Lions’ ‘crusade against darkness’ continues

Ever since Helen Keller challenged the Lions in 1925 to become “knights of the blind in the crusade against darkness,” Lions Clubs International has championed the cause, serving and advocating for the blind and visually impaired.

Nearly a century later, this longstanding mission continues unhindered throughout the world, and here in the Middlefield-DurhamMiddletown area.

My electronics are beginning to get sassy

We live in such a chatty world. Things are always talking back to me, uninvited. Take, for instance, the CD player in my car. I will pop in a CD, only to be met with the message, “Busy. Please wait.” What could the darn thing possibly be busy with? Is it out grocery shopping? Watching its favorite TV show? Clipping its toenails? I don’t think so. It has only one job to do-to open its mouth wide and let me slide in my CD. I really don’t appreciate the attitude.

Oh, and don’t get me started on the self-checkout machines at Stop & Shop! (I know, you didn’t mean to.) I

will be zipping merrily along, scanning my goodies and placing them in my bag. Doing everything right, by my reckoning. And then I get a message on the screen, accompanied by a voice, that informs me that I am to request help. And there is a “ding ding” sound that does not let up until that help arrives. I never know what put the old girl into such a snit.

Then there’s the persnickety TV. Most of the time my Samsung and I get along just fine. But every now and then it gets a bee in its bonnet and gives me some sass. I will be cruising through the channels, hoping to find some-

thing that does not bore me to tears, and when I finally land on something, the coveted show does not appear. Instead there is a message saying that there has been an error, there is a problem with my account, call this number. There has been no error, there is no problem with my account, and I do not call anybody. I just figure my Samsung is in a mood.

Of course I must make mention of my GPS, who goes by the name of Sadie. She is a fickle thing. She thinks it great sport to give me the wrong directions and have me going in circles and plowing into dead ends. When I know that she is in a mischievous mood and has given me a bum steer, I refuse to obey her command. But then I must hear,

over and over again, “recalculating.” She’s very persistent. And annoying. She needs another hobby besides getting me lost. I swear I hear her chuckling to her little GPS self.

I hear tell that some appliances are “smart” and can talk to you. I shall not get any of those. I don’t need any “lip” from my refrigerator. What if it is feeling sullen and tells me it will not let me in? This would be disastrous for me, as I do so love my nighttime snacking. I would never risk it. What if my stove, instead of steaming my veggies, informs me that it has gone on strike because it is tired of my vegan ways and will only cook a rump roast? What if the washing machine tells me it is not going to do a load of

wash because it finds it amusing to watch me go out the door in the same dingy clothes, day after day? I can’t count on any of these things being my friends. They could go rogue. There could be an uprising. I am not going to chance it.

Well, I’m going to watch some TV now. I hope so anyway. I could not, for the life of me, get it to turn on this morning. I pushed button after button, and nada. I finally gave up. At this point I feel if it will just come on when I want it to, I could live with the occasional rude message. But if it does not do my bidding and spring to life, I think I will just spend some “downtime” trying to figure out what on earth the CD player in my car is busy doing.

CT Historical Society debuts Bicycle Game

For bicycle-lovers who are meeting recent colder temperatures with disdain, the Connecticut Historical Society has just launched an exciting new exhibit that brings the heat, both on and off the street.

The Bicycle Game delves into a unique moment in history and brings visitors back to 1890s America, a moment in history that observed a surge in bicycle popularity. Through an intricately designed interactive exhibition created for visitors of all ages, visitors find the history of the bicycles as we know it meddled reconstructed by an salty scoundrel. Barnabus Boggs, whose name was selected through a “Name the Villain” campaign, is the mischievous rascal who’s meddled with art, facts, and more in an attempt to erase bi-

cycles from Connectut’s history. Through a series of games, puzzles and races, visitors can put their skills to the test and work their way through the game.

If successful, the iconic era can be saved from the wrath of Barnabus Boggs, and Connecticut’s bicycle history can exist in peace.

The Connecticut Historical Society held an opening reception Nov. 17 to celebrate the hard work and dedication of all who pitched in to make The Bicycle Game a reality. After opening remarks, delivered by Rob Kret, Executive Director of the Connecticut Historical Society and C.E.O. and Katie Heidsiek, attendees were invited to enjoy some refreshments and explore the exhibit at their own pace.

Updated ‘red flag’ law used largely for suicide threats

A recent change in Connecticut’s “red flag” law which allows police to seize weapons from someone who is considered a risk to themselves or others has led to a sharp increase in the number of warrants issued, and documents show police are now using it more often to deal with threats of suicide.

But some police chiefs say their departments dealt with these cases more efficiently before the change and that the new law is placing extra burdens on their investigations.

Legislators, believing that the 1998 law was underused, expanded the “red flag” law this year. The streamlined

process, which went into effect June 1, allows family and certain professionals to apply directly to the courts for the order, rather than having to first go through police, to restrict a person’s access to firearms.

In the first five months of 2022, courts issued 96 risk protection warrants through the old, more cumbersome process that took time to implement and automatically returned guns to a person one year after they were seized.

Between June 1, when the new law went into effect, and Nov. 3, there were 418 risk protection warrants approved by Superior Court judges, according to data obtained by the CT Mirror.

DURHAM- David Robert Montgomery, “Dave”, age 56, of Durham, CT, passed away at his home on November 29, 2022.

Dave was preceded in death by his parents Barbara Montgomery of Durham and Robert Montgomery of Cheshire. He is survived by his daughter Lillian (Lilly) and former wife, Christine Montgomery of Durham; his two sisters, Leslie (Arnold) Ozols of Durham, Lynn (Paul) Breton of Killingworth; his step mother, Jane Montgomery of Milford; his aunt and uncles, Anne & Roger Cargill of Seminole, FL; Richard Harding of Hamden; Annie Grenier of Middletown; his nieces and nephew, Christina White, Stephanie (Thomas) Wells, Celine Breton, and Alex Breton.

Dave was a graduate of Coginchaug Regional High School- Class of 1985. During high school he played on the soccer, track and basketball teams, served on class council, sang in the chorus, and was in the entomology club (who knew that was a thing). After high school, Dave pursued various work opportunities. He was a hands on type of guy who worked as a machinist for Pratt & Whitney, utilized his culinary skills in different roles at The Chart House and Fiddlers to name a few and ended up making a career in carpentry. Dave was more than a carpenter, he was

a craftsman, specializing in restoring historic buildings, creating custom cabinetry and taking on unique challenges, like building a salt cave. Dave’s eye for detail could be seen in his finish work that was unmatched.

A man of many talents and interests, Dave loved music and played the drums in local bands during his youth. In later years he could be found walking around strumming on his guitar. He was a true outdoorsman, hiking locally and in the Cascade Mountains when he lived in Washington State. Camping was a fourseason adventure- just ask his friends about winter camping! Boating was another passion of his, including an annual canoe trip down the Connecticut River to Selden Island with his brother-in-laws and friends. He enjoyed golfing, from playing in leagues to his backyard par 3. He was a gifted cook, famous for his lobster bisque and baker where everyone clamored

for his peanut butter cookies.

He was a family man who carried forth traditions and celebrated the changing seasons and their uniqueness. He was proud of the family home and excited Lilly could be found playing in the same yard. Dave’s passion for adventure was infectious and he could be seen building giant ramps for sledding and creating larger than usual bonfires in the backyard. Dave enjoyed spending time with his dogs, Marble, Missy, and Zoey. Can anyone guess his favorite holiday? Yup- Fourth of July. He was well-known for hosting “Fireworks on the Hill.” One of Dave’s most loved qualities was his storytelling. He would tell endless stories from his childhood adventures in Durham with his pack of friends- Kyle, Mike, Sam, Ed, Jeff, Matt, Daryl, and many others.

The family would like to thank all his loyal, lifelong friends and his crew from AA who have supported both him and his family through challenging times.

Friends were invited to attend a memorial service on Wednesday, December 7th at the United Churches of Durham, 128 Main Street, Durham, CT, beginning at 6:00 pm. A reception of soup and sandwiches followed. In lieu of flowers, donations can be made to the Nathaniel B. Field Memorial Foundation (www.nathanielfield.org).

DURHAM- Ronald E. Westfort, age 77, passed away peacefully early on Dec. 1, 2022 at Pilgrim Manor in Cromwell, Conn., after a long illness. He was predeceased by wife Ann Wagner Westfort and is survived by his sons, Michael and Jason, his daughter, Veronica Pasieka, and their families. He also leaves his longtime partner, Suzanne McNulty; her daughters, Lisa Angell and Leanne Slawinowski, and their families; and his brother and sister-inlaw, Robert and Trudy Westfort, and their family. Visitation and a service will be held at Beecher & Bennett-Flatow Funeral Home, 48 Cook Avenue, Meriden, Conn., Friday, Dec. 16, from 4 p.m. to 8 p.m., with interment at Walnut Grove Cemetery on Saturday, Dec. 17, at 11 a.m. A gathering for family and friends will follow from 1 p.m. to 4 p.m. at Casa Mia at the Hawthorne in Berlin, Conn. need. No names are given out; just a number, age and gender. Residents and organizations are invited to take a tag and purchase the items listed.

Police chiefs say they plan to meet with legislators in January to suggest “tweaking” the law, according to Cheshire Police Chief Neil Dryfe, who also is the current president of the Connecticut Police Chiefs Association.

“One of our agenda items for

the next legislative session is to meet with the Judiciary Committee to discuss the practical application of the new statute,” Dryfe said.

“We are overwhelmingly supportive of the intent of the law. But we’re having some difficulties in applying it practically on the street by the working police officers who end up having to do

these investigations,” he said.

The effectiveness of the newly streamlined law is in its speed: It places a person’s name in a national computer database immediately after a judge orders an investigation into a complaint that a person is a danger to themselves or others, flagging them in background checks as ineligible to purchase firearms while their name remains in the database at least until a hearing is held, required within two weeks.

“Before (June 1), you’d go to somebody’s house, and if they were suicidal, you sent them to the hospital and asked them or their family members are there any guns in the house,” Dryfe said. “Then you’d see if they had any guns registered to them or if they had a pistol permit, and if they didn’t, you were done.”

The Lions of Middlefield and Durham do eye site

testing in our schools, a program known as KidSight. It involves a person using a device called the Welch Allyn Spot Vision Screener. The individual screening takes just a few seconds and is performed from about three feet. There is no physical contact with the child. The screening can be completed on children as young as six months.

These screenings are free and set up by the local Lions Club. The next one in Middlefield is Wednesday, Dec. 14 at Levi E. Coe Library.

If your child or an adult loved one cannot speak about themselves well, they might say, “My eyes are itchy,” “My eyes are burning,” “My eyes feel scratchy,” or “I can’t see very well.” An elderly person might rub their eyes, or have a discharge. They might mention headaches or dizziness; even feeling nauseous. Any of these

symptoms deserve a checkout with your physician.

Matthew Beck, was a disgruntled lottery employee who was placed on leave after making threats against some of his supervisors.

Beck had a gun permit and owned the 9 mm gun used in the shooting despite a history of mental health issues. He killed four people before killing himself.

The original law allowed officers to ask a judge to take away someone ’ s weapons when they posed an “ ex-

treme risk.” Police would get a warrant from a judge and seize the guns.

Lawmakers said there were other holes in the original law besides the requirement that guns be held no more than one year, so last session, they decided to make more changes.

The new law gives family members or medical professionals the ability to initiate the process of taking away someone’s weapons. It eliminated the requirement that

police officers need to prove that there are no other “ reasonable alternatives” to taking away someone’s weapons. And it eliminated a judge’s discretion in deciding whether to take someone’s weapons away in cases where there is probable cause that the person is in possession of a gun and is a threat to themselves or others.

A “good faith” affidavit from family members or loved ones stating that the person

poses an imminent risk requires a judge’s order for an investigation, which police must conduct within a day, if reasonable. The beginning of an investigation also requires the person’s name to be entered in the National Instant Criminal Background Check System, or NICS, immediately which should flag them in background checks as ineligible to purchase a firearm. If police in the course of their investigation find probable cause that the person poses an immi-

nent risk, they must tell the court. Then, if the judge issues the protective order which keeps the person’s name on the NICS and there is probable cause that the person possesses weapons, the judge must also issue a risk warrant to seize the weapons.

Now someone whose guns were seized can petition the court, after 180 days, to have them returned and prove to the court that they are no longer a risk to get them back. There is no longer a time limit on how long the state can hold the seized weapons.

A safeguard in suicide cases

Police are increasingly using the new law in cases where there is a threat of suicide.

“Anecdotally, from across the state, we’ve had some homicidal threats, like somebody says they’re going to kill somebody else. But I would say probably in excess of 90% of the orders are suicide threats where a person is saying they are going to harm themselves,” Dryfe said.

A review of the 28 RPOs issued at Middlesex Judicial District court since June 1 shows that in 24 of those cases, the police were responding to a possible suicide. In 18 of those cases, there were no weapons involved, according to police affidavits.

University of Connecticut police at Storrs have obtained 12 risk protection orders from September to early November after responding to calls of students threatening to kill themselves, according to police affidavits filed in Rockville Superior Court. UConn spokeswoman Stephanie Reitz said most of their cases have been students who experienced mental health challenges that required immediate intervention and for which they were transported by ambulance to off-campus care.

“Our interpretation of the public act’s provisions led us to enact the risk protection order request processes as an additional attempt to safeguard their health and well being,” Reitz said.

She said UConn police have acted “based on what the department believes is required under the public act.”

“We have not received feedback from the Connecticut Judicial Department or Rockville Superior Court that suggests they have concerns about the numbers of cases originating from UCPD or questions on our interpretation of the statute,” she said.

“The expansion of applying for a protective order was developed as a way to possibly prevent mass shootings, but it has always been an important tool for preventing suicides,” said Jeremy Stein, executive director of CT Against Gun Violence.

Stein said research has shown nationally that for every 10 protective orders issued, one life is saved.

“So, by that measure, we’ve saved over 40 lives since June,” Stein said.

Only one case brought by a family member

Data from the Judicial Department show that only one of the 418 protection orders issued since June 1 was sought by a family member. That was in early September, when the brother of an East Haven man made threats against his ex-wife.

In his application to Judge Peter Brown, the East Haven man’s brother said he had talked with him the night before, and he had told him his ex-wife was filing for sole custody of their child and that “if I had a gun, I would shoot her.”

The judge signed the risk protection order investigation and notified East Haven police, who went to the man’s home.

The officers got the man to agree to go to the Hospital of

St. Raphael for a psychiatric evaluation.

Police charged the man with threatening and also completed a risk protection order that was submitted to New Haven court.

A judge kept the order in place at a hearing that was held 14 days later.

The Town of Wallingford Electric Division is seeking qualified candidates for the position of System Operator/Dispatcher for a municipal electric utility serving 25,000 customers. Coordinates electric system switching and places equipment in and out of service during routine and emergency operations. Requires HS diploma/GED with 2 years experience in the operation of Distribution SCADA equipment and/or switchboards used in the distribution of electricity or other qualifying experience in a related field. Experience and training may be substituted on a year for year basis. Must maintain valid system operation certification from Connecticut Valley Exchange (CONVEX) or other approved agency or be able to obtain the same within 90 days of hire. Must possess and maintain a valid State of CT Driver’s License. $34.63 - $41.15 hourly plus an excellent fringe benefits package to include a defined benefit pension plan.
