Housing plan gets approved

Local mom’s been helping out PARC for over 30 years

SOUTHINGTON — Town zoning officials unanimously approved an affordable housing plan, although any local changes suggested in the plan would require a subsequent vote.

PLAINVILLE — One in four adults in the United States lives with a disability, but not all have access to the resources they need.

The plan was prepared by Glenn Chalder of Planimetrics, a consultant hired by the town. The study he produced on affordable housing in Southington was prompted by a state requirement.

PARC began in 1957 with a group of parents who had children with disabilities. At that time, a lack of resources prompted parents to develop a system where they could help one another.

State officials consider housing affordable if it consumes no more than a third of the income of a household making 80 percent of the state median income. See Housing, A4

Located at 28 East Maple St., PARC started as a support group for parents who were often told to place their children in institutions. It is now a place for parents to share stories, conduct research and share daily challenges.

Youth survey reflects impact on mental health By Jesse Buchanan Record-Journal staff

SOUTHINGTON — Reported suicide attempts and depression edged up in the latest survey of local youth while more young people also reported they believed substances like alcohol and tobacco are harmful.

A glance at the non-profit’s calendar shows life skills training, swimming, a paint night, a science night, and bowling. Some of the other services PARC offers include basic consumer skills and cooking classes.

Plainville residents Peggy Romine and son David Romine are pictured. David, 41, has been attending PARC programs since he was 3, and Peggy is a longtime member of PARC’s board of directors. The Plainville non-profit has been helping people with developmental disabilities for more than 60 years.

The study is commissioned every two years by the Southington Town-Wide Effort to Promote Success, a local substance abuse prevention coalition. The Search Institute conducted the February survey of more than 1,300 students in 7th, 9th and 11th grades.
