Housing plan gets approved
Local mom’s been helping out PARC for over 30 years

SOUTHINGTON — Town zoning officials unanimously approved an affordable housing plan, although any local changes suggested in the plan would require a subsequent vote.
PLAINVILLE — One in four adults in the United States lives with a disability, but not all have access to the resources they need.
The plan was prepared by Glenn Chalder of Planimetrics, a consultant hired by the town. The study he produced on affordable housing in Southington was prompted by a state requirement.
PARC began in 1957 with a group of parents who had children with disabilities. At that time, a lack of resources prompted parents to develop a system where they could help one another.
State officials consider housing affordable if it consumes no more than a third of the income of a household making 80 percent of the state median income. See Housing, A4
Located at 28 East Maple St., PARC started as a support group for parents who were often told to place their children in institutions. It is now a place for parents to share stories, conduct research and share daily challenges.

SOUTHINGTON — Reported suicide attempts and depression edged up in the latest survey of local youth while more young people also reported they believed substances like alcohol and tobacco are harmful.
A glance at the non-profit’s calendar shows life skills training, swimming, a paint night, a science night, and bowling. Some of the other services PARC offers include basic consumer skills and cooking classes.

Questions are designed to find out whether youth are engaging in risky behaviors, whether they have support from parents and other adults and how they feel about their lives.
“What’s encouraging is that although we know COVID was going to affect numbers around mental health, suicide, even past 30 day drug use, we know our prevention is working,” Albanese said. Albanese and STEPS have been working with the Police Department on a curriculum that will be a successor to D.A.R.E. in the upcoming school year. In addition to educating fifth-graders on the dangers of drugs, alcohol and tobacco, the new program will include age-appropriate mental health support. Deputy Police Chief William Palmieri said the previous goals for prevention now encompass more than just convincing kids to stay away from drugs. The new curriculum, under development, will reflect that. “Prevention has grown tremendously,” he said. “We need as a community to adjust our methods and our strategies to address that.”

said they’d attempted suicide one or more times. That number rose to 14 percent in the recent survey. Questions relating to self-esteem showed that Southington youth thought less of themselves this year than in 2020. While 45 percent of students two years felt they had positive self-esteem, only 36 percent felt similarly this year. Slightly more students reported feeling sad or depressed in the past month in this year’s survey. “What we are concerned about are some of the mental health issues we’re seeing from our youth,” Albanese said. Palmieri said police have responded to suicide attempts for youth as young as 11 years old over the past few years. None have resulted in death. “We haven’t had a child take their life by suicide,” he said.

An exception is cannabis. Youth perception of risk in using cannabis has dropped from 83 percent in 2010 to 66 percent in the most recent study. The legalization of marijuana helped change youth perceptions. “We can see that really affects the trend,” Albanese said. “Our kids are not thinking that cannabis is harmful at all.” She said all substance use below the age of 25 is detrimental to brain development.

After the curriculum is developed, officers from Southington and New Britain will be trained to teach it. Peggy Romine has been a member of PARC’s board of directors since her son David was a child and first started in PARC programs over 30 years ago. “David started going to PARC when he was three years, and he’s 41 now. He was going to their summer camp,” Romine said. “This was a good way to get kids on a schedule when there was no school.” Peggy Romine said that it was also an excellent way to keep kids connected. Her position on the board involves finances and scheduling. Many other board members also have children who attend PARC programs.
“David likes people to be in his world and doesn’t necessarily care if he’s in your world,” she said. Public education can present challenges for parents with children who have a disability. The law states that a child cannot be in public schools past 21 years of age. This makes it difficult for parents to decide where to send their child to next. Since PARC is in their hometown, the choice was easy, as David was already involved with their programs. He goes there a couple of times a week and to another program on the other days. PARC Executive Director Erica Donovan said Peggy Romine is a terrific resource for the organization.

Letters to the Editor Poppy history Editor : After World War I, the poppy flourished in Europe. Scientists attributed the growth to soils in France and Belgium becoming enriched with lime from the rubble left by the war.

DEEP: Bear sightings expected to increase By Lauren Sellew Record-Journal staff
SOUTHINGTON — A recent bear sighting on the road leading to Strong Elementary School prompted a warning call to parents. Staff spotted a lone male bear on the entrance road to Strong Elementary School off Marion Avenue the morning of May 13, Superintendent Steve Madancy said. The town’s Animal Control Officer responded and confirmed the bear had moved along, Madancy said. The timing of the sighting was around when students would be arriving for school, so staff made the decision to send out an automated phone message because

For many veterans, every day is Memorial Day By Joseph Reagan
On Memorial Day, 1945, Lt. Gen. Lucian Truscott voiced remarks at the Sicily-Rome American Cemetery at Nettuno, Italy. Turning his back on the assembled VIP’s he faced the rows upon rows of
headstones and apologized to the 20,000 fallen Americans who had been laid to rest far from home. He was quoted as saying, “All over the world our soldiers sleep beneath the crosses. It is a challenge to us – all allied
nations – to ensure that they do not and have not died in vain.” Fast forward to Memorial Day 2022. The familiar voices of brothers in arms begin to call one another on the phone. People usually think
of reconnecting with former military buddies as a joyous happening. Conversation topics are not always pleasant, however, as suicides continue to silence the voice of our brothers. The Greatest Generation understood war. At home they experienced rationing, schoolchildren collected scrap, and women took up factory jobs, while overseas troops endured combat and were witness to some of the most brutal atrocities in the modern age. When the war was over, the shared sacrifice of a generation united them and helped them solve tough problems.

In subsequent wars, such as Korea and Vietnam, veterans did not experience the same level of understanding and thus turned their voice inward or used it to fight for one another regarding Agent
Orange, PTSD, and other once-silent conditions. When it comes to the War on Terror, while only 1 percent of Americans served post 9/11, it seems 100 percent of the country used their voice to express opinions as this shared history unfolded. For Korea and Vietnam veterans, war was not a shared experience. Therefore, various voices helped further the national conversation regarding the treatment of veterans, leading to safer and more thoughtful approaches. Unlike the veterans of Korea and Vietnam, the veterans of the last several decades did not return home to voices of dissent that could be addressed directly. Why Redistrict? By law, every ten years in the United States a census is taken. The amount of people living in each State, and each Congressional District changes. Because of the one man one vote ruling of 1964, each State then must redistrict the Federal Congressional Districts, as well as the State House and State Senate Districts. The new redistricting plan must be passed by the State House, the State Senate and signed by the Governor in to Law. It is up to the local Registrars to fit the local voting district into the new State Legislative Districts. In Southington we have all or part of four legislative Districts. Part of the 22nd, 30th, 80th and all of the 81st. This has been set by the State. Our new 1s,t , 2nd, 3rd and 4th districts are the 81st Legislative district; the 5th and 6th districts are Southington’s part of the 80th; the 7th district is our part of the 22nd ; with the 8th and 9th districts being Southington’s part of the 30th Legislative District. The Polling locations have been approved by the local Town Council with advice from the Registrar of Voters. cussions bring rise to the question: Do people really remember why we hold our veterans in a place of honor? For years, voices saying meaningless phrases like “the enemy gets a vote” or “there’s nothing you could have done” were meant to comfort those who have held the heavy responsibility
of leading troops in combat. However, many people seem to lack the understanding that our hearts have been forever scarred by the invisible wounds of war, scarred by guilt and grief, and by the longing for forgiveness that will never come. Even if forgiveness was offered, it would be hard to accept, as no mere words can undo a life experience. And because of this, we often feel isolated, misunderstood, and under-
valued. Therefore, our voices remain silent. As conversations with the voice on the other end of the phone come to their inevitable conclusion, I am reminded that to remain silent is a betrayal of my obligation to those who made the ultimate sacrifice. As we gather as one nation this Memorial Day, my hope is that instead of directing shallow words of gratitude at

In both our words and actions, let us all commit ourselves to serve the country to which they gave their lives. It’s often said that for those who have served “every day is Memorial Day”; a traditionally silent observance in the veteran’s mind. Usually, a moment of silence on this day is a welcomed and solemn way to honor the voices from our past. But for myself, after losing three
former soldiers to suicide in the past few months, silence is no longer an option and the freedom to use our voice is the greatest gift that our veterans have to offer this Memorial Day. Joseph Reagan is the Director of Military and Veterans Outreach for Wreaths Across America. He served eight years on active duty as an officer in the U.S. Army, including two tours to Afghanistan with the 10th Mountain Division. He is the recipient of multiple awards and decorations, including the Bronze Star and the Purple Heart.

Plainville schools honor stand-out teachers Plainville Community Schools launched a new tradition this year, selecting a Teacher of the Year at each of the town’s five schools. The honorees are: Cassandra Smith-Johnson, Linden Street School; Morgan Campbell, Frank T. Wheeler Elementary School; Rob Silliman, Louis Toffolon Elementary School; Melanie Olmstead, Middle School of Plainville; and Deb Pikiell, Plainville High School.
This new tradition provides the opportunity for each school community to select their own Teacher of the Year to be honored. The five school-based Teacher of the Year award-winners will be celebrated at the school district’s 2022-23 Convocation program, along with the district’s Teacher of the Year, who will be announced soon.

PARC honors ‘Shining Stars,’ Petits at annual Spring Dance When Luis Fernandez received his PARC Shining Star Award, with a whoop he leapt across the dance floor. His joy echoed the feelings of many of the people attending the PARC Spring Dance May 7 at Testa’s restaurant in Southington. It had been several years since the non-profit had held its annual dance that celebrates members, families, staff and supporters.

She is also survived by her stepmother and dear friend, Bette Flynn of Middletown, brotherin-law, Peter McGowan of Framingham, MA and a large extended family; James Kennedy of Otisville, NY, Paul Kennedy of North Easton, MA, Mary Kennedy Hietala and husband Craig of Enfield, Joseph Kennedy and wife Nancy of Somerville, MA, Francis Kennedy of Southington, Stephen Kennedy of Newington and numerous cherished nieces and nephews. Rita was predeceased by her sister, Evelyn McGowan. SOUTHINGTONRita (Flynn) Kennedy, 74, of Southington, passed away on Thursday, May 19, 2022 at HOCC in New Britain, after courageously battling a series of illnesses over the past 11 years. Rita was a smart, feisty, funny and loving person. You always knew where you stood with “Rockin’ Reet!” Rita was born on October 28, 1947 in Middletown to the late William and Irene (Callahan) Flynn. She graduated from Middletown High School in 1965 and went on to earn her degree from the Chandler School for Women in Boston. Rita’s career took various turns until she founded the employment search firm, The Kennedy Company, in 1978. After taking some time to raise her family, Rita re-entered the workforce and took a position as a paraprofessional at Southington High School, retiring in 2014. Rita’s greatest joy was being “Nana” to her cherished grandchildren. She adored Ella and Owie (“Nana, my name is Owen!”). She enjoyed so many good times with the LaBellas and the DuBoses over the years. Hosting holidays with the McGowans was a joy to her and showed her fierce commitment to family. And she would love carousing with her buddy, Judi Housman, with whom she traveled to UCONN women’s NCAA Final Fours in Philly and New Orleans. She became a rabid, and knowledgeable, sports fan, following the Yankees, the Celtics and UCONN men’s/women’s basketball. Rita leaves behind her husband of nearly 54 years, John A. Kennedy, Jr, two sons,

Obituaries Caregiver series
PLANTSVILLELaurie Ann (Domrad) Day, 67, of Plantsville, passed away at home surrounded by loved ones after her courageous battle with cancer for many years on Monday, May 16, 2022. She was the loving wife of Ozzie Day, Jr., for 38 years. She was born on August 26, 1954, in Meriden to Ann (Jankowski) Domrad and the late John Domrad. Laurie graduated from Southington High School Class of 1972. She became an insurance agent and retired early to care for her grandchildren. Laurie enjoyed listening to music, riding motorcycles and travelling the world with her husband. She also enjoyed spending time with her grandchildren and great grandchildren. In addition to her mother and husband she leaves her daughter Carrie, her grandchildren Laura, Zachary, Arianna, Brely and her great-grandchildren Nina and Greyson. She is also survived by her four sisters, Sharon Kraft and her husband Kenneth, Diane Hamel and her husband Gary, Kathy Domrad and Tammy Kuzmich; mother-in-law Ann McGrath; sisters-inlaw, Pauline Domrad, Cindy Day and Jackie McGrath, along with many nieces,

Rugged runners tackle Ragged Mountain By Nicole Zappone The Citizen
BERLIN – It started as a scorching and humid Saturday morning, but that didn’t stop runners from competing in the third annual Run Ragged Last Person Standing race throughout Ragged Mountain. Each runner must complete a 5K, which is 3.1 miles, to continue every hour. If they miss the hour mark, they’re disqualified. “Most runners are deter-
mined to hit that 100-mile mark,” said Race Director Dave Hoople. “The runners can do a fast hike if they choose to do so,” Race Director Karen Prado pointed out. Hoople said they started the race with about 30 runners. At 11 a.m. on Sunday, it was down to three — Tony Didomizio from Rocky Hill, Lance Reed from Preston, and Michael Portanova from Burlington.

Maryellen Kuczuk SOUTHINGTONMaryellen (Baner) Kuczuk, 76, of Farmington, formerly of Southington, passed away peacefully on Sunday, May 22, 2022 at HOCC of New Britain. Maryellen was born in Brooklyn, NY, on July 19, 1945. She worked in the banking industry for many years and was a former member of the Kiwanis Club in Southington. Maryellen always put others first. She was a loving and dedicated mother whose life centered around her two boys. Having a close and loving family meant everything to Maryellen. She has been reunited with her son, Ron and beloved sister, Judy. Maryellen is survived by her son, Michael Kuczuk and his wife Jennifer of Farmington and her 3 grandchildren, Benjamin, Evan and Kendall. She is also survived by her brother-in-law, John Weiss of Port Orange, FL, two nieces, Jodie Cormier and Deirde Cesario, one nephew, John Weiss and five greatnieces. Maryellen was predeceased by her loving parents, Michael and Eileen Baner, her son, Ronald W. Kuczuk, Jr. and her
sister, Judith Ann (Baner) Weiss. At about 4 p.m., it was reported that Didomizio finished his race at 96.1 miles. “When it comes down to the final two, they must continue going. Even when one person is left, they have to loop on their own,” Prado said. “They don’t win the race if they don’t finish that loop.”
“There were 31 runners who signed up for the race, but only 29 showed up this year,” Prado said. “We limit this to 50 because this is in a neighborhood, and to keep the noise down.”
Prado also noted this isn’t a trail meant for over 50 runners. “The guys and girls here are in it to win it,” she said. Participants received medals hand-made by Ragged Cuts, with the winner receiving a special plaque created by the local business. See Mountain, A53

Education funding bill fails, advocates vow to bring it back in 2023 A bill that would have enhanced state funding for all types of public elementary and secondary schools bogged down this spring amid fears that it would force primary education and early childhood development programs to compete for the same dollars. But leaders of the General Assembly’s Education and Appropriations Committee said the measure will be reconsidered in 2023, as it is crucial to correct funding inequities facing magnet, charter and vocational-agricultural schools. “There were a lot of huge, big-ticket items that had to be negotiated” in the regular 2022 session that adjourned May 4, said Sen. Doug McCrory, D-Hartford, the education panel’s co-chair. “I think there’s a lot of interest in approaching this again.” At issue was a bill that would accelerate a 10-year plan crafted in 2017 to bolster the Education Cost Sharing program, the state’s major operating grant for local school districts. It also redistributed aid gradually, shifting resources from wealthier communities to poorer ones. But while that 2017 effort was focused more on aid for traditional schools, this bill — some education advocates say — was fixing an oversight, updating formulas for all types of public schools. And many magnets and charters serve students in some of the state’s poorest communities. An original version of this bill would have increased education funding by $237 million starting in the 202425 fiscal year. An amendment would have bumped the increase to $277 million.

MERIDEN — The city has so far received more than $36.58 million in requests to fund projects with COVID-19 relief funds made available through the American Rescue Plan Act. South Kensington Fire Department was on site to provide medical care if needed. Chief Andy Hrubiec attended with his young sons, and they enjoyed walking around the trail themselves. “We regularly respond out here for lost hikers, cliff divers, cliff jumps, and decided that we would place some of our apparatus for ease and quickness,” Hrubiec said. The last person standing at this year’s race was Lance Reed, finishing with a total of 105.4 miles. The race started at 8 a.m. Saturday morning, and Reed completed his last loop at about 4:56 p.m. Sunday evening. Last year’s winner was Justin Kousky from Westport, who finished at around 5 p.m. on that Sunday with 105 miles. “The proceeds go to organizations that directly and indirectly support us throughout the year,” Race Director Stacey Clark said. “Connecticut Forest and Park Association is a big beneficiary.”

The R-J doesn’t pick All-Rookie teams. If we did, our first-round selection would be Robert Herzman, freshman, Wilcox Tech. Herzman was a consistent contributor at the plate and on the mound for the Wildcats in their 15-5 regular season, which has them at No. 6 in the Class L playoff rankings. Herzman closed the season going 2-for-3 vs. Bullard-Havens and 3-for-6 with a single, double and triple vs. Windham Tech.
Senior shortstop Emily Chase just wrapped up an exceptional four-year softball career with the Lyman Hall Trojans. With three hits in her final game, a 9-8 Senior Day win over Branford, Chase finished her final season with a .439 batting average and .513 on-base percentage. The leadoff hitter also stole 17 bases. Chase has been named to the All-SCC First Team. She was also All-SCC First Team in cross country.

Maloney senior right-hander Ryan Killeen thrust himself upon the Athlete of the Week stage with Monday’s 1-0 shutout of Platt in the regular-season finale at Ceppa Field. Matched up with unbeaten Platt ace Brandon Cahill, who held the Spartans to two hits, Killeen persevered with a 3-hitter in which he fanned nine, walked three and didn’t allow a hit until the fifth inning. Killeen also drew a walk and scored the game’s lone run.
While the upcoming state tournaments will decide the final story, Cheshire’s Alex Orlins holds the inside track for Record-Journal Girls Tennis Player of the Year. And she’s only a freshman. Holding down No. 1 singles for the Rams, Orlins won all of her matches during the regular season, often in dominating fashion. And while Cheshire lost to North Haven in the SCC quarterfinals, Orlins won her match that day 6-1, 6-0.

This week’s AOTW selections were made prior to Tuesday’s CCC South championship track meet, so there’s no telling what Antwone Santiago did there. We just know what he did in the Maloney-Platt rivalry meet. Making a claim for being the area’s top male athlete, the All-State football player won the shot put at 47 feet, 7 inches and, in his first attempt in the event, broke a 59-year-old Platt record in the long jump at 23 feet.
There’s a photo Aaron Flaum took this season of Sam Sullivan swinging a bat that Ted Williams would admire. Simply textbook lefty. The late Joan Joyce, who famously fanned Williams, would probably admire Sullivan’s work in the circle. SHS capped the regular season Monday with a 4-0 shutout of Hall in which Sullivan threw the first 3 innings of a no-hitter and went 2-for-3 at the plate.
