Community gets behind drug ‘Take Back’ effort
Residents support additional funding for Farmers Market
By Bronwyn Commins Special to Town Times
By Nadya Korytnikova Town Times
There’s a movie, a 2021 action thriller called “Take Back,” that never made its way into theaters due to the pandemic. It’s got martial arts, kidnapping and all kinds of Hollywood-style excitement. But this film has nothing to do with the kind of “take back” that has meaning in the lives of everyday people. So to the movie’s director Christian Sesma, I say, let me tell you about my version of “Take Back,” i.e. National Prescription Drug Take Back Day and the local people who are real stars.
Some Durham residents are asking the town to reconsider the amount of funding for the Durham Farmers’ Market in the 2021-22 budget. In past years, the market received just under $2,000 from the town. For the upcoming fiscal year, Market Master Jon Scagnelli asked the Board of Finance for $13,900. The reason for the increase, he said, is that the outdoor Farmers’ Market and the Winter Market are now open for a total of 47 weeks.
National Prescription Drug Take Back Day is a safe, convenient, and responsible way to dispose of unused or expired prescription drugs at locations in communities throughout the country, according to the getsmartaboutdrugs.gov website.
The Board of Finance decided to allocate $5,100 for the Farmers’ Market in the upcoming fiscal year. In response, residents submitted letters to the town asking that the decision to cut Scagnelli’s request be reconsidered.
The October 2020 Take Back Day brought in 985,392 pounds (or 493 tons) of medication. This was the largest amount ever collected in the program’s 10 years, bringing the total amount of prescription drugs collected to nearly 13.7 million pounds. See Take Back, A12
Board of Finance Chairman Bob Donahue is among those supporting more funding for the market. In his letter, he stated that the market helps with economic development by drawing people to town. “We should go forward with the proposition that was originally proposed,” said Donahue. “The market is a consistent and continual draw of community activity and commerce. The price tag in comparison to what is gotten in return is well worth the cost.” In letters, residents praised Scagnelli for the extra hours he puts in to bolster the market, noting that he was able to increase the number of vendors from 20 to 30 since becoming Market Master in 2019. Creating a nature-friendly yard By Joy VanderLek Special to Town Times
It may come as a surprise, but not all landscapers and garden center employees have the right answers for you and your yard. That’s the message behind designer Kathy Connolly’s presentation “Ten Trends in Landscape and Lawncare.” It’s also behind her push to get homeowners to update their own gardening knowledge toolbox. More than a few times Connolly observed homeowners and gardeners on the receiving end of incorrect information. “I was in a garden center and a gentleman walked up to the checkout counter with his shopping cart full of lawn fertilizer
bags,” she said, adding that the guy’s cart must have held at least $150 worth of fertilizer. “This was in February,” Connolly said. The eager customer asked the cashier if it was time to put it on the lawn, and Connolly was flabbergasted when the worker replied, “Yes. Of course. They put it out on the shelves when it’s time.” That was not the correct answer. Soil temperatures need to be 50-55 degrees before you use fertilizers. Connolly has since observed more instances of poor advice, including a lawncare service that advised a customer to See Lawncare, A20

State Sen. Paul Cicarella (R34) applauded the Senate's unanimous passage of S.B. 608, which seeks to increase safety for children when buying ice cream from frozen dessert trucks. The bill has bipartisan support and was written in response to a fatal incident in Cheshire involving a Wallingford child, Tristan Barhorst, last summer.
happy that our Transportation Committee and all Senate colleagues have worked toCicarella gether to honor Tristan's memory to possibly save the lives of other children.
"Thank you to the Carrano and Barhorst family for their bravery and advocacy for this bill. Also, thanks to my colleagues on both sides of the aisle for moving this very important bill for child safety forward," said Cicarella.
"Many children have also suffered injuries, some permanent and life-altering, each year, yet we have not heard about them. Connecticut is the only state in our area that does not have existing safety measures in place; this bill is commonsense. I am hopeful that a positive can come out of this tragedy."
"When I first heard about this situation I was working on a similar case in my private business. I was shocked to find that there were not existing common-sense safety measures for these trucks to protect pedestrians, especially young children. I'm

Letters to the Editor Important vote Editor : On May 4 Durham will hold a referendum to decide if we should take the Korn School building from RSD13 for 1 dollar. If we decline, RSD13 will tear it down and we will help pay. As with many old buildings, this one needs work. So a second question asks to allocate $1 million to fund repairs to keep the building alive and, perhaps, usable. To complete the vision of the last building committee will require more work. In 2018, when last we voted on Korn, I wasn’t sure if Durham

needed a community center. What this last year has taught me is that community is something we generally take for granted until it is gone. I was sad to learn the Memorial Day parade is canceled again this year. I’m holding out hope for the Fair.
Owning a building is not free, so taking over Korn will certainly cause taxes to increase. But as my mother used to preach, “Money doesn’t equal happiness.” I think a stronger, closer community does. Vote for community on May 4. Judge tosses suit that sought to block transgender athletes HARTFORD (AP) — A federal judge has dismissed a lawsuit that sought to prevent transgender athletes from competing in girls high school sports in Connecticut. The Connecticut Interscholastic Athletic Conference, which oversees scholastic sports in the state, allows high school athletes to compete in sports according to their gender identity. The lawsuit was filed a year ago by cisgender runners who argued they were deprived of wins, state titles and athletic opportunities by being forced to compete against two transgender sprinters. U.S. District Court Judge Robert Chatigny dismissed the lawsuit on procedural grounds, saying in the ruling
partment’s Office for Civil Rights had sided with the plaintiffs. But the Biden administration withdrew that support in February.

Conservative lawmakers in more than 20 states have introduced legislation to ban or limit transgender athletes from competing on teams or sports that align with their gender identity. Arguments in the Connecticut lawsuit centered around Title IX, the federal law that requires equal opportunities for women and girls in edu-
forced to compete against what they term “biological males.”
Defense attorney Joshua Block argued the CIAC policy doesn’t deny any girl a meaningful opportunity to participate in sports, but that overturning it would violate the Title IX rights of transgender girls. “No court, no agency has ever defined a participation opportunity as winning an equal number of trophies,” he argued.
Plaintiff attorney Roger Brooks, from the Alliance Defending Freedom, argued that the law guarantees girls “equal quality” of competition, which he said is denied by having to race people with what he described as inherent physiological advantages.
The plaintiffs argue that the rights of cisgender girls under Title IX are being violated in Connecticut by being

Connecticut census data shows slight population uptick HARTFORD (AP) — Connecticut’s population slightly increased over the past decade, according to new census data released Monday, which showed the state will retain its five congressional seats. The census counted 3,605,994 residents in the state in 2020, compared to 3,574,097 a decade ago,
marking a 0.9% increase in population. Connecticut remains the 29th most populous state in the U.S. Release of the new census numbers came on the same day the eight members of the state’s Reapportionment Committee met for the first time. They chose Senate Minority Leader Kevin Kelly, RStratford and state Rep. Greg
Haddad, D-Mansfield, as the co-chairmen of the bipartisan group charged with redrawing Connecticut’s legislative and congressional district boundaries. The lawmakers noted, however, they won’t have all the census data they need until mid-August, instead of midApril, as originally planned. Also, Kelly said they still
need to determine how best to hold public hearings in each of the five congressional districts, given ongoing concerns about COVID-19. “We’re going to have to work and get through those challenges to see what it will look like,” Kelly said. “But we do want to make sure that we get as much input as possible.”
Details about the Reapportionment Committee, including an email address, have been posted on the Connecticut General Assembly’s website.

What is each phase? Editor : Having read Item 2 of the Special Town Meeting, nowhere have I read what is Phase One. Nowhere have I read what is Phase Two. Nowhere have I read that we will have the opportunity to vote on any future phases. In fact, the vote on Item 2 is for, “… The entire project, if done at once, was last estimated at 47.1 million … should the Town decide to accept the same from Regional School District 13.” Wouldn’t it be better to vote on one or two phases at a time and to know what is each phase?

Motherhood: A tough, hilarious, one-of-a-kind experience
But within a very short period of time, I felt like I had been doing this all my life.
And by the time Jordan popped in two years later, I was an old hand at motherhood. The first day of kindergarten. I had stayed home with my boys, so they were not used to being away from me. Ryan clung to my leg and begged me not to do this to him, and I thought my heart would break into a million pieces and that I would never be able to put it back together again.
Making forts. Exploring.
The day I went into my bedroom and saw that there was a gaping hole where a dresser drawer had been. The mystery was soon solved. Jordan had taken it to the stream and thought he would ride it to, who knows where. The captain of his own ship/drawer. Needless to say, he sank like a stone, so the journey to those faraway lands was not to be.
The day that Jordan got bubble gum all in his hair, which refused to come out (the bubble gum, not the hair). The school nurse had to get it out the next day with some kind of lubricant. Pulling my little ones in a wagon when we lived in Georgia and walked to the park every day.

Durham and Middlefield have dropped out of the COVID-19 red zone. The trigger for top-of-thechart red status starts at a rate of 15 cases per 100,000 people per day. The state’s most recent two-week report, issued April 22, showed just nine positive cases in Durham and eight in Middlefield. That works out to an average of 8.9 daily cases in Durham and 13 in Middlefield per 100,000 people per day. As of April 25, the total of laboratory-confirmed and probable COVID-19 cases reported among Connecticut residents was 336,933. Take Back
So forget Hollywood. Along with Dean and Miccinello, my stars include the people who got up early on April 24, a beautiful Saturday morning, to support the community by collecting old medications.
From A1
This year’s local effort is going to make a sizable contribution to that poundage. “Our community has really stepped up over the past nine years, and the pounds collected has shown this is true,” said Betsy Dean, executive director of DurhamMiddlefield Family and Youth Services. Although she gives credit to the community for the success of the program, Dean along with Dena Miccinello, prevention coordinator with the DMYFS, have spurred on the collection 700 hundred pounds of medication since the program began. Miccinello notes that “Being

The Take Back benefits the environment, as well. Medications disposed of improperly often make their way into bodies of water. Consider that next time you are walking near a local stream.
And if there are folks to be idolized, they are those who filled take home goodie bags for residents who dropped off medications. This included a handy pouch that can be used as a “drug deactivation system.” Super handy for those like me who will probably find another bottle of old medication that needs a proper disposal.

Within 10 minutes of my conversation with Bria, I saw at least 20 bottles of medication being put into the disposal bin. Okay, Mr. Sesma, I know you have worked with Oscar winners, but with all due respect, I think our stars are right here in Durham, Middlefield and Rockfall. The residents of each community are the real winners.

Cicadas will pose no problems this year, says Yale expert By Joy VanderLek Special to Town Times
There will be a new cycle of cicadas emerging this year, but despite some alarmist rumors of a large-scale infestation and devastation, there’s really nothing to worry about according to one expert. The non annual cicadas, also known as periodicals, belong to the species
magicicada, the 17-year cicada. These are the ones that will be coming out this year in the east. These cicadas are the type with specifically-separated broods of 13 or 17 years. Entomologist Ray Simpson with the Yale-Peabody Museum of Natural History in New Haven says there won’t be a grand-scale emergence of these arthropods appearing locally.
“People in Connecticut will be aware of the Dog Day cicadas, the ones you hear during the heat of the summer. They make the really high-pitched trilling, buzzing that you hear during the day,” Simpson said. These annual cicadas are, 99% of the time, the kind of cicadas Connecticut residents see or hear. In the order Hemiptera, periodical cicadas (magicicada), there are three
species of the 17-year cicada (decim, cassini and decula). The three are synchronized in their emergence. They come out in the millions, flying, and singing. “The cicadas come out in such huge numbers that predators are overwhelmed. The army of predators out there are taken by surprise,” said Simpson. “They (predators) can’t eat them all. They go to town on the cicadas.” See Cicadas, A19

COVID-19 VACCINE
If I had COVID-19, do I need to get vaccinated?
The two reasons to get vaccinated are to keep yourself from catching COVID-19 and to keep yourself from transmitting it to other people who might then get very ill. This pandemic can only end in two ways. One would be allowing millions more people to sicken and die. The other is through a very high percentage of vaccination. COVID-19 is new and there’s a lot we don’t know about it. It began a year and a half ago, 141 million cases have been documented and 3 million people have died. Through all of this, there has been the ability to gather information. The most useful data I’ve found was published just last month in Lancet. The majority of the country of Denmark was extensively tested. The study looks at people tested in their first wave (March to May) and their second (September to December), a range of 4-8 months. Their conclusion was the following: “We found protection in the population to be 80% or higher in those younger than 65 years, but to be approximately 47% in those aged 65 years and older.” So there is protection for most people who’ve had COVID, but it’s not as strong as we get with our vaccinations. We also don’t know how long the protection lasts after getting COVID-19. We know people can get sick with a second infection. We know most people who get vaccinated after formerly having COVID-19 develop a robust immune response. We expect that any protection from the disease won’t last forever. The mRNA vaccines (Pfizer and Moderna) get us nearly 100% protection against severe COVID, 94-95% protection against getting mild to moderate disease and
over 80% protection against asymptomatic transmission. There’s evidence that the protections from the vaccination are quite long-lasting. Due to viral mutations/variants, COVID-19 is becoming more contagious and probably more aggressive. The vaccines are highly effective at protecting us from variants, but we don’t know the same about prior illness. After hundreds of millions of doses of the mRNA vaccines, we know them to be very safe. The J&J vaccine is on “pause” for a possible side effect that has shown up as 1 per million. Though we’re worried about that, it should be seen as emphasizing the high level of safety that is going into the observation for any dangers. We also know that people are getting tired of COVID-19 restrictions and want to return to life as they knew it.
A través de todo esto, ha You can be vaccinated for habido la oportunidad de COVID-19 as soon as you recolectar información. are no longer contagious La información más útil from your infection. que he conseguido fue However, it is generally publicada el mes pasado agreed upon that reinen Lancet.

Cicadas
A19
In Brief
From A16
Energy monitoring
The staggered emergence of the 13- and 17- year-cycles is a natural strategy to avoid competition within the various species.
Eversource Kill A Watt electricity usage kits are available for borrowing from nearly 200 libraries around the state. A list of participating libraries can be found at Eversource.com. Customers can also take advantage of Eversource’s Green Button – an online tool that allows customers to download their energy usage data so they can easily share it with energy-efficiency experts to make home improvements.
That abundance of cicadas is a bonanza for the ecosystem. “It’s an unlimited food source and a quick source of protein,” Simpson said. The main predators are birds, but bats, mammals and even fish will eat cicadas, as well.
The broods are region specific. Brood 10 is fairly widespread, although distribution tends to be patchy, with some hotspots within a region, said Simpson. “We see them (Brood 10) in the mid-Atlantic and from Long Island and New York, west to Illinois and down through the Appalachians to Georgia.”
are there,” Simpson said. So, when you dig and develop for a new store, or mall or housing development, it’s possible that activity is destroying a specific cicada population. There are approximately 3,000 cicada species in the world, with the real focus of cicada diversity in the temperate tropical areas of the world, said Simpson. That includes New Zealand, where there are species of cicada unique to that country. There are, overall, fewer cicadas in the U.S. These insects stay underground so long due to an extremely long time in the larval development stage. They don’t
have wings and don’t even look like cicadas during that stage. They have five instars; five times they collapse, grow and shed. Seventeen years is a long process to develop, feeding off the juices of tree roots, before they get to emerge. Once they come out, a short period from April to May, they shed into their adult form. Their only purpose is to reproduce. Two weeks is about the lifespan. The female oviposits (lays an egg) into the bark of a tree. They do not lay eggs on anything else. As a precaution, it may be best to wait to plant a new, young tree until fall. Otherwise, the cicada does no harm.

There is concern about the Long Island broods going extinct, said Simpson. The theory is that if a brood gets too small, it can go extinct. For example, Simpson recalls a Brood 11 that did live in Connecticut. A few people went out to look for it in 1954 and found just a few individual insects and determined that small hatch was the last of the brood. Seventeen years later, the brood could not be found and was determined to be extinct, Simpson said.

RSD13 has been approved to offer free lunch and breakfast. Students participating in remote learning order lunch by going to their school’s webpage. Under the Reopening tab, there’s an order form and instructions on when and where to pick up lunches. Breakfast bags are available daily for students to take home.

Brood X, or Brood 10, is basically the only one that’s coming out this year, Simpson said, and that will be outside of New England. “The only brood recorded in Connecticut is Brood 2,” said Simpson. The last emergence was around 2013. The next time we see them will be in 2030, so we are pretty much guaranteed not to see a periodical this year, he said, adding that if you do see one, it should be reported. “That would be very significant,” he said.

Connolly said Dr. Douglas Tallamy, a leader in the new environmental awareness era, has turned what we previously learned on its head. Now we know that we should leave the leaves. It’s good for the insects, it’s where many overwinter, including fireflies. It’s also good to have insects eat our plants. Connolly’s library talk was the result of going to her trusted network of landscape and garden professionals, among them Nancy DeBruleClemente of Natureworks and Joe Magazzi of Green Earth Ag and Turf, as well as her own expertise in order to offer sound advice every homeowner can learn. “A good plan is invaluable,” said Connolly.

the plant has to have a long bloom time, exotic colors, no maintenance; is a short plant, squeezes out the weeds and doesn’t need a lot of water, said Connolly, adding that this list is just the beginning of consumer demands.
Our demands might make us happy, but the results may not satisfy. Nancy Ballek McKinnon from Ballek’s Garden Center told Connolly about the time a customer wanted a plant that would bring butterflies to her yard. She made the sale, and later in the season the customer came back to say, “There’s Residential Sealcoating 1,500 sq. ft. or more caterpillars all over my plant New customers only. Follow up by buying native plants that are native to the region where you live. More garden centers are getting onboard and stocking natives plants. And make sure they are correct for where you live. Also, read plant tags and research your purchases. Plan to do maintenance. If you don’t want any maintenance, then you want hardscaping, said Connolly. That’s stone and fences and the like, she said. And if you intend to use a landscaper, look at their credentials.
