New owners reopen Fratelli’s

The new owners of Fratelli’s Italian Restaurant have reopened after renovations and a menu refresh.

David and Bruno Carabetta decided to sell the business after starting the MeridenWaterbury Turnpike restaurant in 1989. The Carabettas

closed the restaurant in June, saying it was time to retire after so long in the restaurant industry.

Hector and Jose Delgado run Flair Restaurant as well as Mix Fine Cakes & Pastries, both in downtown Southington. The father-son duo knew the Carabetta brothers as fellow restaurateurs and began discussions about

buying Fratelli’s when they heard the brothers were looking to leave the restaurant business.

Jose Delgado hopes people will try the new Fratelli’s and doesn’t expect patrons to be disappointed.

“We’re going to put love in every single dish,” he said.

Southington council appoints deputy town manager

(Editor’s Note: This story was not run in-full in last week’s edition of The Citizen. We apologize for the mistake.)

SOUTHINGTON Southington will have a deputy town manager following the appointment of attorney Alex Ricciardone in a partyline vote.

While Town Council members of both parties praised Ricciardone’s work, Republicans supported the appointment while Democrats opposed it. Democrats objected to someone being proposed for the deputy town manager position without a broader search and without more time for deliberation.

Private practice to town corporation counsel

Ricciardone is the town’s corporation counsel and handles the majority of the town’s legal work. He was appointed assistant town attorney in 2019 and town attorney in 2021.

The town attorney represents the Town Council and isn’t a town employee. The corporation counsel, a position created last year, oversees all other town legal matters, advises boards and commissions and is a town employee.

Lou Martocchio replaced Ricciardone as town attorney, a part-time position.

Martocchio and Ricciardone worked together at the Martocchio & Oliveira law firm.

Ricciardone holds the rank of captain in the Air Force Reserve and processes court -martials and discharges. He’s been practicing law since 2010.

Ricciardone described the appointment as a formality since he’s already been performing many of the deputy town manager duties.

“I have had excellent conversations with almost every Town Council member since the meeting (of both parties) and they all expressed their confidence in my role going forward,” Ricciardone said. “I look forward to continue serving the citizens of Southington with the support of the Town Council.”

Resurrecting an old position

Town Manager Mark Sciota said the position of deputy town manager will include all the legal and advisory work Ricciardone is already doing. In addition, it’ll include some administrative leadership of the town.

That mix of responsibilities is nearly identical to the job description that Sciota himself had from 2006 to 2017.

The presence of a town lawyer on a board or commission can help avoid lawsuits and provide legal guidance when making decisions.

Ricciardone has already been attending Planning and Zoning Commission meetings, Sciota said, and this position just makes official much of what’s already been taking place.

Sciota didn’t speculate on whether this move set Ricciardone up for the town manager role some day.

“Working with me will give him some administrative training,” Sciota said. “It’s the Council that picks the next manager, not me. This certainly would give him ad-

ministrative experience, which will assist me.”

Debate over process

Republicans hold six of the nine Council seats. With an election looming, Council chairwoman and Republican Victoria Triano said she wanted to settle the deputy town manager position before the campaigning season began.

“I want this to be done prior to the craziness that running for office can hold,” she said. “I wanted this to be clean and clear Alex has done a tremendous job. The town manager has endorsed him.”

Paul Chaplinsky, Council vice chairman and a Republican, said while the appointment was a Council decision, Sciota had recommended Ricciardone.

“This is a position that is basically the number two or the right-hand person for the town manager. I would say who better to know who’s best for this role than the town manager,” Chaplinksy said.

Democrats, however, wanted a broader search and and more time for deliberation.

“This is a major position for our town. It was added to the agenda and now we’re voting on it quickly tonight,” said Chris Palmieri, a Democratic councilor. He asked if there had been any internal job postings or interviews to fill the position.

William Dziedzic, a Republican councilor and an attorney, said when filling a normal town employee position, that would be the process.

Town of Southington Veterans Monument Project

The Town of Southington Veterans Committee is looking for your help. In our efforts to update the existing WWII, Korea and Vietnam Era monument located on the Town Green, we are asking for assistance from the community.

The plaques on the monument have some misspellings and omissions of names that we would like to remedy during this time. The committee is asking the public to help us with any of these issues. If you have a family member that is not currently on the monument or whose name is misspelled, contact the office by leaving a message at 860276-6299 or email us at veteranscommittee@southington.org. Announced as Fall Health Expo’s Keynote Speaker.

The 11th Bi-Annual New England Passport to Health and Wellness EXPO keynote speaker will be John LeBeau, INHC, an orthomolecular researcher, integrative nutrition health consultant and holistic practitioner.

during library hours. Held at the library, the sale will run from 12-6 p.m. Friday, and 9 a.m. to 3 p.m. Saturday. For the last two hours on Saturday, attendees can purchase a bag full of books for $3.

To prepare for the sale, volunteers will work for about a week and a half preparing the Chase Auditorium. One such volunteer is Kari Burgess, the assistant director of the Plainville Public Library. In her capacity as a library staff member, Burgess is responsible for giving the organizers books the library is discarding. But Burgess also volunteers to prepare for the sale.

“We start, set up all the tables, bring in all the books, and then we sort it all by categories,” Burgess said.

The sale will include everything from mysteries to cookbooks. At this time, however, they are not ac-

cepting donations of textbooks, reference books, encyclopedias, computer books, VHS, or cassettes. The sale was held twice annually prior to the pandemic, but paused in 2020. Now, the sale is held once a year. The Friends of the Plainville Library also have a book nook stocked regularly with used books to purchase in the library. Burgess has a tip for both new and returning attendees of the book sale.

“(We) only take cash or check. We’re still a little old school that way,” Burgess said.

All proceeds from the event will go to the Plainfield Public Library. For Burgess, the highlight of the sale isn’t just supporting the library.

“My favorite part is just seeing all the people who come to the library who may not come here regularly and seeing what we do,” Burgess said.

The restaurant’s dining room and bar were renovated and new tables, chairs and other furniture added. The new look goes along with a new menu, which has some of the old classics with small changes as well as new dishes altogether.

Jose Delgado listed some of the menu items: beef meatballs over creamy polenta, veal parm with penne alla vodka, linguine with clams, chicken piccata and a “ very tender” 24-oz pork osso bucco.

“It’s a very small menu – it’s only about 18 items – but we make everything here,” he said. The smaller menu lets them keep good quality control on all the items and allows better preparation.

Opening Fratelli’s also meant expanding their team of employees.

“We expanded our team a lot. We have a lot more people. We definitely can’t do it ourselves,” Jose Delgado said. “My dad and I will be here in the beginning a little bit more, (but) we’re not going sprinting between Flair and Fratelli’s.”

The restaurant will be open Monday through Saturday

from 4-8:30 p.m.

Barbara Coleman-Hekeler, Greater Southington Chamber of Commerce president, was at Fratelli’s for a soft open two weeks ago. She was impressed with the Delgados’ entrepreneurial drive and their skill in the kitchen.

“They know the restaurant business super well,” she said. “It makes a difference when you know how to operate a business and also have a good quality product

to put out.”

Coleman-Hekeler expected the new Fratelli’s to be a hit and urged people to make reservations before going.

“I do think it’s going to be superbly popular,” she said.

“It’s absolutely beautiful. I love the intimate, elegant dining that’s in there.”

The Carabettas bought the Meriden-Waterbury Turnpike property in 1986 and spent the next few years building the restaurant,

which they opened two and a half years later. Even though retired, their mother Elena Carabetta was often at the restaurant helping make food, bringing her boys lunch or just spending time with them. The name of the restaurant, which is “brothers ” in Italian, referred to the family nature of running the eatery.

Matthew Stewart Ramsay, 89, of Myrtle Beach, South Carolina, and formerly of Southington, Connecticut, passed away unexpectedly on Friday, August 25, 2023. He was born in Medford, Massachusetts, to the late Colin Ramsay and Pearl McElroy Ramsay and grew up in Arlington, Massachusetts. Stewart graduated from the University of Massachusetts Amherst with a degree in Animal Husbandry. He met his first wife, Sylvia Lewis, while they were both students. They were married in 1956 and had three sons, Todd, Mark, and Peter. After graduating from college, Stewart served in the U.S. Army and was stationed in Alaska. Following his military service, he returned to Southington and worked on the Lewis Family Farm. In 1972, he transitioned from General Manager to Farm Owner and ran it until his retirement in 2008. Stewart was a passionate farmer and community leader. He served on numerous boards and committees, including the Connecticut Pomological Society, the Connecticut Agricultural Experiment Station, the Town of Southington Inland Wetlands Commission, and the Southington High School Agricultural Advisory Board. Stewart was a loving husband, father, grandfather, and friend. He was known for his sense of humor, love of life, and dedication to his family and community.

“We have been waiting for this,” said Bristol resident Phil Cooper, who had his three children in tow as they made their way over to the balloons Saturday afternoon. His youngest, two-year-old Paul, was not even alive when the fire company held its last festival before the pandemic.

In addition to the balloons, the festival at Norton Park featured a car show, fireworks, and an arts and craft show.

For a brief time Friday, the firework show was in doubt because of the forecast for rain, but it ended up a go, albeit a half an hour earlier than the original 9:30 p.m. showtime.

Southington resident Christie Bradley said she came out both days because she wanted to see both the fireworks and the balloons launched.

“ I just love this,” she said Saturday. “It’s good to see so many people have come out.

I really missed it when they didn’t have it.”

Her boyfriend Ted said that it was the balloons that he came to see.

“Someday I’m going to go up in one but I haven’t had the opportunity yet,” he said.

“It must be amazing to go up so high and look down on everything.”

He said an appointment for deputy town manager, a twopart role created by town ordinance, was different.

Democrats moved to table the motion but were outvoted by Republicans who saw no reason to delay a vote on Ricciardone’s appointment.

“I can look any voter in the eye and say this appointment is a solid appointment,” said Tom Lombardi, a Republican councilor. “We’re not going to find a better candidate. We all know this. We have a

prime candidate ready to go. He doesn’t need to fill out an application.”

Val DePaolo, a Democratic councilor and an attorney, said her party’s objections didn’t have anything to do with the work Ricciardone has done but rather how town residents would see the appointment.

“I don’t think it shows fairness. I think it shows that we’re just trying to do this quickly,” she said.

Five Republicans voted for Ricciardone’s appointment and three Democrats voted against it. Dziedzic abstained from the vote.

The Cheshire Lions Club has planned its annual paper shredding event, Saturday, Sept. 23, 9 a.m. to noon, in the parking lot behind Cheshire Town Hall, 84 South Main St. (off of Wallingford Road). Must possess, or obtain within 12 months of hire and maintain Connecticut Valley Electric Exchange (CONVEX) Switching and Tagging certification.
