Neighbors express concerns over housing development plan By Jesse Buchanan Record-Journal staff

SOUTHINGTON — A plan for age-restricted cluster housing near the HillCrest development faced criticism from area residents. AA Denorfia Building and Development is looking to build 24 houses at 570 Meriden-Waterbury Turnpike. It’s a nine-acre property that currently has a single home on it. While the company could build about 10 homes under the existing zoning, company owner Tony Denorfia wants to change the zoning to an age-restricted cluster housing zone. It allows him to build more homes than normally allowed in exchange for preserving land, restricting sales to residents 55 and older and keeping some home prices affordable. Denorfia needs Planning and Zoning Commission approval for the zone change before he can submit a site plan application. The cluster housing zone has been used elsewhere in town, particularly by local developer Mark Lovley.

He said the project meets a need in town for low-maintenance housing for aging residents. “When you build for this age group, you want to make sure that it’s high quality and minimum maintenance living,” Denorfia said. Affordable three-bedroom houses will sell for around $290,000 while market-rate homes will go for more than $400,000.

Concerns from neighbors The property borders the HillCrest housing development. Several neighbors who spoke during the March 15 Planning and Zoning Commission meeting cited their bad experiences with the HillCrest development. Mary Ellen Hobson, a Blatchley Avenue resident, said she had significant flooding in her yard and home following the HillCrest development. She wasn’t opposed to the zone change for Denorfia’s project but was concerned about similar problems. See Housing, A2

Plainville Chamber to join collective Citizen report

PLAINVILLE — Seeking a “broader reach” for its members, the Plainville Chamber of Commerce has opted to join the Central Connecticut Chambers of Commerce, one of the largest chamber organizations in the state. The change goes into effect on April 10. “Our board has decided to join forces with the regional chamber in order to maximize visibility for our membership, and at the same

time, work cooperatively with five fellow communities in this regional chamber,” Plainville Chamber co-president Quinn Christopher said in a press release. “We feel the decision is timely and proactive in today’s business culture, one that makes sense in an age when regionalizing services is more effective, financially feasible and will underscore the positive business climate in Plainville.” See Chamber, A2

SOUTHINGTON — Leon López grew up seeing his family work in the food industry. He knew one day he wanted to own a restaurant. He achieved his dream, and exceeded it. He currently owns four food establishments and is looking to open a fifth location in Southbury during the summer. López opened the taqueria, Salsa’s Southwest Grill in Southington in 2013, in the space where Crazy Greek is now located. He decided to move the business to a bigger space across the street at 1156 Meriden-Waterbury Turnpike as the clientele grew. “We’ve been doing well ever since we moved,” he said. See Salsa’s, A6

The path to success has not been an easy one. López was born in Mexico and moved to the United States with family in the early 1990s when he was nine years old. His family always worked in the food industry. López followed those footsteps and worked at restaurants in Plainville. He was a bus boy, dishwasher and salad preparer. He said he wanted to

better himself and become good at what he did. In addition, he wanted to create his own dishes. He opened his first restaurant in 2004, De Paisano a Paisano in Plainville, but closed it in 2006. Now that he owns more restaurants than he ever thought he would, he is motivated to keep growing. “I really enjoy what I do,” he said and added that he likes to take care of his customers and employees. For López, cooking is his favorite part of the business, and the challenging part is having the “right team,” he said. Art Secondo, a former town councilor, became a customer when López opened his first business. “They just love serving food to people and they are very proud of their dishes,” Secondo said. “He’s worked hard to come from washing dishes to owning four restaurants.”

Secondo praised the restaurant for doing well despite the amount of competition in the area. The former president of the Southington Chamber of Commerce said the town has more than 100 restaurants.

“You have to be good at what you do to make people come back,” Secondo said. What makes Salsa’s different is “the atmosphere, it’s the whole place, it’s the service, it’s the little touch with the food,” Secondo added. In addition, they are “very dedicated” to the restaurant. On a recent snowy Saturday, 11 “Bigs” (adult mentors) and their “Littles” (mentees) from Big Brothers Big Sisters of Connecticut got together at Mount Southington for a day of outdoor winter fun. One of the matches showing off their skills on the slopes was Little Sister Eliana, from Plainville, and her Big Sister Sara Saucier, from Wethersfield. The Mount Southington Ski Area has generously offered free admittance and complimentary ski and snowboarding lessons to mentors and mentees in the Big Brothers Big Sisters of Connecticut program for more than 20 years. Middle School of Plainville sixth graders in Laura Meehan’s art classes recently created oil pastel cake drawings in honor of American artist Wayne Thiebaud, who passed away on Dec. 25, 2021 at the age of 101. Thiebaud was a painter best known for his colorful works depicting commonplace objects like pies, cakes, paint cans and ice cream cones. The students learned how to create the illusion of light and shadow in their cakes, and how to apply thick oil pastel to look like frosting. Wayne Andrew Melesky (CW4 Ret.) SAN ANTONIO, FLWayne Andrew Melesky (CW4 Ret.), 72, of San Antonio, FL, passed away suddenly on January 5, 2022 after a short illness. He was born on September 14, 1949 in Blue Hill, Maine, to the late Charles (Chic) and Bertha Melesky. Wayne was an Army helicopter pilot for 20 years serving in Vietnam, Korea, Germany and several stateside posts. During his distinguished active-duty career, he earned numerous military honors, including a Bronze Star, 21 Air Medals, an Army Achievement medal, an Army Commendation medal, a Broken Wing Award for safely landing a disabled aircraft, and numerous other medals and commendations. He retired from active-duty military in 1989. He spent many years working in government service and retired in 2017. Wayne is survived by his wife Carolyn of San Antonio, FL; his sons: Jeffrey of Tampa, FL and Phillip and wife Melissa of Prince George County, VA; two grandchildren: Catherine and Wyatt of

SOUTHINGTON- Susan G. (Dehnel) Pierpont, 66, of Southington, passed away at her home on Sunday, March 20, 2022. She had been the loving wife of the late Gary L. Pierpont for 23 years. Susan was born on November 24, 1955 in Meriden to the late Richard and Vera (Miller) Dehnel. She graduated from Southington High School, Class of 1973 and taught piano for 25 years. Susan was a member of the Tabernacle Baptist Church in New Britain. She had also been a member of The John Birch Society, Southington Chapter, since 2013. She is survived by two brothers, Rick Dehnel and his wife Laurie of Plantsville and Ron Dehnel and his wife Terry of Wolcott and many nieces and nephews. The former People’s Bank at 812 Queen St. where construction continues on a Jersey Mike’s Subs and Starbucks coffee shop in Southington.

SOUTHINGTON — Jersey Mike’s Subs and a Starbucks coffee shop are the two latest planned additions to the Queen and West Queen Street area. Those business could join a host of others that have opened in recent years on property owned by local developer John Senese. Both shops are slated to open late this summer in the former People’s Bank location at 812 Queen St.

Starbucks will use the drive through that’s part of the building. “We’re under construction,” Senese said Monday. He owns property on both sides of Queen Street near the West Queen Street intersection and has done extensive development across Queen Street from the former bank building. Senese has built a grocery store, an AAA center, restaurants and an urgent care center on land that used to be a factory, a small restaurant and some houses. Just north of the bank building, Senese brought in Smashburger and Noodles & Company restaurants. He’s got Chick-fil-A, Mission Barbecue and Chipotle Mexican Grill across the street. “That’s got a lot of good franchises in that circle,” Senese said.

Michelle brings with her more than 15 years of experience in sales and business development. In her role, she was responsible for driving growth and building relationships in the area of retail banking. For example, typically, subject to impact of the other factors, alimony wouldn’t be for longer than one-half the length of the marriage. Similarly, there isn’t a formula that dictates the division of assets and liabilities based on the length of the marriage. As with alimony, the judge must consider the other statutory factors. But

length of the marriage is especially important. Generally, the longer the marriage the closer to equal is the division. On the other hand, for a short term one- or twoyear marriage, the spouses would likely get what each brought to the marriage.

Working with an experienced family lawyer can help maximize the financial outcome. Sometimes strategic planning and timing, or even a legal separation in anticipation of a divorce, can add value with little cost.

There are rules that affect entitlements to governmental benefits based on the length of the marriage. Unlike Connecticut divorce law, many of these depend upon the marriage lasting a specific minimum number of years.

Lawmakers seek ban on flavored vaping products When her children entered middle school, Kim Estes made sure to warn them about the dangers of vaping. But that didn’t stop her young son from taking up the habit. “While we did not know it at the time, his vaping journey had begun at the early age of 10 years old after being introduced to scented vaping in middle school,” she told legislators at a public hearing last week. “His continued vaping since then has been dictated completely by which flavorings he likes and which he avoids. Non-flavoring products make him gag; he requires the flavorings to make the nicotine palatable ... I cannot get the vision of my 10-year-old child vaping out of my mind.” For the third year in a row, lawmakers are considering a ban on flavored vaping products. Connecticut is one of few states in the region that has not adopted a prohibition on flavored e-cigarettes. New York, New Jersey and Rhode Island have barred the sale of flavored vaping products. Massachusetts banned all flavored tobacco items, including flavored cigars, cigarettes and vaping goods. The proposal was raised in Connecticut in 2020 as part of Gov. Ned Lamont’s budget but was unsuccessful. Lamont had recommended banning flavored vaping products and increasing the tax on all e-cigarette liquids. Last year, a bill barring the

sale of flavored cigarettes, tobacco products and ecigarettes was watered down and then shelved. A version of the plan was also added to the state budget implementer but was scrapped. The proposal has become a victim of timing, priorities and money, among other issues. In 2020, the legislative session was suspended just over a month after it started due to the COVID-19 pandemic. The budget was adopted in a special session. Last year, despite a long session, lawmakers said they dealt with a volley of health care legislation, some of which took higher priority. Officials with the state’s nonpartisan Office of Fiscal Analysis estimated that Connecticut would lose $198 million in revenue from the ban during the first two years — another sticking point. This year, the proposal would target only the sale of flavored vaping products (not flavored cigarettes or cigars). But even in its streamlined form, the bill has triggered pushback from e-cigarette makers, users and store owners. and people who say that vaping — including flavors like menthol — is an important alternative for those who are quitting smoking. In its current form, the measure would ban the sale of menthol flavored vaping products.

But then there’s the argument that we’re hurting small businesses. “We’re trying to come up with a reasonable solution.” Steinberg said legislators are weighing the need to keep certain vaping products around for people who are trying to quit cigarettes against the dangers of youth vaping. From 2017 to 2019, the use of vaping more than doubled among high school students, from 11.7% to 27.5%, and tripled among middle school students, from 3.3% to 10.5%, according to the 2019 National Youth Tobacco Survey.
