an organizational meeting on Tuesday, Nov. 12. Deborah Tompkins, who was unanimously named vice-chairperson, said she
nominated Pugliese after finding her to be fair and impartial during council deliberations. Both chairperson positions are served for oneyear terms, after which the council will hold another meeting, around November 2020, to consider designating new officers. See Pugliese, A11

night drug- and alcohol-free celebration at the Wheeler YMCA for PHS seniors on graduation night.
Making this night a success takes many volunteers (adults and students). It’s important for parents of seniors

to take part in Project Graduation because the party is held for their children, and also for the parents of underclassmen, so they know what to expect when their children graduate. Meetings are planned for the first Wednesday of the month, 7 p.m., at the Plainville YMCA. For more information, contact Chris-
tine at 860-8693209, avon_christine@yahoo.com; or Stevie at iamstevie@hotmail.com.
Clothing drive: Project Graduation clothing drives are planned for Saturday, Nov. 30 and Dec. 28, 10 a.m. to 12 p.m., at YMCA, Plainville. Used clothing, linens, bedding and shoes are sought. Place in large plastic bags.
Plainville Board of Education members were sworn in prior to the Nov. 11 BOE meeting. The ceremony was conducted by Plainville Town Clerk Carol Skultety. Board members Brent Davenport, Laurie Peterson, Deb Hardy, Rebecca Martinez, Crystal St. Lawrence and Foster White are pictured.

Turkey and politics don’t mix; rise above the fray The holidays are back again – that last lap of the year reserved for food, family, friends and … fighting? Yes, fighting. Granted, it shouldn't be that way, but let's face it, nowadays, talk-
ing will more likely get you a taste of disagreement and a side of resentment to go with the turkey and other fixin's at the holiday table. The reason? Politics. When it comes to conversations, we’ve always heard,

While he’s satisfied with the end result, LePage said the town administration and union negotiators entered the bargaining process with strongly differing starting points and nearly entered mediation after two meetings proved to be unfruitful.

Town Council Chairperson Katherine Pugliese, who was a member of the town’s bargaining committee, said she is satisfied with the outcome.
The council also authorized the use of around $23,600 of municipal funds to address workplace safety violations found during an inspection of the police department by the Occupational Safety and Health Administration in July.

In September, the town received two letters from the Connecticut Department of Labor’s Division of Occupational Safety and Health describing the conditions OSHA found, detailing “several violations” and instituting a $280 fine. The town had until October to respond to the violations and until Wednesday, Nov. 27 to resolve them. "To date the town has corrected all but two items that were cited by OSHA,” Town Manager Robert Lee said.

“The first of these items is what they said was an accumulation of dust present on the fabric walls located in the dispatch area. The fabric walls act as a sound attenuator for this room. After review of this item it was determined that the fabric walls need to be removed and replaced with a wall covering that can be cleaned on a regular basis.”

"The $280 fine is significantly lower than what was first anticipated and that fine being that low is indicative of the transparency and cooperation that OSHA received when it got to our facility and started touring the facility and also coming to the realization that we were working on probably 90 percent of these projects at our own pace. So the complaint really just hastened the process," he said.

Councilor Jesse Gnazzo, a Democrat, said he felt that since the voters chose to maintain a Republican majority on the council, his four counterparts across the aisle should be allowed to choose the council’s leadership.

HARTFORD — Senate Republicans unveiled an alternative transportation plan last Thursday that doesn’t rely on tolls or tax increases but includes many of the same projects proposed by Democratic Gov. Ned Lamont. The 10-year, nearly $18 billion FASTR CT initiative from the minority party in the state Senate came a day after Lamont pitched his 10-year, $21.3 billion CT2030 plan to Senate Democrats, who liked many of the projects but not the fact it includes 14 tolls on bridges across the state.
“We believe this is the way to go for transportation,” said Senate Minority Leader Len Fasano, R-North Haven, noting that Senate Republicans “simply cannot support tolls.” It’s unclear whether the Senate GOP’s plan will ultimately lay the groundwork for a political compromise on an issue that has vexed the state of Connecticut for years.
ate Democrats were analyzing the proposal. But Lamont, who said he appreciated Fasano’s efforts to “partially fund muchneeded infrastructure investments,” raised concerns about the funding arrangement. Like Lamont’s plan, FASTR CT relies partly on low-cost borrowing from the federal government to help pay for road, bridge, rail, port and bus improvements. But instead of using toll money to help pay off those loans, like Lamont’s initiative, it banks on a complicated plan to financially stabilize the state’s dedicated transportation fund, which is facing insolvency. The GOP proposal transfers a portion of the state’s budget reserve account, $1.5 billion, and uses that money to pay down state pension debt. While Looney appeared somewhat receptive to the idea, noting the state’s reserves are currently at a historically high level, Lamont called it a “risky proposition that requires serious evaluation.”
Senate President Martin Looney, D-New Haven, House Speaker Joe Aresiwelcomed the plan and praised Fasano for trying to mowicz, D-Berlin, who supports tolls, said he also find a bipartisan solution. has concerns about “such “Connecticut succeeds a significant raid” on the best when both parties reserve account. work together,” said Looney, adding how Sen-
