Catania named Chief of the Year By Devin Leith-Yessian The Citizen
Police Chief Matthew Catania was named Chief of the Year at the first annual Connecticut Law Enforcement Awards and Recognition dinner, held June 25 at Anthony’s Ocean Catering in New Haven. Michael Ahern meets Travis Mills on Memorial Day weekend in Augusta, Maine. Michael started a fundraising campaign, Scoops for Troops, that aims to raise $30,000 this summer to send recalibrated veteran families to the Travis Mill Foundation retreat in Maine.

“This is one of those milestones I’ll never forget,” said Catania, who has led the Plainville Police Department for nearly nine years. While grateful he was nominated for the award, Catania said the work the department does wouldn’t be possible without dedicated officers and a supportive community. The chief said, “I’m only as effective as I am because the officers here respond to my leadership style,” while he works to provide the tools and training they need to do their job. That style focuses on building bonds of trust with the community.

“When your police department is user-friendly, your community feels confident that they can reach out to the police,” he said. Catania was nominated for the award by Town Manager Robert Lee, who told the awards committee he has seen the department’s reputation, transparency and expertise grow under Catania’s leadership. Lee noted one incident where Catania returned to Plainville while on vacation in Rhode Island in order to back his officers. See Catania, A3

Lora Rae Anderson, a spokeswoman for the department, said the business at 54 West Main St., canceled its liquor permit, which had been suspended, with “going out of business” as the stated reason.
Shirley Papallo, the permittee of Central Café, did not respond to a request for comment.
Plainville Police Chief Matthew Catania reported that two similar incidents had occurred at the bar since it moved from Whiting Street in August 2018 and was quoted in the suspension order as saying “it is not likely that we have seen the last of this type of behavior at this location.”

A sign in front of the business last week listed it as being for sale and Joe Granato, a real estate agent listed on the sign, said the owners have decided not to reopen.
“Up to 20 motorcyclists were observed fleeing the premises at high rates of speed and driving over lawns, driving down the wrong side of the road, and driving around other vehicles in an unsafe manner, all while disobeying officers’ signals,” Seagull wrote in the letter.
Catania expressed remorse over the permanent closure of the establishment, saying the police department had a good working relationship with the proprietors.

Central Café will not be reopening after a fight between two motorcycle gangs resulted in the Department of Consumer Protection ordering the bar to shut down indefinitely.
The suspension order, issued by Consumer Protection Commissioner Michelle Seagull on May 21, stated that on May 16 police responded to an altercation at the bar sending bikers fleeing onto the street in an unsafe manner.

“It is that type of dedication that stands him above most other civil servants that I have observed in my 40 years of working in local government,” Lee wrote in his nomination.
Plainville Public Library Director Trish Tomlinson wrote about an instance where her staff noticed there appeared to be a number of
patrons coming to the library under the influence and leaving drug paraphernalia in bathrooms. She notified Catania and within minutes an officer arrived to gather information and form a plan to have regular, interactive patrols established. By the end of the week, Tomlinson said the problem had been resolved for good. In her own letter, Superintendent of Schools Maureen Brummett wrote that Catania has proven himself to be a “collaborative professional” in his efforts to improve school safety through training educators and helping her lobby for a school resource officer at the high school.
“He understands the delicate balance of police presence and the need to keep our schools running on a daily basis,” Brummett wrote. “He is always available to discuss a wide range of issues and has successfully facilitated a process that allows us to deal with delicate criminal and security issues. To witness a young man like Michael embrace these veterans, their families and the obstacles they face, and set out to help them, is an inspiration to me and all of us at the Travis Mills Foundation,” says retired U.S. Army Staff Sergeant Travis Mills, who in 2012 on patrol during his third tour of duty in Afghanistan lost portions of both legs and both arms to an IED explosion. The soldier was from the Travis Mills Foundation retreat, which was under development near the Ahern’s Mount Vernon, Maine summer home and which Michael had been curious about. Michael and Kara asked if they could go across the street to say “thank you.” That started Michael’s journey of awareness of military service and of the obstacles faced by soldiers who had been injured in service and their families. The next year the family donated to the foundation and took an impromptu tour of the retreat, now in its third year hosting about 200 veterans families annually who partake in a wide variety of pursuits and activities ranging from hiking, boating and cycling to yoga, painting and culinary arts. The family met more recalibrated veterans – the foundation’s preferred term for injured veterans in

The $400 goal was reached so quickly that Michael began to think bigger – and beyond just ice cream. Michael quickly adopted the $30,000 goal to send eight families to the retreat, and the foundation set up a website and fundraising page. The campaign kicked off over Memorial Day Weekend at the foundation’s Miles for Mills 5K when Michael, thanks to an ice cream truck donated by Darling’s Ice Cream for a Cause and Gifford’s Ice Cream of Maine, handed out free ice cream and collected donations. More than $1,000 was collected on that day alone – just one day after Michael’s 9th birthday.

Let’s start with President Taft whose activities present the only Connecticut reference in this timeline. In 1909, Taft is in residence at the new “summer White House” in Beverly, Mass. He attends church on Sunday,

After returning to the White House he consumes cherries and milk. He falls ill and dies on July 9. One of the grimmest of these holidays, was July 4, 1881 as President Garfield had been hit two days earlier by an assassin's bullet. The nation was uncharacteristically subdued on the holiday. Fundraising program The Community Foundation of Greater New Britain is proud to partner with the Association of Fundraising Professionals Connecticut Chapter to offer the 2019 Principles of Fundraising Certificate Program. The program is a series of workshops that provide high caliber, basic-skills development in the art and science of fundraising for nonprofits. The series includes five introductory level, half-day workshops focusing on theory and practice taught by AFP members who are experts in their respective fields. Workshops are designed to help new and established nonprofit organizations raise money more effectively and efficiently.
