Plainville announces ‘innovative’ 4-day work week program

The Town of Plainville is pleased to announce the commencement of an innovative six-month pilot program aimed at enhancing services for residents while adopting a four-day work week schedule for our dedicated staff.
Beginning Monday, Aug. 21, the Municipal Center, Recreation Department and Youth Services Department will be adjusting their hours of operation to provide extended accessibility to the com-
munity. The revised hours: Monday to Wednesday, 8 a.m. to 5 p.m.; Thursday, 8 a.m. to 6 p.m. The Municipal Center, Recreation Department and Youth Services Department will be closed Friday. The Senior Center is also participating in the pilot program, offering the following hours: Monday, 8 a.m. to 6 p.m; Tuesday to Thursday, 8 a.m. to 5 p.m. The Senior Center will be closed Fridays.

Glitter, glamour at ArtBra fundraiser in Southington

Schweitzer-Schilling is the designated backstage mom for all the models at the annual ArtBra fundraiser hosted by After the Storm Inc. Armed with a hot glue gun, bobby pins and extra glitter, Schweitzer-Schilling races backstage, helping everyone get ready for the big show.
On top of her job as a backstage mom, SchweitzerSchilling is an ArtBra creator, and this year, she was inspired by her work as a former mammography technician. She explained that she wanted to highlight the importance of annual breast cancer testing.
“One thing I wanted to stress is educating women regarding mammograms,” Schweitzer-Schilling said.

Lamont supports moving ticketing probe to feds

Gov. Ned Lamont on Monday backed the chief state’s attorney’s decision to hand over to federal authorities a criminal investigation into state police who allegedly submitted tens of thousands of phony traffic stop tickets to Connecticut’s racial profiling database.
“I think it’s appropriate,” Lamont said. “I think Pat Grif-
fin, the state’s attorney, thought it was important to step back and let them. We’re gonna coordinate in any way we can, be absolutely forthcoming, no stone left unturned.”
The governor’s comments were in response to a recent statement from Griffin, Connecticut’s top prosecutor, who told WTNH News 8 that he has relinquished control of the criminal probe into the potential wrongdoing to the U.S. Department of Justice.
“I think DOJ brings the tools and the resources necessary to conduct this investigation, on the one hand. On the other, I think that the investigation will be thorough,” Griffin said. “I think that it will be independent, and I think when it’s concluded, I’m hopeful that we’ll get to
the bottom of this. If people need to be held accountable, either in federal court or in state court, we’ll do that.”
Neither the Justice Department nor Griffin responded to additional questions about the probe on Monday. But Lamont’s endorsement of the DOJ investigation comes as advocates and lawmakers have called for more accountability and transparency from the state.
Last summer, Hearst Connecticut Media Group revealed how, in 2018, four state troopers had fabricated hundreds of traffic stop tickets for better assignments, pay increases, promotions and specialty vehicles.

Schweitzer-Schilling said since Halloween and Breast Cancer Awareness month both fall in October, she was looking to contrast the macabre of the bats with the brightness of the pink breast cancer ribbon.

“It really feels like everyone has a connection to somebody one way or another and it all kind of gets linked to that whole cancer survivorship,” Villamizar said as she put the finishing touches on her makeup. “Everyone has had their own experi-
ence with [breast cancer] or has a family member or has some kind of close relationship, so it really has become this community of people that become family.”

She founded After the Storm Inc. in 2009 to fund integrated medicine programs at local hospitals so that other cancer patients and survivors can feel the peace she experienced during her recovery. She said they have helped over 11,000 cancer survivors receive services since.
All the funds raised yearly go to the Middlesex Cancer Center, Hartford HealthCare, Griffin Health Hospital, Bristol Hospital and the ECHO Cancer Foundation.
At the time of publication, Willett didn’t have a total profit from ArtBra 2023. She said their last two runways raised an estimated $60,000 each in 2019 and 2022.

Urgent centers for kids’ mental health crises open

Children in mental health crisis can now go to one of the state’s four urgent crisis centers to get help rather than risking an hours-long wait in the emergency room for care, officials said last week. Wednesday, Aug. 2 marked the grand opening of The Village for Families and Children‘s urgent crisis center in Hartford. The centers are designed as walk-in, outpatient clinics for kids who are having behavioral health crises such as thoughts of suicide or selfharm, depression, anxiety or out-of-control behavior, among other mental health issues.
The openings, which have occurred over the past few weeks across the state, are the result of 2022 legislation that offered a wide range of support for children’s men-
tal health. Mental health was a defining issue for that legislative session amid heightened reports of behavioral health problems among youths.
“What we’re doing over here is transformative, not only for The Village. It’s transformative for the state,” said Galo Rodriguez, president and chief executive officer of The Village.
The other centers are at Yale New Haven Hospital in New Haven, The Child and Family Agency of Southeastern Connecticut in New London and Wellmore Behavioral Health in Waterbury.
At the Aug. 2 opening ceremony, Gov. Ned Lamont recalled the daily reports on the calls to the state’s 211 line over the early months of the pandemic. He noted a shift in questions to the center.
“Those first couple of months, it was: ‘Am I going to die?'” Lamont said. “And then as time went on, it was calls more likely to be from young people saying: ‘How am I going to survive?’”
As the second year of the COVID-19 pandemic began in Connecticut, health care providers reported a growing crisis as more children began showing up at emergency departments. Many were suicidal, out of control, or were dealing with eating disorders.
This resulted in overwhelmed emergency departments and long waits for care for the kids who urgently needed help.
The pandemic exacerbated pre-existing mental health problems among the country’s youths. It was difficult for many to access care, and kids whose lives were disrupted with school closures
struggled. In December 2021, the U.S. Surgeon General issued an advisory on a national youth mental health crisis exacerbated by the pandemic.
The state legislature passed three sweeping bills that aimed to address mental health care in schools and early childhood as well as fund mental health services in medical centers, educational facilities and in the community. The Department of Children and Families has $141 million per year in recurring state and federal funding for behavioral health services and another $74 million in one-time funding allocated from the American Rescue Plan Act, DCF Commission-
er Vannessa Dorantes said. Other agencies such as the Department of Mental Health and Addiction Services and the Department of Social Services manage additional money for behavioral health services, Dorantes said.
“As a state, we are committed to making sure that the children that we serve are going to be happy, they are going to thrive, and that they are going to know that when they are experiencing crisis, and fear and anxiety, that we’re here to prop them up,” Dorantes said.
Rep. Tammy Exum, D-West Hartford, noted that the centers need more than the one-time COVID relief funding to be effective.
The centers have up to 72 slots, according to a press release.

Roberta (Nolan) “Bobbie” Wall, “loving mother, grandmother and greatgrandmother, 96, of Plantsville and formerly of Waterbury, passed away peacefully on Wednesday, August 2, 2023 at The Summit in Plantsville with her family by her side. She was the widow of William Wall.
Roberta was born on December 29, 1926 in Boston, MA, a daughter of the late William and Anna Marie (Hanley) Nolan. She was a graduate of Boston University in 1948 with a degree in Medical Technology. Prior to retiring, Roberta worked as the supervisor of hematology at St. Mary’s Hospital for 30 years. She was the former president of the St. Mary’s Hospital 25 Year Club. She was a longtime parishioner of SS. Peter & Paul Church and the former president of the church’s Madonna Guild.
Roberta is survived by her two daughters, Susan Wall and Roberta “Bobbi” Nappi of Southington, two grandchildren, Alexandra Lacroix and her husband, Steven and Christopher Nappi, two greatgrandchildren, Avery and Brody Lacroix and several nieces and nephews. She was predeceased by her brothers, Dr. William, Paul,

The report outlined how the falsifications by state troopers and constables compromised the accuracy of racial profiling data, which the state collects annually. It also acknowledged that investigating the motives for the fabrications was not part of the audit.
After the audit’s release, Griffin’s office said it was launching an investigation into “the information received recently through the academic report” but declined to comment further on the nature of the inquiry or whom it involved.

“It’s not like the most tiring one and it’s not the last one so you’re not all tired out,” DePasquale said. It’s also because he’s on the swim team, he later added.
About 600 children ages 5 to 13 participated in this year’s Race4Chase kids’ triathlon at Camp Sloper on Saturday. For six weeks, 19 regional YMCAs and community centers held training camps to prepare participants for the program’s finale: a real USAT-sanctioned kids’ triathlon, where all 19 camps gather to compete.
Race4Chase is held annually in memory of Chase Michael-Anthony Kowalski, who won his first triathlon when he was 6 years old. A year later, he was killed in the Sandy Hook school shooting. The race is funded through the CMAK Foundation, which was established by Rebecca Kowalski, Chase’s mother, and her
husband Stephen in 2014.
“Grief is weird,” Rebecca said. “It can take you back to that moment and then 10 years later, you’re here and we’re watching these kids and everything that they’re doing and it makes us so proud of what we’ve accomplished just honoring Chase.”
Giving back is the essence of Race4Chase, Kowalski added. There’s a communal bond that comes out of so many age groups working together.
“Chase will never have a family. He’ll never get married. He’ll never have children of his own,” Kowalski said as strings of triathletes sprinted toward a grassy hill.
“But this is his family. This is the CMAK family. And every year, it grows and more kids get involved and more kids feel his magic, feel his love.”
With 600 participants, an event at this scale can be hectic for organizers. However, the race itself offers enough positivity to compensate.

“The day-of there’s a lot of preparation and anxiety and just nerves that go through,” said Ashley Fedak, the director of membership and health and wellness at Stratford YMCA. “But once you’re here, it’s just such an
overwhelming feeling of just gratitude.”
For Sarah Roper, this year was her first time at Race4Chase. Her nephew Christopher has done it for three years, while his little
brother just got to experience his first. Aside from seeing them smile “ear to ear, ” Roper especially loved seeing the outpouring of support for all the triathletes.
“That’s not even your kid and you see them running or biking and you see the last swimmer and you’re still cheering for them,” she said.
“I think that’s pretty awesome. That’s how you know the crowd is here for the right reasons.”
Amid clusters of children, volunteers and families, countless dragonflies hovered above heads, adding to the day’s buzz.
To Kowalski, their presence was a sign.
“Chase is flying around and he’s got his friends with him, showing them, ‘Look! Look what we created. Look what my mom did. Look what my dad did. Look what my sisters and all of these kids are doing,’” she said.
“We know he’s here. We know his energy is here.”

CT extends free school meals through ‘23-24 academic year

A $16 million investment into the Connecticut school meals program will give thousands of students free breakfast and lunch through the upcoming school year.
Funded with federal COVID19 relief funds, the program extension goes through June 2024.
Officials said the money will be spent “supporting students and families in two very important ways.”
“The funds will be used to enable the provision of breakfast meals at no cost to our students in schools that participate in the federal school breakfast program that ensures that every student can begin their day with a nutritious meal, fostering a conducive environment for learning and growth,” said Department of Education Commissioner Charlene Russell-Tucker.
The free breakfast program will be open to any student who is enrolled at a school that serves breakfast. To date, about 114 districts offer breakfast and according to Russell-Tucker over 177,000 students will benefit from the expansion.
The funds will also allow students who qualify for reduced-price meals to instead receive food for free.
“That means approximately 13,197 reduced-price-eligible students will be able to receive a lunch at no cost,” Russell-Tucker said. “For a family of three that usually pays for reduced meals for the students, they’ll be saving $378 for the entire school year.”
Despite their enthusiasm at the news conference at Charter Oak International Academy in West Hartford Monday morning, Gov. Ned Lamont and other lawmakers in attendance made no promises about the program’s future after American Rescue Plan Act funds expire next year.
“I think making sure that our kids are well fed at school, getting into the day and end of the day, is really important,” Lamont said. “We’ve got free lunches in most of our urban areas, extending it now to our suburban towns as well, to make sure that nobody’s left behind. I think we’re just getting started.”

Thursday, Aug. 3, before a crowd of seniors at Cheshire retirement community Elim Park, Lamont signed “An Act Concerning Financial Exploitation of Senior Citizens. ”
The new law allows financial institutions to temporarily suspend transactions if they
are deemed suspicious of financial exploitation, which is defined as “taking advantage of an eligible adult by another person or caretaker for monetary personal, or other benefit, gain or profit.”
Under the law, which takes effect July 1, 2024, banks and credit unions can take action to hold transactions for 45 days that they suspect may be fraudulent, and are encouraged to watch for such transactions by the promise
of immunity from financial liability for denying the transaction. “A lot of folks are looking out for you and taking care of you,” Lamont told the seniors.
“This doesn’t take away your independence,” said state Department of Aging and Disability Services Commis-
sioner Amy Porter. “This is giving you the tools to fight the fraud.” Those committing the fraud “are getting smarter every day and this strengthens the response to fraud.”
Everyone has been touched by fraud, Lamont said, including his mother-in-law,

who he said was asked to make a donation to a charity. That one-time donation turned into a monthly gift without her knowledge, he said.
The state also isn’t immune to fraud, he said, noting that it has found $3.8 million worth of unemployment fraud which it was able to end.
“You now have banks looking out for you,” he told the seniors, and added that having a person they trust involved in the effort is invaluable. “That is one of the most important things.”
“This is a really big deal,” said state Rep. Liz Linehan. Her father, who suffers from dementia, deals with such scams all the time, she said.
“The state is doing its part to arm you with ways to do something about it,” Linehan said.

whether the state is prepared to fund universal free school meals next session, Lamont said his administration and lawmakers have to “see how successful this is and see what the budget looks like next year.”
“I think many of us are committed, it’s just how much we can go up in increments. Sometimes going up all at once is very difficult,” Rep. Anthony Nolan, D-New London, added. “It has to be an agreement between both sides in the House and both sides in the Senate. It’s just gotta be agreeable, so that we don’t hurt either side too much. I think increments, as the governor chose to do this year, is the best at this time.”
According to state data, 42.4% of Connecticut students, or about 216,000
school-aged children, were eligible for free or reducedprice meals last school year, a 2% increase from the 202122 academic year.
“One in eight kids in this state are food insecure, and many kids even those kids that aren’t counted their families have food insecurity that we can’t even pretend to know about,” said Lucy Noland, the policy director at End Hunger Connecticut.
“One thing we learned during the pandemic was that
kids need the meals to get going and to get ready to go to school and learn. … There is a reason that schools serve breakfast during state mandated testing times. I think that when we learned that our kids need these school meals, we learned it during a period where there were no school meals and the kids didn’t eat breakfast. They wouldn’t eat breakfast [or] eat lunch when they had to pay for it, so it is critically important that we have this.”

said she finds her inspiration for the bras in everyday life. For example, in addition to “Pretty in Pink,” she collaborated on a Kentucky Derby bra inspired by the iconic hats women wear to the races. This “Run for the Roses!” bra sold for $1,600.
Mary-Beth Gossart said she loves the ArtBra because it allows her to express her creativity while helping raise money for a good cause.
“The higher the number goes up, the more exciting it is because [Willett’s] gonna get to give out money to one of the hospitals and it’s going to help somebody,” she said.

“It’s hard to be on a list when your child is in crisis right in front of you. For me, this building today represents prevention,” Exum said. “It represents that if my child is having an issue, and I see that child is escalating, and I don’t know what to do, I can bring my child here as a parent.”
At the peak of the pandemic, Connecticut Children’s Medical Center was seeing up to 50 kids per day.
Pre-pandemic, it was closer to 20 to 25 daily, but many of those would be best treated in the crisis centers, said James Shmerling, president and chief executive officer at the medical center.
Tenesha Oates, a Hartfordarea resident, had to take her teenage son to the emergency room not long ago. He went from school, and Oates says she thinks he just needed de-escalation techniques that weren’t possible at the school.
After she spoke at the lectern, her son snaked an arm around his mother’s shoulders for a quick hug while they waited for the ceremony to conclude so they could take a tour. Rather than the sparse, clinical feel of a hospital, the urgent crisis center’s treatment
rooms have brightly colored, soft furniture.
They’re equipped with fidget toys and each room has its own mural sunflowers in one, a jungle scene in another.
“This would have been much better,” Oates said.

On Monday, Lamont defended the state’s approach to the scandal, adding that the press is “jumping to some conclusions” before officials complete their inquiries.
“I gotta see whether it’sa small handful of people
that were actually padding the accounts and doing this on purpose or whether it was broader than that,” Lamont said. “That’s why we’re gonna have an independent investigation to get to the bottom of this.
“The state’s attorney took a look at it, and now the feds are, ” he said. “We’re cooperating 100% to make sure we get to the bottom of this.”
