Each year, one Connecticut fife & drum corps is selected to host a National Muster, where corps from various states, even other countries, come together to play. STORRS Jacob Flynn didn’t believe it even while it was happening. Nor did his mom, Ann, when he called with the news. In fact, Ann didn’t even think it was Jacob on the phone. “You’re playing with me.” “No, it’s me, Jacob.” Yep, same old Jacob: oldest child of three, former South ington Blue Knight, junior fi nance major at UConn, walk-on wide receiver with the football team. Except now he wasn’ta walk-on anymore. UConn head coach Jim Mora made the move on Friday, Aug. 19, putting Flynn on scholarship along with linebacker John ItBechtle.wasgreat news for the Fly nns. The CDC also recommends that if a person has access to antigen tests, they should use one to be sure they can safely remove their mask. “With two sequential negative tests 48 hours apart, you may remove your mask sooner than day 10,” according to the CDC. In Connecticut, over a recent seven-day stretch, there were 3,300 confirmed COVID-19 cases, according to CT Data Both New Haven and Hart ford Counties are in the medium risk category regard ing COVID-19 exposure, ac cording to the CDC. These categories are determined based on hospitalizations and case numbers. For this category, people who are at a high risk of getting very sick because they are “older, are immunocompro mised, have certain disabili ties, or have underlying health conditions” should wear a high quality mask in indoor public places, accord ing to the CDC. If someone lives with some one who is high risk or is so cializing with someone who is high risk, consider self-test ing and wearing a high quali ty mask indoors. According to the CDC, there are a total of 16,603 monkey pox cases in the United States, including 86 cases in “Connecticut.Atthistime, the risk of mon keypox infection in children and adolescents remains low,” said Lea Crown, director of the Meriden Department of Health. “Monkeypox virus can infect anyone includ ing children if they have close, personal, often skin-toskin contact with someone who has monkeypox. In this current outbreak, most cases of monkeypox have been as sociated with sexual contact.”

If someone gets monkeypox, Lonczak said their local health department will play an integral role in working with them to get through the virus. For schools, she said they will be following any guidance out there, especially when it comes to disinfecting touched objects. “All the things that they nor mally would do are wonderful to combat anything from cold and flu season down to any of the more rare things,” Lon czak said. “But typically the risk is very low because this really is going to fall under a disease that is contracted with really close skin-to-skin contact.”

“I think myself, I think all the teachers and students are looking to try to get back to a normal school year with in teractions between students and teachers, our sporting events and be able to plan for a normal school year,” said Michael Grove, assistant su perintendent for technology and operations for Meriden Public Schools.

To help with a more normal school year, school districts will have COVID-19 tests that they can give to students who show symptoms or are ex posed to the virus.

At UConn, according to Mo ra, he’s proven a solid team mate with a great attitude, an everyday worker and a dependable receiver who’s unafraid to get hit after mak ing a catch. “We have to rotate our re ceivers through so that they stay fresh the whole game, but he’s certainly part of the plan,” Mora said heading in to UConn’s season-opener at Utah State. “His amount of reps will be determined by the flow of the game and how we’re flowing offensive ly. what the situations are.”

Flynn arrived in Storrs in the fall of 2019 as a “preferred walk-on,” which means the coach Randy Edsall, at the time wanted him enough to guarantee a roster spot, but couldn’t offer any financial assistance. ”I didn’t have it in my head that I was thinking like a walk-on, but I understood he thought I was ready,” Fly nn remarked. “I know I am, but it helped to hear it. ”It was just a confidence thing. Nothing physically changed, maybe just mental. My mindset was, ‘I can win my route; I can win one-onone Andsituations.”yet,forallhis progress, Flynn couldn’t envision scholarship status coming his way. That’s why, when he was summoned before the team with Bechtle on Aug. 19, Flynn was initially Yconfused.’allknow what’s about to Apparently,happen! one young man in the room did not. “I was obviously hoping that I would eventually be put on scholarship, but I wasn’t ex pecting it,” said Flynn. “I can’t really describe what it felt like,” he added. “I was happy all the emotions. I could just feel how happy my parents would be, my brother, my sister, the whole Notfamily.”long after, using a phone borrowed from a grad assis tant, Jacob could hear his mother’s joy. “I got put on scholarship.” “Are you serious? I’m going to cry,” Jacob’s hands went to his eyes, too. “Once I heard her starting to get emotional, it started to hit me,” Flynn said.

Mora can relate. In his col lege days, he was a walk-on at the University of Washing ton and wound up earning a scholarship. He remembers the feeling of validation after enduring seeming irrele “vance.There were times I had the old woe-is-me attitude,” Mo ra recalled. “I’m down there with the scout team; I’m get ting beat up. No one’s talk ing to me. None of the coaches are acknowledging me. It was Undoubtedly,awful.”that’s one rea son why Mora strives to in still a far different culture at UConn. He liked hearing the story about Coach Allen telling Flynn, “Stop acting like a walk-on; you’re good “enough.”That’sgood advice, man, for everyone: Just act like a UConn football player,” Mora said. “Don’t act like you’re a walk-on and, hey, don’t act like you’re a scholarship player. Just work at it.” Flynn was back at work Aug. 23 in the spacious turfed air plane hanger that is UConn’s indoor practice fa cility. Amid piped-in crowd noise that waxed and waned, he ran routes and caught passes with sure hands and the occasional acrobatic twist. He missed a few and con sulted with quarterback Ta’Quan Roberson to stay on the same page. When the first offense ran its 11-on-11 reps, he was out there, split wide, sometimes in a stack, occasionally in the slot. Growing up, Flynn was a UConn fan. Now he wears Number 84. “I went to a cou ple UConn games when I was younger. I could never imagine. When I got to high school and I started to do well, I could see myself play ing not here, but like in college in general. As the season went on and I did better, I thought, ‘Maybe I’ve got a shot.’”

The Clark Brothers factory building has high ceilings which were necessary for the drop forging of carriage bolts. Staebler said the high ceilings are useful for fitting in the distillery equipment as well as storing the barrels in which the whiskey and bourbon will age. “We’re going to put the still in (the new space) and wrap it with glass so everyone can see the operations,” he said. “We need a lot more room for cooperage to barrel-age all of the product.” Sauced at Kinsmen offers pizza to Kinsmen Brewing customers. In a July executive session meeting, the police commis sion discussed the letter with Daly behind closed doors. The chief said he had no problem explaining the situation to police commis sioners and was willing to show them his hours log of time worked as well as vaca tion time Commissionused.members sug gested a requirement that Daly never take road duty work when deputy chief William Palmieri is not working. While there’s no require ment that Daly work his 40 hours from the police station on Lazy Lane, he comes in anyway. Cameras at the de partment show him coming and going, proving he was there for the hours he claims on his time card Daly said. “I want to cover my butt so nobody can say I’m doing anything wrong,” he said.

According to town invoices to a variety of utility and construction companies, Daly took 27 private duty shifts in May, earning nearly $8,000 that month. In June, he worked 12 shifts, taking in about $3,500. Daly said he’s not afraid of hard work and grew up watching his father work three jobs. When he first started working road jobs, other police chiefs were sur prised and amused.

Verderame said Southington is a model for other police departments in areas such as the stolen car task force. It’s a sign of a healthy de partment that other towns are emulating. “We had a ton of places asking us about what we’re doing,” Verder ame said. No contract? Daly hasn’t had a contract for his entire tenure as chief. There’s more protection un der state statutes for police chiefs without a contract than with one, he said. At the end of a contract, town’s have the option to not renew. Without one, Daly said they have to termi nate only for just cause, which is a higher bar to Dalyclear.sees no reason for a contract at this point. Com mission members felt simi “larly.Ihave no concerns about him not having a contract,” Kalkowski said. “I can’t see us trying to put him under a contract at this point in time. I just don’t feel it’s neces Kalkowskisary.”

Detective John Marenholz, the Southington police union president, said his bargaining group’s contract requires union members get a chance to take road jobs before anyone else. Any jobs the chief or the depart ment’s supernumerary offi cers take are those un claimed by union members. “It’s been going on for a while without issue,” Maren holz said. “That’s how it’s been playing out As long as that’s adhered to, it’s sta tus Dalyquo.”said when road work jobs go unclaimed, projects have to be delayed or the work goes to officers from other towns. He and other officers are able to leave pri vate duty jobs in an emer gency. ‘Busy enough’

Last summer Wallingford Mayor William W. Dickinson Jr. appointed John Ventura to replace William Wright as police chief. Ventura doesn’t have a contact. Dickinson said state law is clear about when a chief can be re moved and a town’s contract can’t contradict state “statutes.It’sriskier for an individual to take on the job with a contract because they can be removed at the end of a con tract for no cause,” Dickin son said. Wallingford’s longserving mayor couldn’t re call a time when a police chief had taken private duty “jobs.Ithink the job they have is busy enough. I don’t know where they’d find time to be able to do extra duty,” he said. “It’s a consuming job.” John DeCarlo, director of the University of New Haven’s criminal justice program and a former Branford police chief, said there’s a lot that’s uncommon about Southing ton’s arrangement with its police chief. With the aver age chief’s tenure just three years, DeCarlo said Daly is remarkably long-serving. Many towns and cities have the police chief reporting to a manager or mayor rather than a police board, some of which are advisory bodies. Daly’s lack of a contract was also out of the ordinary, he “felt.Ihave not seen any chiefs who don’t have contracts,” DeCarlo said. “It guarantees them their benefits.” Unusual too, at least for Connecticut, was Daly’s road duty work. DeCarlo said chiefs in smaller depart ments across the country do this type of work but it’s un common in the state. “What may seem odd here, because it’s not normally done, is done in other states. It’s definitely done in other states,” DeCarlo said. “He’s maybe taking a situation that’s certainly not illegal or moral unethical.”

We need legislators who will stand up against the sta tus quo and rubber stamp policies that have negative ly impacted Connecticut’s residents for far too long.

A few smaller and mid-sized municipalities have spent significant amounts of stimulus money on housing. Clinton, for ex ample, budgeted almost 9% of its $3.5 million for hous ing concerns.
