Affidavit The undersigned affiant, being duly sworn, deposes and says :

1. The undersigned, Detective Jon Femia #440, being duly sworn does depose and state that he is a member of the Meriden Police Department. Furthermore, that he has been a full time or reserve member of said department since October 2000,and at all times mentioned herein was acting as a member of said department, and also the following facts and circumstances are stated from personal knowledge and observations as well as information received from other officers acting in their official capacities, or other persons or sources of information.

2. On 08/18/2019, Meriden Police responded to a missing persons complaint r e g a r d i n g • · • • • ~ -.remains were found on 08/21/2019 at Baystate Textiles in Waterbury, CT. Her death has since been ~ a homicide. The investigation into her death is ongoing and her boyfriend, Jason Watson, is suspected of involvement in her death.

3. As part of the homicide investigation, Meriden Police learned that Jason Watson had reportedly pushed Victim #1, a previous girlfriend, from a moving car causing Victim #1 a serious leg injury. Victim #1 has a minor female child with Jason Watson, Juvenile #1 and at times lived together with him in Meriden, CT. 4. On 01/10/2020, I spoke by phone with Victim #1 who said that she was willing to meet with me and speak about her relationship with Jason Watson. Victim #1 specifically told me that on 07/27/2017, Jason Watson threw her out of a moving car on I-691 in Meriden. Victim # 1 reported that when State Police responded she was not cooperative and told them someone else had thrown her out of the car.

5. I then contacted Connecticut State Police Troop I and obtained a copy of the CSP police report for this incident, filed under CSP Case# CFS 1700394596.

6. I reviewed the report. On 07/27/2017, at about 1747 hours, Trooper Ross Kuchyt #728 was dispatched to the area of exit 10 on I-691 East on a report of a person who fell from a moving motor vehicle. Trooper Kuchyt found Victim #I sitting on the right shoulder of the highway with several abrasions to her arms and legs.

7. Trooper Kuchyt also located witnesses and took two sworn written statements about what they observed.

8. Doreen Scrivener provided a sworn written statement to Trooper Kuchyt that her vehicle was broken down ( Th,s is page 1 of a 4 age Affidavit.)

near exit 12 of I-691 East. Scrivener observed what she described as what "I believed (a] newer black Nissan with four doors pass us with the front passenger side door open. I saw a hand from the driver side ~om a blac~ male reach over to the passenger side. I saw a black female passenger. I don't know if he was pushmg or pullmg at the female. Before I knew it the female came tumbling and I began running to help her. The female was crying and screaming to the black male driver as he came walking towards the female aft~r pulling_over., The female screamed 'Get away from me' to the black male. I asked her if she was ok. She smd three times, He pushed me, he pushed me, he pushed me." Scrivener said the woman who was pushed out the car identified her self as [Victim #1] .

9. According to Scrivener's statement, the black male driver whispered something to Victim #1. Scrivener asked if the male was a friend of Victim #1 'sand he identified himself as "Jason." Sciverner described the male as about 5'08"-5'10" with a lighter complexion, short black hair, brown eyes, bushy eyebrows, wearing blue jeans and a black Polo shirt. Scrivener reported the male ran back to his car and sped off as he saw more people coming to help.

I 0. Marvin Davis provided a sworn written statement to Trooper Kuchyt. Davis reported he was travel~g on I-691 Eastbound east of exit I 2 when he saw a dark colored vehicle traveling in the right travel lane. Davis believed the vehicle was travelling 20-25MPH. While approaching the vehicle Davis saw the front passenger side door begin to open. Davis passed the vehicle and saw through his rear view mirror a black male female falling out of the vehicle. Davis did not know if she was attempting to exit the vehicle or was pushed. Davis reported noticing the female holding on to the door and being dragged several feet and moments later falling and rolling down the roadway for several feet. After the female stopped rolling she sat up and Davis saw the black vehicle on the right shoulder of the highway and a black male exit the car and walk towards the female. Davis walked past this male and went to check on the female. Davis described the female as hysterical and complaining of what she thought was a broken leg. Davis saw road rash/bum marks on her arms, breast, right ankle, and left eyebrow. The female initially identified the black male as "Jason" but later in the presence of police identified the guy as "James Wright."

1 I. In addition to developing witness statements, Trooper Kuchyt went to Hartford Hospital, where Victim #1

was taken by ambulance to the Emergency Room. Victim #I told Trooper Kuchyt that a black male in a black Chevrolet Malibu whom she had met IO mintues prior at a local McDonalds restaurant was giving her a ride and they got into an argument over money. Victim #1 told him to pull over and let her out of the car and then Victim #1 opened the door. Victim #1 told the Trooper that the man's name was "James" even when Trooper Kuchyt confronted her that this was not the name of the male told to witnesses. Victim #1 did not provide a written statement to the Trooper Kuchyt. Trooper Kuchyt was unable to locate the Maxima or person involved in the incident at the time.

12. On 01/15/2020, after speaking to Victim #1 and reviewing Trooper Kuchyt's report, Detective Simonson and I met with Victim #I for an interview and I took a sworn writ1en statement regarding the nature of her relationship with Jason Watson, including the chronic domestic violence. l 3. In addition to describing the domestic violence committed by Watson against her in general, Victim #1 wanted to provided specific information about an incident that occurred on 07/27/2017 in Meriden on 1-691.

Affidavit - Continued 14. Victim #1 stated :

"On July 27, 2017, I was a passenger in a car with Jason Watson and our daughter [Juvenile #1]. We were on 1 -691 on our way home and we were arguing. I told him to pull over and he stopped the car on the shoulder. I started to get out and he then began to drive away with my foot out of the car. I tried get back in and shut the door, but Jason sai~ "You want to get o_ut, get out." and pushed me out of a moving car. My leg was completely turned around and it hurt. Other motorists helped me and Jason stopped and tried to take me in the car but I told him to let me go. A State Trooper came, but I didn't cooperate and told him a fake person and different car were involved. I lied beca~se I was afraid DCF would take my daughter. I was also afraid of Jason. Jason did in fact push me out of a movmg car. I suffered a severely broken leg and was treated at Hartford Hospital and needed two surgeries. I ended up in a convalescent home."

15. ~ile being interviewed by Meriden Police on 01/15/2020, Victim #1 verbally confirmed that the Nissan Maxima Jason Watson currently owns was the vehicle she was pushed from in 2017. A CT DMV inquiry confirms that Jason Watson is the registered owner of a gray, 2009, four door, Nissan Maxima sedan, CT Reg. AP2617.

16. Victim #1 signed a medical records release so Meriden police could obtain records related to this incident.

On 01/16/2020, I brought this medical records release to Hartford Hospital. On 01/22/2020, I received a voluminous package containing hundreds of pages of medical records related to this incident.

17. On 07/27/2017, Victim #1 was transported to Hartford Hospital for emergency treatment. Victim #1 required surgery to repair the orthopedic injuries to her right lower leg and was discharged on 08/07/2017 into a skilled nursing facility due to the injuries she sustained in this incident. Victim #1 reported being pushed from a moving car.

18. Victim #l 1s diagnosed physical injuries included: a displaced pilon fracture of Victim #1 's right tibia, initial encounter for closed fracture; a displaced transverse fracture of shaft of unspecified tibia, initial encounter for closed fracture; lacerations to her left eyelid and scalp, abrasions to her left breast, right wrist, and right shoulder.

Medical records detail the orthopedic surgery needed by Victim #1. Medical records also indicate Victim #1 was in pain from the injuries and given medical interventions to manage the pain. Victim #l 1s medical records contain varying accounts of how the injury occurred, including that a stranger pushed her out of the car, that her boyfriend pushed her out of the car, Jason Watson reporting to a friend of Victim #1 that she jumped out of a moving car, or that she somehow fell from the car. The records also indicate the hospital was concerned about possible domestic violence issues and that Watson may have visited Victim #1 at Hartford Hospital in violation of a protective order.

19. On or about 08/26/2019, Victim #1 's minor child, Juvenile #1 disclosed to a DCF worker that she was present when her father (Jason Watson) pushed her mother (Victim #1) out of a car.

20. Jason Watson's physical description is generally consistent with witness accounts from 07/27/2017.

21. Jason Watson, DOB 04/09/1981, is a non-Hispanic Black Male. Watson is about 5'11 , 190 pounds with. black hair and brown eyes. He wears glasses and resides at 645 West Main Street, 1st Floo_r Ap_artment, ~enden, CT 06451. He is a convicted felon and has a criminal history that includes assault and family v10lence ottenses.

Watson's FBI number is 714093HB4 and SPBI number CT00870632. Watson is currently incarcerated at (This is page 3 of a 4 page Affidavit.)
