PLAINVILLE — The town's new chief of police, Christopher Vanghele, was sworn-in Monday, Jan. 31 at the Plainville Police Department. He was joined by town leaders and police personnel from both Plainville and Newtown, who came to wish him well on his new venture.

was likely due to his mother, who worked as a probation officer in Bridgeport. Meanwhile, Vanghele's father, a teacher, sparked his love of language.
Town officials are working to pick a construction manager and an architect for the project. It’s not slated to begin until at least a year from now. Last year, voters approved spending $17 million for a new library. Prior to the vote, library officials made the case that the existing building was too small, wasn’t handicapped accessible and had aging mechanical systems.

Home projects, vehicles drive growth of Southington grand list By Jesse Buchanan Record-Journal staff
SOUTHINGTON — The growth in car values and continued home improvements helped increase the town’s list of taxable property by 3.38 percent.
That will mean $4.4 million in new tax revenue at the current tax rate for the upcoming fiscal year. The town’s tax list, called the grand list, totals the value of real estate, vehicles and personal property owned in Southington. That total helps town leaders set the tax rate.
Town Manager Mark Sciota said Southington is a place where people and businesses want to establish themselves. “An increase in the grand list during these very difficult times does not happen by accident,” Sciota said. “It takes a lot of teamwork over many years.”
Growth all around The grand list includes three categories – real estate, personal property and motor vehicles. Real estate, the largest of the categories, grew the least at 0.9 percent. See Grand list, A4

Library
Construction manager search
From A1
Town officials put out requests for a construction manager that will oversee the building of a new library at 255 Main St. The current plan calls for the existing library to remain open while a new building is constructed, then for the old building to be torn down when the new one is open.
Jim Morelli, a Town Council Republican and library building committee chairman, said the grant doesn’t increase the total spending but will help alleviate the burden on local taxpayers. “We need every penny we can get,” Morelli said.
Uncertainty about grants Plans for a $14 million library in 2020 were shelved as town leaders didn’t want to take on a major project with the pandemic underway.
and requires careful consideration.
Morelli said the building committee will get proposals from construction managers later this month and evaluate them at a meeting scheduled for early March. He said the role is important
“They’ll be responsible for bringing in the project on time and on budget,” Morelli said.
Building committee The committee is comprised of Morelli, town officials and those with building experience, including local developer Mark Lovley and local planner Sev Bovino. Republicans, who hold a majority on the Town Council, clashed with Democrats over whether to appoint a council Democrat to the building committee. Repub-
licans, including council chairwoman Victoria Triano, said the addition of more politicians to the committee wouldn’t help it build a better library. Democrats said they wanted representation on the committee. Jack Perry, a Democratic councilor, said he’ll be attending the meetings as often as he can. Owner of HQ Dumpsters & Recycling, Perry said he’s got experience in building projects and wants to offer his knowledge to the committee as a member of the public. He disagreed with Republicans over the committee’s makeup.
A3
“I’m hopeful that at the end of the day this library comes out the absolute best,” Perry said. Morelli said many qualified local people volunteered to help with the project’s planning. He hoped those people would offer their insight at meetings even if they weren’t officially part of the committee. “I think we have a lot of smart people in Southington and a lot of people who will contribute,” he said. “If we do our job properly we’ll have an awesome new library.” jbuchanan@record-journal.com 203-317-2230
Tina Riccio, library board chairwoman, said library officials applied for the grant a year ago but were denied. At the time, the library project was mainly to address deficiencies. Riccio said the state library wanted to see expansion and a greater vision for the Southington library. “They’re giving money for the library of the future,” Riccio said. She and other library board members want to not only meet today’s needs, but anticipate future needs. Riccio said libraries are now media centers. “It’s not a library the way we grew up,” she said.

“The number of vehicles on the grand list went up by 1.6 percent and used vehicle values actually appreciated,” Babon said.
Victoria Triano, Town Council chairwoman and a Republican, said town leaders are close to creating a budget for the upcoming fiscal year.
The trend was seen in other municipalities which had similar motor vehicle value increases.
“It actually is going to help very much,” she said of the grand list growth. “As we’re coming out of COVID, we still have COVID expenses.”
Motor vehicle value increased by 25 percent, reflecting rising car prices.
The town’s tax rate, known as the mill rate, is the number of dollars in taxes collected on every $1,000 of assessed property value. At the current tax rate, the increased value of property in town would result in more than $4.4 million in additional town revenue.

Plainville Community
Rising values means that Southington is an attractive place to live and open a business, Triano said. “I think people are just wanting to be in Southington,” she said. “It’s a wonderful thing when people have confidence in the town, in our whole municipality.” Chris Palmieri, Town Council member and a Democrat, said the grand list growth was “extremely beneficial” to the town’s residents. He saw it as the result of years of hard work on the part of town leaders. “We are fortunate to have strong support from our community,” he said, “and that is one of the reasons Southington is so desirable to others.” jbuchanan@record-journal.com 203-317-2230 Twitter: @JBuchananRJ

Local police honor a fallen NYPD officer at funeral By Lauren Sellew Record-Journal staff
Southington Officers Ken Kizilski and Jude Medina were part of the state motorcycle unit that rode down for the funeral. Kizilski said he was contacted by another motorcycle officer from Cheshire, Sgt. Matt Wium, about participating in the ride. Kizilski said it was a small price to pay to drive down in the cold to honor and pay tribute to the fallen officer. He said the scene was hard to describe, with streets filled with officers from various departments.
SOUTHINGTON — Officers from local departments traveled to New York City to honor NYPD Detective Jason Rivera, who was shot and killed while responding to a domestic call last month. Officers from Southington, Meriden and Cheshire went to New York on Jan. 28 for Rivera’s funeral. Streets in Manhattan were lined with officers from departments near and far along with members of fire departments and civilians. Southington Police Chief Jack Daly said it was a “fitting tribute” for an officer doing his job. Rivera was killed while investigating a domestic call in Harlem on Jan. 21. “This job is not necessarily an easy job,” Daly said Friday, Feb. 4. “So when something tragic like that happens … it’s the least any other department, any citizen
“Sea of blue is an understatement,” Kizilski said Feb. 4. “We respond, we come to work every day, no matter what the day entails. We’re always there for you.” Photos courtesy of the Southington Police Department
can do, to pay them the due respect they deserve.” Daly said police work is a brotherhood and unfortunately some officers pay the ultimate price. While Rivera
was responding to a domestic call, Daly noted any call an officer responds to can turn bad. He said officers work to calm any situation they respond to and make sure everyone is safe.
“Words cannot express the deep sadness that we feel for the whole department, in addition to the officer, his family, and coworkers,” Daly said.
Kizilski said when residents honor officers or simply say “thank you” from day to day, it means a lot to police. He said it can give officers extra drive to know the general public appreciates their work.

CIAC looks to end mask requirements for athletes By Sean Krofssik Record-Journal staff
CHESHIRE — The masks may be coming off all high school athletes by the end of the month. On Monday, Governor Ned Lamont recommended that
the statewide mask mandate for students end on Feb. 28, which would leave it up to local school districts to make their own decisions on mask requirements.
Connecticut Department of Heath asking if mask requirements could be lifted for athletes. This happened just prior to the governor’s announcement.
Also on Monday, CIAC Executive Director Glenn Lungarini sent a letter to the
“I think it’s all positive news,” Lungarini said Tuesday. “It shows we are trending in the right direction. It’s encouraging that we are able to think about and plan activities that more resemble what kids remember as a normal experience.

Lungarini said it’s too soon to say what the next step for the CIAC will be. “The (governor’s) announcement was just made yesterday,” Lungarini said. “I think it would be fair to give the schools, principals and community a chance before making any decisions. We feel we can play safe without masks and we will continue to have these conversations.”

“We did reach out to the DPH prior to the governor’s announcement, just reviewing where we were in terms of transmission in interscholastic practices and games,” Lungarini added. “We’ve maintained contact with the DPH and we encouraged them to evaluate the necessity for masks for athletes.”
For the second straight winter, the CIAC is requiring athletes to wear masks while competing in basketball, hockey and indoor track running events. Masks are not required during actual competition for swimmers, wrestlers, gymnasts and indoor track throwers and jumpers, but must be worn at all other times on the sidelines or on the pool deck.

“State leadership has done a good job keeping schools in session and athletics going, even as we went through that uptick," Lungarini said. “We were able to maintain learning interscholastic play. We engage with 30,000 kids a season and it shows the work that has been put in and how safe we play, even when faced with adversity we continue to give kids a good experience.” Since vaccines became available last summer for kids age 12 to 17, the CIAC has recommended vaccinations as the best way for teams and athletes to stay in the game.
Prevent a big bill with a little cold weather maintenance With winter’s severe weather and cold temperatures blanketing the region, residents can take steps to avoid the damage cost, and inconvenience that comes with a burst water pipe or damaged water meter. Aquarion Water Company, the largest investor-owned water utility in New England, suggests following a few simple tips to keep the water safely flowing all winter long: Check water pipes near uninsulated or drafty walls, doors, floors and windows, including in your basement, garage or attic. Add insulation wherever you can.

Flower shops see early Valentine’s Day shopping By Faith Williams Record-Journal staff
Valentine’s Day is quickly approaching and local floral shops are seeing a lot of early ordering. In Southington, the owner of Nyren’s of New England Florist said it is one of the busiest times along with Mother’s Day and Christmas. Owner Paul Lunia said orders started coming in at the end of January. “Most of our regulars leave it up to us to decide what to do for them,” Lunia
said. “They just give us a dollar amount, which is a smart way to do it.”

The shop will be open on Valentine’s Day, Monday, Feb. 14, for last minute orders. “I expect it to be busy this year, definitely busier this year than last,” Lunia said. “It was on a Sunday last year and usually we are 30 to 40

Valentine’s Day card collection provides ‘flashback to the past’ PLAINVILLE – Most people look forward to December and getting out their holiday decorations. Plainville resident Joyce Goldberg, on the other hand, actually looks forward to putting her Christmas decorations away. That’s because, in January, her beloved, vintage Valentine’s Day cards come out. Goldberg will share and discuss her treasured collection of more than 200 cards during a free program on Monday, Feb. 14 – Valentine’s Day – at the Plainville Senior Center. The program begins at 10 a.m. A press release announcing the event says Goldberg’s oldest card dates back to 1916. It was given to her mother, who was just a baby then. “It’s not the prettiest,” said Goldberg, “but
it’s very, very special. It even has scribbled crayon on it from my mother as a child. When people see it, it just strikes a chord with them because of how old it is.” Goldberg’s favorite Valentine’s cards are ones with moving parts that she received as a child. One depicts a girl with an umbrella. Another shows a mail-delivery person placing a Valentine’s Day card into a mailbox. “I’m 70 now, so my memory isn’t as good as it used to be,” Goldberg said. “But when I look at my old Valentine’s, that little face of the classmate who gave me the Valentine comes right back to me. It’s a flashback to the past, and so very sweet. They are my history.” To register for the Feb. 14 program, call the Plainville Senior Center at 860-7475728.

COLIN BROWN
ERIN BRENNAN
Cheshire sprinter Colin Brown is the human Polar Vortex. He moves in fast and his numbers are constantly dropping. The junior ran a fast time of 6.67 seconds in the prelims of the 55-meter dash at Sunday’s SCC indoor track championships, then came back and ran a 6.57 to capture the conference crown. That 6.57 is also a school record. Later in the meet, Brown placed fourth in the 300 meters at 37.10.
The Sheehan girls made it immediately clear on Sunday at the Floyd Little Athletic Center that they would not be relinquishing their hold on the SCC indoor track team title, winning the meet-opening 4x200 relay. Senior Erin Brennan was on that relay. A seasoned jumper, Brennan also repeated as SCC champ in the pole vault by clearing 10 feet and finished first in the long jump at a school-record 17 feet, 8 inches.
BEN GORR
LAUREN CRETELLA
100 career wins in a sport as grueling as wrestling is an exceptional feat. Accomplishing it in less than three seasons, even more so. That’s the remarkable time frame for Southington 132-pound senior Ben Gorr, who reached the career milestone with three victories at Saturday’s Lancer Invitational in Waterford. Remember, there was no wrestling last year. Gorr won 39 matches as a freshman and 36 as a sophomore.
Lauren Cretella might be known first and foremost as the daring and crafty goaltender of the Lyman Hall girls lacrosse team. The senior is also a fair hand at basketball, and last week she put together consecutive 11-point performances, first against Jonathan Law on Thursday and then against Shelton on Saturday. The 5-foot-5 guard was also a catalyst on defense, coming up with six steals in the Shelton game.
TADRIQUE JONES
SHAELYN MURPHY
It had to be a long 10 games for Tadrique Jones. After transfering from Wilcox to Maloney, the junior had to sit out the first half of the season per CIAC rules. Jones finally hit the floor last week and made an immediate difference for the Spartans, scoring 13 points against Bristol Eastern on Tuesday and 13 against his old team on Thursday. More than that, Jones hit the game-winning layup against Eastern at the buzzer.
The versatility of Shaelyn Murphy was on full display at Sunday night’s Central Connecticut Conference indoor track championship meet in New Haven. The junior made All-Conference by placing third in the high jump at 5 feet, 2 inches. She also ran on the 4x200 relay that clocked in with a school-record time of 1:56.55. Murphy was joined on that relay by Tessa Lopez, Elliyah Cloutier and Mackenzie McCormack.

Criminals targeting mailboxes, car parts Perhaps “thieves coming up with new ways to steal money” should be added to the old death and taxes saying.
